Just one technician can bring Time Warner Cable to its knees.

Time Warner Cable broadband and on-demand television services were unavailable for about three hours this morning after routine maintenance turned into a nationwide outage that affected early risers trying to go online.

Things began to go wrong at around 4:30am ET when Time Warner Cable Internet connections began dropping across the country. The problems also affected on-demand viewing for Time Warner Cable TV customers and brought down Time Warner Cable’s own website.

The company blamed a problem with their backbone connection during routine maintenance. The company said it schedules such work for the very early morning hours to minimize customer disruptions. But once alarm clocks on the east coast began ringing, customers discovered they had no Internet service.

The outage persisted until around 6am ET, although some customers were not back online until after 7am.

Although complaints about Time Warner Cable began flooding social media networks as the sun went up, customers also used the outage as an opportunity to oppose the Comcast-Time Warner Cable merger. The outage demonstrates that a single technician making a mistake at one of the nation’s largest cable companies can disable services for millions.

• 10 months ago, Comcast’s heavily promoted X1 platform suffered a national outage lasting three hours;
• In 2012, Comcast suffered a nationwide e-mail outage also lasting approximately three hours;
• AT&T U-verse went down across the country in April for more than four hours;
• Even wireless isn’t perfect: In 2012, Verizon Wireless suffered a national 4G LTE outage lasting nearly four hours.

Meanwhile, New York Gov. Andrew Cuomo promised an investigation in a statement issued Wednesday:

Today’s widespread internet outage that has apparently impacted more than 11 million customers at Time Warner – which is based in New York – is a stark reminder that our economy is increasingly dependent on a reliable broadband network. That is one of the reasons why I pushed for a stronger standard of review for cable company mergers earlier this year.

I have directed the New York State Department of Public Service to investigate this outage as part of its review of Comcast’s proposed merger with Time Warner. The Department will also review whether the outage affected Time Warner’s provision of telephone service in any way. In addition, the Department will include its analysis of this event in its ongoing study of the telecom industry, which is exploring potential changes to the regulatory landscape pertaining to telephone, internet and cable. Dependable internet service is a vital link in our daily lives and telecommunications companies have a responsibility to deliver reliable service to their customers.

Time Warner Cable is preparing to solve one of its customers’ biggest annoyances — the expensive and unruly set-top box — by getting rid of them for customers who don’t want them.

CED reports Time Warner Cable provided insight into its “Boxless Home” project at the SCTE Rocky Mountain symposium held last week in Denver.

“One of the projects that I lead is called Boxless Homes where we can take a different device and use it instead of our set-top boxes,” said Time Warner’s Louis Williamson. “We’ve actually addressed the big screen with the Roku. We’ve launched it but we haven’t officially launched what we call our Boxless Homes because its missing a couple of the key Title 6 requirements. and the most important one we’re trying to get working right now is secondary audio. We have closed captioning and other things in it.”

The new project would let subscribers pack up and return their current set-top boxes (not DVRs just yet) and replace them with Internet-enabled Roku, Xbox, and Samsung Smart TVs, potentially saving customers close to $100 a year or more. It is part of the broad transition away from analog service cable companies are making as they gradually move towards IP distribution of content — creating one large broadband pipe across which cable television, Internet access, and phone service will travel.

“We describe things like the iPhones, and iPads and other stuff as companion devices,” Williamson added. “You can use them with your TV, they work as remotes and they’re good for looking at TV for a bit. When you go to something that fits on the big screen, the 10-foot experience like a Roku or the Xbox, or our work we’ve done as an app on Samsung TV that does [live TV and video-on-demand], that’s where we look at as Boxless Homes. You don’t have to have one our boxes; you can use one of those devices as outlets in your home. We’ve been driving heavily to get to that point where we can enable all of our services on a device that is theirs. In a couple of markets the channel lineup is pretty much there except for the transactional video on demand. It’s just getting all the Title 6 compliance in and a good marketing strategy around how you drive it.”

Time Warner management likes the initiative because set-top box equipment is costly to buy and support and many customers would prefer to do away with the frustration and cost of extra equipment, especially when many cable set-top boxes installed in homes before Jan. 1, 2014 use more electricity than a home refrigerator, consuming an average of 446kWh hours each (about $50 a year per box, depending on local energy costs).

For now, Time Warner expects most of those going box-less will be in the under-30 age demographic. They already have game consoles or Internet-enabled set-top boxes like Roku and are comfortable switching in and out of the Time Warner Cable TV app.

