Frontier Communications’ Broken Promises to Mountain Counties of North Carolina

Frontier Communications customers in the mountainous western counties of North Carolina have run out of patience waiting for web pages to load and upgrades to arrive, despite repeated promises from the phone company that its aging copper-wire DSL service would improve over time.

Stop the Cap! readers in the region pointed us to a special investigative report by WLOS-TV, Asheville’s ABC affiliate, which reports Frontier service is so bad, speeds under 1 Mbps are common. The station saw examples of Frontier unable to supply even modest speeds of just 3 Mbps.

“I’d rather stab myself than rely on Frontier’s fake internet access,” says our reader Darrell, who lives near Brasstown. “The only thing high-speed at Frontier is how fast they hang up on you when you call to complain.”

Frontier sold him “up to 10 Mbps” speed and instead struggles to deliver 1 Mbps, despite repeated service calls and promises of improvements.

“They keep telling us the federal government has to come up with money to help upgrade the area, and I keep wondering why a private company needs our tax dollars to build a network they will profit from for years,” Dan said. “If they cannot do the job, maybe the town should because they at least answer to us.”

Aiden Davis, who lives near Asheville, said he’d rather have the government give money to the cable company to extend broadband to his home, which is located about 1/4th a mile away from the nearest cable connection.

“At least the cable company can give me speeds DSL never will,” he told us.

Reporters at WLOS visited Murphy, N.C., a community of 1,600 people in Cherokee — the westernmost county of the state.

Craig Marble escaped Washington, D.C. to live in the picturesque community nestled in the mountains. But his efforts to telecommute to his IT employer are frustrated by Frontier’s DSL service, which is supposed to provide up to 3 Mbps to Marble and his neighbors. But Frontier delivers far less than it advertises.

“It’s just a comedy of errors except that it’s not funny. It takes five minutes to load a single webpage,” Marble said. “This should be 3.0, not .3 [Mbps],” Marble said while showing reporters various speed tests for his service, resulting in .3 and .5, and .6 Mbps at various times throughout the morning and afternoon.

More than 50 similar complaints have been filed with the North Carolina Attorney General, some about internet speed, others about service, outages, and billing problems.

“If there are companies out there making representations to consumers that they can not back up and we hear from consumers, we will absolutely take action on their behalf,” Attorney General Josh Stein told the station. “If we determine that Frontier is not complying with the law, we’ll hold them accountable, but there’s a lot of work we still need to do.”

But residents contend Stein does not seem to be in a hurry to chase down Frontier, and may not have the resources to follow through even if he wanted. After the Democrat won the North Carolina Attorney General race and took office in 2017, the Republican-controlled legislature slashed $10 million from his budget, forcing layoffs of dozens of staff attorneys and limiting his office’s ability to act.

Stein told the TV station he wrote to Frontier about internet speed issues in North Carolina, but hasn’t received a response.

Frontier responded to WLOS with a statement, reading in part:

“Copper-based internet service is difficult to represent consistently as it is subject to distance limitations. That is why it is sold as offering ‘up to’ a specified speed. Not all customers will have the same DSL service.”

But some customers report speeds are consistently better at times when most people are unlikely to be online, suggesting Frontier may be overselling its DSL service — forcing too many customers to share a limited bandwidth connection.

“When it is 2:30 in the morning, we always have the best speeds,” Davis reported. “They always drop as soon as the kids get home from school and keep dropping into the evening. During recent winter storms, speeds dropped to the point where the internet was unusable.”

“It’s not a technical problem, it’s a ‘reluctance to spend money to fix it’ problem,” he added.

Frontier frequently responds to speed complaints with press releases touting recent internet service improvements made possible through the federal government’s Connect America Fund, without always disclosing many of these projects pay to extend internet access into areas where it did not exist before, not improve service for customers that already have it.

Frontier’s willingness to spend its own money on broadband improvements is often challenged by Wall Street’s demands for a dividend payout to shareholders, sending a significant portion of Frontier’s incoming revenue to investors. The company has reduced its dividend during difficult times to invest in limited upgrades. But critics claim Frontier’s devotion to a robust upgrade program comes second to shareholders and depends mostly on federal government handouts.

