Time Warner Cable began testing its HBO and Cinemax Go “TV Everywhere” online video services Wednesday, starting with a private beta test for their super-premium Signature Home customers who pay $199+ for cable, broadband, and phone service.

Signature Home customers signed up for HBO and/or Cinemax will receive e-mail from the company that includes login instructions for the authenticated video service, which will be included in the cost for both premium channels.  Customers must subscribe to one or both premium channels for access.  Time Warner Cable’s Jeff Simmermon says other Time Warner Cable premium channel subscribers will get access as soon as next week.

For now, Time Warner’s implementation of the online video services will support Mac and PC computers.  Tablet and smartphone owners will have to wait for respective apps coming at a later date.

The cable company’s gradual rollout of the streaming video service is designed to prevent subscribers from overloading the company’s servers, which happened with the introduction of its iPad online viewing app.

“Rather than spend time aggregating a large list of volunteers across our footprint, vetting them against various eligibility requirements, and making sure that each of our markets is equally represented to arrive at a final approved master list, we’re going with all SignatureHome customers,” Simmermon said. “This will allow us to take a representative sampling from across all markets — which have varied tech infrastructures — without overloading our systems.”

Time Warner is one of the last major cable operators to unveil the premium movie channel streaming service.

More than 1,400 movies, specials and series are available for streaming from HBO Go.  Cinemax’s counterpart is more limited — just over 400 movies and soft core adult entertainment from its Max After Dark series.

No need to be herded into a Verizon Wireless usage-limited mobile data plan.

New to Verizon Wireless and unhappy being constrained with a usage-capped wireless data plan?  Thanks to a loophole, customers can buy their way into an unlimited access plan Verizon was supposed to discontinue last July.

Some background: Verizon Wireless spent 2011 enticing customers to upgrade to their new 4G LTE phones which use the company’s much faster mobile broadband network.  One of the benefits early adopters received was a free, ongoing trial of Verizon’s mobile hotspot feature, which turns your phone into a Wi-Fi device your other devices (and friends’ phones) can share.  When Verizon elected to discontinue its unlimited data plans in July, the free trial of the mobile hotspot feature went with it.  In its place, Verizon pitched 4G phone owners an unlimited mobile hotspot feature add-on for $30 a month (in addition to the price of your data plan.)

Those who travel often or who want a backup Internet service in case their home or business Internet connection goes down found this a reasonable deal, especially because it carries no data limits or speed throttling, and works on both Verizon’s 3G and 4G networks.

But it turns out this little-known add-on promotion also unlocks the door to an unlimited smartphone data plan Verizon intended to stop selling last summer.

As we explained earlier, just signing up for the unlimited use mobile hotspot plan involved jumping through a few hoops.  But with the help of a feature code, any Verizon representative should be able to look it up and add it to your account.

When they do, something interesting happens.  Verizon cancels any existing usage-limited plan and converts it into an unlimited use plan ($29.99) they stopped selling.  That leaves you with Verizon’s Mobile Hotspot feature for $30 a month and unlimited smartphone data for $29.99 a month.  But here is the exciting part: you can quickly cancel the $30 mobile hotspot feature and will remain grandfathered on Verizon’s unlimited use smartphone data plan.

Slickdeals provides a helpful step-by-step guide, and it sometimes takes a few calls to reach a representative who can manage this successfully:

  1. Dial *611 from your Verizon phone, or 1-800-922-0204 from any phone.
  2. Wait for computer CSR to go through the main menu. You will need your Verizon phone # and account PIN or last 4 of SSN.
  3. Hit option 4.
  4. When it asks you what you would like to do today say “Add a feature.” You will be transferred to a live Verizon Customer Service representative.
  5. If you have a 3G device (which includes all iPhones): Say you would like to add the $20 2GB 3G Mobile Hotspot FEATURE to your phone. When you add this MHS feature, you will be charged $20/month in addition to the $29.99 unlimited data plan.
    If you have a 4G device: Say you would like to add the $30 Unlimited 4G Mobile Hotspot FEATURE to your phone. According to http://stopthecap.com/2011/07/12/…r-account/ , they may be able to locate this feature via referencing feature code #76153. When you add this MHS feature, you will be charged $30/month in addition to the $29.99 unlimited data plan.
  6. After one of the MHS features above are added to your account, you will now have the $29.99 unlimited data plan, which can be verified via the My Verizon app on your device or at http://www.verizonwireless.com/myverizon
  7. {OPTIONAL – if you don’t want the Mobile Hotspot feature} Log into My Verizon and remove the Mobile Hotspot FEATURE from your account. It is recommended to wait at least a day to remove the feature. The $29.99 unlimited data plan should remain on your account.
  8. If they say they can’t add that feature to your plan, or that you must bundle your data + mobile hotspot service together as a single data plan, tell them thank you, hang up, and repeat the steps above.

Time Warner’s new Android app

Time Warner Cable has introduced a new free app that will eventually allow subscribers with an authenticated cable television package to stream dozens of channels over their Android-powered portable phones and tablets like that graphic drawing tablet with screen.

