CableLabs has resolved the cable industry’s long-standing competitive disadvantage with fiber optic broadband with the introduction of a Full Duplex (FDX) DOCSIS 3.1 specification.

“FDX DOCSIS 3.1 is an extension of the DOCSIS 3.1 specification that will significantly increase upstream capacity and enable symmetric multi-Gbps services over existing HFC networks,” CableLabs wrote. “Full Duplex DOCSIS 3.1 technology builds on the successful completion of the DOCSIS 3.1 specification, which has made deployments of 10Gbps downstream and 1Gbps upstream broadband speeds a reality.”

Cable operators that adopt FDX will be able to sell identical upstream and downstream speeds to customers. The new standard concurrently uses the same spectrum reserved for broadband service for uploads and downloads. The technology was developed using Time Division Duplexing (TDD).

The new standard is 100% compatible with DOCSIS 3.1, which is slowly being implemented by cable operators around the country. However, it is not compatible with DOCSIS 3.0, which is still the predominate cable broadband technology standard in use in North America. As DOCSIS 3.1 gradually gets introduced, some cable modem manufacturers are building modems compatible with both DOCSIS 3.0 and 3.1, so equipment is not rendered obsolete in the next few years. But early adopters will likely not find modems supporting FDX DOCSIS 3.1 for up to two years.

The prerequisites for cable operators interested in deploying the new standard are significant. The most important requirement is the adoption of “node+0” architecture, which requires deploying fiber optics deep into the cable company’s network.

How cable systems work

In the early days of cable, companies relied primarily on coaxial cable between its “headend” — often its main office, and customers. In the late 1980s and early 1990s, cable companies began replacing sections of its copper coaxial cable with fiber optics, a more reliable technology with fewer failure points. There was considerable debate about how much copper cable should be scrapped, based primarily on the cost to deploy fiber. More fiber = more money, less fiber = less reliability. Anyone who subscribed to cable in the 1970s and 1980s was well acquainted with frequent outages, often caused by a failure in one of the many amplifiers cable system operators used to get signals from their office to individual customers.

Many cable companies eventually settled on plotting each fiber optic route to the center of a circle on a map with a 1-kilometer radius. In most suburban areas, this meant that each fiber “node” would serve around 500 customers. The cable company would continue to use its existing coaxial cable to extend into neighborhoods and reach subscribers. Over the last 5-10 years, some cable companies have invested to push fiber optics “deeper” into their networks, which means further reducing the amount of copper coaxial cable still in use.

Today, in many cities, the average cable subscriber can theoretically find the location where a cable company’s fiber connection interfaces with coaxial cable somewhere within a three block radius.

To make FDX DOCSIS 3.1 work, cable companies need enough fiber pushed towards customers to completely eliminate the use of amplifiers. That is what “node+0” means: from the fiber node to the customer, there are zero amplifiers.

Timeline

Because of the cost implications, some cable operators may initially offer FDX DOCSIS 3.1 only to their commercial clients, especially in areas where a fiber competitor does not exist.

Although many cable operators doubt symmetrical broadband is attractive to residential customers, it does offer the cable industry the talking point its networks will be gigabit-capable without an investment in fiber to the home service.

The cable industry expects to test the technology in late 2018 or early 2019, with the expectation it will be introduced for sale starting in 2020.

Communications Struggling in Southeast Texas Post-Harvey

Telecommunications services are straining across southeastern Texas and Louisiana after Hurricane Harvey’s remnants have caused unprecedented flooding across the region.

More than 50% of cell sites in Aransas, Calhoun, Refugio, and San Patricio counties in Texas are down as a result of electric outages and wind/water damage caused by Hurricane Harvey and its aftermath. Worst affected is around Rockport, in Aransas County located on the Gulf of Mexico. Just one cell tower in that county remains in service. In Calhoun County, only four cell towers remain functional.

911 services have strained as a result of the storm, with the city of Houston receiving as many as 75,000 calls a day. But in other parts of the region, 911 outages and other problems have forced officials in more than a dozen cities to route incoming calls to other 911 centers in the state:

  • 911 Service Down: Portland Police Department, Tex.
  • Degraded 911 Service: Calhoun County Sheriff, Tex.
  • Rerouted 911 Without Automatic Location Information: Aransas County SO, Tex.; Bee PD, Tex.; Beeville PD, Tex.; Kingsville PD, Tex.; Kleberg County SO, Tex.; Mathis PD, Tex.; Port Aransas PD, Tex.; Refugio County SO, Tex.; and Ingleside PD, Tex.
  • Rerouted 911: Aransas Pass PD, Tex.; Cameron Parish SO, La.; Richmond PD, Tex.; Robstown PD, Tex.; Victoria PD, Tex.; and Wilson County SO, Tex.

There are at least 148,565 wired subscribers out of service in the affected area. This includes users who get service from Comcast and other cable systems, AT&T and other wireline phone companies. There are 11 landline switching/central offices out of service and 21 offices on back-up power.

There are 9 radio stations out of service, all in Texas:

KJOJ-FM, KKTX, KUNO, KPRC, KKWV, KAYK, KZFM, KKBA and KEYS.

As a result of the storm, the Federal Communications Commission activated its Disaster Information Reporting System, which asks providers to report outages so the FCC can track the status of telecommunications networks in disaster areas.

More than two feet of rain has fallen — more than six months of average precipitation in the Houston area — in two days.

Comcast Trying to Get Rid of Public Service Obligations in Vermont

A requirement that Comcast must operate in the public interest of the people of Vermont may result in the cable company filing suit against the state.

