Frontier’s Follies: Company Blames Marketing, On-Shoring Call Centers for Customer Flight

Frontier Communications has lost more than 150,000 customers in the last six months as company executives blamed bad marketing and the on-shoring of call centers that formerly supported Verizon customers in Texas, California, and Florida.

Some 99,000 customers dropped Frontier service in the last three months, and another 77,000 departed during the three months before that. In addition to losing customers, Frontier saw a net loss of $80 million in its third quarter, up from a the $14 million the company lost during the same quarter a year ago.

A clearly distraught Dan McCarthy, Frontier’s CEO, knew he was in for a pummeling from Wall Street analysts on a conference call with investors on Tuesday.

“I wanted to assure you, that I’m focused on addressing and resolving the issues hindering our performance,” McCarthy said. “I’m fully aware that the third quarter results underscore the urgent need for our expanded business to perform at the higher level, where I know it can and should. And you have my personal commitment that we will do so.”

Frontier lost $52 million in revenue in the last three months in part because of its disastrous transition of former Verizon customers in California, Texas, and Florida and because a growing number of broadband users have realized Frontier’s endless promises of better service have rarely come to fruition and those customers chose other providers.

“This decline is unacceptable and reflects a level of performance, [and] I’m committed to change it,” McCarthy promised.

Unfortunately for customers and investors, that “change” is primarily rearranging the deck chairs with a haphazard, and likely soon-to-be-an-afterthought “reorganization,” and the usual treatment prescribed when executives fail to deliver Wall Street the results they expect: big layoffs of employees that had nothing to do with Frontier’s problems and have in fact been warning the company about some of their more boneheaded moves. The idea for quick layoffs may have come from Frontier’s newest chief financial officer R. Perley McBride, a pick McCarthy said will be “laser focused” on cost management. That’s code for cost-cutting, not exactly the best idea for a company that has shown a near-constant aversion to investing adequately in its network and on necessary broadband upgrades.

Analysts didn’t seem to be terribly interested in Mr. McCarthy’s grand reorganization plan either, detailed in this veritable word salad:

Let me also highlight that today, we announced a new customer-focused organizational structure, and the creation of commercial and consumer business units. This change is designed to improve our execution and operational effectiveness, increases spans of control in the organization and makes us more nimble, while at the same time eliminating duplicative costs associated with our former structure. In the first month of operating our new properties, it became apparent that this change was necessary.

Some investors pondered if these operational problems were all so readily identifiable and apparent, why didn’t Mr. McCarthy carry out changes after assuming leadership of the company more than a year ago.

McCarthy’s realization that big changes were needed is not what he was telling investors in May, when he was downplaying the impact of the Verizon customer cutover as affecting less than 1% of customers and wasn’t material. That level of happy talk puts McCarthy dangerously close to Wells Fargo territory, where a few million fake bank accounts weren’t material either.

McCarthy loves to use catchphrases to minimize the problems experienced at Frontier, as well as countering any negative developments with aspirational talk about the future.

For example, Frontier’s decision not to carefully scrutinize customer data provided by Verizon before cutting over customers to Frontier’s systems, leaving many without service for days to weeks was the result of “imperfect data extracts and network complexities” according to McCarthy. That cost Frontier plenty as the company issued bill credits to potentially tens of thousands of customers left without service because of ‘imperfections.’ Many just decided to leave and never looked back.

In May, McCarthy told investors “After a month of operating these properties, we are very pleased with the progress we have made, and we want to thank customers for their patience during the transition period. The entire Frontier team remains focused on cultivating growth by retaining and attracting new customers. We will continue to drive Frontier’s performance to maintain free cash flow that provides an attractive and sustainable dividend payout ratio.”

Not so much anymore. This week, McCarthy hit the red alert button and suddenly declared an urgent need for a major reorganization, oddly pegging Frontier’s problems partly on organizational inefficiencies:

“Historically, Frontier was organized around a regional structure, each one of the regions had its own resources that included marketing, finance, engineering, human resources. And in doing that, we – when we were a much smaller entity, it really did serve us well at that point in time. The more we looked at it today, the less differences there are in a lot of the markets and the way we’re going to market whether it’s around a Vantage product or it’s around FiOS or it’s around next-generation broadband products. So, when we looked at it, we did a really a trade-off on it, so we’ve essentially eliminated all of that redundancy in the organization.”