“The company struggles to spend $14.4 million on upgrades through 2020, but had no problem spending more than $10 billion to buyout Verizon in Florida, California, and Texas,” complained Darrell. “When you ask them specific questions, you learn that upgrade spending is window dressing that won’t address their speed problems across this part of the state.”

Marble tells WLOS that seems to be his impression as well, noting Frontier representatives didn’t give him much hope.

“They said — several of them said, ‘There are no plans for upgrades in your area, period’,” Marble said.

The TV station sent Frontier a detailed questionnaire, to which the company responded, taking care to disclaim some of the upgrade benefits many of Frontier’s own press releases seem to imply:

Question: How many customers does Frontier service in the following counties: Buncombe, Cherokee, Clay, Graham, Haywood, Henderson, Jackson, Macon, Madison, Mitchell, McDowell, Polk, Rutherford, Swain, Transylvania, Yancey? Answer: I’m not familiar enough with cities in counties etc. We have customers in the following towns: Andrews, Bryson City, Buncombe, Cashiers, Cherokee, Cullowhee, Fontana, Franklin, Garden City, Glenwood, Hayesville, Highlands, Madison, McDowell, Mitchell, Murphy, Robbinsville, Suit, Sylva, Weaverville and Yancey. Of those we serve, some are only telephone customers, some internet only customers and still others both phone and internet customers. While we do not provide market specific customer counts in any of our operating areas for competitive reasons, it is fair to say that our customer count in the areas I referenced is in the tens of thousands.

Question: How is Frontier using the Connect America Funds in western North Carolina? What’s being done to upgrade or add service? How is the money being spent? Answer: Frontier is installing fiber into network support buildings or units in western North Carolina to enable more capacity over our existing copper network.

Question: How many new customers has Frontier been able to provide service to, as a result of Connect America funds? Are the funds being used more for acquiring new customers or is it more upgrading service for existing customers and in that case, what have the service improvements been like? Answer: It starts with upgrading the network to provide a minimum of 10 Mbps service identified as CAF households to meet the requirements of the CAF Fund as established by the FCC. Customers along the path of these improvements, both existing and those who are currently not customers, can take advantage of new broadband upgrades though not necessarily at the 10 Mbps threshold. However, it is not designed to extend the network to different operating areas.

Question: How much funding has Frontier received in Connect America funds for upgrades to broadband service in those western North Carolina counties? Answer: As of 2016, Frontier began receiving approximately $3.6 million a year from the CAF to expand and upgrade the company’s network to more than 11,000 locations in North Carolina by the end of 2020, to include areas in western NC. In total, Frontier has accepted the FCC’s CAF II offer of over $330 million annually across 29 states during the six-year program, and must meet annual benchmarks for each state beginning in 2017 for passing a specified percentage of designated households.

Question: In which counties has Frontier received funds and is using them to improve or add service? Answer: We have previously used CAF II funds in Macon, Clay, Jackson and Swain counties.

Question: What projects/upgrades have been completed to date, since Frontier started receiving Connect America funds? Answer: In addition to the counties referenced above, representative counties in this latest round in 2017 included households in Cashiers, Cherokee, Franklin and Hayesville. By the of this phase of CAF II funding the intention is to have touched all of the counties we serve in Western NC, barring anything unexpected.

Question: Has Frontier over-promised service in areas in any of the above mentioned counties? If service has been over-promised, what problems is that creating and what is the remedy for solving that problem? Answer: I’m not sure what this question is asking. I would say that copper-based internet service is difficult to represent consistently as it is subject to distance limitations. That is why it is sold as offering “up to” a specified speed. However, CAF funding should have a positive impact on the end user experience.

Question: What is the best way customers who feel they’re being underserved or not getting the service that they’ve paid for can reach out to report a problem? Answer: They should call 1-800-921-8101.

