AT&T U-verse Arrives in the Triad, But Savings Are Elusive As Rate Hikes Continue

AT&T unveiled it’s U-verse system Monday in the Triad region of North Carolina, hoping to poach customers from Time Warner Cable’s “triple play” package of phone, broadband, and cable service.

AT&T U-verse services, which are delivered over AT&T’s Internet Protocol (IP) hybrid fiber-copper network, offer an alternative to cable with a DVR that can record more programming than the competition, features and apps not available from the local cable company, and additional channels new to the region. AT&T U-verse can combine every AT&T service a customer subscribes to onto a single monthly bill.

The most popular Internet-only tier of service has somewhat anemic download speeds up to 6 Mbps for $43 a month — other packages range from $38 for 3 Mbps to $65 for 24 Mbps.

U-verse TV packages include “local-channel only” service for $19 a month (with a stinging $199 installation fee), to more than 390 channels for $112 a month, with a $29 activation fee.  Other packages include U-100 with 130 channels for $54 a month and U-200 with 230 channels for $67.  High definition channels, now numbering more than 130, cost $10 extra per month.  Want premium channels in HD?  That’s another $5 a month.

Like other providers, AT&T has tinkered with pricing to deliver the most savings to customers who bring all of their business to AT&T with a triple-play bundle subscription.

“Today’s expansion of AT&T U-verse reflects our commitment to make the investments necessary to bring consumers across the Piedmont Triad a new era of true video competition,” Cynthia Marshall, AT&T North Carolina president said in a statement. “Local residents have asked for more choices in television service and today we’re delivering.”

But despite the company’s claims that competition will deliver lower prices for consumers, the evidence suggests otherwise.

AT&T credits a statewide video franchising bill passed in the North Carolina legislature for making U-verse possible in the state.  Company officials showed their thanks by inviting the two state legislators instrumental in shepherding AT&T’s agenda through the General Assembly to be on hand to take credit for introducing cable competition in the state.  They also publicly thanked them in their press release.

Seventeen term House Rep. Harold Brubaker (R-Randolph) congratulated AT&T for its accomplishments.  Brubaker received $4,000 in campaign contributions from AT&T in the first quarter of 2010.

The representative from Asheboro co-sponsored the 2006 Video Service Competition Act which stripped local oversight of cable operators and made AT&T’s entry into North Carolina effortless.  For other would-be competitors, especially municipalities seeking to build their own fiber networks, Brubaker has been far less helpful.  Most recently, he voted against an effort to bring broadband service to Caswell County in areas incumbent provider CenturyLink has ignored for years.

“Prior to the legislation, you had geographic areas where you operated in, so it kind of like took the walls down. The legislation took the walls down to allow for more direct competition for the consumer. Competition is great.  The consumer’s the one that benefits,” said Brubaker.  “AT&T’s presence in the market will very definitely save customers money.”

Rep. Alma Adams (D-Guilford), another co-sponsor, said AT&T’s arrival was exactly what she hoped for when she supported the legislation.

“As policymakers, our goal was to increase investment in North Carolina and give consumers more choices and innovative new services,” said Adams. “Today’s announcement makes that goal a reality for Triad residents.”

Adams added that AT&T U-verse also provided a safety valve for consumers who want an alternative to incumbent provider Time Warner Cable.

“Even if they like a particular company, they always like to know that there’s some other opportunities out there that they can look at as well, so they can do some comparing,” she said.

AT&T delivered more time and attention to North Carolina legislators at their launch event than they ever will on U-verse.  AT&T segregates Public Access, Educational, and Government channels on a single U-verse TV channel that makes for tedious viewing.  Watch this demonstration from the California Public Utilities Commission.  (4 minutes)

AT&T announced the service would initially be available in limited areas of Forsyth, Davidson, Guilford, Rockingham and Alamance counties, and we do mean “limited.”  Many Triad residents who checked to see if the service was available in their area found it was not.  In fact, AT&T refuses to disclose exactly how many customers in the region can actually sign up for the service.  We couldn’t find anyone who could order the service when it officially launched.

“There will be small pockets around most of the entire area,” Chuck Greene, AT&T’s regional director for the Piedmont Triad told the News-Record. “Once we complete the build-out, it will include parts of Davidson, Caswell and Randolph.”

