Exurban communities in northern Illinois bypassed for upgrades from second-rate cable companies and considered too-small-for-fiber by AT&T are clamoring for a third option that will deliver fiber optic broadband.

In the Fox River Valley, west of Chicago, Sugar Grove residents are hopeful that a midwestern upstart that specializes in taking on larger cable and phone companies in the region will come to town with gigabit broadband and better service.

MetroNet is currently surveying residents of this fast-growing village of 9,000, looking for future customers willing to put down deposits of $20 to join a “MetroZone,” an area where MetroNet sees enough potential to begin construction of its fiber to the home network, over which it sells television, phone, and internet service.

The Kane Country Chronicle reports local resident Wendy Betustak can’t wait. Betustak has been a customer of both AT&T and Mediacom, and both underwhelmed her.

“I hate AT&T now, but I don’t want to make a jump back to Mediacom because I remember what that was like,” she said. “But AT&T has been out so many times that I’ve stopped calling them.”

While both Mediacom and AT&T have been promoting their investments in upgrading service, those benefits often take many years to reach smaller communities inside their service areas. In some cases, those upgrades will never arrive.

Sugar Grove is just one of several exploding exurban communities in the far western suburbs of Chicago. As residents migrate further away from the city center, they expect services to migrate with them. But when essential utilities are in the hands of private companies, smaller towns and villages are often frustrated to hear there is not enough Return On Investment to provide 21st century quality service.

But MetroNet’s business plan is more forgiving, in part because it recognizes it will almost always compete head to head with one or two long-established telecom companies. It also does not hurt to have neighboring communities already wired up by MetroNet, which serves Batavia, Geneva, Montgomery, North Aurora, Oswego, and St. Charles. MetroNet has already installed fiber throughout the village of Sugar Grove and plans to install more.

“These installations will facilitate service to the village at a later date. Currently they are being utilized as transport routes,” Sugar Grove village administrator Brent Eichelberger told the newspaper. “We do not have a firm date for when MetroNet plans to start providing service within the village. If residents and businesses are interested in having MetroNet provide service they should contact MetroNet directly.”

They might want to hurry. Residents are encouraged by the company to visit www.metronetinc.com/metrozone and select Sugar Grove (or another community MetroNet is considering) and create an account. A refundable $20 deposit allows MetroNet to know that a would-be customer is seriously interested in getting service. Right now, MetroNet estimates around 10% of Sugar Grove residents have placed deposits.

“The MetroZone opportunity is a milestone in that we are able to track those who are interested in us coming to the village of Sugar Grove,” said Kathy Scheller, business development manager for MetroNet. “Our goal is to have 25 percent of the village pre-signed by Feb. 28.”

MetroNet’s broadband customers blow past Mediacom and AT&T’s offerings with 100/25 Mbps internet service for $49.95 a month. MetroNet’s top speed – 1000/250 Mbps costs $89.95 a month.

The usual alternative for most towns and villages unwilling to consider building their own broadband networks is to wait for the cable and phone company to upgrade service, which could take years in smaller communities. But a growing number of small commercial ventures are starting to offer fiber broadband service in a growing number of communities to meet the demand for better and faster broadband service.

AT&T Scam of the Week: Advocating for Fake Net Neutrality

After spending millions to kill net neutrality, AT&T today called on Congress to pass a new national law protecting AT&T’s idea of a free and open internet by regulating internet websites like Facebook, Google, and Amazon.

Full page newspaper ads taken out in several nationally known newspapers proclaimed AT&T CEO Randall Stephenson’s support for the first “Internet Bill of Rights,” conceived by some of the same lawyers and lobbyists AT&T paid to destroy the FCC’s net neutrality rules put into effect during the Obama Administration.

“Congressional action is needed to establish an ‘Internet Bill of Rights’ that applies to all internet companies and guarantees neutrality, transparency, openness, non-discrimination and privacy protection for all internet users,” Stephenson wrote in the ad.

AT&T’s proposal would attempt to include content regulation of websites under the guise of fairness, claiming that while internet service providers are expected to treat all content fairly, large websites like Google and Facebook currently do not. Critics of AT&T’s proposal call that a distraction that has nothing to do with ISPs seeking the right to establish paid internet fast lanes and favoring partnered websites with exemptions from data caps or speed throttles.

AT&T doesn’t inform readers of its own complicity in the “confusion” over net neutrality policies that have faced constant legal and political challenges from AT&T and other telecom companies. The telecom industry has furiously lobbied Congress and regulators to keep net neutrality from taking effect. Once it did, AT&T took the FCC to court to overturn the rules.

AT&T wants their own law for their own version of net neutrality.

