AT&T’s ambitious plans to fill in cellular coverage gaps with smaller cellular antennas won approval in Palo Alto, Calif. last week, despite protests from residents who live adjacent to one of the 75 future antenna sites.

AT&T’s new Distributed Antenna System (DAS) is designed to cover reception gaps and cope with congestion-related issues in urban and residential areas. The new antennas will be mounted on top of existing utility poles, extending their height approximately nine feet.

AT&T said the new DAS system was necessary in Palo Alto because of the city’s unique topography and building density. The company hopes the lower profile antennas, designed for neighborhood-wide coverage, will also reduce traffic on its existing cellular network. AT&T expects to install one DAS antenna every 1/4 to 1/3 of a mile.

The new antennas will be serviced from a cabinet mounted on the pole or sidewalk-based concrete pad. This cabinet houses a fiber connection from AT&T’s U-verse network as well as power and monitoring systems necessary to operate the antenna.

AT&T earlier announced it intended to deploy smaller, more-localized cell sites to bolster coverage and network capacity. Many of these antennas will be located in residential and suburban areas that have traditionally rejected large cell towers.

Although the antennas are designed to be fitted to pre-existing utility poles, some residents object to their additional height, which can bring them into view above nearby buildings and trees.

Dorianne and Roy Moss will have one of the antennas as a new neighbor, and they don’t like it.

“When I open my eyes in the morning I see a tree line,” Dorianne Moss said. “The current proposal would be to put a box 9 feet above that.”

attLocal residents want AT&T to consider shielding certain antennas from public view and AT&T insists it took residents’ complaints into account.

Paul Albritton, AT&T’s counsel, told Palo Alto city officials the company chose locations away from block corners and close to foliage.

Residents in other cities may find AT&T seeking to install similar antennas in the coming year.

AT&T’s wireless network expansion plans include more than 10,000 new HSPA+/LTE cell sites, 40,000 small “metrocells,” and 1,000 distributed antenna systems (DAS) that will improve network performance, broaden Wi-Fi service, and reduce traffic on its traditional cell tower network.

With much of urban and suburban America (and the roads that connect communities) already covered by cellular networks, AT&T has embarked on an effort to more efficiently manage its wireless traffic.

AT&T, the lowest-rated wireless carrier by Consumer Reports, has suffered from a reputation for dropped calls and inadequate network infrastructure investment. The company has sought to correct those mistakes with the implementation of its multi-billion dollar Project Velocity IP (VIP) program that will expand capacity and bring Wi-Fi to new places.

John Donovan, senior executive vice president of AT&T’s Technology and Network Operations division told attendees at the Citi Global Internet, Media & Communications conference in Las Vegas the company was shifting investment towards deploying small cell technology like “metrocells” that provides service to 32 or 64 concurrent users in a small geographic area. These fiber-fed, low-power small cells traditionally cover areas less than 1.2 miles wide, and can be hidden on utility poles or on buildings.

AT&T intends to leverage its U-verse fiber to the neighborhood network to provide much of the expanded network’s backhaul connectivity, at least in cities where AT&T provides landline service.

With an in-house fiber network, AT&T can more cheaply deploy expanded Wi-Fi that will help the company offload cellular data traffic. AT&T says customers will benefit because Wi-Fi use currently does not count against a customer’s monthly data usage allowance. With Wi-Fi accompanying new metrocell and DAS installations, AT&T customers will eventually see a much larger area of Wi-Fi service on their wireless devices, especially in urban areas.

AT&T’s fall announcement of a renewed push for U-verse compliments plans to expand its wireless network. In cities where AT&T is not the landline provider, the company often contracts with other telecom companies to handle traffic to and from cell sites.

Donovan noted a crucial key to the plan’s success is to demand a more seamless transition to and from Wi-Fi from device manufacturers, automatically switching customers off the cellular network in favor of Wi-Fi, where available. At present, customers make the choice. In the future, the device itself could ultimately become the final arbiter, choosing the strongest, most reliable wireless technology available automatically.

The company has not given up on traditional cell tower networks.

AT&T intends to expand its HSPA+ footprint to 300 million homes by the end of 2014. It reaches around 288 million homes at present, with LTE service available to around 170 million. The company intends to provide both its slower HSPA+ and faster LTE 4G service.

