Verizon Wireless’ Great Rural Purge: Tens of Thousands Losing Cell Service

Herding rural customers off Verizon Wireless.

Nearly 20,000 rural Verizon Wireless customers in states like Maine, Michigan, North Dakota, and Montana are being notified their cell service is being terminated because they spend too much time roaming outside of a Verizon Wireless coverage area.

Verizon Wireless won’t say exactly how many customers it recently sent letters to advising them that because they have used “a significant amount of data while roaming off the Verizon Wireless network,” their service will be terminated Oct. 17.

“We’re providing advance notice to these customers so they have plenty of time to port their wireless number to another company before their Verizon Wireless service ends,” Verizon spokesperson Laura Meritt stated. “We regularly review accounts with data use that primarily takes place outside of the Verizon network.”

Verizon denies reports as many as 19,000 customers are losing service as a result of the purge, but their representatives are routinely quoting that number to customers and officials calling Verizon to complain.

Customers have no recourse and if they don’t port their number to another service provider by the termination date, their number will be disconnected and lost for good. The only good news? Verizon wants to disconnect customers so badly, they are willing to forgive the remaining owed balances for any devices financed through Verizon.

Maine

In Winter Harbor, many Verizon Wireless customers reportedly received the same letter, including the town’s police chief Danny Mitchell, who is concerned about the impact Verizon’s decision will have on local public safety.

“From a public safety standpoint, a lot of our 911 calls come in via mobile phone. And when you have less towers or less service to ping off from, then your area of location, instead of getting more specific in the location, is gonna get wider,” Mitchell told WLBZ-TV in Bangor.

Maine’s Public Advocate is concerned as well, and noted this is what happens when unfettered deregulation of telecommunications services give providers the right to terminate any customer for any reason.

“The Office of the Public Advocate is concerned about the well-being of all Maine residents,” the agency wrote. “This loss of wireless communication underscores the importance of our landline network to ensure that individuals can contact public safety officials in the event of an emergency.  Verizon’s actions raise new concerns that areas once deemed a competitive marketplace for telecommunications will once again be served only by their landline provider.  This possibility should be considered as the de-regulation of landline telephone continues throughout the state.”

Public Advocate Barry Hobbins thinks it all comes down to money.

“Because it’s not cost-effective for them, now they’re going to pull the plug — and basically pull the plug on 2,000 customers — then that becomes an issue,” he says.

The decision to terminate an estimated 2,000 customers in rural Maine alone is especially stinging to residents, public safety officials, and community leaders because they bent over backwards to get Verizon Wireless to expand its coverage area in the state.

In 2015, communities in Washington and eastern Hancock counties joined forces to make life easier for Verizon in return for expansion of cell service in the region, quickly approving more than a dozen new cell towers adjacent to well-traveled Routes 1 and 9.

Mitchell said residents are more than a little annoyed that Verizon is kicking them off after all that they’ve done for the company.

In 2015, the Finance Authority of Maine (FAME) insured, at the public’s expense, a $3.4 million loan for Wireless Partners, LLC of Portland to enhance Verizon’s 4G LTE network with up to 32 new cell towers for those counties.

FAME Board Chair Raymond Nowak said at the time, “It is our hope that the planned communication improvements by Wireless Partners will support business expansion, emergency services, and the tourism industry in Maine. Such partnerships are a key part of FAME’s strategy to support infrastructure that enables the success of other businesses.”

“We are pleased to be partnering with FAME and Mechanics Savings Bank on this important project,” added Bob Parsloe, president and CEO of Wireless Partners, LLC. “This project will make it possible for people who live, work and recreate in Downeast Maine to have reliable 4G LTE broadband and voice cellular service that allows them to be connected like the rest of the world.”

Not anymore.

“[People are] going to come out their door every day, look at a cellphone tower and say, ‘Hey, I can’t connect to that because Verizon won’t let me,’” Mitchell said.

In fact, Verizon Wireless customers who don’t live in the area, along with customers of other wireless companies who happen to be roaming while traveling, will be able to use those cell towers while former local Verizon Wireless customers cannot.

Law enforcement and public safety officials feel a little bait-and-switched by the decision.

Washington County Sheriff Barry Curtis says his department is still trying to wrap their heads around what Verizon Wireless is doing. But he seems confident it could adversely affect the department’s ability to stay in touch with law enforcement officials and respond quickly to calls. The decision could, in his view, set back the county several years.

“It’s kind of difficult sitting in this seat as far as being the sheriff here,” he says. “I’m in contact with the commissioners. I’m hoping that they’re going to be stepping up to the plate here, assisting us in this too — filing their complaints. We’re going to need all the help we can get here.”