The TWC TV™ App for Android lets your Android device change the channel on your TV from anywhere in your home and manage your DVR inside or outside of your home.

Other features include:
– Interactive program guide – view program listings for up to 7 days and change channels on compatible set-top boxes
– View a filtered guide showing favorite channels or HD channels only
– Search for programming by title or episode
– Schedule and manage upcoming DVR recordings on compatible DVRs
– Adjust recording start/end times and change save time

Requirements
– Compatible Android smartphone or tablet (see below)
– Time Warner Cable video package at the Standard (Expanded Basic) level or higher
– Compatible set-top box or DVR (Motorola iGuide equipment is currently unsupported)
– Internet connection (WiFi or 3G)
– Time Warner Cable user name and password

Compatibility
– TWC TV supports most smartphones running Android 2.1 (Éclair) and higher
– TWC TV for tablets supports the Motorola Xoom, Samsung Galaxy Tab 10.1 and Sony Tablet S running Android 3.x. Other Honeycomb 3.x tablets with 1280×800 resolution should also work.

Those hoping to stream Time Warner Cable’s video lineup will have to wait.

“Once manufacturers and cellular carriers begin to upgrade their phones to Android 4.0 (Ice Cream Sandwich), we will release an update to offer in-home live TV on these devices,” Jeff Simmermon, Time Warner Cable’s director of digital communications wrote on the company’s blog. “We expect to see those upgrades early next year.”

A brief test of the new app at Stop the Cap! HQ ended quickly because Time Warner Cable’s My Services authentication portal has been down this morning.  That causes the app to generate an error message stating it cannot find a compatible DVR or set top box.  This is one of the problems customers face from online authentication systems.  If they go down, your access to “TV Everywhere” content goes with it.

Simmermon adds that Apple iPhone owners will be able to obtain the app sometime in January.  For now, only Apple iPad owners can view streamed video content.

Time Warner Introduces Android Tablet App: A Glorified Remote Control, Little More

Time Warner Cable has introduced TWC TV, its first app for Android tablet owners.

The cable operator envisions the free app will eventually be as robust as its more feature-rich version for Apple’s iPad, which has been available for months.  But for now, the Android version leaves out one important feature — streaming live television.

Time Warner is calling its TWC TV app “the ultimate remote control.”

The app is only certified to run on a handful of Android tablets (smartphones are excluded entirely), including the Motorola Xoom and Samsung Galaxy Tab.  Other Android tablets may or may not work, depending on the version of Android installed and the resolution of the screen.  For now, Time Warner anticipates the app will work on Android 3.x (Honeycomb on up) tablets with a resolution of 1280×800.

Features include:

  • Change the channel on your TV from anywhere in your home;
  • Interactive program guide – view program listings for up to 7 days and change channels on compatible set-top boxes;
  • View a filtered guide showing favorite channels or HD channels only;
  • Search for programming by title or episode;
  • Schedule and manage upcoming DVR recordings on compatible DVRs.

Customers must subscribe to a Time Warner Cable video package at the Standard (Expanded Basic) level or higher and have registered for an account and password at the Time Warner Cable website.

Florida Woman Gets $201,000 T-Mobile Bill: Data Roaming Bill Shock Nightmare

A Miami woman fell to pieces when T-Mobile sent her a cell phone bill that was higher than the purchase price of many nice suburban homes, after a two-week trip to Canada turned into a data roaming disaster.

Celina Aarons is the latest victim of bill shock — when phone and cable companies send surprise bills that throw families into turmoil, begging for help from the provider that could either aggressively collect or save your sanity by reducing the bill.

Aarons appealed to WSVN Miami’s consumer reporter Patrick Fraser for help after the bill arrived.

“I was freaking out. I was shaking, crying, I couldn’t even talk that much on the phone,” Aarons said. “I was like my life is over!”

It turns out her deaf brother uses a phone on her account to communicate… a lot.  He routinely sends thousands of text messages a month, in addition to relying heavily on the mobile smartphone’s Internet access.  He had no idea a two-week trip to Canada would invoke an insanely high data roaming rate — $10 per megabyte.  Text messages sent while roaming in Canada run $0.20 each, with or without a texting plan.  Just running an online video at those rates will easily rack up charges well over $1,000.  And they did.

Unfortunately for Celina, T-Mobile claims to have sent a handful of warning messages — to her brother’s phone, never to hers.  He claims he never saw them.  She’s ultimately responsible for the bill, and she’s upset T-Mobile didn’t notify the primary account holder — her — of the rapidly accumulating roaming charges.  T-Mobile told her they don’t send such notifications for “privacy reasons.”

That’s how parents end up receiving bill shock of their own, when children handed phones run up enormous charges mom and dad never learn about until the bill arrives in the mailbox.  By then, it’s too late.

