Canada Declares War on Paper Statement Charges; Some Want $5.95/Month Just to Mail Your Bill

One_Bill_ENCanadians pay between $495-734 million a year in extra charges just to receive a mailed copy of their monthly bill for cell phone, cable and broadband service. Now the Public Interest Advocacy Centre wants the government to ban charges for mailed invoices.

Jonathan Bishop, PIAC’s Research Analyst, said, “a majority of consumers have indicated their disapproval of being charged extra for a paper bill. Most Canadians believe supplying a paper bill in the mail without having to pay an extra fee is part of the company’s cost of doing business.”

If you ask most cable, phone and satellite companies about their paper billing policies, they will claim the fees are designed to encourage people to adopt more ecofriendly online billing. But the poor and elderly, who often lack Internet access, are forced to pay extra monthly fees just to find out how much they owe their providers.

Some providers have also been quietly increasing those paper bill fees, which now reach as high as $5.95 a month.

Trying to avoid a more formal regulatory proceeding, the Canadian Radio-television and Telecommunications Commission asked 11 major telecommunications companies to attend an informal meeting last week to negotiate curtailing the fees. The meeting fell apart with providers only willing to exempt certain customers from the billing fees, which have become a lucrative new source of revenue for many.

As of last November, 36 companies said they do not charge for paper bills, while 27 others charged between 99 cents – $5.95 a month. Among those with customer-friendly free paper bills: Shaw Communications, Manitoba Telecom, SaskTel and Bell Aliant. Those charging $2 a month for a paper bill include Rogers Communications, Telus, and Bell/BCE.  Rogers and Bell charge the fee for home phone, wireless, Internet and television services while Telus only charges for wireless and Internet bills.

Quebecor Inc.-owned Vidéotron Ltée wants $3 a month for wireless customers seeking a detailed paper bill listing all calls, texts and data used, but a less comprehensive standard bill can be obtained free of charge.

Wind Mobile, one of Canada’s new wireless competitors, charges $4 a month for a paper bill and one of their affiliated companies OneConnect, serving businesses with VoIP service, charges $5.95 a month.

The 11 largely intransigent companies: Bell Aliant, Bell Canada, Cogeco Cable, Eastlink, Globalive, MTS Allstream, Québecor, Rogers, SaskTel, Shaw, Telus only came to unanimous agreement that customers with “no personal or home broadband connection, persons with disabilities who need a paper bill, seniors aged 65 and over and veterans of the Canadian Armed Forces” will be able to avoid a paper bill fee, if charged. The exemptions take effect Jan. 1, 2015.

“While the companies agreed to adopt consistent exemptions to such fees, they were unable to reach a consensus to eliminate them entirely,” said CRTC chairman Jean-Pierre Blais. “Many Canadians who will not benefit from the exemptions will be disappointed with the outcome so far.”

The CRTC is going to further survey Canadians before deciding what actions to take next.

Telus Phone Rates Going Up in July But You Can Snag a $5 Credit Before Aug. 1

logoTelusTelus, western Canada’s largest phone company, is increasing phone rates again and introducing a new $2 paper bill fee in August.

Starting July 6, Telus is raising the monthly rate for some Home Phone customers:

  • Local Line, Smart Home Bundle – 3 Pack, Smart Home Bundle – 4 Pack, and Smart Home Bundle – 13 Pack customers will see an increase between $0.05 and $4.43;
  • TELUS home phone – lite customers will see an increase of $2;
  • TELUS home phone – basic customers will see an increase of either $2 or $3.

Exact details on how the increases will impact your monthly rate will appear on the last page of your Telus bill issued between June 6 and July 5, or you can get access to an electronic copy of your latest bill from Telus’ e.Bill system.

Telus is also raising rates on the following calling features by $3 a month when they are purchased individually:

  • Anonymous Caller ID
  • Call Screen
  • Caller Reveal
  • Voice Mail Simple CO
  • Call Forwarding
  • Call Gate
  • Smart Ring

Telus wants to encourage customers to subscribe to bundled, multiple calling feature packages.

Beginning Aug. 1, Telus will also start charging a $2 monthly fee for High Speed Internet customers who choose to receive a paper copy of their bill. Customers can sign up for e.Bill to avoid this charge. Telus customers who do not subscribe to broadband will not be charged the fee.

With paper bill fees forthcoming for Telus’ Internet customers, most will want to convert to electronic billing to avoid the extra charge. Until Aug. 1, customers who volunteer to switch will get a $5 credit applied to their account.

