Smoke signals achieve a faster transmission rate than DSL can manage in the Scottish village of Kettleholm.

The village of Kettleholm, near Lockerbie in Scotland has effectively given up on DSL service from British Telecom and has upgraded the community’s telecommunications service to technologies including smoke signals, messages inserted into bottles and thrown into nearby streams, carrier pigeons, and for urgent communications — the village’s pony express.

All of these communications methods have proven much more effective than the area’s copper wire-based DSL service, which villagers report is often less than useless. In fact, it can take at least 10 minutes to load Google’s home page in Kettleholm on a bad day, and Apple software updates require additional patience — more than 4,525 hours worth (that is more than 188 days) for the latest version of iMovie to arrive.

BT engineers sent to the area to investigate found nothing wrong with the service, which they initially said was operating within normal expectations for DSL “broadband.” But at least 150 local residents strongly disagree, and several made their point producing a video demonstrating how two yogurt cups attached by string provide more reliable communications than BT was managing in their part of Scotland.

The problem, according to local residents, is the decrepit state of the copper-wire based telephone exchange, installed just after World War 2. Broadband advocates say the solution is rubbishing the ancient copper wiring and replacing it with optical fiber that is spreading across the rest of Great Britain. But neither BT or Virgin Media consider Kettleholm worth the investment, placing the village squarely in the undistinguished category of last priority — the one-third of the United Kingdom deemed economically unsuitable for fiber broadband.

UK residents are paying for broadband improvements as part of their TV License Fee, and the government has amassed at least £800 million for upgrades. It irritates some residents that their portion of the license fee is paying for someone else’s broadband upgrades, and salt is rubbed in those wounds when viewers see BT — the largest recipient of government money — spending it on advertisements mailed to Kettleholm residents for services they can never get.

Even worse, the BBC recently learned the phone company isn’t exactly spending every resource on better broadband in the UK. BT recently found £738 million laying around to pay for the rights to Premier League football games for the next three years.

Where there is smoke (signals) there is fire, especially after the BBC picked up the story. BT suddenly had a change of heart about the state of their network in Dumfries and Galloway:

“Kettleholm telephone exchange is a modern digital exchange, System X and offers broadband speeds of up to 8mb/s. We were not initially aware of a problem with broadband in Kettleholm as only a small number of the 120 end users reported problems with their service. The service appears to have gradually degraded over time without triggering any of our alarms. Engineers recently reset equipment in the exchange and tests show that broadband speeds have risen. We will continue to monitor the situation and would like to apologise to everyone for the frustration and inconvenience they have experienced.”

Kettleholm residents appreciate the new attention BT is paying to their network, but the village has been reminding everyone they can find that BT is their sole provider and when they stop paying attention to their DSL facilities, the entire community suffers.

AT&T Discovers It Has Rural Customers Who Need Better DSL; Company Mulls Providing It

AT&T seems to have suddenly discovered it has millions of rural customers who are making due with the company’s poorly-rated, slow speed DSL service AT&T pondered selling off to somebody else.

In a sudden turnaround, CEO Randall Stephenson has decided it might be better to upgrade the company’s service instead of ditching it altogether.

Stephenson’s apparent decision not to jettison rural AT&T landlines on the open market may have more to do with the current regulatory climate than what’s best for shareholders in the short term. AT&T may also find few buyers for the millions of rural landlines the company has no plans to upgrade to its U-verse fiber to the neighborhood platform. The most likely would-be buyers are preoccupied with their current operations:

  • Frontier Communications, which purchased rural assets from Verizon Communications, is facing an enormous debt payment in 2013 and a declining stock price;
  • FairPoint Communications, which owns former Verizon landlines in northern New England, is still trying to make its business plan work after an earlier bankruptcy filing;
  • CenturyLink is still attempting to absorb former-Baby Bell Qwest into its network;
  • Windstream may be too small to buy the millions of customers in multiple states AT&T seemed to no longer want until recently.

Stephenson told investors at a Sanford C. Bernstein conference that the company is now considering keeping its rural customers and upgrading DSL technology to better serve them.

With 15 million AT&T customers having no prospect of getting AT&T’s U-verse service, and 5 million without any AT&T broadband options at all, Stephenson says investment in Internet Protocol Digital Subscriber Line Access Multiplexers, better-known as IP DSLAMs, could extend service and also improve speeds for existing DSL customers, and not cost the company a fortune.