So what is the “redundancy” Frontier claims it has essentially eliminated? The forthcoming layoffs of 1,000 employees nationwide which Frontier management believes will make things much better for customers, at least according to McCarthy:

The impact is approximately 1,000 individuals that will be leaving the organization, and that translates directly into cost savings. And the nice part about it too is that the enhanced focus on commercial as well as consumer and Frontier has historically been a very consumer-focused organization. We’ve done well on the commercial side, but I really believe we can do much better with more focus, more attention and really putting the resources on those opportunities and making it, that’s what they do every day when they get up and they come to work, all they’re trying to do is grow the commercial revenue base.

So that’s really what we’ve done. It does change the focus on the field operations to really be engaged with the community as well as providing excellent service to customers and being that bridge, but really sales for both consumer and commercial are more centralized in a way that we can apply better resources and do it in a more efficient manner.

analysisSo Frontier plans to become more engaged with the community and deliver better service locally by… getting rid of 1,000 local employees and centralizing its resources somewhere else, probably in another state. The cherry on top? Frontier also implemented a rate hike for customers to enjoy.

McCarthy claimed Frontier has been a “very consumer-focused organization,” which seems hard to believe considering how many customers are saying goodbye to Frontier for good. He also implied customer sales are down because Frontier hasn’t effectively used their call center employees to sell service and Frontier alienated customers by moving those call centers from overseas back to the United States. Really?

The executive team at Frontier shrugs off further evidence of deepening customer dissatisfaction by ignoring customer losses in their “legacy” service areas — Frontier territories served by copper yesterday, today, and probably tomorrow. But ignoring problems is nothing new at Frontier:

  • It’s not a problem that customers cannot order Frontier products and services on its website because of managerial ineptitude.
  • It’s not a problem that customers are still stuck with 1-6Mbps copper-based DSL from Frontier while their cable competitor offers 200Mbps or more.
  • It’s not a problem that several years after assuming control over almost all landlines in West Virginia, Frontier has only accomplished broadband speed upgrades for 23% of customers stuck in Frontier’s broadband molasses, and only after the company settled with the West Virginia Attorney’s General office in December 2015. For the record, that amounts to 6,320 customers. Don’t break a sweat there. Frontier’s performance in West Virginia has been so abysmal, the settlement between the state and the company represents the largest, independently negotiated consumer protection settlement in West Virginia history, which extends back to June 20, 1863.
  • It’s not a problem that customers in Connecticut are still plagued by aftershocks from the tumultuous transfer from AT&T to Frontier in October 2014. On Oct. 19, 2016 countless DSL customers were reminded of that transition when they suffered another multi-hour outage and to add insult to injury, Frontier decided the time was also right to raise rates $4 a month for its Vantage TV service, which caused another round of customer cancellations.

McCarthy called the operational reorganization a “bridge” between field operations and providing excellent service to customers. We call it just another bridge to nowhere.

We’ve written for years that Frontier’s real problem isn’t cost management, organizational structure, or where it places employees and call centers. The real elephant in the room is that Frontier’s broadband service is terrible, especially where Frontier built the network all by itself or acquired it from another phone company decades earlier.

We are convinced Frontier’s management understands this, and so do many investors, but they just don’t care. One summed up the Frontier story this way:

So Frontier buys the whole wireline shooting match in one geographic area after another (labor force, wires, customers, DSL, even FIOS) paid for with billions in junk bond proceeds. Looking at an asset base that is disappearing before their eyes, the game is to squeeze as much out of it as possible before it crumbles completely. Minimum possible maintenance, minimum possible [investment], minimum possible headcount, and less every year.

From an investor’s standpoint, the key question is to figure out when the final collapse is going to take place.

