Comcast has introduced more generous usage allowances for some of their premium broadband customers who pay for lightning fast speeds and do not appreciate a one-size-fits-all usage cap.

Broadband Reports has reliable information the rollout of more generous caps, starting in Tucson on Oct. 1, will eventually make their way to other Comcast cities. The newly available caps vary according to the broadband tier chosen by customers:

  • Economy: 300 GB
  • Economy Plus: 300 GB
  • Internet Essentials: 300 GB
  • Performance Starter: 300 GB
  • Performance: 300 GB
  • Blast: 350 GB
  • Extreme 50: 450 GB
  • Extreme 105: 600 GB

Well, that answers that.

Karl Bode says he is unsure what the cap will be (or if there is one) on Comcast’s newest 305Mbps speed tier, not yet available in Tucson. Comcast’s usage caps only apply to residential service. Customers who refuse to tolerate limits have often switched to one of Comcast’s business broadband tiers, which come uncapped.

Customers who exceed their allowance will pay a price AT&T seems to have successfully introduced as the de facto overlimit fee for American broadband consumers: $10 for each 50GB increment over the limit.

Customers will receive an in-browser notice when they reach their limit. Comcast has a ‘three strikes and you’re out $10‘-policy — giving customers three free “courtesy passes” if they happen to exceed their allowance and do not want to pay an overlimit fee. After that, the fee will be automatically billed.

While some Time Warner Cable customers are drooling at Comcast’s regularly increasing speeds (TWC’s top speed is currently 50/5Mbps), a significant number say not having a usage cap is worth the trade-off.

“Comcast can keep their higher speeds you can’t really use with their usage caps,” shares Stop the Cap! reader Will Pryzinski. “I’m more than happy with 50Mbps from Time Warner so long as the usage limit ripoff stays far away.”

Comcast’s No-Longer-Confidential Forthcoming Broadband Service/Price Changes

Our friends at Broadband Reports have managed to get at least one confirmation of a leaked slide from an internal company presentation outlining major changes in Comcast’s broadband service and speeds, but initially only in areas where Verizon’s fiber to the home network FiOS has given the cable operator a run for the money.

The biggest changes will be price reductions for customers signed to triple play packages and fast speeds from the cable company. Comcast sees an opportunity to exploit Verizon’s recent price increases for its FiOS broadband offerings, and hopes new, lower-priced broadband will hold and possibly even win back customers.

The new pricing is anticipated to take effect in early 2013 in FiOS areas, but “most of Comcast’s markets” will see these prices by the end of next year. Customers who do not bundle other services will pay a $15 surcharge.

As Karl Bode points out, Verizon’s rate increases have made FiOS a difficult sell for standalone basic broadband. Verizon FiOS’ entry level 15/5Mbps service is now priced at $70 a month.

The new pricing information does not include references to usage caps. Comcast has announced it is testing 300GB usage caps with overlimit fees in some markets.

  • Comcast Preferred (50/10Mbps): $69/month
  • Comcast Extreme (100/25Mbps): $99/month
  • Comcast Premier (300/75Mbps): $119/month

Comcast Has Plenty of Capacity, But Wants Caps and Usage Billing Anyway

Comcast last week told Wall Street three important facts:

  1. They have plenty of capacity to handle increasing broadband traffic and can deliver faster speeds;
  2. They are reducing the amount of money they invest in broadband;
  3. They are still moving forward on usage caps and usage billing experiments.

Comcast CEO Brian Roberts told investors the company was well positioned to handle increasing broadband traffic and monetize its usage.

Wall Street liked what it heard. Valuentum Securities Inc., called themselves “big fans of Comcast’s cash flow generation.”

“We’re big fans of the firm’s Video and High-Speed Internet businesses because both are either monopolies or duopolies in their respective markets,” Valuentum concludes. “Further, we believe that both services have become so sticky and important to consumers that Comcast will be able to effectively raise prices year after year without seeing too much volume-related weakness.”

An other way to raise prices is to cap broadband usage and charge customers extra for exceeding their allowance, a plan Comcast has begun testing.

“As you know we announced two different flavors of plans,” Roberts said. “One was capacity linked with the tier that subs are buying and [the other] was just being able to buy blocks of capacity.”

Roberts is referring to Comcast’s pricing experiments now being rolled out in markets like Nashville. The tests will determine whether customers will pay higher prices for different tiers of broadband based on variable speed and usage allowances or whether a flat cap with an overlimit fee is the better way to go.

