T-Mobile, Verizon Wireless Achieve Top Scores in Mobile Performance Report

Mobile broadband performance in the United States remains nothing to write home about, achieving 43rd place worldwide for download speeds (between Hong Kong and Portugal) and a dismal 73rd for upload speed (between Laos and Panama). With this in mind, choosing the best performing carrier can make the difference between a tolerable experience and a frustrating one. In the first six months of 2018, Ookla’s Speedtest ranked T-Mobile and Verizon Wireless the two top carriers in the U.S.

From January through the end of June, 2,841,471 unique mobile devices were used to perform over 12 million consumer-initiated cellular network tests on Speedtest apps, giving Ookla insight into which carriers consistently performed the best in different cities around the country. The results showed average download speed of 27.33 Mbps, an increase of 20.4% on average since the same period in 2017. Upload speed achieved an average of 8.63 Mbps, up just 1.4%.

Achieving average speeds of 36.80 Mbps, first-place Minnesota performed 4 Mbps better than second place Michigan. New Jersey, Ohio, Massachusetts and Rhode Island were the next best-performing states. In dead last place: sparsely populated Wyoming, followed by Alaska, Mississippi, Maine, and West Virginia.

T-Mobile’s heavy investment in 4G LTE network upgrades have clearly delivered for the company, which once again achieved the fastest average download speed results among the top-four carriers: 27.86 Mbps. Verizon Wireless was a close second at 26.02 Mbps. Verizon’s speed increases have come primarily from network densification efforts and equipment upgrades. Further behind was AT&T, achieving 22.17 Mbps, and Sprint which managed 20.38 Mbps, which actually represents a major improvement. Sprint has been gradually catching up to AT&T, according to Ookla’s report, because it is activating some of its unused spectrum in some markets.

Your Device Matters

Which device you use can also make a difference in speed and performance. In a match between the Apple iPhone X and the Samsung Galaxy S9, the results were not even close, with the Samsung easily outperforming the popular iPhone. The reason for the performance gap is the fact Samsung’s latest Galaxy phone has four receive antennas and the iPhone X does not. The iPhone X is also compromised by the total amount of LTE spectrum deployed by each carrier and the fact it cannot combine more than two spatial streams at a time. Until Apple catches up, iPhone X users will achieve their best speeds on T-Mobile and Verizon Wireless, in part because Verizon uses more wideband, contiguous Frequency Division Duplex (FDD) LTE spectrum than any other carrier, which will allow iPhone users to benefit from the enhanced bandwidth while connected to just two frequency blocks. The worst performing network for iPhone X users belongs to Sprint, followed by AT&T.

 

Rural vs. Urban

For customers in the top-100 cities in the United States, T-Mobile and Verizon Wireless were generally the best choices, with some interesting exceptions. AT&T and Verizon Wireless generally performed best in areas where the companies also offer landline service, presumably because they are able to take advantage of existing company owned infrastructure and fiber networks. Verizon Wireless performed especially well in 13 states in the northeast, the upper midwest (where it acquired other cellular providers several years ago), Alaska, and Hawaii. AT&T was fastest in four states, especially the Carolinas where it has offered landline service for decades, as well as Nebraska and Nevada. Sprint outperformed all the rest in Colorado, while T-Mobile’s investments helped make it the fastest carrier in 31 states, notably in the southeast, southwest, and west coast cities.

The story rapidly changes in rural areas, however. Almost uniformly, speeds are considerably slower in rural areas where coverage and backhaul connectivity problems can drag down speeds dramatically. In these areas, how much your wireless provider is willing to spend makes all the difference. As a result, T-Mobile’s speed advantage in urban areas is dramatically reduced to near-equivalence with Verizon Wireless in rural communities, closely followed by AT&T. Sprint continues to lag behind in fourth place. No speed test result means a thing if you have no coverage at all, so rural customers need to carefully consider the impact of changing carriers. Always consider a 10-14 day trial run of a new provider and take the phone to places you will use it the most to make sure coverage is robust and reliable. Sprint and T-Mobile’s roaming agreements can help, but in areas with marginal reception, the two smaller carriers still favor their own networks, even if service is spotty.