With a chorus of complaints across rural Maine, officials at Wireless Partners have launched their own damage control effort to point the finger of blame at Verizon Wireless, and claim they had no idea the wireless company was pulling the plug on so many customers.

“Access to 4G LTE is an essential 21st century infrastructure need and it is the mission of Wireless Partners to meet that need in rural, underserved areas of Maine and New Hampshire,” said Wireless Partners CEO Bob Parsloe. “To that end, Wireless Partners built, owns, operates, and is expanding a Verizon Wireless 4G LTE network in Downeast Maine. Along with our network users, we were blindsided to learn that Verizon Wireless mailed subscription cancellation notices to their customers on this network. Wireless Partners was not given advance warning that Verizon Wireless was planning to restrict new customers nor terminate existing customers. We were only made aware of this development from concerned Verizon Wireless customers who were in receipt of the cancellation notification.”

Parsloe did hint at what is motivating Verizon to drop its own customers.

“Verizon Wireless did ask Wireless Partners to assist them in reducing the contractually agreed costs of using our networks,” Parsloe added. “Wireless Partners promptly informed Verizon that it was ready to address their concerns. At no point during this dialogue, which continues in earnest, did Verizon Wireless indicate to us their intent to restrict new customers and cancel current customers.”

Maine’s Public Advocate believes Verizon’s resumption of its unlimited data plan is probably costing the company more than it anticipated in roaming data charges levied by third party cooperating providers like Wireless Partners. In rural areas, private companies and independent providers often lease their networks to larger cellular companies like Verizon to enhance rural coverage and avoid exposing customers to punitive roaming charges. As far as customers are aware, they are using Verizon’s home network and there are no indications on their devices they are roaming.

Hobbins adds Verizon is doing this “all over the country” and residents in Maine — with large expanses of rural areas, are just among the first to react. But it annoys him that Verizon is implying in its letters that customers are doing something wrong. In fact, he says, they were simply using the service plan that Verizon sold them.

“It appears that Verizon induced these companies to build out in the rural areas around the country and then significantly promoted it by saying that they’re covering the rural areas when it fact now after putting those ads out, they’re now not covering the rural areas — in fact, they’re cutting it back,” Hobbins said.

Michigan

Tuscola County, Mich.

In mid-Michigan, customers are also getting termination letters from Verizon Wireless. In Tuscola County, Frank Rouse says he routinely spends $275 a month on four lines with Verizon Wireless and has been a customer for years. But Verizon is kicking him to the curb.

“I was pretty livid. I called customer service and I wasn’t real pleasant with them,” Rouse said, claiming he was furious when he opened the letter. “Why not do something proactive and maybe put up a tower in the area or something to keep the customers and draw in new customers.”

Mid-Michigan residents already have just a few choices for cell service, and now there is one fewer.

For Jamie Hay, it isn’t all bad news. He will lose his Verizon Wireless account but scored more than $3,600 in free phones and tablets he acquired for his family of six just two weeks before getting the letter.

“I made one payment and now I get to keep everything for free because Verizon is closing my account, voiding my payment plans and reporting all devices as now effectively paid in full,” Hay tells Stop the Cap! “Thanks to every other Verizon Wireless customer for covering my fabulous new phones and iPad!”

North Dakota

At least several hundred customers were notified across North Dakota that their Verizon Wireless service would also be terminated on Oct. 17. For many, once Verizon is no longer an option, cell service is no longer an option. Customers tell Stop the Cap! northern parts of the state are already reeling from North Dakota-based SRT Communications’ decision to exit the wireless business after 20 years. The company said it can no longer compete against larger companies like AT&T and Verizon and lack the resources to continue upgrades.

Customers are being encouraged to switch to Verizon Wireless, and Verizon has bought SRT’s spectrum and promised to improve coverage as part of the deal. But now some customers have been told they will not be able to keep their SRT service or Verizon Wireless much longer.

Montana
“Dropped like a bad habit,” as he put it, Kyle Wasson is among an unknown number of Verizon Wireless customers in Montana losing their Verizon service on Oct. 17.

Wasson, who was nearing a decade as a Verizon Wireless customer, is now no longer wanted, according to the letter he received: “We will no longer offer service for the numbers listed above since your primary place of use is outside the Verizon Wireless network” and “we discovered you are using a significant amount of data while roaming off the Verizon Wireless network.”