“[Hard] caps are gone,” Roberts said. “We raised the amount people could consume to 300 gigabytes as a base limit. We have not announced the markets for the roll outs yet but I would expect something shortly.”

Comcast used to have a 250GB hard cap which, if exceeded, could result in termination of a customer’s account. Now the company is pondering whether a consistent 300GB cap with an overlimit fee is a better choice.

But Roberts also acknowledged Comcast has plenty of capacity and flexibility to adjust its broadband offerings to compete.

“[…] We have a great network that has tremendous flexibility and capacity to offer more speeds than we offer today and we’re constantly hoping that new applications and needs develop,” Roberts said in response to a question regarding potential competition with Google Fiber.

Comcast added 156,000 new high speed data customers, an 8% increase, over the last quarter. At the same time, the company lost 176,000 video subscribers.

The importance of Comcast’s broadband service was underlined by the fact broadband revenue was the largest contributor to cable revenue growth in the second quarter, with revenue increasing 9%. Comcast attributes that to rate increases, a growing number of new broadband customers, and the 27% of current subscribers upgrading to higher speed services.

Comcast does not and will not have to spend a growing amount of its capital on its broadband service. Comcast cut spending on its network by 5% in the second quarter to $1.1 billion. That represents 11.4 percent of cable revenue earned by Comcast. So far this year, capital expenditures have dropped 2.4% to $2.2 billion — 11.2% of its total revenue.

These days, much of Comcast’s capital expenses support the company’s expansion into business services. The company also expects considerable reductions in spending from completion of its transition to digital — freeing up capacity on existing cable systems instead of spending money to upgrade them. For the full year, including its business services expansion, Comcast expects spending on its own network to be flat.

In other Comcast developments of note:

  • In June Comcast rolled out its new X1 cloud based set top platform in Boston and is currently launching X1 in Atlanta. Comcast is marketing the upgraded platform first to HD Triple Play customers, who can upgrade for a one-time installation fee. The company plans to roll out the new upgraded platform in five major markets by the end of this year, with a greater expansion in 2013;
  • Comcast has increased broadband speeds, particularly in competitive markets, for no additional charge;
  • Streampix now offers twice as many titles as the product offered at launch in February;
  • Comcast has rolled out its marketing partnership with Verizon Wireless to 22 markets nationwide;
  • The company’s ongoing rebranding under the Xfinity name now has a new catchphrase: Xfinity — The Future of Awesome;
  • Nearly 75% of Comcast’s customers now take at least two products and almost 40% are signed up for the company’s triple play package;
  • Comcast has saved more than $8 million by reducing the number of occasions the company will send technicians to customer homes. The cable company is heavily promoting self-install kits, which has brought a 65% increase  in the number of customers who install Comcast equipment and services themselves.

Bill padding you to infinity with Comcast’s new “Regulatory Recovery Fee.”

“Effective July 1, 2012, a Regulatory Recovery Fee will be instituted to recover additional costs associated with governmental programs.  This fee is not government-mandated, and may vary based upon your monthly usage pattern.”

That notice was included in the fine print of Comcast’s June billing statements for customers with Xfinity phone service, and has led to many questions from subscribers confused about the new charges, how they are calculated, and why they are being charged in the first place.

Welcome to Comcast’s bill-padding adventure. The telecommunications company has discovered it can deliver a back-door rate increase and blame it on “governmental programs,” even though Comcast has been paying some of these fees as a cost of doing business for decades.

The Federal Communications Commission allows companies to recover these costs from subscribers, which Comcast has effectively been doing by including them in the price of monthly service. But now Comcast is taking a lesson from wireless phone companies who have discovered they can keep your monthly rate the same -and- bill you the new “regulatory recovery fee” and pocket the proceeds themselves.

For now, the Regulatory Recovery Fee applies to Comcast’s phone service only (underlining ours):

The Regulatory Recovery Fee is part of the cost of providing Comcast voice service and supports federal, municipal and state programs including, without limitation, universal service. This aggregated fee is not government mandated, but Comcast is permitted by law to recover these costs from its subscribers. The aggregated fee may vary based on service usage patterns and program surcharge rates.

The exact amount of the charge and how it is calculated can be found on Comcast’s telephone “tariff” website, which breaks out the charges for telephone service state-by-state, and in some cases city by city.