Stephenson noted the cost of the equipment needed to extend service has dropped considerably, in part because demand for DSL has been in decline as customers seek faster broadband, often from cable operators. The two largest phone companies in the country — AT&T and Verizon — had also shown little interest in further expanding their DSL networks.

For a reasonable investment on service upgrades, AT&T could bring speeds of 10Mbps or more to certain customers who now live with 6Mbps or less.

The challenge AT&T faces is reducing the amount of legacy copper telephone wiring between the phone company’s switching office and the customer. Customers who live more than 10,000 feet from a central office make due with very slow DSL speeds. Replacing some of that copper wiring with fiber optics can dramatically increase speeds.

AT&T U-verse works on a similar concept, except AT&T’s most advanced service needs as little copper phone wiring as possible. AT&T’s newest proposal for its rural customers would represent a middle ground — extending fiber to a handful of DSLAMs at distant points from the central exchange, with copper phone wiring carrying the signal the rest of the way to the subscriber’s home. This would open the door to DSL for customers who could not purchase the service before. It would also boost speeds for existing customers.

The decision marks a departure from AT&T’s interest in “solving” the rural broadband problem with heavily usage-limited wireless Internet access over its 4G network. Verizon Wireless is currently testing its own wireless broadband service designed for home users, but it costs $60 and only provides 10GB per month of usage.

While Stephenson has not backed away completely from selling off rural customers outside of U-verse service areas, he told investors he now has a more optimistic view of AT&T’s rural folk in light of marketplace changes.

“We are giving this a hard look,” Stephenson told investors on a recent JPMorgan conference call. Already-available DSLAM technology “brings broadband capability in a more cost-effective manner, with a better revenue profile than perhaps we would have thought two years ago.”

Copper Thieves Start Targeting Power and Cable-TV Lines Creating Major Outages

While telephone companies continue to suffer repeated outages from copper wire thieves, the growing problem of copper theft has now begun to impact cable-TV providers and even electric service in some areas.

Over the Memorial Day holiday, thieves were busy stripping phone, cable, and electric wiring from utility poles, underground conduit, and even buildings. Windstream suffered significant losses in the greater Tulsa area late last week when thieves sliced through wiring supporting phone, television, and broadband service, quickly spooling it up on pickup trucks to be hauled to copper recyclers, often to finance drug habits.

Windstream reports the problem of copper wire theft is growing and becoming more widespread, especially in out of the way places where thieves are not likely to be caught in the act. The Tulsa-area copper capers are characterized as semi-professional because thieves are starting to use professional tools to quickly slice through wiring and can scoop up 1,000 feet or more of cable in minutes.

Copper theft has even become a problem in office parks, where thieves are stealing high voltage electrical cables, often at the point where they attach to buildings. One Albuquerque radio station was off the air for nearly 14 hours after thieves ripped the radio station’s electrical wiring right off the building and out of the underground conduit.

Want Better Canadian Broadband? Move West

If you want better Canadian broadband with fewer tricks and traps and live in Ontario or Quebec: put the house up for sale, pack up your things, and head west.

Canada’s heavily metered and capped broadband is ubiquitous in the country’s two most-populated provinces where a convenient duopoly of Bell and Rogers in Ontario and Bell and Videotron in Quebec control the vast majority of the broadband market.  But cross west into Saskatchewan and things start to look a lot better.

Canadians telecommunications consultancy The Seaboard Group praised SaskTel, the provincial phone company, for refusing to slap usage caps on its customers.  SaskTel does not deliver the cheapest Internet access by any means, but the company is investing heavily in fiber optic upgrades to turn the page on aging copper wire infrastructure.  Stringing fiber through Regina, Saskatoon and beyond may seem counterintuitive to other providers.  Saskatchewan, one of Canada’s “prairie provinces,” is hardly packed with people.  With more than 20 million Canadians living in Ontario and Quebec, Saskatchewan gives its 1 million residents a lot of open space.  Sparser populations usually translate into higher costs per customer for upgrades, but SaskTel persists.

SaskTel has historically relied on traditional DSL and has competition in larger communities from Shaw Cable, western Canada’s largest cable operator.  Although SaskTel’s DSL delivers lower speeds than Shaw can provide, it does so with no usage limits.

Shaw’s decision to provide considerably more generous usage allowances has kept the pressure on SaskTel to upgrade its infrastructure to compete.

SaskTel CEO Ron Styles told the Leader-Post its fiber optic network will give cable a run for its money, and until then, it is satisfied undercutting cable pricing for broadband, delivering a far better experience than either Rogers or Bell provides eastern Canadians, Styles says.