Northern Montana

Wasson had switched to Verizon’s unlimited data plan which he suspects might have had something to do with Verizon’s decision. Wasson doesn’t have many options in the town of Loring, 15 miles south of the Canadian border.

Neither does Brandi Horn in Harlem or Sue Hagen of Scobey — also told their Verizon service was being terminated next month.

“There is no better service in rural Montana than Verizon,” Horn said. “It’s going to be hard finding an affordable and high-coverage service now.”

LTE in Rural America (LRA) Program Implicated in Disconnections

Observers suspect the crackdown on rural roaming is primarily affecting customers served by the 21 partners Verizon has enrolled in its (LRA) program.

Under the program, LRA members lease Verizon’s 700MHz Upper C Block spectrum. Partners have access to Verizon’s network vendors and discounts and can sell the same equipment Verizon offers its customers in their stores. But the 21 companies are responsible for financing and building their own networks and can sell service independent of Verizon. In return, Verizon customers can “roam” on those networks as if they were still within Verizon’s home network. Verizon’s partners gain access to resources to build out their own LTE 4G networks and have a certain amount of effectively guaranteed traffic from Verizon customers in their service areas.

Verizon has leased out LTE spectrum covering 225,000 square miles in 169 rural counties in 15 different states. The company said more than 1,000 LTE cell sites have been built and switched on through the program, covering 2.7 million people.

But Verizon does not have the capacity to throttle or deprioritize traffic on third-party networks, meaning customers enrolled in an unlimited data plan can use as much data as they want on partner networks. There is a strong likelihood Verizon has to compensate those providers at premium rates for network traffic generated by their customers.

That means customers are at the highest risk of being disconnected if they are on an unlimited data plan and use their Verizon devices in areas served by these providers — all participants in the LRA program:

XFINITY Mobile Brings Back Smartphone Subsidies: $200 Off Smartphones

Comcast is bringing back device subsidies with no contracts for smartphone customers signing up for XFINITY Mobile service.

“$200 savings off regular retail price when activating a new XFINITY Mobile line of service. Valid on select devices. While supplies last. Limit 5 per account. Offers valid 8/25/17 through 9/13/17.”

The cable operator launched its mobile phone service this summer, and works over the cable company’s Wi-Fi network and Verizon Wireless.

The subsidy knocks a considerable amount off smartphones. For example, a 64GB Samsung Galaxy S8 that was originally priced at $732 sells for $532 (or $22.17/mo for 24 months at 0% interest). An Apple iPhone 7 (32GB) sells for $449.00 (or $18.75/mo for 24 months at 0% interest).

Verizon Wireless Brings Big Changes to “Unlimited” Data Plans; Throttled Video for All

All Verizon Wireless customers, regardless of their data plan, will begin seeing throttled video on their phones, tablets, and tethered devices starting today, Aug. 23.

The change coincides with the introduction of two new “unlimited” data plans that come with an unprecedented number of tricks and traps in the fine print.

Existing customers can keep their current plan, but will still experience throttled online video speeds to at or below 10Mbps that will make it impossible to view 4K streamed video. On smartphones, the top permitted video resolution will be substantially lower than that.

Verizon claims the new throttled video plans will deliver better service for all of their wireless customers.

“We’re doing this to ensure all customers have a great experience on our network since there is no visible difference in quality on a smartphone or tablet when video is shown at higher resolutions,” a Verizon spokesperson claimed. That refers to video resolution above 720p for phones and 1080p on tablets and laptops.

More likely, Verizon engineers observed video traffic spiking as a result of its unlimited data plan reintroduced in February. Independent speed measurement services detected significant speed and performance hits on Verizon’s wireless network as customers got the most they could out of an unlimited plan that started at $80 a line. Even with Verizon’s soft cap of 22GB before customers were subject to throttled performance was not enough to manage traffic loads, so Verizon has decided to specifically target online video.

Although many streaming services offer customers an option to reduce video resolution to cut back on data usage, customers often ignore the option, particularly if enrolled in “unlimited” data plans. Starting today, Verizon’s network management speed throttle tells streaming services a customer’s connection is limited and cannot sustain the speeds needed for the highest resolution video. The video player reduces video playback resolution on its own as a result. In turn, this can dramatically lighten the traffic load on Verizon’s network.

Verizon’s new plans seem designed for the “light touch” era the current administration’s FCC advocates for telecom regulation, and the carrier’s new plans will give blatant priority for some customers over others, relegating lower paying users into the slow lane while premium plan customers can race on by.

Verizon’s new unlimited data plans for the Net Neutrality-free future are here, scoff critics.