Surprisingly, Comcast’s small New York State operations appear to have no regulatory recovery charges at all. In parts of Virginia, customers only face a “Federal Cost Recovery Fee” of 1.433%. Pennsylvania residents will pay a “State TRS” of $ 0.08/mo, a State Gross Receipts Tax of 5.0%, and the aforementioned Federal Cost Recovery Fee.

Many Californians will find this monthly fee comprised of everything but the kitchen sink:

  • State Universal Service Fund (USF) 1.15%
  • State Telecom Relay Service 0.079%
  • City Utility User’s Tax, up to a maximum of 11.00%
  • County Utility User’s Tax, up to a maximum of 5.50%
  • State PUC recovery fee 0.18%
  • State Hearing Impaired Fund 0.20%
  • High Cost Fund – A 0.40%
  • High Cost Fund – B 0.30%
  • CA Advanced Services Fund 0.14%
  • Federal Cost Recovery Fee 1.433%

Regardless of the amounts involved, Comcast is under no obligation to separately bill you these charges. More importantly, because there is no corresponding decrease in the monthly price of their telephone service as these new fees are added, Quick Fingers Comcast has just managed a bit of “rate increase-sleight-of-hand.”

Betcha missed it.  We didn’t.

EPB Faces Blizzard of Bull from Comcast, Tennessee “Watchdog” Group

Comcast is running “welcome back” ads in Chattanooga that still claim they run America’s fastest ISP, when they don’t.

EPB, Chattanooga’s publicly-owned utility that operates the nation’s fastest gigabit broadband network, has already won the speed war, delivering consistently faster broadband service than any of its Tennessee competitors. So when facts are not on their side, competitors like Comcast and a conservative “watchdog” group simply make them up as they go along.

Comcast is running tear-jerker ads in Chattanooga featuring professional actors pretending to be ex-customers looking to own up to their “mistake” of turning their back on Comcast’s 250GB usage cap (now temporarily paroled), high prices, and questionable service.

“It turns out that the speeds I was looking for, Xfinity Internet had all along,” says the actor, before hugging an “Xfinity service technician” in the pouring rain. “But you knew that, didn’t you?”

The ad closes repeating the demonstrably false claim Comcast operates “the nation’s fastest Internet Service Provider.”

“I see those commercials on television and I’m thinking, I wonder how much did they pay you to say that,” says an actual EPB customer in a response ad from the public utility.

It turns out quite a lot. The high-priced campaign is just the latest work from professional advertising agency Goodby Silverstein & Partners of San Francisco, which is quite a distance from Tennessee. Goodby has produced Comcast ads for years. The ad campaign also targets the cable company’s other rival that consistently beats its broadband speeds — Verizon FiOS.

Comcast tried to ram their “welcome back” message home further in a newspaper interview with the Times Free Press, claiming “a lot of customers are coming back to Xfinity” because Comcast has a larger OnDemand library, “integrated applications and greater array of choices.”

Comcast does not provide any statistics or evidence to back up its claims, but EPB president and CEO Harold DePriest has already seen enough deception from the cable company to call the latest claims “totally false.”

In fact, DePriest notes, customers come and go from EPB just as they do with Comcast. The real story, in his view, is how many more customers arrive at EPB’s door than leave, and DePriest says they are keeping more customers than they lose.

EPB fully launched in Chattanooga in 2010, and despite Comcast and AT&T’s best customer retention efforts, EPB has signed up 37,000 customers so far, with about 20 new ones arriving every day. (Comcast still has more than 100,000 customers in the area.)

Many come for the EPB’s far superior broadband speeds, made possible on the utility’s fiber to the home network. EPB also does not use Internet Overcharging schemes like usage caps, which Charter, AT&T, and Comcast have all adopted to varying degrees. Although the utility avoids cut-rate promotional offers that its competitors hand out to new customers (EPB needs to responsibly pay off its fiber network’s construction costs), its pricing is lower than what the cable and phone companies offer at their usual prices.

Comcast claims customers really don’t need super high speed Internet service, underlined by the fact they don’t offer it. But some businesses (including home-based entrepreneurs) do care about the fact they can grow their broadband speeds as needed with EPB’s fiber network. Large business clients receiving quotes from EPB are often shocked by how much lower the utility charges for service that AT&T and Comcast price much higher. It costs EPB next to nothing to offer higher speeds on its fiber network, designed to accommodate the speed needs of customers today and tomorrow.