When Rochester Telephone rebranded itself Frontier Communications in the 1990s, it did so looking forward to the future. The Frontier Communications experience of today is like immersing oneself in the History Channel. Nearly everything about Frontier these days is about the past and a promised future that never seems to arrive. Everything surrounds a legacy network still almost entirely dependent on last-century DSL for residential customers and various acquired networks from Verizon and AT&T mismanaged at conversion, forcing customers to clean up after Frontier’s repeated mistakes.

In legacy service areas where little has changed over the last decade, the four words that come to mind are “too little, too late” as customers make one last call to permanently drop service despite promises faster speeds are coming soon.

Too little investment in suitable broadband: Frontier dwells on its dividend payout to shareholders while customers languish with internet speeds that do not come close to the FCC’s definition of broadband. Instead of spending billions acquiring Verizon’s throwaway service areas, invest that money in your network and offer truly competitive 21st century broadband service.

Too late to matter: Frontier’s commitments to broadband upgrades happen too slowly and for too few customers. Much of Frontier’s state-of-the-art networks were built by other companies and simply acquired by Frontier, which now provides sleepy caretaker service. When people think Frontier Communications, they sure don’t think of words like “modern” and “innovative” and “excellence.” They think “yesterday,” “out of service,” and “slow.” There is a good reason why cable operators eat Frontier’s market share. People don’t love the cable company more than Frontier, but at least they are no longer stuck with broadband speeds that were common during the latter half of the Clinton Administration.

You’re a communications company, not the Geek Squad: While Frontier fritters away their customer base, those remaining are literally assaulted with promotions for dubious value services like tech support, virus protection, and cloud storage backup. There is a reason other phone and cable companies have not followed Frontier’s lead on emphasizing these services. They don’t matter to most customers and many of those who do have them are surprised when they find them on their phone bill because they don’t remember signing up. Sell reliable and fast phone, broadband, and video service, not gimmicks.

It is unfortunate another 1,000 Frontier employees are about to pay for the mistakes made at the top. Until that changes, customers would do well to consider their options and act accordingly. If reporting by The Hour is any indication, customers shouldn’t hold their breath. Frontier is still looking out for their most important asset: their shareholders.

If Frontier’s customer relations remain a work in progress, so does McCarthy’s job convincing investors to see the promise of his plan and that of his CEO predecessor Maggie Wilderotter to create a national broadband company from territories AT&T and Verizon have been willing to cast aside. Since closing at $6.54 on Oct. 31, 2014, on the eve of the switch [in Connecticut], two years later Frontier shares have hovered for the most part just above the $4 threshold.

With a new chief financial officer in place in former Frontier executive Perley McBride, McCarthy promised to get Frontier on track from an investor perspective, even as the company works to get its customer relations on an even keel.

Three More Frustrated Frontier Employees Speak Out: Our Customers Deserve Better

lilyFrustration at Frontier Communications doesn’t stop with customers. Employees are also speaking out about the company’s inability to manage their growing acquisitions and offer good service to customers. Others are confused about major company priorities and initiatives that suddenly get dropped, and customer service representatives feel like they are cheating customers selling them products and services that are better in name only.

Three employees this month provided unsolicited letters asking Stop the Cap! to publicize the problems at Frontier because their managers are not listening and they want corporate management to step in and make necessary changes.

“Sally” (we have chosen pseudonyms to protect the authors’ identities) is a customer service representative at a major Frontier call center in Florida. She is saddened by the company’s “Wells Fargo” culture — pushing customers to buy products and services they don’t need just to make their sales numbers.

“Frontier has been pushing us hard to sell customers on our Frontier Secure suite of products, which adds anything from $5 to $25 to your bill and is supposed to protect you from identity theft, damaged devices, viruses, and provide technical support for your electronics,” Sally tells Stop the Cap! “Unfortunately, it sounds much better than it actually is because there are so many exclusions and restrictions. I’ve heard complaints from customers who bought into the program thinking it would protect their home computer, but then after a lightning strike did its damage, it turns out Frontier doesn’t cover “home-made” computers which means anything other than a computer you buy in a store and never upgrade.”

Sally recounts stories about her managers pushing Frontier Secure at every opportunity, because the profits that come from providing services many customers will never use are astounding.