“‘Unlimited’ = ‘Limited’ and ‘Beyond Unlimited’ = ‘Slightly less limited’,” wrote one customer on Verizon’s customer forum.

Verizon put its best face on its new unlimited plans.

“These plans give you the best unlimited choices, but you also get what only Verizon can give you: the best network, the best rewards program, the best way to manage your plan with the My Verizon app and the best selection of phones and devices,” the company said in a press release.

“If this isn’t a sign that Verizon’s network is crumbling from offering unlimited, I don’t know what is!” countered John Legere, CEO of T-Mobile USA.

Here are the new unlimited plans from Verizon Wireless, effective immediately:

Go Unlimited – $75 (1 line), $65 per line (2 lines), $50 per line (3 lines), $40 per line (4+ lines) – Paperless billing and autopay required (or add $5 per month)

Verizon’s new base unlimited plan automatically throttles your speed when a cell site reports as congested. This plan puts your data usage at a lower priority over other customers and you can experience throttled speeds at any time, regardless of usage. Video streaming is limited to 480p on smartphones and 720p on all other devices. You also get unlimited mobile hotspot, but speeds are permanently locked at a maximum of 600kbps. Unlimited talk and text with no restrictions is included

Beyond Unlimited – $85 (1 line), $80 per line (2 lines), $60 per line (3 lines), $50 per line (4+ lines) – Paperless billing and autopay required (or add $5 per month)

This plan more closely resembles the current unlimited data plan, but costs considerably more. You get unlimited 4G LTE data, but are subject to a speed throttle in congested service areas once exceeding 22GB of usage per month. Video streaming is limited to 720p on smartphones and 1080p on all other devices. No 4K video on any device is allowed. Unlimited mobile hotspot data really means up to 15GB of usage at LTE speed before you are throttled. Unlimited talk/texting included in the U.S., Canada, and Mexico.

Customers on 2017 Unlimited and Legacy Unlimited Data Plans:

You will be able to keep your current unlimited plans. For those who enrolled in Verizon’s 2017 unlimited plan starting in February, video speed throttles now apply: 720p on smartphones, 1080p on all other devices. You will get a free upgrade to 15GB of mobile hotspot usage, up from 10GB.

For customers on Verizon’s original unlimited plan discontinued several years ago, nothing changes except the introduction of video speed throttles: 720p on smartphones, 1080p on all other devices.

Verizon Running Short of LTE Capacity in Large Cities like New York

Verizon Wireless customers are seeing declining wireless internet speeds and the greater potential for congestion because Verizon Wireless is experiencing the impact of some overburdened cell sites in some of its largest markets.

Walter Piecyk from BTIG Research reports over the last few weeks, Verizon has begun using the last 10MHz of PCS spectrum left in its inventory in New York City, nine months earlier than expected.

Verizon’s reserve spectrum in PCS Band 2 near 1900MHz is not as ideal as lower frequency spectrum better able to manage inside buildings in a city as densely packed as New York, but if that is all the company has left for immediate use, that is what it will use. The newly activated frequencies, first uncovered by Milan Milanovic, are not yet operational across all of Verizon’s extensive cell network in the Big Apple. Verizon’s need to activate its last remaining PCS frequencies suggests former chief financial officer Fran Shammo may have been overly optimistic when he claimed Verizon was only using 40% of its spectrum inventory. That may be true in smaller cities, but is no longer the case in large metropolitan areas.

“This latest action also means that the only spectrum Verizon has left to convert to LTE in NYC is the 25MHz of 800MHz spectrum that the FCC gave it for free in 1984,” wrote Piecyk. “Unfortunately, that 800MHz spectrum is being used to support CDMA voice traffic and legacy 3G data for enterprise/IoT applications. Meanwhile, Dish sits on 125MHz of vacant spectrum in NYC.”

BTIG Research has been carefully tracking Verizon’s deployment of its spectrum for years. In New York, LTE expansion has depended heavily on spectrum acquisitions and enabling LTE+, which bonds frequencies together to increase speed and capacity.

  • 20 MHz: December of 2014 – LTE conversion begins on PCS spectrum. Verizon purchased 10MHz from Northcoast as part of a larger transaction valued at $1.58/MHz/POP in 2003, 10MHz covering NYC from NextWave for $4.63/MHz/POP in 2004, and 20MHz from NextWave in 2005 as part of a larger transaction valued at $2.85/MHz/POP.   • 10 MHz: Q3 of 2017 – Once again, this was spotted by Milanovic (Link), who notes that it has not been deployed on all sites. This effectively expands the Band 2 deployment to a 20MHz x 20MHz deployment.