95% of Vermont Has Access to Broadband; 100% May Have It in 2013

VTA_logoAt least 95 percent of Vermont residents will have access to broadband by the end of today, because of a combination of private investment, public funding, and innovative service solutions for some of the state’s most rural areas.

State officials say 2012 was an important year for broadband availability in Vermont, as dominant phone company FairPoint Communications made inroads in expanding its DSL service in areas that never had access before.

In 2011, Governor Shumlin set an ambitious goal to see 100 percent of Vermont covered by broadband by the end of 2013, and the state appears on track to achieve that target in the coming year.

Vermont’s small size would seem to make it an easy target for total broadband coverage, but significant rural areas have made it unprofitable for commercial phone and cable companies to make inroads.

Comcast, the state’s largest cable operator, has not grown much geographically over the past five years. FairPoint, which took control of much of the state’s landline network from Verizon in 2008, has been compelled to achieve broadband expansion as part of an agreement that approved the sale.

logo-broadbandVTKaren Marshall, who heads a state effort to expand both cell phone and broadband access in Vermont says the remaining areas without coverage will be a difficult challenge, but one that can be achieved with the help of private and public investment.

“The last 5 percent are the needle in the haystack,” Marshall told Vermont Public Radio. “They are the most far-flung, probably the most expensive and sometimes even the most physically challenging to get to.”

Wireless is often the most cost-effective solution, both for broadband and cell expansion, and Marshall suggested Vermont would use microcell technology along Vermont’s rural roadways.

“I think we will be one of the first places in the country that is deploying microcell technology for example, on the top of telephone poles or utility poles, kind of like a daisy chain,” Marshall said.

The rural Vermont Telephone Company won a $5 million state grant to cover Vermont’s southernmost counties with a combination of wireless phone and broadband service.

While areas of rural Vermont will likely have broadband access for the first time, improvements have also been available to those who already have the service.

Marshall estimated the average broadband speed in the state has increased from 5.5 to 9.7Mbps, which is above the national average.

Time Warner Cable has mass-emailed their customers in the northeastern U.S. about anticipated service outages expected from Hurricane Sandy, which is expected to move onshore between the Delmarva Peninsula to the south and Long Island to the north. The storm is expected to track west into central Pennsylvania and slowly move north between Rochester and Syracuse, N.Y., and then into Ontario and Quebec. Sandy will likely cause significant wind and rain until Thursday.

Forecasters are concerned about extensive regional utility outages caused by northeasterly winds ranging from 40-70 mph, atypical for a region that usually endures wind events from the west or southwest. Trees as far west as Erie, Pennsylvania are particularly vulnerable to northeastern wind gusts of this magnitude. The result could be extensive damage to overhead wiring and utility poles throughout the northeast, particularly in the highest wind areas along Lakes Ontario and Erie, across higher terrain areas, and in valleys that are oriented north to south.

The storm is expected to equal or exceed damage caused by 2011’s Hurricane Irene in some areas.

AT&T and Time Warner Cable’s Unnecessary Temper Tantrum in Kansas City

AT&T and Time Warner Cable are complaining they have gotten a raw deal from Kansas City, Mo. and Kansas City, Ks., in comparison to the incentives Google was granted to wire both cities with gigabit fiber broadband.

“It’s time to modernize our industry’s rules and regulations…so all consumers benefit from fair and equal competition,” read a statement from AT&T.

“There are certain portions of the agreement between Google and Kansas City, Kan., that put them at a competitive advantage compared with not just us but also the other competitors in the field,” said Alex Dudley, a Time Warner Cable spokesman. “We’re happy to compete with Google, but we’d just like an even playing field.”

The Wall Street Journal seemed to suggest Google was getting the keys to both cities, with grants of free office space and free power for Google’s equipment, according to the agreement on file with the cities. The company also gets the use of all the cities’ “assets and infrastructure”—including fiber, buildings, land and computer tools, for no charge. Both cities are even providing Google a team of government employees “dedicated to the project,” says the Journal.