“They even push us to sell virus protection on tablets and smartphones like the iPhone, which is generally ridiculous,” Sally wrote. “What is horrifying to me is that the people most likely to say yes to our sales pitches are our elderly customers who have simple landlines and we’re not even sure they have a computer to protect. But they like the identity protection, which is supposed to monitor your credit and cancel your credit cards if your identity is stolen. What we don’t tell you is you can do most of that yourself for free and if you call a bank to report identify theft, they can notify every bank to either put a hold on your credit or reissue new cards. It costs nothing.”

Sally says Frontier’s “Premium Technical Support” often relies on employees Googling for instruction manuals and then reading them back to customers. That service starts at $12.99 a month.

“Instead of selling people better internet access or more reliable phone service, we’ve gone into gimmicks and it’s embarrassing,” reports Sally.

“Jim” is a former Verizon senior technician who is now working for Frontier Communications in Texas. He says he spends several hours a day navigating confusion between Verizon’s long-standing processes for managing network issues and his new supervisors who are dealing with Frontier’s completely different corporate culture.

frontier new logo“If you ever wondered why it takes so long to get something done with Frontier, I can tell you — it’s the bureaucracy and a culture clash between the two companies,” writes Jim. “Working for Verizon’s wireline division was already stressful over the years because they were not investing very much in wired services and we’d learn to manage that by hoarding things and trying to keep issues as local as possible, but Frontier is a giant headache. When a customer needs something from us, often we cannot give the customer a good estimate of when he or she will get what they need because we don’t know ourselves. But we are told to ‘be optimistic’ or ‘be vague’ which is why there are a lot of broken deadlines or disappointments. They never tell us to lie, but we cannot level with customers either because many will bolt to Time Warner Cable or Charter if we told them the God honest truth. We have business and residential customers promised certain broadband performance by sales that we cannot give them because they are not FiOS-enabled. If you were promised 75Mbps and got 6Mbps, you’d start shopping around, too.”

Jim writes the cutover between Verizon and Frontier would have gone much smoother if the company culture of “not in my job description” was not so pervasive.

“Frontier was given old data from Verizon because we haven’t spent serious money on certifying the accuracy of our databases in years and nobody bothered to verify it before acting on it, and that is why a lot of customers lost their service,” writes Jim. “Verizon is at fault here too because when you work at a giant company like this you learn the company culture is to know your job responsibilities and don’t exceed them. Frontier people seem to be more flexible to a point, but they are also real good at avoiding getting caught holding the bag when something goes wrong, so important tasks or ongoing problems can be neglected because nobody wants to get the blame or feel like they are exposed when management shows up wondering why things aren’t working right.”

“It can be a career and promotion death sentence to be someone willing to stick their neck out and solve problems if your manager or their manager doesn’t like what you’ve done, actually helped create the problem you are trying to solve, or if you are perceived as ‘too negative.'”

Paul, a Frontier Communications employee in the mid-Atlantic region, echoes Jim’s concerns that managers don’t really appreciate hearing criticism. Paul is one of the many workers tasked with keeping Frontier’s website and e-commerce functions up and running. A former Verizon worker, Paul has been shocked by the ineptness of management that has resulted in some serious embarrassments at Frontier.

Frontier’s website is unique among significantly sized telecom companies because one cannot actually place an online order for service or even provide accurate speed and pricing information because the company gave up on trying to make sure those features were reliable. Paul reports managers were warned about the functionality problems but refused to listen.

“[They tell] employees to take ownership of issues, yet when we try to do that very thing we are overruled and our opinions are discounted at every turn,” writes Paul. “Prior to the very first rollout of [Frontier’s redesigned] website I informed [management] that the site had severe performance issues, but was told […] I needed to keep my opinions to myself and the vice president decided to launch the site anyway.”

As a result, Frontier’s website crashed and remained offline and/or disabled for a week, reports Paul.

Out of the blue “priorities” also suddenly arise that require workers to scramble, with less than excellent results. One day, managers told the software team there was an urgent need to launch Spanish language functionality for the website. But because of the rush, employees not well-versed in the language produced a Spanish-language website that has been derided by customers for its frequent use of “Spanglish” and lack of professionalism.