Seaboard president Iain Grant found that what customers are willing to pay for service can also influence what prices providers charge.

“The price is more based on what you’re prepared to pay,” Grant said.

People in western Canada evidently are not willing to hand over as much money as their friends in Ontario and Quebec.

West of Saskatchewan lies Alberta and British Columbia — Telus territory.  Telus is western Canada’s largest phone company and also principally competes with Shaw Cable.

Shaw has forced Telus to back down on fueling enhanced revenue with usage caps of its own, and has been aggressively upgrading its network with additional fiber optics and DOCSIS 3 technology, forcing Telus to embark on its own upgrade effort.

Macleans reports western Canada’s more-competitive broadband market has been good for consumers, but has also exposed a difference in priorities for providers.

With Shaw breathing down its neck, Telus has committed to a $3 billion fiber optic network expansion in B.C., improved wireless coverage, and more IPTV service.  Macleans notes Telus is the only major telecom or cable company in Canada that hasn’t purchased a television asset, focusing instead on its core businesses of connecting customers.

In eastern Canada, Bell faces Rogers and Videotron.  Critics contend Bell sees no imminent threats there, and the phone giant is spending its money elsewhere, announcing a $3.4 billion acquisition of Astral Media — an entertainment company owning 24 specialty cable channels and pay-TV networks, including the Movie Network and HBO Canada.

Bell’s latest “investment” follows its 2010 $1.3 billion buyout of CTV and last year’s $1.32 billion co-purchase of Maple Leafs Sports and Entertainment (the other buyer was their ‘arch-competitor’ Rogers Communications).

While Telus spends money on upgrading its broadband and video services to customers, Bell is positioning itself to control 34% of Canada’s TV universe.  Bell is also the same company that advocated slapping nationwide usage-based pricing on Canadian broadband consumers to pay for the “network upgrades” it contends were needed to handle increasing demand.

Bell Lights Up Fiber to the Home in Quebec City, Suburbs

Bell Canada Enterprises, Inc. announced Monday it extended its Fibe Internet and television service to most parts of Quebec City.

Unlike in most other Fibe-enabled Canadian cities, Bell’s network in Quebec City offers true fiber to the home service, not a combination of fiber to the neighborhood/copper wire.  That means increased broadband speeds — downloads up to 175Mbps and uploads of up to 30Mbps.  Quebec City was selected for true fiber service because of of the predominance of overhead aerial wiring, which is much easier and cheaper to replace with fiber than underground wiring.  For other major Canadian cities like Montreal and Toronto, Bell has made do with a lesser network that combines fiber and existing copper phone wiring that offers lower capacity for broadband and video services.

Bell says Fibe is now open for business in the region’s boroughs of Quebec, Beauport, Sillery, Ste-Foy, Cap-Rouge, Charlesbourg, L’Ancienne-Lorette, Loretteville, Sainte-Therese-de-Lisieux and Montmorency.  Service for Levis is expected shortly.

The company says it intends to reserve additional fiber to the home service primarily for multi-dwelling units and new housing developments in Ontario and Quebec, primarily between Windsor in the west and Quebec City in the east.

The company’s aggressive deployment of fiber is an effort to stem landline losses in eastern Canada.  Between cell phone providers and cable companies like Rogers, Cogeco, and Quebecor’s Vidéotron Ltee., Canadians have been hanging up permanently on Bell landlines at an alarming rate for the company.

Dvai Ghose, analyst at Canaccord Genuity told his clients, “Bell is now reporting amongst the worst residential line losses in North America.”  In the last quarter alone, 90,000 Bell customers said goodbye, perhaps permanently.

Bell has lost more than 1.2 million customers in the last two years.  Even Fibe may not be enough to stem the losses.  Canadians are not excited by the company’s video or broadband services, adding only around 27,000 new customers in the last quarter.  Bell’s notorious love of Internet Overcharging schemes like usage caps may be partly responsible.  The company enjoys a poor reputation among Internet enthusiasts for its wholehearted support for usage-limiting Canada’s online experience.

Financial analysts believe aggressive deployment of Fibe may be critical to the company’s long term survival.  Not only must Bell compete with a trend towards wireless phones, it has cable competitors selling triple play packages of phone, Internet and television service at prices that are frequently lower than what Bell charges.

Fibe is expected to be expanded to include the entire island of Montreal and some of the surrounding region by the end of 2012.