Question: Has the state of North Carolina, through the state’s Attorney General office or Consumer Protection Division reached out to Frontier over service issues, failing to deliver on service promises made by the company and if so, what’s been the response back to the state? Answer: We receive individual customer complaints from these agencies, usually revolving around availability of service or insufficient internet speeds. Our marketing for internet service and our terms of service recognize that some customers may not have the same experience as others, largely because of the distance limitations of DSL service or congestion in the network. We are attempting to address both of these issues through a combination of normal capital budgets and the additional CAF II funding.

Question: What are some of the issues Frontier runs into in expanding or improving broadband service or internet access and speed issues in western North Carolina? Answer: Mostly there are geographic challenges. However, customer density is also a challenge, or lack thereof. Balancing the significant cost of expanding broadband availability in rural areas versus the potential return on that investment is always a challenge. However, we are grateful for the Connect America Fund to help spur some of that investment and know that those customers who have been impacted by the expanded capacity appreciate the service.

Question: Anything you would like to add about the Connect America funds? Answer: We are fortunate to be a participant in the CAF funding process and grateful to the FCC for making it possible. Our hope is that customers in Western NC will have better internet connectivity experiences as we move along toward the culmination of this funding in 2020.

Experiencing Charter’s Speed Upgrades: 100, 200, 300, 400, and 1,000Mbps Tiers

Most Charter Communications customers should now be experiencing Spectrum’s free holiday season speed upgrade as the company rolls out speed tiers ranging from 100-1,000Mbps. Customers have been sharing their stories about the speed changes, especially for former Time Warner Cable and Bright House customers that, in many areas, languished with maximum speeds of around 50Mbps for years.

Most of the changes were noticed by customers around mid-December when Charter reprovisioned customer modems to reflect the new speed tiers. But some customers have had to call to get their modems refreshed to get the new speed upgrades. Others may need a new modem to take advantage of faster speeds. Since Spectrum does not charge a customer modem rental fee, if your speeds are inadequate with your current modem, it may not hurt to try one of theirs. Just remember they will often attempt to sell you added Wi-Fi service which you may not need for an additional $5 a month. This feature can be disabled to avoid the fee on any modem they provide if you already have your own router.

There has also been confusion because some cities are not yet fully upgraded to receive some of Spectrum’s fastest tiers and some current customers will not automatically qualify for speed upgrades until they talk to Spectrum customer service.

Premium Speed Price Reductions Arrive

Some good news — the premium prices Spectrum charges for its highest speed tiers are dropping to make room for the company’s new gigabit plan ($124.99), currently only available in a very limited service area. Spectrum Internet Ultra, which ranges in speed between 120-400Mbps depending on your service area is dropping from $104.99/mo to $89.99/mo ($79.99 if you have a television package). The original Spectrum Ultra upgrade setup fee – $199.99, has been reduced to $49.99.

If you subscribe to Internet Ultra, you may need to contact Spectrum to make sure they have provisioned your service at the new lower price. If you have any problems, refer them to Charter’s non-promotional rate card for your area, which should now show the new non-promotional/regular pricing.

Remember too that customers with legacy Time Warner Cable or Bright House packages and pricing will not receive speed upgrades.

Speed Changes in Select Areas

For many Spectrum customers, the speed increase introduces 100Mbps as the new Standard Spectrum internet speed, but in more than a dozen markets, even faster speeds are now available, at least for some customers.

In Austin, Tex., Charlotte, N.C., Cincinnati, Oh., Kansas City, Mo., New York, N.Y., Raleigh, N.C., and San Antonio, Tex.:

  • Spectrum Internet Gig (up to 940/35Mbps) is now available
  • Spectrum Internet Ultra (up to 400/20Mbps) for new customers (existing customers should check to see if they are still stuck at 300Mbps, the old speed)
  • Spectrum Internet Standard (up to 200/10Mbps) for all customers, which includes a free speed boost.

Note: Current Internet Ultra customers may need to contact Spectrum to make arrangements for the speed upgrade. You may also need a new modem to qualify for 400Mbps speed.

