Verizon Declares Cord Cutting ‘Real’; Under 30 Crowd Doesn’t Care About Linear TV

Those are the views of Verizon’s chief financial officer Fran Shammo, speaking this week at the Wells Fargo 2013 Tech, Media & Telecom Conference in New York.

Shammo told investors Verizon FiOS subscriber numbers showed the company has an excellent position in the broadband market because it is the only national provider other than Google offering fiber-to-the-home service.

“Broadband is absolutely key,” said Shammo. “Most of our customers are taking our 50Mbps [FiOS Quantum] or higher speed and part of that is because you need that speed inside the home [to support] your wireless devices that run off of Wi-Fi. If you’re running hot water with five people, you are eventually going to slow down the hot water and it is going to run cold. The same thing happens when you are running five wireless devices over your Wi-Fi network.”

Shammo said as more online video becomes available people will gradually shift more of their viewing time away from traditional television.

“We’re also seeing fewer people taking [our cable television] product,” said Shammo. “They really want the broadband speed and if you look at the demographics, those 30 and below don’t care if they have linear TV. They are looking at getting their content through other means.”

Shammo said he doesn’t necessarily have a problem with that because heavy online viewing will stimulate upgrades to faster Verizon FiOS Internet speeds.

“We invested in FiOS for broadband and for television and we think we have a superior product,” said Shammo. “But we’re smart enough to realize that the ecosystem will eventually change and people are bringing content in over-the-top. We want to make sure we have the fastest — the best broadband […] and we believe we have the best linear TV product but we know that over the top video is going to become more popular.”

Efforts by local officials to attract more cable competition are paying off in suburban Cleveland, Ohio and Detroit, Mich. where customers will soon be able to choose between two cable companies or AT&T for cable service.

WOW!, a Denver-based cable overbuilder, has announced it will expand service to Lathrup Village, Mich. and Sheffield Lake, Brunswick, and North Ridgeville, Ohio between now and the middle of next year.

North Ridgeville City Council president Kevin Corcoran last week announced WOW! would begin head-to-head competition with Time Warner Cable starting in 2014. Corcoran told The Chronicle Telegram the city began looking for a competing cable provider after hearing complaints from residents about Time Warner Cable’s poor customer service and reliability. He approached WOW!, which has provided competitive service in parts of the greater Cleveland area, about expanding in North Ridgeville.

north ridgeville“My only pitch was that people are dying for some competition,” Corcoran told the newspaper.

Corcoran met informally with WOW! officials to discuss the prospects of expanding into North Ridgeville before more formal meetings were held with city officials including the mayor and the safety-service director.

Making life easier for WOW!’s entry is the presence of existing utility easements, which means WOW! can run cable on existing utility poles without formal approval by the city council. But WOW! will still need certain permits from the Building Department to move forward with wiring. The company will use Ohio’s statewide video franchising law, originally pushed by AT&T for U-verse, to obtain video service permits and a franchise agreement with the Ohio Department of Commerce.

WOW!’s regular prices are much lower than Time Warner Cable’s promotional prices for new customers:

  • Standard triple play (15/1Mbps Internet, Cable TV, phone) costs $105.98/month from Time Warner ($118.97 with DVR), $85/month from WOW! ($92 with DVR);
  • Standard double play (15/1Mbps Internet, Cable TV) still costs $105.98/month from Time Warner ($118.98 with DCR), $75/month from WOW! ($82 with DVR);
  • Internet-only service (15/1Mbps) costs $40.98/month from Time Warner Cable, $30/month from WOW! (promotional pricing expires after 12 months).

Time Warner Cable said it welcomes the competition.

NORTH RIDGEVILLE – Residents who have long griped about poor cable television service can look forward to some competition next year.

WOW! Cable TV is planning to begin giving Time Warner Cable, the city’s current cable TV provider, some competition starting in 2014.Talks between the city and WOW! Cable began in late summer and continued into September where the company announced it would go ahead with plans to begin offering digital and HDTV cable service to residents next year.

WOW! Cable’s Matthew Harper, who serves as the company’s systems manager for the Cleveland market, confirmed the Denver-based firm’s plans to begin serving a portion of the city by the end of 2014.

“We’re in the process of doing a walk-out, which involves gathering information about the number of (utility) poles and distances between them, and the number of homes we are able to get built out for next year,” Harper said. “Our goal is to build out the entire city over the next few years.”

Because the company will use existing utility easements to run wiring over utility poles, its plans do not require formal approval by City Council, according to both Corcoran and Harper.

Permits for construction of equipment and attaching wiring to power poles will need to be obtained from the city Building Department.