AT&T lobbied hard to sweep away earlier provisions in local video franchises that committed providers to rapidly expand service to every possible customer in their respective service areas.  Under the Video Services Competition Act, AT&T can take its sweet time, perhaps for years before service becomes widely available across the region.  Some areas will never receive the service.

Time Warner Cable welcomed competition from AT&T U-verse.

“For a long time, Time Warner Cable has faced competition from satellite and dish providers,” Scott Pryzwansky, the company’s local public affairs manager, wrote to the News-Record. “We continue to invest in our network and remain committed to bring the best products and services to the Triad. We are confident we will maintain positive relationships with our customers.”

Time Warner Cable has little to fear from AT&T’s arrival.  Pryzwansky said Time Warner Cable has not lowered its pricing in any of the markets where it faces AT&T U-verse competition.  Both AT&T and Time Warner Cable have raised prices at least annually for their respective subscribers.  The only exception in North Carolina has been in Wilson, where municipal provider Greenlight has kept Time Warner Cable from increasing prices.

Stop the Cap! reader Sam in Greensboro thinks AT&T’s arrival is much ado about nothing.

“AT&T prices their U-verse service nearly the same or more as Time Warner Cable, especially after the introductory rate expires,” he says.  “Few people are going to be bothered switching back to Time Warner after the year is up, so they’ll be paying the same high prices for cable service to AT&T instead of the cable company — a distinction with no difference.”

Sam won’t bother with U-verse because he is disgusted with AT&T’s lobbying efforts to stop consumer broadband reform and Net Neutrality.

“It’s like dealing with the devil,” Sam writes.  “Why would I want to pay AT&T my money so they can turn around and spend it working against my interests as a consumer?”

The only good thing about U-verse’s arrival is that it may stall Time Warner Cable from trying another Internet Overcharging scheme in the area.

“Time Warner has to think twice about another usage cap and overlimit fee ‘experiment’ in the Triad if customers can simply flee to U-verse, although knowing AT&T they’d love to have the same rationing of the Internet they force on their wireless customers,” Sam said.

Like Time Warner Cable, AT&T does not offer a-la-carte cable programming, either.  Customers can only choose from large packages of programming, not individual channels.

Triad area cable customers told local media they were tentatively glad U-verse is competing, but many are taking a wait and see approach as to whether they’ll actually see any savings.

WFMY News 2 spoke with cable customers today. One man said he feels like a “hostage” to his cable company because they have a monopoly on TV, Internet and phone bundles. A woman said cable and satellite companies drive her “crazy,” so she gave up and now simply rents movies.

“I am happy, but it’s hard times. I have three children. We live on one income,” Jamie Rettie, a Time Warner Cable customer told News 2. Whether she switches to AT&T or not, she’s said she’s hoping for a change in her bill.

“Hopefully they’ll keep competing against each another and have better and better prices for their services,” she said. “(I’ll) wait out my contract and we’ll see what happens.”

Some residents, like Thomas, are left picking the lesser of two evils:

“I don’t know who’s worse at their game, as Time Warner Cable and AT&T are both evil corporate entities that care only about their bottom line,” he writes. “Search the Internet and understand this service limits the amount of TV’s that can be used at one time.”

Update #2 – Time Warner Cable Announces Yet Another Rate Increase: DVR Prices Up in Selected Cities

For the third time this year, Time Warner Cable is increasing prices on some of its cable products in upstate New York.

Some customers in western New York are receiving notification that effective this October, the price for the cable company’s digital video recorder (DVR) box is increasing by 18 percent from $10.95 to $12.95 per month (remote control included). Time Warner Cable charges different prices for DVR service, depending on what each local market will tolerate and how much competition the company receives.  A representative of Time Warner Cable in Buffalo told us the company was trying to “standardize rates” across Upstate New York.  If true, residents in Buffalo who already experienced one recent rate increase for DVR service will get a big shock if rates are “standardized” in the same direction Rochester and Syracuse are experiencing.  More details below.

After multiple contacts, we’ve managed to sort out what we believe the increases to be.

Buffalo:  Verizon FiOS and the Buffalo economy have conspired to keep prices considerably lower in Buffalo than other upstate cities.  Buffalo residents pay just $9.95 a month for DVR service and will experience no increase in rates… for now.  If the Buffalo representative was correct about rate standardization, residents there will eventually see a $3 a month rate hike for DVR service.

