Time Warner Cable Doubles Premium Broadband Speeds in Los Angeles, New York, Hawaii

timewarner twcTime Warner Cable customers in Los Angeles, New York, and Hawaii subscribed to the company’s top 50/5Mbps Ultimate speed tier will get a free upgrade to 100/5Mbps between now and the end of this year.

“Residential customers in Los Angeles who subscribe to our Ultimate 50 tier are being automatically upgraded to Ultimate 100 at no extra cost,” said Time Warner’s Andrew Russell. “Ultimate 50 residential customers in New York City and Hawaii will be upgraded by year’s end. By early 2014, all customers in these markets will have access to Ultimate 100, with more TWC markets to follow next year.”

“Consumers are adding more and more connected devices into their digital lifestyle,” said Steve Cook, general manager of Time Warner Cable residential Internet. “These new ultra-fast Internet speeds are designed to satisfy their growing demand to stream, download and connect simultaneously across multiple devices.”

Time Warner Cable announced several speed upgrades over the last year, but it still remains the least aggressive major cable operator in the speed category. Among the largest five cable operators, Time Warner Cable’s premium speed tiers are the slowest, with top upstream speeds of just 5Mbps and a maximum downstream speed of 50Mbps for most. But Time Warner Cable has no compulsory usage caps or consumption billing.

Over the last year, Time Warner Cable increased speeds for all but their Extreme customers (30/5Mbps), the only plan to have not seen any major speed boost in most markets since being standardized as an entry level DOCSIS 3 tier.

Time Warner also announced a speed improvement for their budget-conscious Lite tier, now 1/1Mbps in most markets.

Priced at $14.99 per month, the new offering will deliver 2/1Mbps — adequate for basic web browsing, e-mail and limited multimedia use — and becomes available nationwide beginning Nov. 4.

“We’re making our entry-level product even better and more affordable for the casual Internet user and cost-conscious consumer,” said Cook. “At both ends of our speed options and everything in between, we’re focused on giving our customers the best experience at the best value.”

Time Warner Cable will now offer most customers seven different speed tiers, all unlimited use (except when opting in to usage limited plans in return for a discount):

  • Lite: 2/1Mbps
  • Basic: 3/1Mbps
  • Standard: 15/1Mbps
  • Turbo: 20/2Mbps
  • Extreme: 30/5Mbps
  • Ultimate: 100/5Mbps

Level 3 Communications Responsible for Weekend Outage for Cablevision, TWC Customers

A major outage caused by a failing fiber optic switch owned by Level 3 Communications left millions of cable subscribers along the eastern seaboard without Internet access Saturday.

The outage affected Cablevision and Time Warner Cable customers from Albany, N.Y. eastward to Long Island and north into Maine.

Some cable operators did a better job dealing with Level 3’s troubled equipment than others.

A Cablevision spokesperson indicated technicians discovered the problem, routed around it, and restored service about an hour later.

Time Warner Cable apparently waited for Level 3 to repair or replace the switch, leaving their broadband customers offline for most of Saturday morning.

The switch failure did not just affect Internet Service Providers. Some content distribution networks and regional servers for major websites including Facebook and Twitter also had problems.

Although the outage was too brief for Cablevision customers to qualify for a service credit, affected Time Warner Cable customers can use the company’s online chat platform or call to request a one day broadband service credit for the interruption.

nys pscNew York regulators have turned down Time Warner Cable’s request to shut off past due phone customers late at night or on weekends to protect consumers.

The Public Service Commission today reaffirmed long-standing rules that allow phone providers to only disconnect customers for non-payment between the hours of 8:00am – 7:30pm Monday through Thursday and 9:00am to 3:00pm on Friday.

twc“We are saying ‘no’ to Time Warner’s request to waive our rules regarding when it would be authorized for suspensions and terminations of its telephone customers,” said Commission chair Audrey Zibelman. “The Commission’s rules applicable to Time Warner are consistent with the hours of operation of the Commission’s consumer call center which receives consumer complaints’ and requests for assistance. To ensure telephone consumers’ rights are protected, especially core customers such as the elderly and disabled, it is essential customers are afforded the opportunity to contact our call center if their telephone service is threatened with a potential suspension or termination.”