“They pushed Spanish language very hard and told us that it HAD to be in production before the April 1st cutover with Verizon because of the high frequency of Verizon customers that were used to this feature,” writes Paul. “Once we put it out there, every time there is an issue with Spanish on our site they tell us that it’s only one percent of traffic so they aren’t all the that concerned with it. Then when there is an issue with it they ask us why we didn’t test it. But they refused to give us the needed time to test it because they just wanted to push it out the door and move on to the next project.”

Paul also echoes what Sally in Florida is concerned about — a lack of integrity in Frontier’s marketing department.

“I have never worked for a more unethical company and I used to work for Verizon so that is saying something,” writes Paul. “[Frontier charges] customers for ‘Digital Phone Service,’ but it’s really just copper facilities. They call it “Digital” because it is working out of a digital switch. They change verbiage to make something sound better than what it really is. They say we have a 100% U.S.-based company but then hire IT folks overseas to do some of the work. They spend more money on sponsoring football teams than they do upgrading equipment and infrastructure.”

California Consumer Seeks Class Action Case Against Frontier for False Advertising

frontier new logoDorothy Ayer said she was quoted a price of $69 a month for a package including landline phone and broadband service from Frontier Communications, but when she received her first bill, she claims she was charged $426.55.

Ayer filed a class action complaint against Frontier Communications Sept. 12 in U.S. District Court for the Central Division of California, claiming the phone company regularly engages in unlawful, unfair, and deceptive business practices including false advertising.

Ayer claims Frontier promised her all installation charges, activation fees and other miscellaneous costs found on her first bill would be waived, but now that the bill is in her mailbox, the company wants to be paid in full.

The lawsuit asks the court to recognize the economic harm and injury done not only to Ms. Ayer, but to other similarly situated Frontier customers. The lawsuit claims Frontier Communications benefits from falsely advertising the prices of its services without properly informing customers of the many other charges the company levies on the first bill.

If Ayer is successful, Frontier will be forced to notify all affected customers and presumably refund or credit their accounts.

The case is being handled by attorneys Todd M. Friedman and Adrian R. Bacon of Law Offices of Todd M. Friedman PC in Woodland Hills, Calif.

Our Take: Frontier to Bring Vantage TV to Metro Rochester, N.Y.

frontier new logoWith more than one million people in its footprint across western New York, Frontier Communications has the potential of picking up a significant number of new customers and keeping others from leaving with the introduction of its Vantage IPTV service (see our coverage from this spring to learn more about Vantage TV), set to arrive in the Greater Rochester area by the end of this year.

Rochester is Frontier’s largest legacy copper service area by population, encompassing the majority of the 585 area code. Yet for all that history and Rochester’s significant population base, over the last 15 years Frontier has owned the former Rochester Telephone, upgrades to its copper wire infrastructure have been modest. Significant segments of Frontier’s service area in Rochester still cannot support greater than 3-6Mbps DSL because the company has proportionally underinvested in network upgrades.

That underinvestment has allowed Time Warner Cable (now Charter) to amass a large majority of the residential broadband, phone, and television market in the region. Winning those customers back may be tough without considerable investment in ridding the Rochester area of large segments of copper wiring in place since the 1960s and 1970s. Frontier will be competing against a company that offers broadband speeds starting at 60Mbps and will be discounting its plans, packages and equipment fees for the next few years.

opinionVantage TV is powered by Frontier’s broadband service and will need more bandwidth than the company can now supply across parts of the three dozen communities it plans to market IPTV in the Greater Rochester area. CEO Dan McCarthy promised to upgrade much of Frontier’s copper network to support speeds of 50Mbps or higher, but that isn’t likely to happen this year in large parts of western New York.

Historically, Frontier has preferred acquiring other companies’ already-built fiber and fiber/copper networks instead of spending the money to build comparable networks from scratch. That is why there is a wide disparity between Frontier’s performance in its acquired FiOS and U-verse territories (Indiana, Pacific Northwest, and Connecticut) and its legacy network (Rochester) and acquired dilapidated copper communities (non-FiOS Verizon acquisition areas, most of West Virginia, etc.)