Rochester: Effective October 15th, DVR service will increase $2 a month from $10.95 to $12.95, an 18 percent increase [Update 9/20 — Many areas are being notified on their bill it is $1, not $2 — see update below.]  Each additional DVR box will cost $11.95.  Originally, we were told the increase was a dollar a month.  Not so fast, says our reader Tim who tipped us off to the story.  He lives in a Rochester suburb and his September bill contained a notification the rate was increasing two dollars a month.  The bill was correct and the original representative we spoke with was wrong.

Syracuse: Residents of the Salt City are in the same boat as residents in Rochester.  On October 15th, DVR service there also increases by two dollars a month, from $10.95 to $12.95.  Apparently Verizon FiOS has not made as much of a competitive difference in Syracuse, probably because it is not widely available yet.

Ironically, if you register for TWC's MyServices control panel and shop the cable company's services online, you can grab a DVR box free for 12 months.

In February, Time Warner broadly increased rates on its cable and broadband services.  In September, rates for broadband-only customers also increased.  The latest increase will not affect customers on promotions or bundled packages that include a DVR.

Our reader Tim says he’s not going to stand for it.

“Time to trim another item off of my TWC bill,” he writes. “I already quit HBO, I guess the DVR is next.”

The Time Warner Cable representative we spoke with only learned about the rate increase “an hour ago.”  She told us, “We’re probably going to get some calls on this.”

Ironically, Time Warner Cable is giving away a year of free DVR service to customers in the northeast using its recently introduced “My Services” control panel and online shopping section.

Our advice to those who don’t want to pay the increase:

  • Complain to Time Warner and ask for a credit for the difference in price for a year.
  • Turn in your DVR box, wait a week and then take advantage of their “online only” offer, if available in your area, for a year’s free service. (Registration for MyServices required.)
  • Cancel something else in your package that will make up the difference.  Are you still watching HBO or Showtime?  Many TWC systems charge $13.95 for HBO and $10.95 for Cinemax and other pay channels.  That’s up to $167 a year per premium network!  Many HD subscribers might still be paying for a Digital HD Tier that used to include HDNet and HDNet Movies.  Now you’re paying an extra $4.95 a month for MGM HD, Universal HD, Smithsonian, and the cattle auctions on RFD-TV.  Not watching those?  Drop that tier and save $60 a year.  If you still want commercial free movies, consider Encore’s Movie Pack instead of HBO, et al.  Encore only charges $5 a month for seven theme-based movie channels.

Believe the bill -- for residents in the city of Rochester and adjacent suburbs, the rate increase turns out to be $1 for DVR service, despite repeated assertions from TWC reps back on the 9th).

[Updated 3:30pm ET — We have been on the phone with Time Warner Cable reps in Buffalo, Rochester, and Syracuse a total of eight times to re-verify some of the information for this story after the first representative we spoke with gave us conflicting information.  Subsequent contacts also gave us a range of responses from “I’ve worked here four years and am telling you there is no price increase” to “Unfortunately we are increasing the price and I don’t know why.”  We’ve updated and corrected the details below.]

[Update #2: 9:15am ET 9/20 — I pulled up a copy of my October statement and discovered a dollar increase in the town of Brighton for DVR service, which triggered another call to TWC this morning to learn why the information I was given on the 9th was different from what the bill showed.

The latest explanation is that different areas are subject to paying different amounts.  Apparently.

For folks in the city of Rochester and adjacent suburbs, “less is more,” so the dollar increase is slightly better than the two dollar increase.  I just wish representatives were better trained to answer simple questions accurately.]

Cashing in On Your Time Warner Cable Rate Increase: Top Executives Sell Shares, Earning Millions

While your cable and broadband bill increased in 2010, so did the net worth of some of Time Warner Cable’s top executives, compensated in part with shares of company stock.

Chairman, President & CEO Glenn Britt sold 50,000 shares of TWC stock on 02/26/2010 at the average price of $46.44 a share.  While he ponders whether or not to slap limits on your Road Runner broadband service, he can run his fingers through a cool $2,322,000 from this stock sale alone. If you want your child to score big time in investments in the future, then it might wise to look into information such as junior stocks and shares ISA.