AT&T’s campaign comes with some urgency as the company works to block states from enacting their own net neutrality laws to replace the rules abandoned by the Republican majority controlling the FCC. Despite assurances from FCC chairman Ajit Pai that the Commission would sue to pre-empt any state law that would re-establish net neutrality, AT&T and other large cable and phone companies prefer the regulatory certainty available from the quick passage of a federal law that would establish AT&T’s definition of net neutrality indefinitely. AT&T is also trying to rush passage with support from Republican congressional majorities and President Trump before the midterm elections threaten a Democratic takeover of the House, Senate, or both.

AT&T attempted to assuage customers of its good intentions by claiming it doesn’t block websites.

“We don’t censor online content. And we don’t throttle, discriminate, or degrade network performance based on content, period,” AT&T wrote (emphasis ours). But that claim opens the door to important loopholes:

  1. Speed throttles, data caps, and zero rating do not impact network performance. They impact your ability to equally access internet content, something AT&T does not promise here.
  2. AT&T only claims it won’t interfere with websites based on their content, but that was never the premise ISPs have used to demand additional payments from content creators. It isn’t the content ISPs are concerned with — it is the traffic those websites generate and, in the eyes of many net neutrality supporters, whether those websites compete with an ISPs own offerings. AT&T could have said it doesn’t throttle, discriminate, or degrade websites, period. But it didn’t.

AT&T alarmingly suggests that without predictable rules, next generation applications like virtual reality, telemedicine, and the Internet of Things will be threatened. Except that is not the message AT&T gives shareholders, arguing AT&T has robust capacity both now and into the future for next generation applications. AT&T has long promoted how lucrative it expects the Internet of Things marketplace will be.

Allowing the telecom industry to write its own “Internet Bill of Rights” met with harsh criticism from the consumer groups AT&T claims it wants to enlist in its efforts.

“Zero real net neutrality supporters are fooled by this,” wrote Fight for the Future executive director Evan Greer. “We had an Internet Bill of Rights. It was called Title II and AT&T’s army of lobbyists did everything in their power to burn it down.”

“AT&T’s hypocrisy knows no bounds,” said Free Press policy director Matt Wood. “Its phony bill of rights argument makes no sense based on the law, the policies, or the politics in play. AT&T’s head fake towards one-size-fits-all rules for all websites and content providers should fool no one. As soon as AT&T wants to stop lobbying against net neutrality, broadband privacy, and the other rights it has worked to kill at the Trump FCC and in this Congress, maybe people will stop laughing at desperate tactics like this. For now, all we can do is point out the company’s audacity in pretending that this hyper-partisan Congress can step in to fill the void of the net neutrality repeal by writing a new law tailor-made for AT&T.”

Fierce Cable Predicts 2018 Will Be A Year of Big Cable Mergers

While giant cable company mergers unexpectedly took a breather in 2017, Fierce Cable predicts this year isn’t likely to be a repeat of last year.

“With polls showing Democrats poised to begin sweeping back into power with the 2018 midterm elections, look for cable operators to make hay on the current regulatory climate and start turning their rivals into that most precious of resources: scale,” writes Daniel Frankel.

With time for large cable operators to get easy approval of merger deals from deregulation-minded Republicans potentially running out, 2018 could bring dramatic consolidation in the cable industry, with Comcast a likely buyer and Charter Communications a potential seller… if the offer is good enough.

Many industry observers expected the first year of the Trump Administration to be a banner year for cable mergers, especially with the entry of Altice, a European cable conglomerate known for its willingness to overpay to acquire cable operators. Altice has since run into significant financial challenges and investor blowback, forcing the company to shelve acquisition plans for now and focus on debt reduction and developing a stronger business plan to operate its ailing cable and wireless properties in Europe. Altice USA, which owns Suddenlink and Cablevision, has not shelved its plans to upgrade many of its customers to fiber to the home service, but is also no longer seen as an immediate bidder for Charter, Cable One, or WideOpenWest.

Fierce Cable expects Comcast to respond to AT&T’s merger with Time Warner, Inc., assuming the deal successfully overcomes Department of Justice objections in court, and 21st Century Fox’s asset sales to Disney. Both transactions threaten to consolidate programming production and distribution around an even smaller group of media giants, which could challenge Comcast’s NBCUniversal unit as well as the cost of cable programming networks. Comcast has shied away from acquisitions after an embarrassing failure of its attempt to buy Time Warner Cable a few years ago.

If Comcast wants to build scale, it would naturally target an acquisition of Charter Communications, the second largest cable company in the country. The deal would give Comcast dominance over the New York and Los Angeles media markets and broadband service provision across most major American cities. Comcast could also seek a less controversial acquisition of Cox Communications, one of the few major independent cable companies left. But Comcast could also seek acquisitions in Hollywood to bolster its production capabilities.