Comcast is upset about the state’s “Certificate of Public Good,” which puts a responsibility on Comcast to support Vermont’s public access channels, include their programming lineups in electronic program guides, and expand service with 550 additional miles of cable line extensions over 11 years.

Comcast lobbied the Vermont Public Utility Commission to drop the requirements, but their request was turned down last week.

“We are disappointed the Vermont Public Utility Commission chose to deny our motion for important amendments necessary to fairly compete in Vermont,” Comcast spokeswoman Kristen Roberts told Vermont Public Radio. “We are still reviewing the order and have not yet determined our next steps.”

Comcast told the Commission upgrades would be costly and cumbersome, particularly because many of its systems in the state were acquired from Adelphia, a cable company that declared bankruptcy in 2002 as a result of executive corruption. Most of its cable systems, some in disrepair, were sold to Time Warner Cable and Comcast, who were forced to commit additional funding to upgrade them soon after the acquisitions were complete.

The Commission was not impressed with Comcast’s arguments, suggesting the requests in the Certificate were achievable and given a long lead time to complete.

Comcast may appeal the order in court.

Cogeco’s Atlantic Broadband Acquires Harron Family’s MetroCast in $1.4 Billion Deal

Montréal-based Cogeco Communications today announced its U.S. Atlantic Broadband subsidiary was growing larger with the acquisition of MetroCast’s cable systems in Maryland, Maine, New Hampshire, Pennsylvania, and Virginia in a deal worth $1.4 billion.

MetroCast, owned and operated by Harron Communications, LP is one of the few remaining independent, family owned cable firms. The Harron family has been in the cable business for more than 50 years.

Two years ago, MetroCast sold its Connecticut cable systems to Atlantic Broadband. Now, the Harron family seems ready to exit the cable industry altogether with the sale of its remaining cable systems. Today’s acquisition will transfer 120,000 internet, 76,000 video, and 37,000 phone customers to Atlantic Broadband.

Cogeco will also receive $310 million in U.S. federal tax benefits from the transaction.

“The acquisition of the MetroCast cable systems allows Atlantic Broadband to increase its presence in the growing and lucrative U.S. cable market,” said Louis Audet, president and CEO of Cogeco Communications. “With this acquisition, we are increasing our customer base in attractive markets adjacent to the ones we currently serve.”

Viacom, Booted Off Some Basic TV Tiers, Plans Own $10-20 Non-Sports TV Package

Viacom, which owns cable networks including Comedy Central, Nickelodeon, MTV, BET, and TV Land, will launch a cheap non-sports bundle of entertainment cable networks viewable online for $10-20 a month this year.

Viacom has lost basic cable viewers at an accelerating rate as cable operators drop their networks or repackage them in more expensive basic tiers as Viacom raises wholesale rates cable companies pay to carry the channels.

Viacom CEO Bob Bakish talked about the new service this morning at the J.P. Morgan Global Technology, Media and Telecom Conference in Boston. Bakish said most of the current “skinny cable TV” bundles were priced at around $40 a month, which is too expensive to attract “cord-never millennials” that frequently don’t subscribe to cable television.

“The transformational opportunity is to bring in a new entry segment at a much lower price point,” Bakish said. The cable industry needs “a path to bring in someone who wants high-quality entertainment” but has no interest in expensive sports networks.

That is why Bakish wants to create a cheap entertainment-oriented bundle of networks that omits sports-related channels. But Bakish has also repeatedly stressed he has no intention of giving consumers a comprehensive online alternative to traditional cable TV, telling investors Viacom is “not creating inexpensive opportunities to serve as an alternative.”

Bloomberg News reported Viacom was talking to Discovery and AMC Networks about participating in the new service. The only complication may be a backlash from sports programmers like Walt Disney’s ESPN and 21st Century Fox, Inc., which have contracts requiring providers to include the sports networks in their most popular bundles. Some contracts even limit how many customers are permitted to sign up for a sports-free TV package, according to Michael Nathanson, an analyst at MoffettNathanson LLC.

“It’s meant to dissuade distributors from doing something like this,” Nathanson told Bloomberg. “The issue is how many subscribers they can have before the legal questions appear.”

Bakish may also be trying to remind cable and satellite companies that Viacom can always go direct-to-consumers if operators banish Viacom’s networks off the cable dial or move them to a more expensive tier, although there is no guarantee the new service will bundle all of Viacom’s networks.

Viacom has seen its relationships with cable and satellite providers deteriorate over the last few years under prior management. Some smaller cable companies including Cable One dropped Viacom channels from their cable systems over cost issues in 2014, and many more subscribers have seen Viacom networks temporarily dropped as a result of contract renewal disputes. Bakish has made repairing relations with cable and satellite customers a priority since taking over as CEO in December, but he still has a way to go.

Recently, Charter Communications moved Viacom networks out of its Select basic cable TV package and moved them to its most expensive Gold package for new customers. With only a minority of customers signed up for Gold service, Viacom networks could eventually lose millions of viewers as Time Warner Cable and Bright House customers adopt Spectrum packages in the next few years. If those customers do not subscribe to Gold or refuse to pay extra for a “digipak” of Gold’s basic channels without the premium networks, they will lose access to Viacom channels when they change TV plans.

That issue also concerns Wall Street analysts who believe it could eventually erode Viacom’s viewer base. Bakish made certain to tell investors Viacom was not surrendering to Charter’s “re-tiering.”

“We firmly don’t believe they have the rights to do that,” Bakish said. “We’ve been in discussions with them. We’ve got to get that resolved.”

If it is resolved, those networks may again be available to Select TV customers.

Viacom, AMC, and Discovery are partnering up to offer a $10-20 entertainment-only package on streaming basic cable networks for consumers, as this Bloomberg News story reports. (2:58)