WOW! Cable will obtain required video service and state franchise agreements through the Ohio Department of Commerce, Harper said.

Under the firm’s universal pricing structure, North Ridgeville customers can expect to pay $60 a month for any two services such as cable TV and phone service, or $70 a month for three services including cable TV, phone, and high-speed Internet service, according to Harper.

More specific details and pricing for the company’s numerous packages of services can be found at www.wowway.com, Harper said.

Wow! Cable currently serves about 4,300 customers in AvonLake, and just completed work on a system to serve SheffieldLake, Harper said.

Cost figures for the North Ridgeville project were not disclosed.

Corcoran said he began to investigate prospects for bringing another cable TV provider to town after he and others heard periodic complaints from residents about the cable TV service they had from Time Warner.

“We’d heard that Time Warner doesn’t always have the greatest reputation for customer service and reliability, and that people were going off to Dish and DirecTV,” Corcoran said. “My only pitch was that people are dying for some competition.”

Realizing that “a lot of people like to stick with cable for various reasons,” Corcoran met informally with WOW! officials before more formal meetings were held with city officials including Mayor David Gillock and Safety-Service Director Jeffry Armbruster.

Time Warner spokesman Mike Pedelty said the company has been aware of WOW! Cable’s plans to enter North Ridgeville.

“We are well aware of them coming in and compete with them in other locations,” Pedelty said.

When asked about Corcoran’s comments concerning Time Warner’s poor service, Pedelty said “it’s hard to respond to that comment.”

“We respect all competitors, but are really driven by making sure we provide the type of services our customers expect at a good value,” he said.

donor contributionsSince 2005, five cable and telephone companies and their respective lobbying trade associations have donated nearly $12 million to New York politicians, making Big Telecom companies among the biggest political donors in the state. Now a government reform group wants an investigation by the state’s anti-corruption commission.

By exploiting giant loopholes in New York’s campaign finance laws, telecom companies that used to live with annual campaign finance limits of $5,000 are now donating millions to powerful political leaders in Albany – the majority conferences in the legislature, the state party committees, and the governor. Some are using secretive “housekeeping” accounts controlled by political parties. Others hide behind shadowy contributions from “limited liability corporations” (LLCs) established by some of the state’s biggest cable and phone companies and treated under current law as living, breathing people.

“Big Telecom exemplifies the pay-to-play culture which has come to define Albany, giving generously to the leadership in exchange for veto power over bills which favor the public interest,” said Common Cause-New York executive director Susan Lerner.

No telecom company donates more in New York than Cablevision, which has given more than $5.3 million in contributions to state politicians since 2005 as it fights its way through union problems, fierce competition from Verizon, and complaints from subscribers about rising cable prices and questionable service. The cable company doesn’t just donate in name-only. Common Cause-NY discovered Cablevision using eight different LLCs to evade contribution limits, handing over $1.5 million to candidates and committees. Gov. Andrew Cuomo received $130,000 from four different Cablevision-controlled LLCs between July and October 2010. On April 29 of this year, former Nassau County executive Tom Suozzi’s campaign received $190,000 from three Cablevision-controlled LLCs on that single day.

Verizon (82%) and Time Warner Cable (70%) prefer to quietly give the largest percentage of their political donations to the parties’ secretive, soft money “housekeeping” accounts. The Republican and Democratic recipients are not using the money to buy Endust, mops or spare light bulbs, although the average voter might assume as much.

Corporations with an agenda just love New York’s hush-hush “housekeeping” accounts because they come without dollar limits or complete disclosure about how the money was ultimately spent.

The State Board of Elections says “housekeeping” money is supposed to go toward maintaining a party’s headquarters and staff or “ordinary activities that are not for the express purpose of promoting the candidacy of specific candidates.” Unfortunately, nobody bothered to require detailed accounting, allowing funds to disappear down a political rabbit hole, to be distributed at each party’s discretion.

Comcast (59%) and AT&T (53%) are considerably smaller players, in part because neither company serves many wired cable/broadband customers in New York.

Verizon’s corporate PAC also likes to raise relatively large numbers of small contributions given in the name of company executives or employees, not necessarily mentioning the company itself. Campaign finance disclosures may list only the individuals’ contribution(s), not the company that signed their paycheck.

Common Cause-NY says most of the money is channeled to the most influential politicians in the state, with minority parties and unelected candidates typically getting much less.

To gain influence on the state level, Big Telecom companies contribute to the governor, attorney general, and the majority parties controlling the state Assembly and Senate, with Republicans getting the lion’s share (over $3.5 million) in the Senate and Democrats (over $1.6 million) in the Assembly.