Network Upgrades and the Future

In the short term, most wireless upgrades will continue to enhance existing 4G LTE service and capacity. True 5G service, capable of speeds of a gigabit or more, is several years away for most Americans.

T-Mobile

T-Mobile has invested in thousands of new cell sites in over 900 cities and towns to quash its reputation of being good in cities but poor in the countryside. Many, but not all of these cell sites are in exurban areas never reached by T-Mobile before. The company is also deploying its 600 MHz spectrum, which performs well indoors and has a longer reach than its higher frequency spectrum, which will go a long way to end annoying service drops in marginal reception areas. These upgrades should make T-Mobile’s service stronger and more reliable in suburbs and towns adjacent to major roadways. But service may remain spotty to non-existent in rural states like West Virginia. Most of T-Mobile’s spectrum is now dedicated to 4G LTE service, with just 10 MHz reserved for 3G legacy users. T-Mobile has set aside only the tiny guard bands for LTE and UMTS service for legacy GSM channels handling some voice calls and 2G services.

T-Mobile is also introducing customers to Carrier Aggregation through Licensed Assisted Access (LAA). This new technology combines T-Mobile’s current wireless spectrum with large swaths of unlicensed spectrum in the 5 GHz band. Because the more bandwidth a carrier has, the faster the speeds a carrier can achieve, this upgrade can offer real world speeds approaching 600 Mbps in some areas, especially in urban locations.

Verizon Wireless

Verizon Wireless is suffering a capacity shortage in some areas, causing speeds to drop during peak usage times at congested towers. Verizon’s solution has been to add new cell sites in these mostly urban areas to divide up the traffic load. In many markets, Verizon has also converted most or all of its mid-band spectrum to LTE service, compacting its legacy CDMA network into a small section of the 850 MHz band. With 90% of its traffic now on LTE networks, this week Verizon confirmed it will stop activating new 3G-only devices and phones on its network, as it prepares to end legacy CDMA and 3G service at the end of 2019. Once decommissioned, the frequencies will be repurposed for additional LTE service.

In the immediate future, expect Verizon to continue activating advanced LTE features like 256 QAM, which enables customers’ devices and the network to exchange data in larger amounts and at faster speeds, and 4×4 MIMO, which uses an increased number of antennas at the cell tower and on customers’ devices to minimize interference when transmitting data. How fast this technology arrives at each cell site depends on the type of equipment already in place. At towers powered by Ericsson technology, a minor hardware upgrade will quickly enable these features. But where older legacy Alcatel-Lucent equipment is still in use, Verizon must first install newer Nokia Networks equipment to introduce these features. That upgrade program has moved slower than anticipated.

Older phones usually cannot take advantage of advanced LTE upgrades so Verizon, like other carriers, may have to convince customers it is time to buy a new phone to make the most efficient use of its upgraded network.

AT&T

AT&T customers are also dealing with capacity issues in some busy markets. AT&T has a lot of spectrum, but not all of it is ideal for indoor coverage or rural areas. The company, like Verizon, is trying to deal with its congestion issues by deploying new technologies in traffic-heavy metropolitan markets. AT&T is using unlicensed spectrum in parts of seven cities, accessible to customers using the latest generation devices, to increase speeds and free up capacity for those with older phones. For most customers, however, the most noticeable capacity upgrade is likely to come from AT&T’s nationwide public safety network. This taxpayer-supported LTE network will be reserved for first responders during emergencies or disasters, but the rest of the time other AT&T customers will be free to use this network with lower priority access. This will go a long way towards easing network congestion, and customers will get access automatically as available.

At the same time, AT&T, like Verizon, is trying to deploy additional advanced LTE features, but has been delayed as it mothballs older Alcatel-Lucent equipment at older cell sites, replaced with current generation Nokia equipment.

Sprint

Sprint has done the most in 2017-2018 to improve its wireless network, especially its traditionally anemic download speeds. While still the slowest among all four national carriers, things have gotten noticeably better for many Sprint customers in the last six months. Sprint recently activated LTE on 40-60 MHz of its long-held 2.5 GHz spectrum, which has improved network capacity. Carrier Aggregation has also been switched on in several markets.