In Bowling Green, Ky., Burlington, Vt., Dayton, Oh., Dallas-Ft. Worth, Tex., Evansville, Ind., Green Bay, Wisc., Greensboro, N.C., Greenville, N.C., Houston, Tex., Lexington, Ky., Los Angeles, Calif., Louisville, Ky., Milwaukee, Wisc., Palm Springs, Calif., San Diego, Calif., Syracuse, N.Y., Utica, N.Y., Waco, Tex., Watertown, N.Y., Wilmington, N.C., and Yuma, Ariz.: 

  • Spectrum Internet Ultra (up to 400/20Mbps) for new customers
  • Spectrum Internet Ultra (up to 300/20Mbps) for existing customers, which represents no change.

Note: Some existing customers claim they have been upgraded to 400Mbps speed automatically, but others have had to contact Spectrum to make arrangements for the upgrade. You may also need a new modem to qualify for 400Mbps speed.

Experiencing Spectrum’s Gigabit Service

Upgrading to gigabit speed will take more than a phone call with customer service. For now, Charter Communications insists on an in-home service call and a setup fee that was originally set at $199.99 but may have recently dropped. Some customers report getting the fee waived by complaining about it on Twitter and referencing @Ask_Spectrum in the tweet.

We have heard from customers in Texas and Hawaii that signed up for gigabit service and their stories are similar.

  • Expect a service call lasting up to two hours. A technician, or more likely a few of them will be thoroughly testing the condition of your current cable lines, both inside and outside of the home. They have new testing equipment that is more sensitive than older testing equipment, and can spot signal problems, interference, or deteriorating infrastructure that will need to be repaired or replaced before service can be installed. In most cases, this can be done during the same service call.
  • There are no authorized customer-owned modems for Spectrum’s gigabit internet at this time. Customers have received Technicolor TC4400-AM DOCSIS 3.1 modems during these early days of gigabit service. There will likely be others offered in the future.
  • Customers can expect speeds to approach 940Mbps of download speed and close to 40Mbps for uploads if they own gigabit capable routers and reasonably modern computers. Expect wireless speeds to be significantly lower — sometimes by more than half, depending on the device, distance from the router, and the router itself. Spectrum technicians will probably strongly recommend the use of one of their routers.
  • Faster speeds were noticeable downloading large files and streaming very high bandwidth multimedia, but average users may not notice a dramatic difference from gigabit speed while doing basic web browsing and other similar activities. But the larger installed base of gigabit-capable consumers will likely inspire future applications built to take advantage of that higher bandwidth.

Altice Abandons Fiber to the Home Network Upgrade in France as Major Cost Cuts Loom

In a sign that could spell trouble for Altice’s ambitious plans to scrap Cablevision’s coaxial cable network in favor of fiber to the home service, Altice has announced it is ending its plan to build its own fiber to the home network by 2025 across France.

Instead of building its own network, Alain Weill, head of Altice’s SFR Group said the company would lease space on the government’s own public fiber network now under construction instead.

“With Patrick Drahi… we’ve recently decided to go for a more traditional model… and a collaboration with local authorities,” Weill told surprised French officials.

France considers its forthcoming national fiber network a national priority to help the country achieve the ability to fully compete in the 21st century digital economy. France is treating fiber broadband like roads and bridges — a public infrastructure project necessary to maintain the country’s standing in the global economy. France had relied on private providers like Altice to construct telecommunications networks and as a result fell to the bottom of EU rankings for superfast broadband.

President Emmanuel Macron said relying on the private free market to stimulate France’s digital economy was inadequate because the companies answered to shareholders, not the country. The European Union is on track to bump North America to third place behind Asia and Europe in fiber speed broadband.

Wave Broadband Offers Unlimited Gigabit Broadband for $80 in Wash., Ore., and Calif.

Wave Broadband, an independent cable operator providing service in the Pacific Northwest, has announced it now offers gigabit broadband service across its three state footprint of Washington, Oregon, and northern California.

Wave has been testing gigabit service in select multi-dwelling units in Seattle, Portland, and portions of greater San Francisco, but has now expanded service to all of its residential and business customers.