The Federal Communications Commission was supposed to take direct action to put an end to bill shock by demanding carriers send clear warnings when usage allowances are used up or when roaming charges begin to accrue.  It was a priority for FCC Chairman Julius Genachowski, until wireless industry lobbyists convinced him to abandon the effort, choosing an industry-sponsored voluntary plan instead.

Genachowski quietly put the FCC’s own proposed bill shock regulations on hold, which also likely means an abdication of the agency’s responsibility to closely monitor the wireless industry’s adherence to its own voluntary guidelines.

The CTIA Wireless Association, the industry’s largest trade and lobbying group, will be coordinating the “early warning” program, but will take their time implementing it.  The industry wants until October 2012 to implement the first phase of its program, which will send text messages for usage allowance depletion and excessive usage charges.  It also wants even more time — April 2013 — before the industry is expected to adopt additional service alerts.

Genachowski: Abdicated his responsibility to protect consumers in favor of the interests of the wireless industry.

The wireless industry’s plan is based entirely on early warning text messages.  It does not provide any of the top-requested protections consumers want to end the wallet-biting:

  1. The ability to shut off services once usage allowances are depleted until the next billing cycle;
  2. An opt-in provision which requires customers to authorize additional charges before they begin;
  3. The ability to shut off services and features on individual handsets on their account;
  4. The ability to easily opt-out of all roaming services, so sky high excess charges can never be charged to their accounts;
  5. Provisions to require providers to eat the bill if it is demonstrated that warning messages never arrived;
  6. Fines and other punishments for carriers who fail to meet the provisions of either a regulated or voluntary plan.

The CTIA’s plan won’t stop some of the horror stories Genachowski spoke about earlier this year, when he was still advocating immediate action by the Commission.  Among them:

  • Nilofer Merchant: Racked up $10,000 in international roaming and overlimit fees while visiting Toronto.  AT&T waited until after she returned to the United States before notifying her of the charges.  They “generously” agreed to reduce the bill to $2,000, which they ultimately pocketed.
  • A woman who rushed to attend to her sister in Haiti after the 2010 earthquake found more tragedy when her provider billed her $34,000 in roaming charges;
  • A man whose limited data plan ran out faced $18,000 in overlimit fees before the provider notified him his bill was going to be higher than normal that month.

The wireless industry’s chief lobbyist, CTIA president Steve Largent, declared total victory.

“Today’s initiative is a perfect example of how government agencies and industries they regulate can work together under President Obama’s recent executive order directing federal agencies to consider whether new rules are necessary or would unnecessarily burden businesses and the economy,” Largent said.

Consumer groups are less excited.

Text message warnings or not, the wireless industry still wants to be paid.

Joel Kelsey, a policy analyst at public interest group Free Press, said he was skeptical providers would be making their customers their first priority under the voluntary program.

“Asking the uncompetitive wireless industry to self-police itself is like asking an addict to self-medicate,” said Kelsey. “The FCC is charged by Congress to protect consumers, and they should use their authority to write a rule that puts an end to $16,000 monthly cellphone bills.”

“Wireless carriers are not charities — they will make the most revenue they can from their user base,” Kelsey said. “And since competition is weak in this industry, there aren’t natural incentives for companies to be on their best behavior.”

T-Mobile, which is in the process of trying to merge with AT&T, has agreed to discount Aarons’ bill to $2,500 and give her six months to pay.  Stop the Cap! reader Earl, who shared the story with us, suspects that kind of charity won’t last long.

“This won’t happen again if AT&T merges with T-Mobile,” Earl suspects.

While $2,500 is a considerable discount over the original bill, customers who have suffered from bill shock would prefer an even better deal — no surprise charges at all.

That kind of deal is unlikely if the FCC continues to defer to the wireless industry, who have few incentives to provide it.

Consumers can reduce the chances of wireless bill shock by checking with their wireless provider to see if roaming services can be left turned off unless or until you activate them.  Many companies also offer smartphone applications to track usage and billing, useful if you have a family plan and want to verify who is doing what with their phone.  Avoid taking your cellphone on international trips, and that includes Canada.  If you need a cell phone abroad, we recommend purchasing a throwaway prepaid phone when you arrive and rely on that while abroad.  Such phones can be had for as little as $10, and per-minute rates are usually substantially lower than the roaming charges imposed by providers back home.

If you must travel with your phone, carefully consider roaming rates before you go.  Some carriers may offer international usage plans that discount usage fees.  You can use Wi-Fi to manage data sessions, but it’s best to avoid high bandwidth applications while abroad altogether.  One movie can cost a thousand dollars or more in international roaming charges.

While T-Mobile could have provided warnings to Aarons’ own phone as her bill began to skyrocket, T-Mobile’s bill was ultimately correct.  Wireless phone users must take personal responsibility for the use of phones on their account.  Aarons’ brother ignored the handful of warnings T-Mobile claims to have provided, and the agony of the resulting bill no doubt created tension inside that family.  Don’t let a wireless phone bill tear your family apart.  Take steps to protect yourself, because it’s apparent the FCC won’t anytime soon.