The Google Fiber project was so desired that the local governments rolled out the red carpet. In Kansas City, Mo., for instance, the city is allowing Google to construct “fiberhuts,” small buildings that house equipment on city land at no cost, according to a person familiar with the matter.

The cities are discounting other services, as well. For the right to attach its cables to city utility poles, Google is paying Kansas City, Kan., only $10 per pole per year—compared with the $18.95 Time Warner Cable pays. Both cities have also waived permit and inspection fees for Google.

The cities are even helping Google market its fiber build-out. And both are implementing city-managed marketing and education programs about the gigabit network that will, among other things, include direct mailings and community meetings.

Several cable executives complain that the cities also gave Google the unusual right to start its fiber project only in neighborhoods guaranteeing high demand for the service through pre-registrations. Most cable and phone companies were required by franchise agreements with regional governments to build out most of the markets they entered, regardless of demand.

But the Journal missed two key points:

  1. Time Warner Cable has been granted the same concessions given to Google on the Missouri side, and AT&T presumably will also get them when it completes negotiations with city officials on the matter.
  2. Both cable and phone companies have the benefit of incumbency, and the article ignores concessions each had secured when their operations first got started.

The Bell System enjoyed a monopoly on phone service for decades, with concessions on rights-of-way, telephone poles and placement. AT&T was a major beneficiary, and although the AT&T of today is not the same corporation that older Americans once knew, the company continues a century-long tradition of winning the benefit of the doubt in both the state and federal legislature. AT&T has won statewide video franchise agreements that give the company the power to determine where it will roll out its more advanced U-verse platform, and enjoys carefully crafted federal tax policies that helped them not only avoid paying any federal tax in 2011 — the company actually secured a $420 million “refund” subsidized by taxpayers.

Cable operators also won major concessions from local governments under pressure from citizens eager to buy cable television. At the time, cable companies were granted exclusive franchises — a cable monopoly — to operate, an important distinction for investors concerned about the value of their early investments. Local zoning and pole attachment matters were either negotiated or dealt with legislatively to allow cable companies the right to hang their wires on existing utility poles. Franchise agreements permitted the gradual roll-out of cable service in each franchise area, often allowing two, three, or more years to introduce service. It was not uncommon for neighborhoods on one side of town to have cable two years before the other side could sign up. That sounds awfully familiar to AT&T U-verse today.

Google’s proposal to build a revolutionary broadband network delivering 1Gbps deserved and got the same type of treatment then-revolutionary phone and cable service won back in the day.

Time Warner Cable also won much the same treatment Google is now getting, and the cable operator has gotten $27,000 in fees refunded and will avoid another $100,000 in permit fees going forward. Time Warner Cable and Google will both receive free traffic control services during network construction — not that Time Warner Cable plans much of a change for customers in either Missouri or Kansas.

AT&T will likely also receive the same treatment, although it would be hypocritical of them to complain that Google gets to pick and choose where it provides service. Large swaths of Kansas City and suburbs are still waiting for U-verse to arrive, and many areas will never get the service. Cable operators had to wire a little further, but also benefited from years of monopoly status and network construction expenses paid off years ago when there literally was no competition.

Those paragons of virtue at Goldman Sachs are appalled Google has such a good relationship with Kansas City officials more than happy to have the gigabit speeds neither AT&T or Time Warner Cable would even consider providing.

Google’s rights “appear to be significantly more favorable than those cable, Verizon or any other fiber overbuilders achieved when striking deals with local governments in the past,” Goldman Sachs analyst Jason Armstrong told the Journal. “We’re surprised Time Warner Cable hasn’t been more vocal in its opposition.”

But then the cable company has secured most of the same benefits Google has, so why complain at all?

In fact, city officials had to browbeat Time Warner to modernize its network in ways it would have not done otherwise without the new agreement.

Both AT&T and Time Warner have every right to be concerned. Their substandard networks and high prices (along with a lousy history of customer service, according to national surveys) put them at a competitive disadvantage if Google does not make any major mistakes. Neither cable or phone company has made any noise about upgrading service to compete, and should customers begin to leave in droves, then both companies may actually have something to cry about.

The Wall Street Journal’s report on the concessions granted to Google wanders off into the Net Neutrality debate for some reason, and misses several important facts reviewed above.  (3 minutes)