“We are thrilled to launch gigabit speeds throughout our coverage areas in Washington, Oregon, and California,” said Harold Zeitz, Wave president and chief operating officer. “During the past several years, Wave has focused on growing our fiber network specifically to accommodate gigabit and faster connections for our customers. The demand for fast, reliable internet connections at an affordable price is growing, and our Gig Speed Internet is the ideal solution for both residential and business customers.”

Details:

Wave Fiber 1000: 1,000/10Mbps for $80/mo year one, $99/mo thereafter. Unlimited data included (on slower plans, it costs an extra $20/mo).

In contract, Wave also offers a 100/5Mbps plan that includes a 400GB data cap for $50 a month. Doubling the cap to 800GB costs an extra $10 a month. Removing the cap entirely costs an extra $20 a month. That means customers seeking an unlimited experience can spend $10 more to move from 100Mbps to 1,000Mbps service.

Wave currently serves 673,000 homes in communities bypassed by Comcast, the region’s dominant cable operator.

Altice’s World Comes Crashing Down; No More Acquisitions Until Massive Debt Reduced

Shareholders have shaken Patrick Drahi’s dreams of being the next king of telecom in the United States by plunging Altice’s share price by more than a third in a single week, forcing Drahi to announce he won’t be making any additional acquisitions until the company’s staggering $59 billion debt is repaid.

Investors were also given a sacrificial lamb from the very sudden departure of Michel Combes, the ruthless cost-cutter that also served as titular operations leader of Altice’s European operations. Combes paid the ultimate price for the continued mediocre financial results at SFR-Numericable, which provides wireless and cable service in France and is Altice’s largest holding. That departure comes only two months after Michel Paulin, Drahi’s right-hand man at SFR, was also shown the door.

Drahi made it clear that he is formally taking back control of Altice, although observers have claimed he has always been in charge. European business analysts have uniformly described Altice as a company mired in crisis management, as European investors lose trust in Drahi’s business philosophy, which depends heavily on acquiring companies with other people’s money.

Drahi’s prominence in France came with his acquisition of SFR-Numericable just three years ago. SFR is France’s fourth largest wireless carrier and the company also has a prominent place in the wired telecom market, providing cable television, phone and internet service. Drahi has attracted investors with promises to wring every possible concession out of the companies he acquires. For financial markets, Drahi’s best trait is his ruthless cost-cutting and employee reductions. In France, employees have reported providing their own copy paper and toner cartridges for empty office printers, occasionally supply their own toiletries, and take turns mopping floors and vacuuming offices.

Employees of Altice-owned Suddenlink have been forced to take requests for replacement coffee machines for break rooms to skeptical company committees that review virtually every transaction. More recently, Cablevision technicians are complaining Altice eliminated their winter apparel budget, leaving workers without coats, bibs, overalls, or rain gear for the upcoming winter. Technicians will have to pay for their unsupplied winter gear out-of-pocket.

While shareholders and financial analysts bid up Altice stock on the premise that cost cutting would deliver better results, the fact France has a highly competitive telecom market brought unintended consequences for Altice and its shareholders: customers fled as cost cuts took their toll on service quality and support.

Competition Matters

Between the end of 2014 and mid-2017, SFR lost 514,000 subscribers in wired internet and 1.7 million mobile customers, delighting Altice’s competitors Orange, Free, and Bouygues Telecom. SFR’s internet problems are well-known across France. Altice’s attempt to offer a “one-box” solution for internet and television service has been of dubious value. Its equipment is notorious for failures, has compatibility problems with online games, and has high support costs. Altice is starting to bring similar equipment to the United States to supply its Cablevision customers, and technicians report many of the same problems are occurring in the U.S., adding they are skeptical Altice’s Le Box, known here as Altice One, will perform well for customers.

The biggest enemy of Altice in Europe is robust competition, which has allowed dissatisfied customers to switch providers in droves. SFR-Numericable, despite promises of fiber-fast speeds, has endured complaints about slow and uneven speeds and persistent service outages. Drahi’s original business plan was to upgrade broadband speeds and performance to win over France’s remaining DSL customers. That worked for a time, according to the French newspaper Libération, but not for long.