Chief Operating Officer Landel C. Hobbs, the man that said Time Warner Cable needed the money earned from Internet Overcharging to afford costly network upgrades, did better than Britt last week when he sold 57,000 shares at an average price of $54.58 a share.  Perhaps chipping in some of that $3,111,160 in extra compensation would help things along.

It doesn’t just stop there:

  • EVP & Chief Technology Officer Michael L Lajoie sold 9,169 shares of TWC stock on 05/03/2010 at the average price of $56.37 — $516,856.53
  • EVP & Chief Strategy Officer Peter C Stern sold 3,676 shares of TWC stock on 04/26/2010 at the average price of $55 — $202,180
  • EVP & Chief Strategy Officer Peter C Stern sold 1,483 shares of TWC stock on 04/05/2010 at the average price of $53.32 — $79,073.56

In total, for just the months of April and May and the first week of June, seven executives have extracted more than $8.5 million dollars for themselves.

You got a rate increase to help make all that possible.

Time Warner Cable Announces Another Road Runner Price Increase for Some – $4 More a Month for “Standalone” Service

Time Warner Cable chief operating officer Landel Hobbs told investors at a recent conference Time Warner Cable can increase broadband prices whenever they want, and the company is following through with another $4 monthly rate increase for customers in select cities with standalone broadband service.

A Stop the Cap! reader in Lewisville, Texas shared the news straight from his mailbox:

We hope you are enjoying your Road Runner High Speed Online service with blazing-fast speeds from Time Warner Cable.  Effective with your April statement, your monthly rate for standalone Road Runner High Speed Online service will increase by $4.

Time Warner Cable offers to waive the increase if customers sign up for one of their bundled service packages.  For residents of Lewisville, northwest of Dallas, Time Warner suggests the Surf ‘N View Package with Digital Cable.  Signing up for that will increase your bill even further, but the company is offering a 12-month promotional rate to standalone service customers, charging $79.99 a month for both cable television and 7Mbps broadband service.

The rate increase is not limited to customers in Texas.  Customers in California are also being notified of upcoming rate increases.

Some half million Time Warner Cable customers in the Los Angeles area can expect rate increases averaging 4.5 percent.  Most of those customers are in the San Fernando Valley, according to a Time Warner Cable spokesman.

Los Angeles Times‘ columnist David Lazarus was unimpressed with yet another rate increase from the company.

There’s definitely an art to informing customers that you’re about to smack them upside the head.

About 500,000 Time Warner Cable customers in Southern California probably knew they were in for trouble when they received a letter the other day that began:

“At Time Warner Cable, we strive to bring you the best products and services available.”

Does a sentence like that ever signal anything except bad news?

Time Warner takes two full paragraphs to clear its corporate throat before it finally gets to the point:

“We are making some adjustments effective with your next billing statement. Certain services, packages and equipment prices will change.”

Even then, the company can’t quite bring itself to clearly state that prices are going up again. The letter refers only to “price adjustments,” and nowhere does it say that your cable bill is about to get more expensive.

You have to make your way to the back page of an enclosed pamphlet to finally learn that the cost of the typical cable package is rising by as much as $3.04 a month.

That’s a more than 4% increase, or nearly twice the inflation rate last year.

[Update 2] Time Warner Cable: Major Road Runner/Digital Phone Outage in Northeastern U.S.

A major service outage impacting Road Runner and Digital Phone service from Time Warner Cable began early this morning is ongoing.  Customers contacting Time Warner Cable in Maine, New York, and western Massachusetts are being told there is a service outage ongoing with both services, resulting in no dial tone and slow/no Internet service.

Presumably, there is a problem at the Regional Operations Center in Syracuse.

There is no estimated time for service restoration.

Cable television service is not affected.

[Update 2:00pm EST — Time Warner Cable blamed the outage on a defective router, which we heard was in the Binghamton area.  Service was “restored” at 9:45am although we’ve noticed that meant they shifted traffic onto other regional networks and that was still causing some page loading problems until late in the morning.

The outage was acknowledged on Time Warner Cable’s customer service lines in New York, Massachusetts, and Maine.  Rochester had the first recorded message up very early this morning, with the others coming by 8:45am.]

[Update 4:36pm EST — Customers impacted by the outage can obtain one day of Road Runner service credit, but only if you call or write to ask.  You can use the online customer form on Time Warner Cable’s website for your area or call your local customer service number.  The outage began around 5:20am this morning.]