But Time Warner Cable was granted approval of most of its other regulatory reform requests:

  • Time Warner Cable can now apply partial payments first to basic local telephone charges, then non-basic services;
  • The cable company will not have to distribute White Page directories except on request in print or CD-ROM format;
  • After six months of providing monthly service quality figures, the cable company can limit future reports to only reflect standards for “core customers,” if the PSC finds Time Warner is providing adequate service.

UnivisionA new agreement between Time Warner Cable, Bright House Networks, and Univision Communications will add at least three new Latino-oriented cable networks to the television lineup beginning as early as next month.

The two cable companies have agreed to extend a carriage agreement with Univision TV as well as bring several new Univision networks to Time Warner Cable viewers. The complete lineup:

  • UnivisionHD: The Univision broadcast network (Spanish)
  • UniMás: The “second program” of Univision’s broadcast network (Spanish)
  • Galavisión: A cable entertainment channel (Spanish)
  • Univision tlNovelas: All telenovelas (soap operas), all the time (Spanish)
  • FOROtv: The Mexico City-based 24 hour news channel (Spanish)
  • El Rey Channel: A joint project of filmmaker Robert Rodriguez and FactoryMade Ventures, launching to cater to second/third-generation young adult Latinos (English)

Many Univision shows are now subtitled in English, especially during prime time hours, to expand the potential viewing audience.

“Time Warner Cable is delighted to be able to work out our early renewal and expand our business relationship with Univision,” said Melinda Witmer, chief video and content officer for TWC. “Our comprehensive agreement expands the number of ways our Hispanic subscribers can enjoy their favorite entertainment, news, sports and telenovelas.”

The deal also allows Time Warner Cable to carry Univision content on streaming video and on-demand platforms.

twc logoTime Warner Cable has added two new lobbying firms, despite running up nearly $4 million in lobbying expenses during the first half of 2013, to advocate a hands-off policy on broadband and changes in how television stations get compensated from cable providers after a month-long dispute with CBS helped fuel subscriber losses.

The Legal Times blog reports Time Warner Cable has hired Dentons and Edwards Wildman Palmer to advocate the company’s positions on broadband deployment, copyright reform, privacy matters, retransmission consent, and the reauthorization of the Satellite TV Extension and Localism Act. Provisions of that legislation have given television stations and broadcast networks leverage to persuade pay television providers to meet their terms on higher compensation in return for permission to carry those signals on the cable or satellite lineup.

In reviewing disclosures released by the clerk of the House of Representatives obtained by Stop the Cap!, Time Warner Cable will benefit from Washington’s revolving door, using lobbyists that either used to work inside offices of members of Congress or have been directly involved in writing or influencing legislation for paying clients:

Valerie Nelson, a senior managing director at Dentons, served as director of Member Services for Majority Leader Eric Cantor (R-Va.) in the U.S. House of Representatives.

Todd Bertoson, also a senior managing director at Dentons, spent nearly six years on the U.S. Senate Committee on Commerce, Science, and Transportation, working on all aspects of the committee’s agenda, including issues involving the Federal Communications Commission (FCC).

Seth A. Davidson, a lobbyist from Edwards Wildman Palmer, has played an active role, including drafting legislation and witness testimony, in most legislative matters affecting the communications industry over the past three decades, including the 1984 and 1992 Cable Acts, the Digital Performance Right in Sound Recordings Act of 1995, the 1996 Telecommunications Act, the Digital Millennium Copyright Act, and the Satellite Home Viewer Act of 1989 and each of its subsequent renewals. His involvement in legislative matters of interest to his clients is so pervasive, he was singled out by the chairman of the Senate Judiciary Committee in 2004 for his contributions (on behalf of his clients) in the drafting of the Satellite Home Viewer Extension and Reauthorization Act.

The Legal Times notes Time Warner Cable has spent $3.8 million on federal lobbying during the first half of this year, according to congressional records. For its advocacy efforts, the company used its own staffers, as well as lobbyists from firms that included Capitol Tax Partners; Fierce, Isakowitz & Blalock; and The Raben Group.