Paulin, who used to run the division responsible for Altice’s wired broadband, complained bitterly competitors have “polluted” his marketing campaign by advertising their 100% fiber optic networks, educating customers that Altice isn’t selling that. That ruined Drahi’s plans to slowly upgrade services with the belief customers are more captive to their broadband provider and wouldn’t switch providers if Altice took its time.

A competitor put it this way: “SFR’s remaining DSL customers have indeed migrated at the encouragement of SFR-Numericable… to Orange or Free’s 100% fiber optic network offerings.”

Accusations about service problems and slow upgrades were readily believed by customers because Altice drew headlines for its ruthless efforts to save money.

“First, the restructuring – cuts in spending and pressure on suppliers – has shaped its image as a bad payer,” notes the newspaper. “At the end of 2015, SFR was fined $400,000 for its late payments. Second, package price increases, imposed discreetly and justified by the addition of exclusive video content, annoyed customers when they found extra charges on their bills. Finally, recurring network problems have undermined user trust. The new satisfaction survey of UFC-Que declared SFR was in last place among operators.”

Altice’s one-box solution for TV and internet has proven troublesome for customers in Europe.

Altice blamed most of SFR’s problems on its previous owner, Vivendi, who it claimed underinvested in its network for years. But customers were in no mood to stick around waiting for upgrades. Throughout 2015 and 2016, customers fled, finally forcing Drahi to embark on costly upgrades of SFR’s wireless and broadband networks. Drahi’s investments in SFR amounted to only $2 billion in 2014 and $2.12 billion in 2015, but dramatically increased to $2.71 billion in 2016. By the beginning of 2017, the upgrades stemmed some of the customer losses as independent tests showed SFR’s 4G LTE service finally became competitive with France’s top two providers. SFR commissioned 5,221 new 4G cell sites over the last 12 months, beating 4,333 for Bouygues Telecom, 3,543 for Orange and a distant 2,010 for low-cost carrier Free.

Drahi also made headlines last summer by announcing SFR-Numericable was completely scrapping its coaxial cable networks in France (as well as in Cablevision territory in the United States) to move entirely to optical fiber technology, even in the most rural service areas. But the fiber upgrades are not being financed with cash on hand at Altice. Libération reports the $1.78 billion Altice will need to spend on fiber upgrades for France alone will be financed by more bank loans. Drahi hopes to eventually offer bonds to investors to internally finance fiber upgrades.

The Suddenlink/Cablevision Cash Machine

Drahi was banking on his ability to manage Altice’s debt and boost revenue by milking U.S. cable customers. Unlike in France, where competition and regulation have kept cable television and broadband prices much lower than in North America, Drahi saw enormous potential from the U.S. telecom market, where Americans routinely pay double or even triple the price many Europeans pay for television and internet access. Drahi sold investors on the prospects of slashing costs, initiating employee cutbacks, and raising prices for acquired U.S. cable companies. Suddenlink customers are particularly captive to cable broadband because the only alternative in many Suddenlink markets is slow speed DSL. Cablevision faces fierce competition from Verizon FiOS, but Verizon has sought to ease revenue-eating promotions that the company has offered in prior years. Both U.S. cable operators have raised prices since Altice acquired them.

Altice’s investors demand short-term results more than long-term prospects, and Altice’s heavy reliance on bank loans at a time when interest rates are gradually rising could spell peril in the future. Drahi used to promote a 38% profit margin to his investors with predictions of 45% in the future. Altice recently removed all predictions of its margins going forward, a sign Altice is being forced to spend more money than it planned on network upgrades and expensive exclusive content deals for French cable television customers that might otherwise switch providers to secure a better deal.

Increasing costs and decreasing customers pushed Altice’s net profit in the red in 2016. The company also faces a lump sum loan payment of $4.72 billion in 2022. For now, Drahi will continue to refinance his portfolio of loans to secure lower interest rates and better repayment terms, but investors no longer believe Altice can continue to carry, much less increase its debt load.

That has forced Drahi to declare he is suspending further acquisitions at Altice and will instead spend resources on paying down its current debts. If he doesn’t, any recession could spell doom for Altice if his bankers are no longer willing to offer favorable credit terms.