Unfortunately, Sprint’s 2.5 GHz spectrum isn’t the best performer indoors, and the company has also had to adjust frame configuration in this band. Sprint is the only Time Division Duplex (TDD) LTE carrier in the country. This technology allows Sprint to adjust the ratio of download and upload capacity by dedicating different amounts of bandwidth to one or the other. Sprint tried to address its woeful download speeds by devoting 30% more of its capacity to downloads. But this also resulted in a significant drop in upload speeds, which are already anemic. Sprint has been able to further tweak its network in some areas to boost upload speeds up to 50%, assuming customers have good signals, to mitigate this issue.

Sprint is also restrained by very limited cell site density and less lower frequency spectrum than other carriers. That means more customers are likely to share a Sprint cell tower in an area than other carriers, and the distance between those towers is often greater, which can cause more instances of poor signal problems and marginal reception than other carriers. Sprint’s best solution to these problems is a merger with T-Mobile, which would allow Sprint to contribute its 2.5 GHz spectrum with T-Mobile’s more robust, lower frequency spectrum and greater number of cell sites, instead of investing further to bolster its network of cell sites.

Some Optimum Customers Getting Free 400 Mbps Upgrades

Some Altice-Optimum customers in New York and New Jersey are enjoying a free speed upgrade to 400 Mbps, double the speed of the 200 Mbps they used to get.

Max Sharfstein reports his speeds suddenly increased late last week after his modem rebooted. Other customers report similar speed upgrades.

“I was on a promotion for 200 Mbps service but now I am getting 400 Mbps performance, based on speedtest results,” Sharfstein told Stop the Cap! “It’s quite a boost from the 100 Mbps I was originally paying for before Altice started giving out promotional credits to hold onto customers.”

Sharfstein’s bill shows his 200 Mbps tier has been replaced with the 400 Mbps tier, without any action on his part. His current promotion ends in September.

“I’m not sure what I will have then,” Sharfstein admits.

The Optimum website shows the cable operator selling 20, 100, 200, and 400 Mbps tiers. Customers can check with Optimum customer service to see if they qualify for any free speed upgrades.

With a recent rate hike now taking effect, most customers will pay $64.95 for 100 Mbps service starting in June. The company runs free or discounted speed upgrade promotions from time to time, mostly as a customer retention tool and a way to better compete against Verizon FiOS.

If customers balk about the price, Optimum also sells a basic 20 Mbps tier for around $29.99 a month with a $10 modem rental fee (waived if you bring your own modem.) Existing customers report getting downgraded to this tier can be difficult, with representatives claiming it is not available, despite the fact it is as of now. New customers should have no trouble signing up for the $29.99 plan, however.

Charter Spectrum Hurrying Out 100 Mbps Speed Upgrades Before Year’s End

Updated 12/15: The speed upgrades for several regions including upstate New York have now launched. You may need to reset your modem to get the new speeds. You should see at least 100/10 Mbps. If that does not work, call or chat with Spectrum and have them reauthorize your modem. If you are on a legacy Bright House or Time Warner Cable plan, you will not get these upgrades until you change to a Spectrum plan. We will have a report up on the home page shortly about additional gigabit speed upgrades likely to launch next week later tonight. — PMD

“By the end of the year, Charter’s flagship speed will be an industry leading 100 megabits per second (Mbps) in virtually every market we serve. In the last year, we increased that speed 66% – from 60 Mbps to an even faster 100 Mbps – at no extra cost to our customers. Additionally, in a growing number of markets, we have begun upgrading that flagship speed to 200 Mbps.” — Charter Communications blog post for Nov. 30, 2017

Charter Communications is hurrying out 100 Mbps speed upgrades to “virtually all” its markets, whether customers were originally serviced by Charter or were acquired from Bright House Networks or Time Warner Cable.

The company has been on a publicity drive to suggest its merger/buyout of BH and TWC was consumer-friendly. Charter also wants to reassure shareholders concerned about the ongoing trend of cord-cutting and customer backlash over rising internet prices that the value of Spectrum’s faster internet service has improved.