For local issues of interest to the state’s local cable and phone companies, contributions are funneled to influential county-level political machines, perhaps helpful in making life difficult for a competing Wi-Fi project, a municipal fiber network, or helping to cut red tape to place a cell tower in a controversial location.

The top six recipients of Big Telecom’s political cash in the legislature:

  • Key Party Leaders: Dean Skelos ($117,700), Tom Libous ($57,150), Jeff Klein ($49,450), and Sheldon Silver ($32,749.61)
  • Current and former Chairs of the Senate Energy and Telecom Committee: George Maziarz ($79,718.02) and Kevin Parker ($34,444.00).

Common Cause-NY notes the corporations involved don’t give money without expecting something in return. After generous contribution checks were deposited, a number of telecom consumer protection bills mysteriously died in committee or never made it to the floor. The same fate did not meet bills offering special tax breaks for cable and Internet Service Providers that have cost New York taxpayers nearly $500 million and counting.

“Multi-million dollar campaign contributions clearly help Big Telecom maintain the status quo of corporate control, high prices, and lax regulation,” Common Cause-NY concludes.

The legislature is rife with examples of bills that would have likely passed with popular support but suddenly or “mysteriously” didn’t:

Sony Has Preliminary Agreement With Viacom to Offer Online Cable TV Alternative

sony_logoSony’s bid to enter the “over-the-top” online video business has gotten a shot in the arm with news it has reached a preliminary agreement with Viacom, Inc., to carry its popular cable networks on the Japanese electronics giant’s planned online subscription TV service.

Sony wants to build its own virtual cable television service, offering live and on-demand programming delivered over broadband lines in direct competition with cable and phone companies Comcast, Time Warner Cable, AT&T and Verizon.

Getting agreements with traditional must-have cable networks like Comedy Central, ESPN, and USA have been difficult because the networks fear alienating their traditional customers — large cable, telco and satellite TV companies.

viacomThe Wall Street Journal reports Viacom’s agreement remains preliminary at the moment and the final details have yet to be worked out. If a final agreement is reached, it will be a breakthrough for so-called online cable systems which have gotten nowhere with other cable network owners, including Comcast-NBC, Walt Disney, Time Warner, and CBS.

Cable executives have repeatedly warned that a wider distribution of cable network programming would make them more reluctant to pay higher prices for the cable networks because of the loss of relative exclusivity. Many cable programming contracts restrict the ability of network owners to sell to would-be online competitors.

Viacom has had contentious relationships with cable and satellite companies in the past, so observers suggest it is no surprise Viacom would be among the first to break with tradition. Viacom’s CEO, Sumner Redstone, also controls CBS which is currently off Time Warner Cable systems in three major cities and has had its pay movie channels Showtime and The Movie Channel blacked out on Time Warner systems nationwide. If Sony’s service gets off the ground, CBS could ask Time Warner customers to sign up with Sony instead to get those networks back.

A source told the Journal Sony hopes to launch its new venture by the end of the year, perhaps on the next generation of Sony’s PlayStation gaming console due soon. Sony also could offer the service on its line of Bravia high-definition televisions, as well as tablets and smartphones.

People who have seen demonstrations of Sony’s system say it has some features that are appealing in comparison to traditional pay TV distributors, including one that recommends shows for users based on what they’ve previously watched. Content providers are allowed to supply some of those recommendations, so they can steer users to other episodes on their channels, according to the people familiar with the matter. Sony provides other content suggestions for viewers based on an algorithm.

The development of online cable television in direct competition with large cable and phone companies could spark a new wave of broadband usage restrictions including usage caps and metered billing. The same telecom companies that earn a substantial part of their revenue selling cable television service are likely to find it unsettling to discover Sony undercutting them on price and using “their” broadband lines to do it. Placing restrictions on the amount of broadband traffic a customer can use each month would deliver a significant deterrent to would-be cord cutters.

Cablevision CEO Sees the Company Eventually Dumping Cable Television Service

Although industry analysts, consumer advocates, and technology columnists have long proclaimed the era of “cord cutting” is upon us, cable operators have always been in denial the product that got them their multi-billion dollar business — selling packages of television channels — is rapidly becoming obsolete.

But at least one CEO sees the writing on the wall.

If you don’t “ride the wave” you “get eaten by the wave,” declared Cablevision CEO James Dolan.

The Wall Street Journal sat down for a lengthy interview with Dolan, who predicted “there could come a day” when the cable television company quits selling television service, because a growing number of viewers have shifted to online video.