“I think its to early to say how its going to impact the traditional world,” Williamson said in response to a question about whether Boxless Homes will replace traditional MPEG-2 services or augment them. “Currently we don’t even market it or tell anyone about it. The IP video stuff has rolled out word of month. These are the early adopters who are understanding that there’s a TWC app that goes on the Roku box. They decide to go down to their kid’s room or somewhere else and make that their secondary outlet. That’s how it’s evolving now. I think as it gets more and more prevalent and we get on more and more devices, which is going to take time, then its going to be more interesting. Our app on Samsung TV is much closer to our same look and feel as on our se-sop box. Unfortunately these are the real high-end Samsung TVs with the smart hub technology and things like that. There’s not enough of them to understand what the impact is on our footprint.”

Comcast is also working on a box-less approach, but only for college campuses. Its “XFINITY on Campus” project offers streaming cable TV over students’ laptops or portable devices exclusively while on campus. The service is now limited to Emerson College, Drexel University, University of New Hampshire, Lasell College, and MIT. Comcast currently has no plans to offer box-less service to residential subscribers.

Time Warner Cable TV subscribers with a set-top box can now access more than two dozen new channels on the company’s TWC TV App, now offering more than 300 channels for in-home streaming.

The newly available channels may vary depending on your local lineup, but generally include a large number of subscription international channels, home shopping, and religion. (Note: ITV Gold is not part of the United Kingdom’s ITV network. It is a network targeting the South Asian diaspora with Bollywood musicals, soap operas, and movies. C1R should probably be listed as Channel One Russia (Первый Канал), so it isn’t confused with C1R.com, an adult video site. Oops.)

The only mass interest channel in the list is Sundance HD, although NASA TV is also a welcome addition.

Viewing is free for current cable subscribers, but many of these channels may not be available for viewing outside of the home.

Time Warner Cable will provide a free pay-per-view movie or a $5 gift card to Los Angeles-area customers after the cable company lost the Standard Definition signal of Fox affiliate KTTV for about an hour during the Super Bowl on Sunday.

KTTV’s signal was lost just before halftime in and around Los Angeles County from Hacienda Heights and Hancock Park all the way to Santa Monica, as well in parts of Ventura County. Blank screens prompted a deluge of complaint calls to Time Warner Cable’s customer service line, many met with repeated busy signals.

“I’d rather have cable in North Korea than Time Warner Cable,” tweeted Paige Graham. “Time Warner Cable: Your customer service is worse than Denver’s defense,” added Alex Stein.

Although analog cable customers were forced to watch a Spanish language channel’s coverage of the game, those viewing KTTV’s HD signal on Time Warner Cable were unaffected by the disruption.

For the frustration, Time Warner Cable is offering what they call “a gift of appreciation.”

“Although most of our customers didn’t experience an interruption, we want to express our sincere apologies to all Time Warner Cable TV customers in the Los Angeles area,” said Deborah Picciolo, senior vice president of operations at Time Warner Cable. “Digital TV customers will receive a credit for the cost of an On Demand movie once purchased, and analog customers will receive a $5 gift card. These will be provided automatically; no customer action is necessary.”

Customers should contact customer service if their free pay-per-view movie credit doesn’t appear on a future bill or if the gift card never arrives.

Time Warner Cable TV subscribers in Southern California can now access local over-the-air television signals on the company’s TWC TV app, expanding the lineup of hundreds of cable channels to now include the major network affiliates — a significant gap in the “TV Everywhere” app for most customers.

Residents in Los Angeles and San Diego join those in New York and Kansas City that can now receive local over the air programming on their home computer, tablet, game console, or Roku box. Time Warner Cable requires viewers to subscribe to both its television and broadband services to watch, and only from your home’s Wi-Fi network.

The service is designed to bring value to Time Warner’s cable TV package and offer subscribers the opportunity to watch cable programming without an additional set-top box. Current licensing restrictions keep Time Warner from offering most television programming while on the go, but the cable company is attempting to negotiate those rights when programming contracts come up for renewal.

The major networks are not waiting for cable operators to negotiate with them, however:

• ABC: The network’s Watch ABC app has been available since the spring and offers live streaming of the local ABC station in eight major markets including New York, Chicago, and Los Angeles. Viewers must live within the viewing area to watch;
• CBS: The network has purchased part ownership in Syncbak which specializes in digital content delivery, but the network has not announced plans for a streaming app;
• FOX: In addition to Hulu/+, FOX wants to adopt mobile broadcast technology using the Dyle Mobile platform, which allows device owners to receive over the air television with the use of a special add-on antenna;
• NBC: NBC will follow ABC and offer live viewing of local affiliates over an app starting in large cities early next year.