Unfortunately, its publicity campaign also flies in the face of an industry push to convince Americans the Obama Administration’s Net Neutrality policies have neutered investments in broadband upgrades, which is exactly what did not happen with the second largest cable company in the country.

“Since 2014, Charter has invested more than $21 billion in [upgrades] including video delivery, more efficient bandwidth management and advanced compression technologies,” Charter wrote. “This investment has enabled us to improve the quality of our video while reducing the bandwidth needed for its delivery. The bandwidth that is made available can then be dedicated to significantly increasing our broadband speeds.”

Several legacy Time Warner Cable markets, particularly in upstate New York, New England, and some markets in the deep south and Rockies are still waiting for the digital television conversion that will free up bandwidth for internet speed upgrades. Albany, N.Y. is nearly complete and Rochester, N.Y. is next on the list.

Sources suggest Charter may find a way to boost speeds in almost all of its markets, regardless of whether digital TV conversions are complete. That would mean communities in these areas would see standard internet speeds rise from 60 Mbps to 100 Mbps at no extra charge. Those who agreed to pay Charter’s $199 upgrade fee for “Ultra” 100 Mbps service would see their speeds rise to as high as 300 Mbps.

A quick check showed no speed changes in the Rochester market as of this afternoon, but that could change before Christmas. Customers can check if they received an upgrade by briefly unplugging their cable modem and resetting it. A speed test will verify whether your areas has received an upgrade. Customers still holding onto a legacy Bright House or Time Warner Cable plan will see no speed changes. This is part of Charter’s effort to convince customers to abandon older plans and switch to Spectrum plans and pricing.

If speed upgrades are not in place by the end of 2017, they will be coming for the remaining Time Warner Cable markets in early 2018.

Meanwhile on Oahu, in Hawaii, Spectrum internet customers are welcoming gigabit internet (introductory price $104.99/mo). Those who don’t want to pay that much also received a free speed upgrade. What was 60 Mbps in the summer increased to 100 Mbps in the fall and as of Dec. 1 is now 200 Mbps. Similar speed increases will be coming to the cities that get gigabit upgrades from Charter. We anticipate all of those cities designated for gigabit service from Spectrum already have substantial competition from gigabit speed fiber to the home service from AT&T or Verizon.

Time Warner Cable’s Secret Scheme to Fool FCC’s Broadband Speed Measurement Program

This is part two of a multi-part series examining Time Warner Cable’s internal documents, made partly public as a result of a lawsuit filed by the New York Attorney General. You can read part one here.

In the summer of 2014, Time Warner Cable had a problem. For three years, the Federal Communications Commission had been issuing reports about the quality of broadband service from the nation’s largest internet service providers. The raw data collected by about 800 subscribers of Time Warner Cable who volunteered to participate in the project began to worry executives because it showed their broadband service was oversold in certain large cities and was no longer capable of consistently achieving advertised speeds. Even worse, the company’s congestion problems threatened to lower Time Warner Cable’s internet performance score at the FCC.

Sam Knows (but so does Time Warner Cable): The Not-So-Independent, Not-So-Confidential FCC Speed Test Program

The FCC commissioned a private company – Sam Knows – to distribute modified internet routers to gather data about the internet connections of thousands of volunteers and shared the results with the FCC to incorporate into its Measuring Broadband America program. After the FCC issued its first report in 2011, providers quickly learned the consequences of overpromising and underdelivering when Cablevision was called out for dramatically overselling its broadband service and not delivering the speeds customers paid to receive. While Cablevision executives publicly attacked the FCC speed test program as unreliable and wrong, they also quietly opened the company’s checkbook and spent millions quickly upgrading their facilities. The metric they failed to achieve was the FCC’s 80/80 test: “speed that at least 80% of the subscribers experience at least 80% of the time over peak periods.”

Here is what broadband performance on an oversold broadband service looks like. Notice Cablevision’s 2011 speed ranking plummets during peak usage periods when too many customers are sharing too little available bandwidth.

The incident embarrassed and damaged Cablevision’s reputation, and no cable operator wanted to be the next highlighted company for a public spanking by the FCC.