The Vantage TV announcement underwhelmed local media, with only one television station bothering to cover it. That may be a result of skepticism among area reporters who have had direct past experience using Frontier’s DSL service and share our attitude about Frontier’s press releases: only believe it when you actually see it.

vantage tvIf you live in parts of the Hudson Valley (N.Y.) or Ohio where Frontier Communications provides phone service, Vantage TV may be coming to your neighborhood soon.

Frontier’s cable television solution for customers still served by its legacy copper wire telephone network appears to be an IPTV service similar to AT&T’s U-verse. Vantage TV is already available to around 200,000 Connecticut customers served by Frontier, inherited from AT&T. Frontier also offers Vantage in Durham, N.C. and has applied for a statewide video franchise in Ohio (granting authority to offer service anywhere in the state it chooses) and another to serve Middletown, N.Y., a community of 28,000 in the Hudson Valley.

Frontier claims over the next four years it will offer Vantage in as many as 40 of its markets, many still served by legacy copper wiring. That represents about three million homes. After a second phase of buildouts, Frontier claims it will to provide video service to about half of the 8.5 million homes in its service area.

In late June, Frontier applied for a video franchise agreement in Middletown, where it expects to compete against Charter Communications (formerly Time Warner Cable). It will be the first time Frontier offers video service in New York.

frontier new logoVantage TV offers up to 300 channels typically bundled with phone and internet service. Customers are provided a “total-home DVR” with 1TB of storage that can record up to six shows at the same time and played back on up to four wireless cable boxes attached to different televisions. An upgraded version 3.0 of Ericsson’s Mediaroom platform offers advanced set-top box features like improved visual search and the ability to watch up to four channels at once in a mosaic. Another feature lets customers bring up a small video screen showing another channel, useful if you are channel surfing during an ad break.

Multichannel News interviewed several Frontier executives about the service, which the company is confident will give it a competitive video product to market to customers. Until Frontier bought AT&T’s Connecticut customers (and its U-verse fiber-to-the-neighborhood system), its only experience selling cable television came from its acquisition of Verizon FiOS systems serving Fort Wayne, Ind., and parts of Oregon and Washington. Frontier quickly learned the value of Verizon’s volume discounts for video programming, which it lost soon after acquiring the systems. In 2011, customers faced massive price hikes for video service and an unusual effort to convince them to switch to satellite TV instead — quite a downgrade from fiber to the home service.

middletownConnecticut, in contrast, is served with a mix of fiber and old copper wiring that has been in place for decades, since the days the state was served by the independent Southern New England Telephone Company. Learning how to deliver reasonable video quality over copper wires in Connecticut gave Frontier experience to go ahead with targeted upgrades that can boost broadband speeds and deliver HD video over an internet connection as low as 2.6Mbps in other states.

In short, Frontier’s business plan for video may work if it can keep network expansion and technology costs as low as possible. Video programming costs are likely to be another matter, however. As programming costs increase in contract renewals, some cable operators are playing hardball and dropping channels that get too expensive for comfort. But many of those channel drops alienate customers. Frontier appears to be following an opposite formula — making sure potential customers know they are still carrying networks the cable operator in the area dropped. Comcast dropped Yankees regional sports channel YES, but Frontier still offers it to its Connecticut customers and goes out of its way to promote its availability.

Hallmark Channel and Hallmark Movies & Mysteries — two networks popular with older viewers who are among the most loyal to cable television, got the axe in 2010 on AT&T U-verse in Connecticut. After Frontier acquired the Connecticut system, it put the two networks back on the lineup.

The more customers Frontier can show it has at the negotiating table, the better position Frontier is in to secure discounts for the video programming it carries. Volume, volume, volume makes all the difference when competing against giant cable conglomerates like Comcast and Charter. Even if Frontier finds it eventually has to drop overpriced channels, it has a much more friendly relationship with over-the-top online video services like Netflix to offer customers as an alternative. Vantage customers can find Netflix’s main menu as a traditional TV channel on the Vantage lineup, allowing subscribers to choose any Netflix show to watch on their television. In the future, Frontier might offer customers other network’s apps as well, making it easy to stream on demand video without having to use a Roku or other similar device.