The competition is less able. AT&T cannot compete on its U-verse platform, which tops out shy of 30Mbps. Comcast has to move most of its analog TV channels to digital, inconveniencing customers with extra-cost set top boxes to boost speeds further.

The fact EPB built Chattanooga’s best network, designed for the present and future, seems to bother some conservative “watchdog” groups. The Beacon Center of Tennesee, a group partially funded by conservative activists like Richard Mellon Scaife through a network of umbrella organizations, considers the entire fiber project a giant waste of money. They agree with Comcast, suggesting nobody needs fast broadband speeds:

EPB also offers something called ultra high-speed Internet. Consumers have to pay more than seven times what they would pay for the traditional service — $350 a month. Right now, only residents of a select few cities worldwide (such as Hong Kong) even use this technology, and that is because most consumers will likely not demand it for another 10 years.

Actually, residents in Hong Kong, Japan, and Korea do expect the faster broadband speeds they receive from their broadband providers. Americans have settled for what they can get (and afford). DePriest openly admits he does not expect a lot of his customers to pay $350 a month for any kind of broadband, but the gigabit-capable network proves a point — the faster speeds are available today on EPB at a fraction of price other providers would charge, if they could supply the service at all. Most EPB customers choose lower speed packages that still deliver better performance at a lower price than either Comcast or AT&T offer.

The Beacon Center doesn’t have a lot of facts to help them make their case. But that does not stop them:

  • They claim EPB’s network is paid for at taxpayer expense. It is not.
  • They quote an “academic study” that claims 75 percent of “government-run” broadband networks lose money, without disclosing the fact the study was bought and paid for by the same industry that wants to keep communities from running broadband networks. Its author, Ron Rizzuto, was inducted into the Cable TV Pioneers in 2004 for service to the cable industry. The study threw in failed Wi-Fi networks built years ago with modern fiber broadband networks to help sour readers on the concept of community broadband.
  • Beacon bizarrely claims the fiber network cannot operate without a $300 million Smart Grid. (Did someone inform Verizon of this before they wasted all that money on FiOS? Who knew fiber broadband providers were also in the electricity business?)

The “watchdog” group even claims big, bad EPB is going to drive AT&T, Comcast, and Charter Cable out of business in Chattanooga (apparently they missed those Comcast/Xfinity ads with customers returning to Kabletown in droves):

Fewer and fewer private companies wish to compete against EPB, which will soon have a monopoly in the Chattanooga market, according to private Internet Service Provider David Snyder. “They have built a solution looking for a problem. It makes for great marketing, but there is no demand for this service. By the time service is needed, the private sector will have established this for pennies on the dollar.”

Ironically, Snyder’s claim there is no demand for EPB’s service fall flat when one considers his company, VolState, has been trying to do business with EPB for two years. He needs EPB because he is having trouble affording the “pennies on the dollar” his suppliers are (not) charging.

Snyder tells “Nooganomics” his company wants an interconnection agreement with EPB, because the private companies he is forced to buy service from — including presumably AT&T, want to charge him a wholesale rate twice as much as EPB currently bills consumers. Snyder calls EPB’s competition “disruptive.”

Nooganomics calls EPB’s low priced service a “charity” in comparison to what AT&T and Comcast charge local residents, and the free market can do no wrong-website seems upset consumers are enjoying the benefits of lower priced service, now that the local phone company and cable operator can’t get away with charging their usual high prices any longer.

Deborah Dwyer, an EPB spokeswoman, told the website the company got into the business with state and city approval, followed the rules for obtaining capital and pays the taxes or payments-in-lieu of taxes as the same rate as corporate players. “We believe that public utilities like EPB exist to help improve the quality of life in our community, and the fiber optic network was built to do just that. One of government’s key responsibilities is to provide communities with infrastructure, and fiber to the home is a key infrastructure much like roads, sewer systems and the electric system.”

Snyder can’t dispute EPB delivers great service. He also walks away from the competition-is-good-for-the-free-market rhetoric that should allow the best company with the lowest rates to win, instead declaring customers should only do business with his company to support free market economics (?):

“If you are a free market capitalist and you believe in free markets, you need to do business with VolState,” Mr. Snyder says. “And if you’re highly principled, every time you buy from a government competitor, what you’re voting for with your dollars is, you’re saying, ‘It’s OK for the government come in to private enterprise and start to take over a vast part of what we used to operate in as a free market.’”

Perhaps Snyder and his friends at the Beacon Center have a future in the vinegar business. They certainly have experience with sour grapes.