To switch to e.Bill, register your account online, and choose e.Bill when asked about your Billing Method. Already registered? Log into your account, click your account number, and click “Update” on the billing method line.

Eastern Canada’s biggest cable company wants you to use your broadband service to check your balance, unless you are willing to pay a $2 monthly “paper bill fee.”

Rogers had charged new wireless customers (along with anyone making changes to their account) a $2 paper billing fee since 2011, but now everyone will pay if they want a hard copy.

At the same time the company is adding a new billing fee, it is taking away two popular cable channels in a move the company describes as part of “our ongoing commitment at Rogers to deliver a superior television experience.”

Fewer channels might bring better value if the company reduced the cost of your cable package, but don’t worry about that:

“Please be assured that there will be no change to your Rogers cable TV rates and all other aspects of your service(s) will remain the same,” a company letter said. “We apologize for any inconvenience these changes may cause.”

give takeThe inconvenience will be greatest for fans of BBC World who will now have to upgrade to a high-end package to keep watching the popular global news channel. It was stripped out of the basic lineup.

Spike is also getting the spike, kicked into a higher-end package at the same time existing customers see no corresponding decrease in their rates.

The sneaky price increase is not going over well with many Rogers customers, according to the Toronto Star.

“I locked into a year’s contract at a specific price for the VIP package,” Sara Harrel told the newspaper, “and Rogers changed what I get for that price.”

Another reader, David Dorken, found when he called Rogers that BBC World News would cost an extra $2.79 a month and Spike TV was in a package that would cost an extra $5.99 a month.

“That’s right, folks, same television for only $8.78 extra a month or $105.36 a year. I’ve cancelled my cable and Internet,” he said.

Rogers spokeswoman Patricia Law countered that most customers (although not all) would see some new channels — such as ABC Spark and FX Canada — added to their service as they were losing Spike TV and BBC World.

How many customers were clamoring for either replacement is unknown, but the effects of complaining are not. Rogers customers threatening to walk often get special concessions like a lower rate or more channels to compensate.

Consumer Reports has unveiled its second annual Naughty & Nice Holiday List, a compilation of companies who deliver more than they promise, or stick their customers with a lump of customer service coal.

Among telecommunications providers, the consumer magazine is slamming Verizon Wireless for its gouge-you-now, tell-you-about-it-later “early warning system” that is supposed to notify customers before they exceed their arbitrary data plan limits.  Verizon can’t let a little customer service get in the way of making a ton of money on extortionist overlimit fees for customers who dare to use too much:

The company tells the Federal Communications Commission that it voluntarily provides ample warning to customers who seem about to exceed their monthly allotment of minutes, messages, or data, so a mandatory rule that would make it issue such alerts isn’t necessary. But we caught Verizon doing — and admitting to — something else. Two staffers who are Verizon customers recently were notified only after they went over their allotment, at which time the company tried to upsell them to a pricier plan. When contacted by our reporter, a company spokesman acknowledged that its voluntary alert system isn’t always reliable. But it now looks like better protection from “bill shock” is on its way. Under a mid-October deal with the FCC, members of CTIA – The Wireless Association, a trade group representing 97 percent of wireless carriers, agreed to begin issuing alerts of impending overages. Full implementation of the alert system could take until April 2013.

That represents at least a year-long Money Party for Big Red, which began enforcing its idea of an “appropriate amount” of usage earlier this year.  Green, silver and gold are not just for the holidays at VZW.

SiriusXM‘s customer service don’t-care-bears also come in for a spanking. On top of hold times that can rival a typical workday, customers who don’t trust the satellite radio company with their credit card number pay a price for their wariness – a $2 monthly bill fee:

If a subscriber wants to receive a bill in the mail and pay by check (the old-fashioned way), he or she will get socked with a $2 surcharge every month. The penalty can be avoided if the customer gives Sirius credit-card information and elects to be billed electronically on a recurring basis.

While AT&T breathes a sigh of relief they are not on the naughty list this year, Cablevision is pleasantly surprised to find themselves with a nice stocking stuffer courtesy of CR.

Telecom companies are a frequent target of consumer displeasure, but this industry giant offers more to subscribers who sign up for its Optimum Triple Play – Internet, phone, and TV service – free movie tickets on Tuesdays and deeply discounted tickets on other days. Customers who sign up for Cablevision’s Optimum Rewards program (it’s free) also get perks like discounted popcorn and soda at participating theaters.

Considering popcorn and soda purchases at most theaters now warrant an accompanying easy financing credit application, that’s no snowjob.
