Time Warner Cable Acnowledges Its iPad App Has ‘Aggravating Issues’

Time Warner Cable’s newest version of its iPad app — TWCable TV — has more issues than the New York Times.

Stop the Cap! previously judged the latest version of the app ‘garbage,’ and after several weeks of periodic testing, we’ve found nothing to change our mind.

Now the cable company itself is acknowledging what hundreds of reviewers have bottom-rated: it simply doesn’t work right.

We’ve identified a number of frankly aggravating issues that have presented themselves only in a live environment. Comment threads on Engadget, DSLReports, this very blog and others support our internal findings, too. If you’re experiencing the following issues, please be reassured that they should be fixed in an upcoming patch releasing by the end of this month at the latest:

  • The app crashes after iPad awakes from sleep or lock
  • HD filter returns incomplete results
  • Intermittently, guide listings will overlay other guide listings (text appears overwritten and jumbled).
  • The device selector slides off-screen or disappears altogether
  • In-guide recording indicators do not appear

We’ve also discovered an intermittent quality issue with our live streaming that we are working to fix right now. This problem is independent of the release 2.0 code bugs, and will be fixed very, very soon.

The end of the month is a week away, and nothing appears to have been fixed just yet.  For Stop the Cap!‘s tests, the most obvious and aggravating problem continues to be streamed video that simply does not work for more than 30 seconds.  That such a core function of the product would remain hopelessly broken and unusable for almost a month is a profound embarrassment, tempered only by the fact the app and service is offered for free at the present time.

Time Warner Cable’s Jeff Simmermon tries to offer helpful, but very limited advice to the large contingent of users who find the app bug-laden:

(Note, we are currently working to resolve an intermittent video quality issue that could result in excessive buffering of the live feed.)

Did you experience any video quality issues prior to the 2.0 upgrade? If not, has anything changed on the home network recently?

Download a speed measurement tool or visit an iPad compatible speed measure web site to measure speed on the device at the point in the home where live video is being viewed. TWCable TV’s high definition video streams require a sustained 1.5mbps to avoid buffering. Fringe WiFi areas (e.g., a far corner of the house, backyard, etc) may not achieve these speeds.

Contact customer care with a detailed report of which channels are impacted and the frequency of the buffering (e.g., every few minutes, every 5 sec, etc).

We reported this particular issue and note it is hardly intermittent — it’s a constant for us in the Rochester, N.Y., area.  What is particularly odd is the prior version never experienced any of these issues.  We’ve only received guidance that our home network — the one Time Warner Cable technicians installed themselves when we upgraded to DOCSIS 3 technology — might be responsible.  We think not.

Many Time Warner Cable customers have used the company’s blog postings on the app as an opportunity to vent frustration over the cable company’s foot-dragging on online video.  While other cable companies’ TV Everywhere projects are unveiling a second generation of online playback tools, Time Warner is still withholding HBO Go and CNN Networks’ new live streaming of their cable networks’ digital online productions.

One satellite television customer responded bemused with Time Warner’s technical problems: “My DirecTV iPad app just works.”

Wall Street Journal: Top execs of some media behemoths are shifting their public stances toward Netflix Inc. of late. They’re now trying to persuade investors that the video streaming service will expand their business rather than destroy it. (4 minutes)

You are forgiven if you are confused about the love-hate relationship the cable industry has with online video streamers like Netflix — one that the Wall Street Journal likens to manic bipolar episodes.  Weeks after blaming Netflix for getting video programming too cheaply and threatening cable subscriptions, cable industry executives were hugs and kisses about online video at the recent Cable Show in Chicago.

“The reason why there’s interest in these Internet video providers that is that they’re deploying technology that’s making the experience better for consumers,” Time Warner Cable CEO Glenn Britt said in an interview with MarketWatch during the National Cable & Telecommunications Association’s annual Cable Show last week.

“There’s nothing about [cable companies] that stops us from doing that. So I would say … we as an industry just need to pay attention and give consumers what they want. Then there’s no room for these other guys. I don’t mean to say that in a negative way, but it’s true.”

Of course, this is the same man that has earplugs firmly implanted to help resist another rejection of his Internet pricing schemes that Time Warner Cable customers loathed in 2009.  Britt’s desire to give “consumers what they want” just doesn’t play in this part of town while the cable company is installing software to measure and potentially meter broadband usage.

What is different in the online video spectrum is consumers have choices.  They can adopt Time Warner Cable’s glacially-slow rollout of its TV Everywhere concept, watch Hulu, use Netflix, or simply steal content providers don’t want them to watch.  For customers of Time Warner Cable facing competition from AT&T, there is potentially nowhere to run to avoid an Internet Overcharging scheme which could bring the online viewing party to a rapid conclusion when your viewing allowance is used up.