Dolan, like many Americans, isn’t watching television as much as he used to, and admitted that both he and his young children prefer spending their viewing time with Netflix, not Cablevision’s television package.

Dolan worries the next generation of television viewers don’t need or want a cable television package with hundreds of video channels. Today’s youth wants fast broadband with on-demand viewing of series, movies, and video clips. The transition may have already started. Cablevision reported Aug. 2 it lost 20,000 video customers over the last three months, many moving to broadband-only service and 11,000 abandoned the cable company altogether.

Dolan believes the industry is setting itself up for obsolescence.

“I don’t want to be saddled with an infrastructure that is as big as the one that I have now,” Dolan told the Journal, fearing the bloated cable television package is becoming too costly and unmanageable.

Instead, Dolan has ordered network upgrades to improve broadband service and help boost the company’s image with customers. Cablevision focused most of its spending on broadband and Wi-Fi service upgrades over the past year, both to meet relentless competition with Verizon’s fiber network FiOS, but also to develop the platform Dolan thinks will eventually be the only product the company sells. Although Cablevision cannot match Verizon’s upload speeds, the cable company offers a free Wi-Fi service for customers Verizon lacks. But the changes and network upgrades have been expensive and noticeable, because few cable operators are spending as much as Cablevision to improve service.

The changes in approach were too much for former chief operating officer Thomas Rutledge, who departed Cablevision to run Charter Cable in December 2011.

One of the primary reasons Rutledge left was Dolan’s increasing involvement in the business, causing a clash of business philosophies. Just a few months before Rutledge departed, the FCC issued a report that exposed Cablevision marketing broadband speeds its network could not sustain, especially during prime usage periods. Rutledge believed this was primarily a marketing problem. Dolan concluded the existing broadband infrastructure was inadequate.

“I felt that we needed to reinvest,” Dolan said. “When we took a hard look at what we were offering,… it just wasn’t what we wanted it to be.”

As Rutledge and his allies rapidly departed for Charter Cable, Dolan ordered a 32 percent increase in capital spending to $1.1 billion last year, at least $150 million targeted exclusively on broadband improvements. This year he has already informed Wall Street it will be more of the same, bringing expanded Wi-Fi, new and improved broadband modems for customers, even faster speeds, new outage detection equipment, and an improved cloud-based DVR service.

cablevision numbersExisting customers like the changes, but don’t appreciate the price hikes that have accompanied them. Wall Street has the exact opposite point of view, welcoming increased revenue from rate hikes, but concerned about the company’s spending. Investors complain Cablevision’s returns are well below those of other cable operators which don’t face the Verizon FiOS juggernaut.

Still, for some customers, the changes have come too late and Verizon’s promotional offers to switch to fiber have been too good. Cablevision did at least manage to add 1,000 new broadband and 3,000 new voice customers during the second quarter.

“We’re not prepared to starve the business,” said chief financial officer Gregg Seibert. “In terms of upgrades, I think what you’re seeing with the high-speed rollout that we just did is that we feel that our plant is in very good condition. We’re delivering over advertised speeds in every day part. We intend to keep the plant in that type of condition.”

Dolan’s philosophy of upgrading service to improve customer relations also clashes with John Malone, who is rebuilding his cable industry power base at Rutledge’s new home — Charter Cable. Malone believes industry consolidation, not expensive network upgrades, is a better proposition for shareholders.

Dolan told investors Cablevision is, for now, out of the mergers and acquisitions business. It has completed selling off its Optimum West systems to Charter and plans no further expeditionary buyouts in the near future. Instead, the company intends to focus on its business in the northeast. Dolan acknowledged the company is a likely acquisition target, most likely by Charter or Time Warner Cable.

Dolan currently shows little interest in selling out what is and always has been a family affair. Chuck Dolan, 86, founded Cablevision and still offers almost daily advice to his son James, who now runs the business. James also appointed his wife Kristin to lead sales, marketing and product management, with questionable results.

Some other highlights from the second quarter:

  • Cablevision has enhanced its Remote Storage DVR product, now providing two tiers: 160GB and 500GB. Customers can record up to 10 channels at the same time. The service is available on customers’ existing set-top boxes;
  • Last month, Cablevision announced an increase in our broadband data speeds;
  • Wi-Fi remains a major priority for Cablevision and customer usage of its wireless network continues to grow. More than 1 million customers have used the service over more than 90,000 access points;
  • Price increases were critical for Cablevision’s revenue growth this year. The company booked increased revenue from a broad-based $5 broadband rate hike implemented in January as well as a “sports programming surcharge” initiated earlier this year. The average subscriber that buys a package including cable television pays $5.49 more this year than last — $162.42 a month.