Time Warner Cable’s “Slow-Motion Train Wreck”

In 2013, a Time Warner Cable executive recognized the company’s practice of limiting company-financed expansion of their upstream connections with the rest of the internet would have serious implications for their own speed test scores, because customers were encountering nightly slowdowns on popular websites like YouTube caused by overcongested connections. Company executives feared customers participating in the Sam Knows/FCC program would soon reveal Time Warner Cable’s internet speeds were beginning to suffer some of the same peak usage problems Cablevision was encountering in 2011. The executive’s solution? Temporarily expand upstream connections just long enough to protect Time Warner Cable’s broadband speed scores:

“Our Sam Knows scores are like watching a slow-motion train wreck. We need to get in front of this. One thing I think we may need to be prepared to do is just give more ports to Cogent during sweeps month [when FCC results are measured for purposes of the MBA report]. We don’t have to make any promises, we just have to make it work temporarily.”

But even tricks like that failed to help Time Warner Cable’s speed scores in New York City, where serious congestion problems were obvious, even as late as last year:



The lawsuit filed by New York’s Attorney General revealed that FCC panelists in New York were getting speeds consistently well below the speeds they paid for, especially those paying for premium speeds:

Speed test results showed consistent speed deficiencies between 2013-2016 occuring for many reasons, according to the lawsuit, including customers using outdated, company-supplied cable modems insufficient to support the customer’s speed plan, chronically oversold neighborhood groups that Time Warner Cable did not split or upgrade with additional capacity, and inadequate upstream/backbone connections to properly deliver content originating outside of Time Warner Cable’s own broadband network.

Overprovisioning Your Broadband Speed = “Putting Lipstick on a Pig”

Instead of investing adequately in network upgrades and node splits, a July 7, 2014 internal email from Time Warner Cable’s former head of corporate strategy told senior colleagues the best way out of this dilemma was to cheat on the FCC broadband tests:

“We recommend increasing over-provisioning our modem speeds to around 20% to drive our Sam Knows scores >100% and then to market that we deliver more than promised speeds.”

In plain English, Time Warner Cable boosted the maximum allowed speed of each customer by about 20%. As a result, during non-peak usage times customers would find, for example, a plan advertising 50/5Mbps speed now delivered around 60/6Mbps. Although some customers considered overprovisioning a hidden free upgrade, Time Warner Cable’s motives were not altruistic. Because the Sam Knows testing program averages scores received from periodic testing, Time Warner Cable padded the results with higher-than-advertised speeds when their network was not congested, which compensated for the slower speeds and worse performance customers were getting during peak usage times. The lawsuit also alleges the practice helped to hide the abundance of obsolete rented cable modems still in use across Time Warner Cable’s broadband network.

The strategy worked to boost Time Warner Cable’s scores, but only as far as the FCC was concerned. Some customers were still finding their visits to YouTube, Netflix, and other websites littered with buffering problems and degraded resolution videos just about every evening. In 2013, before Time Warner Cable went ahead with its overprovisioning plan, the company’s own network engineers called the practice putting “lipstick on a pig.”

The Attorney General had its own analogy:

Using the highway analogy, Spectrum-TWC’s overprovisioning strategy amounts to allowing cars to go faster than the posted speed limit at certain times to compensate for the fact that often the highway slowed to a crawl. Boosting the average results with outlier results masked the enormous frustration for most subscribers stuck in traffic.

Breaking the FCC’s Rules

The lawsuit also alleges Time Warner Cable broke its own commitment to the FCC in the Code of Conduct it signed as a participant in the FCC’s testing program.

The FCC’s Code of Conduct required Spectrum-TWC to “at all times act in good faith” and not do anything “if the intended consequence of such act or omission is to enhance, degrade or tamper with the results of any test.” Specifically, the Code of Conduct prohibited the company from “modifying or improving services delivered to any class of subscribers” that was not “consistent with normal business practices.”

Stop the Cap! has also learned Time Warner Cable was able to identify each participant of the FCC/Sam Knows Time Warner Cable panel. This allowed the cable company to secretly verify the line quality and equipment in use by each participant, and give extra attention to those customers/volunteers to make sure service was performing as well as possible. In fact, executives instructed customer service representatives to assign FCC panelists “VIP treatment” and “best in class devices” when swapping modems, even as the company continued to supply deficient equipment to other customers who were not FCC panelists.