Britt says he is struggling with rights holders to provide more accessibility to online video streaming of popular shows.  He’s also thinking about how many restrictions to slap on subscribers.

MarketWatch talked with Britt and found him dealing with nagging questions about how many devices each user account should be authorized to use for viewing. “Should it be three, should it be 10? If I make [that number] too small, you’re not going to be happy as a customer,” Britt philosophized. “If I make it too big, you’re going to give the password to all of your friends, and they won’t have to buy a subscription to begin with.”

iPad Owners:  Don’t get too comfortable with the channel lineup on Time Warner Cable’s free app for watching streamed HD video of some of your favorite cable networks.  What you see today may be gone tomorrow (or replaced by something else.)

Time Warner Cable’s ongoing effort to implement their TV Everywhere-vision have run headlong into a legal quagmire as some content owners object to the new service.

Back in March when the app first appeared, the cable company was offering a few dozen channels of national cable feeds, with a heavy emphasis on news and mainstream cable networks.  But then Viacom, News Corp., and Discovery Communications protested, claiming the cable operator had not negotiated streaming rights for their networks.  Viacom and Time Warner Cable are currently suing one another over the matter.

Although some programmers use the excuse streamed video could reach “unauthorized viewers who do not have a cable subscription,” viewing restrictions imposed by Time Warner Cable makes that unlikely.  The cable operator requires viewers to watch from a Time Warner Cable Wi-Fi broadband connection.  Wi-Fi hotspots don’t work; neither does access from 3G or 4G mobile broadband networks.  The cable company says that restriction is by design.

“We believe that the location inside the home grants us the rights, provided the method of delivery is over a traditional cable network which is exactly what we’re doing,” Time Warner Cable’s Alex Dudley told NY1, Time Warner’s 24-hour news channel in New York City. “This is not programming delivered over the Internet; this is delivered over our network just like your cable television is delivered, and then to your Wi-Fi router where it reaches your iPad.”

So it is really about money.  Programmers want extra compensation from the cable company for streaming their content, and the cable company doesn’t want to pay extra.

While negotiators and the courts untangle the mess, the cable operator has been adding some channels while deleting others.  The big losers: Animal Planet, Black Entertainment Television, Country Music Television, Comedy Central, Discovery Channel, FX, MTV, National Geographic, Nickelodeon, Spike, TLC and VH1 — are all currently off the lineup.

The winners: C-SPAN, which gets all three of its channels streamed.  A variety of other “enlightened” (Time Warner Cable’s words) cable networks have given the green light to be a part of the project.  Recently added: AMC, Bio, Bloomberg, CNBC World, Chiller, Current, Disney XD, ESPN News, G4, Golf Channel, History International, HSN, IFC, Jewelry TV, Lifetime, NY1, Oxygen, QVC, Reelz, Sleuth, Soap Channel, Style, and Tru TV.  (In New York City, Galavision, History en Español, PBS Kids Sprout, and We are also included.)

For channels like Bio, Chiller, Current, and Reelz — buried in Digital Channel Siberia on the cable dial only to be found by the most ardent channel surfers — getting a prominent place on an app with just a few dozen channels competing for viewers is exposure gold.

We’ve tested the app here at STC HQ and found the picture quality and responsiveness to be excellent.  Channel changing is nearly as fast on the app as it is on our set top box — quite an accomplishment.  But the restrictions imposed by Time Warner really limit the app’s usefulness.  After all, if you want to watch television at home, why reach for an iPad when your television remote control is nearby.  But for those without digital cable boxes, or who want to wander around the house while watching, Time Warner’s app is useful, and better yet — free to those who already subscribe to cable television.

Time Warner Cable’s new free iPad application, giving authenticated cable customers a selection of live cable channels to watch on the portable device, crashed under heavy demand last evening, hours after the company unveiled it in a mass e-mail campaign to customers.

Time Warner Cable TV for iPad is Time Warner’s first serious effort at delivering a cable TV experience to an online audience, initially streaming 31 cable channels in HD to customers who pay for both cable television and broadband from the company.

Several of the featured networks were part of earlier contract battles with the cable company. Scripps-Howard’s Food Network and HGTV are there, as is Fox’s FX and Fox News.  Some smaller “less-connected” networks like Hallmark Channel also made the cut.  Comcast-NBC’s networks also have a prominent place, including Bravo and CNBC.  All four major cable news channels are included.  Time Warner has been making a point to negotiate for on-demand and streaming rights with cable networks as part of contract negotiations.

Time Warner Cable's new app for the iPad delivers 31 channels of live cable network viewing for free -if- you are a cable subscriber willing to watch from home.