Most other cable acquisition options would be considered scraps by the largest operators. Altice could be persuaded to prematurely exit the American market and sell Cablevision and Suddenlink if convinced it has no chance of building adequate scale to stand with Comcast and Charter. Beyond that are smaller rural and regional operators including Mediacom, Midco, WOW!, GTT, RCN, and many others that serve fewer than one million customers.

Company executives may be hoping the objections to the AT&T/Time Warner deal are an anomaly for the Trump Administration. But it’s clear that whatever smooth waters exist for upcoming mergers will get choppy as the midterm elections approach. Should Democrats win back the House and/or Senate, life will get considerably more difficult for future media consolidation deals.

Dish and DirecTV Join the 2018 Rate Hike Parade

Satellite dish customers relying on Dish Networks or DirecTV for cable programming will need to open their wallets wider in 2018 to cover rate increases at both providers.

“On behalf of all of us at Dish, thank you for your business. You have asked us to be honest and upfront with changes to your account, and that is why we are writing you,” the satellite company wrote on its website.

Effective Jan. 16, 2018, broad rate hikes of about $3 a month for cable networks and $2 a month for local channels will take effect. Dish’s “Smart Pack” will increase by 7% to $44.99 a month, America’s Top 200 rises 6% to $89.99 and America’s Everything gets a 3.4% boost to $149.99 a month. Customers on a promotion will not see the rate hike until their offer expires.

The biggest rate increase by percentage applies to local stations, where most will see a 20% rate hike from $10 to $12 a month.

Dish has published its 2018 rate card on its website, detailing the price hikes.

DirecTV

DirecTV rates will rise effective Jan. 21, 2018 according to its website. The increase is blamed on programming costs. Customers on a promotion will not see the rate increase until that promotion expires. But AT&T, which owns DirecTV, also warns customers if they change their current base package, their promotion will end immediately and the new, higher rates apply.

More Than 2,000 AT&T Workers Getting $1,000 Bonus and Termination Notice

AT&T’s promised more jobs as a result of a large corporate tax cut, but is now reneging on the deal.

More than 2,000 AT&T employees will be given a one-time bonus of $1,000 as a consequence of the passage of the Republican tax cut legislation signed into law late last week by President Donald Trump and then will see their jobs terminated as AT&T begins sweeping job cuts across several of its divisions.

In the midwest, at least 600 employees working to maintain AT&T’s wireline network have been notified their jobs will be lost by early 2018. Additional layoffs include more than 700 DirecTV home installers whose jobs will be eliminated or outsourced to third-party contractors, 215 “high skilled technicians in nine southern states” whose jobs will not be replaced, and almost 700 workers in Texas and Missouri will see their jobs disappear beginning in February.

“Technology improvements are driving higher efficiencies, and there are some areas where demand for our legacy services continues to decline, and we’re adjusting our workforce in some of those areas as we continue to align our workforce with the changing needs of the business,” AT&T explained in a statement. “Many of the affected employees have a job offer guarantee that ensures they’ll be offered another job with the company, and we’ll work to find other jobs for as many of them as possible.”

Workers report AT&T’s promises do not tell the whole story. Most offered replacement jobs will have to move to other states and accept compensation reductions and a loss of seniority. If those workers were to need professional help, they can put their utmost trust on a workers comp lawyer.

“How can you lay people off and then give them $1,000 and say that there’s going to be more jobs available? I wish someone could tell me how that’s possible because I have to explain that to my members, and right now at this time of year, this is a difficult pill to swallow,” Joseph Blanco, president of Local 6360 Communication Workers of America Union in Kansas City, told Fox 4 on Thursday.

Randall Stephenson, CEO of AT&T, joined with Republicans in a press statement that claimed the new tax bill would improve the U.S. economy and the company’s standing.

In the spring of 2017, Stephenson promised an additional 7,000 jobs for every $1 billion in investment:

“The arithmetic for us is simple: For every billion dollars of additional investment we make is 7,000 additional jobs we have to put on to put that capital into the ground or on cell towers and so forth,” he said, adding that those jobs would likely be “hard hat” jobs that pay well.

“Congress, working closely with the president, took a monumental step to bring taxes paid by U.S. businesses in line with the rest of the industrialized world. This tax reform will drive economic growth and create good-paying jobs,” Stephenson said, according to CNBC. Except those “good-paying jobs” likely won’t be with AT&T. In statements to investors, Stephenson reiterated his plans for sweeping job cuts in the form of “cost savings.”

Last year, senior executives at AT&T told The New York Times that “shrinking the [company’s] workforce by 30 percent is not out of the question.”