The company has also attempted to increase capacity with network densification, which adds more cell sites to divide up the traffic load. But activating a new cell site can take years, especially if Verizon encounters zoning and permitting problems or public opposition. Small cells can ease congestion in particularly dense traffic areas, but are not enough alone to deal with increasing network traffic.

Verizon’s own business practices have also complicated things for the wireless company. Ditching two-year contracts and subsidized phones in favor of customers acquiring devices at retail prices financed through wireless carriers like Verizon have led to a slowdown in subscriber upgrades as consumers hold on to their devices for longer.

Most phones acquired in the last year or two now support Voice over LTE (VoLTE), which means phone calls travel over Verizon’s LTE network, not the legacy CDMA network Verizon has used for well over a decade. Verizon has to dedicate a significant amount of prime spectrum in the 850MHz band for its CDMA network. Although Verizon claims it has migrated “more than 50%” of its voice traffic to the newer, more efficient VoLTE standard, that is below analysts’ expectations.

Piecyk thinks it may be possible Verizon has been slow to convert because of the record low phone upgrade rate of its customers. As a result, it cannot repurpose its CDMA spectrum for LTE use. Discussions with Verizon engineers suggest the company may eventually cut back CDMA spectrum, but will likely still keep 5 x 5MHz reserved for CDMA voice calling for at least the next four years to support its customers with older devices.

As part of its network densification effort, Verizon is once again relying on fiber optic buildouts, some of which it may take on itself in areas where it does not provide landline service. Verizon will be placing cables with 1,700 strands of fiber, so it is obviously thinking about future network demands.

Before it can deploy additional upgrades or acquire more spectrum, customers can anticipate more “network management” techniques, suspects Piecyk, especially now that unlimited data plans are for sale again. Verizon already limits its “unlimited” plan to 22GB of usage per month, before wireless data speeds are throttled. OpenSignal believes Verizon’s recent speed drops are a result of its unlimited plans putting more pressure on its network.

“We suspect management will now follow T-Mobile’s lead and suppress video quality like BingeOn to help with the rise in network traffic,” Piecyk wrote. “They might also discuss control of overall peak data speeds. However, if no mobile applications require more than 10Mbps service, would it make any sense to suppress the speeds on your customers’ phone? What’s the benefit other than offering a convenient excuse on why your speed tests are slower than the competition?”

Charter Turns Down Offer to Merge With Sprint, Now Softbank May Acquire Charter Itself

Charter Communications is a prime target for a takeover by Japanese giant SoftBank Group Corp., and chairman Masayoshi Son appears not to be willing to take no for an answer.

Last week, Charter executives rejected a bid by Son to combine Spectrum with Sprint, the nation’s number four wireless carrier controlled by SoftBank. Now Son is attempting to put together an offer Charter’s shareholders can’t refuse.

Son could make an announcement as early as this week, according to Bloomberg News.

SoftBank would be acquiring America’s second largest cable operator estimated to have a market value of $101 billion. SoftBank itself is worth approximately $89 billion. The Japanese conglomerate already carries $135 billion in debt, the second most indebted non-financial company in Japan, outdone only by Toyota.

For most Charter customers, a merger would make the second transition in two years, after Charter acquired Time Warner Cable and Bright House Networks.

Son originally planned to combine Charter and Sprint into a new public company. Something similar would likely happen if SoftBank attempts a direct takeover of Charter Communications. Son’s investment in Sprint has not paid off. The wireless carrier has lost billions since SoftBank took control of Sprint in 2013.

“We understand why a deal is attractive for SoftBank, but Charter has no interest in acquiring Sprint,” Charter said in a statement over the weekend before Bloomberg reported Son’s latest plans. “We have a very good MVNO relationship with Verizon and intend to launch wireless services to cable customers next year.”

But Charter’s largest shareholder, Liberty Broadband Corp., controlled by Dr. John Malone, is interested in a deal bringing Charter together with a wireless carrier. But there is no word if Malone approves of a tie-up with Charter and SoftBank.

“Overall our view is that Charter likely does not want to sell, but that SoftBank is one of the few companies that could put a bid in big enough to take control,” analysts at JPMorgan Chase & Co., led by Philip Cusick, said in a note. “While we don’t see a deal as very likely, especially given later headlines that Charter is cool to the idea, Masa is never to be counted out as a buyer.”

Son’s urgency to do a deal may be related to Sprint’s ongoing losses and the bonds used to finance that acquisition near maturity.