Plenty of channels are missing though, including local broadcasters, Turner Broadcasting-owned networks like TNT and Turner Classic Movies, and sports networks.

But the most obvious limitation is that the service only works from inside of your own home, over a Time Warner Wi-Fi broadband connection.  You cannot take your viewing on-the-go.  This limitation seemed curious, considering other companies provide similar online viewing apps that can be used anywhere a wireless connection exists. 

Despite the limits, AdWeek reports several unnamed cable networks fired off warning shots yesterday to Time Warner Cable executives warning them they were streaming networks without permission.

Network legal reps are issuing a flock of heated missives to the nation’s No. 2 cable operator, calling for an immediate halt to a new service that allows subscribers to stream video content to iPads and other tablet devices. Although Time Warner Cable introduced the free app just 24 hours ago, a number of cable network groups have already made it abundantly clear that they had not signed off on any such distribution arrangement.

[…] “Distribution via any sort of third-party app is not addressed in our carriage deals with Time Warner Cable or any other operator,” said one affiliate chief. “There is going to be a messy dissection of what the rights are, but our position is that [this sort of distribution] is not authorized by our affiliate agreements.”

TWC CEO Glenn Britt has cautiously navigated the syntactic rapids, offering carefully worded assessments about the nature of the service. “Certainly all the business structures with the owners of copyrights are not fully in place, but you can begin to see a very exciting future for this set of industries and for the American consumer,” Britt said last August, after announcing plans to bow the iPad app. “There is great potential in all these devices…But it’s also a complicated process.”

Cable networks are concerned viewers who are not authenticated cable subscribers could get free access to programming from account sharing.  But considering Time Warner Cable has locked down viewing to inside the home for the time being, it is unlikely Time Warner Cable faces the same degree of wrath that could be heaped on Comcast and satellite dish TV providers who deliver apps that permit anywhere-viewing.

The cable company’s heavy promotion of the newly-available app in mass e-mail announcements was probably a mistake, however.  The online viewing party came to a rapid end last night when the company’s servers, unprepared for the demand, ended up turning away many would-be viewers.

Jeff Simmermon, director of digital communications for the cable company, said they did not anticipate the level of demand they got last night.

“At about 8 o’clock last night the app crashed under a much heavier load than we anticipated. Our engineering team is working as hard as they can to put a fix in place and get everything up and running as soon as they can,” Simmermon wrote on Time Warner’s blog.

“For the time being, the app is running with only 15 channels. We have found that by temporarily reducing the number of available channels, we can ease strain on the authentication process. This will enable us to offer at least some sort of an experience to our customers while we get a fix in place. We’ll add the other 17 channels back in as soon as we can fix the underlying issue, and we’ll be adding more channels in future iterations of the app as well.”

Verizon FiOS Customers Get Free Online MTV Networks’ Programming

Can’t get enough Jersey Shore?

Customers of Verizon FiOS can now watch selected full length episodes of that, and several other MTV series free of charge on a new online video website for authenticated cable/satellite customers.

MTVNow delivers at least a handful of episodes of their regular series — mostly reality shows.

“It’s clear that today’s consumers want to access their video programming anytime, any place, and Verizon continues to make that possible with online programming from partners like MTV Networks,” said Terry Denson, vice president of content strategy and acquisition for Verizon.

FiOS TV customers will also get access to MTV Networks’ Comedy Central and Nickelodeon online soon.

Verizon customers will be authenticated by using their registered Verizon Online user names and passwords that verify they are existing pay-television subscribers.  If a customer only receives Verizon’s broadband service, they will not be able to access the service.

It’s part of the industry’s TV Everywhere project designed to stop customers from cord cutting their cable/satellite television packages.  By locking out access to popular shows, providers hope to avoid losing customers to a broadband environment where television shows are available free for watching.

But Verizon still faces licensing restrictions that limit the number of shows available to viewers at any one time.  Only about seven episodes of Jersey Shore, for example, were available.  Other series were limited to the last month of programming — a very familiar experience for Hulu visitors.  So are the commercials.

In addition to “Jersey Shore” and “Teen Mom 2,” Verizon and MTV Networks are providing FiOS TV customers with online access to MTV shows like ” Teen Cribs,” “True Life,” “The Real World: New Orleans” and “I Used To Be Fat.”  MTV will make additional shows available online soon including “The Hard Times of RJ Berger,” “Cribs,” “The Real World: Las Vegas” and “Rob Dyrdek’s Fantasy Factory.”

Verizon customers who subscribe to FiOS TV are able to watch the MTV shows on their personal computers or laptops – at home or away – using any broadband connection.  Using their Verizon Online user names and passwords, FiOS customers can access the online programming at either www.verizon.com/fiostvonline or www.mtv.com/tve.