It is disappointing to see a company priding itself on independently measuring America’s broadband performance throw accuracy to the wind and start handing out misleading awards for America’s top broadband providers that their own speed tests often disprove.

Municipal and independently owned Internet providers have relied on Ookla to prove to the world they can offer superior broadband service over what is on offer from the local cable and phone company. Net Index was a useful, independent resource to track broadband speeds and trends based on millions of consumer-run Internet speed and health tests. A provider claiming “up to 10Mbps” service could quickly and easily be verified as a truth-teller or teller of tall tales. As of today, that is no longer as easy to verify:

Ookla is devoted to providing world-class products and services. Sometimes that means saying goodbye to old sites, like Net Index, and hello to new ones…

Those “new and improved” products include:

  • SPEEDTEST AWARDS: Provides insights to consumers on where to find the Fastest ISPs & Mobile Networks worldwide, based on data from millions of Speedtests taken in the first half of 2015;
  • SPEEDTEST INTELLIGENCE: Designed for enterprises, governments and analysts to understand worldwide internet performance, based on the millions of Speedtests run each day.

While there is nothing objectionable about handing out awards for good performance, it turns out only the nation’s biggest telecom companies need apply, because unless you are Comcast, Time Warner Cable, Cox, Charter, or Verizon, you are too small to matter.

fastest ispAmong those that do, Comcast’s Xfinity takes first prize:

Comcast XFINITY is the nation’s largest traditional cable operator and largest home ISP. It offers an extremely wide variety of technologies and speeds, peaking at a fiber-based “Extreme 505” tier. That service isn’t widely available, though; you’re more likely to see top speeds of 105Mbps or 150Mbps using traditional DOCSIS 3 cable technology.

Ookla explains away why better performing ISPs are not qualified for one of their awards:

For a given location – either nationwide or a given state or city – we aim to include only ISPs or mobile networks that provide service for a significant number of customers in that geographic area. So, while Google Fiber is the fastest broadband in states like Kansas or Missouri, they are not suitable to be included in the fastest ISPs nationwide because they only serve a very small portion of the United States. To be included in a given geographic area, an ISP or mobile network must meet a minimum threshold based on the number of unique devices testing each day over a six month period.

In other words, accuracy matters a lot less than coverage area. Ookla’s methodology is further invalidated on the local level by their own website.

The prominent first place national award given to Comcast for having the fastest Internet access could mislead you to believe they are the best provider. But Ookla’s own speed tests show that in states like Minnesota, Comcast only comes in third place. Inexplicably, America’s always-lowest rated cable operator — Mediacom, scores first. Charter comes in second. Ookla does not bother to rank municipal-owned broadband providers that outperform all the above.

Not consistently including public, municipal utility, or co-op broadband providers in states like North Carolina and Colorado does an even bigger disservice to anyone depending on Ookla for independent and accurate results. Many of those providers just don’t show up in Ookla’s listings.

In other cases, providers that offer commercial-only broadband make Ookla’s list while even faster providers that sell to consumers don’t. In Rochester, N.Y., Ookla gives first place among local providers to Sutherland Global Services, a provider of business process and technology management services — not a residential ISP. Greenlight Networks delivers gigabit fiber to the home service to select residents in the area and does not appear on Ookla’s list.

Ookla’s own results show the largest companies deliver uneven results across the country, which comes perilously close to invalidating the usefulness of a “national” award. The fact Ookla intentionally leaves out ISPs that can dramatically outperform the competition drives the final nail into the credibility coffin, rendering Ookla’s “new and improved” results meaningless and very misleading. In short, consumers might find using a Ouija board to choose their next ISP about as useful.

It appears the more meaningful data consumers need to make an informed choice has been shifted to Ookla’s premium “Speedtest Intelligence,” designed to provide the granularity stripped away from Net Index. Based on an inquiry form, it seems Ookla is now selling this information to private clients, leaving consumers stuck with Ookla’s overgeneralized “awards” and incomplete regional test results that exclude too many residential providers to be useful and accurate.
