Frontier Having a Bad Week of Service Outages in Washington, Illinois, W.V., Tenn. and N.Y.

Tens of thousands of Frontier Communications customers have dealt with the loss of their broadband and phone service in five states because of cable damage, copper theft, and overselling broadband service with insufficient capacity.

Upstate New York

Officials in Oswego County report Frontier phone and broadband service was disrupted Monday for customers in several central New York communities. At least 3,400 customers were unable to dial outside of their home exchanges in Fairhaven, Hannibal, Cato and Lysander. Frontier said a cable owned and maintained by Verizon was responsible, and they were unaware when Verizon would complete repairs.

Tennessee and Illinois

Frontier Communications acknowledged a “major outage” was affecting customers in both Tennessee and Illinois today. As of late this afternoon, Frontier said it was still attempting to restore service to both states’ customers.

Washington

Frontier Communications has reported copper lines stolen in Snohomish, Skykomish and Granite Falls, causing temporary outages for thousands of customers throughout north King and Snohomish counties. It’s the tenth copper wire theft affecting Frontier so far this year.

West Virginia

Ongoing problems in the Panhandle region of West Virginia have left Frontier broadband customers without service, sometimes for days. Customers have been told copper thefts were responsible for outages in mid-July, but some Frontier technicians have also told customers that slow speeds that persist month after month are a result of too many customers trying to use Frontier broadband at the same time. Other customers in the Shepherdstown area report persistent, ongoing problems with broadband outages as well.

frontierFrontier Communications is considering adding redundant backup fiber service in certain areas to prevent major customer outages when fiber cables get severed by contractors or storm events.

In May, 26,000 customers in the Palouse, Idaho area and all of Benewah County lost phone and Internet service after a fiber cut. Communities also lost 911 access.

Martin Erkela, Frontier general manager in Moscow, told city councilors the company is considering adding backup connections available to route around fiber cuts.

Similar redundancy would have also helped customers in the Eastern Panhandle of West Virginia who lost service for more than 14 hours after a fiber cut occurred there.

This morning, a number of West Virginians are also experiencing weather-related outages in the Morgantown, Fairmont, Wheeling and Martinsburg areas.

Frontier has experienced a number of service outages related to cable cuts, most accidentally severed during storms or by independent contractors working for other utilities or doing road maintenance or construction.

Redundant backup connections can be used to restore service when a primary fiber link is broken. Providers often don’t invest in backup service for cost reasons, especially if those circuits go unused when primary service is working normally.

CenturyLink’s Nationwide Outage Hurt Schools, Farms, Local Economies; Get Your Credit

centurylinkCenturyLink’s massive nationwide broadband service outage on May 7 hurt Florida schools trying to administer online testing, small businesses in Nevada that were forced to close for the day, and frustrated nearly six million customers across both states and in Arkansas, Missouri, Louisiana, Texas, Kansas, Minnesota, Ohio, Wisconsin, Pennsylvania, Colorado, Washington, Virginia, Michigan, Montana, Oregon, Tennessee, and Illinois.

An unspecified router failure disrupted broadband service for up to eight hours, and it could not have come at a worse time for Lee County and Cape Charter Schools in Florida that had to postpone state-mandated tests that are completed by students online.

Dr. Lee Bush told WZVN when things like this happen it is not good for the students or area schools.

“There’s a window of time for these tests and there’s a short period of time left. It does affect us,” said Dr. Bush.

The Las Vegas Sun also found itself without Internet access for much of the day, which also brought the newspaper’s website down. Several area businesses that depend on the Internet decided to send workers home late in the morning after it became clear CenturyLink had no realistic expectation of when service would be restored.

The Clark County School District, which serves Las Vegas, also reported their broadband service was interrupted.

In Illinois, Michigan, and Wisconsin outages created a significant problem for farmers cut off from commodity trading markets during the morning hours.

“An early Tuesday morning in May is definitely not a good time to have a long-lasting service outage for agribusiness,” said Sam Haupmann, who advises small and medium-sized farms on telecommunications matters. “Connectivity is very important for the farm economy these days, and farmers can’t just switch to the cable company or a cell phone. There often is no cable company serving farms and cell phone service can be difficult in rural areas.”

Ed Perrine, the chief of operations of Network Tallahassee, a Florida provider, told the Tallahassee Democrat all of his operations went down in the outage, affecting at least 4,000 customers and the 600 to 700 businesses they serve on the Florida Panhandle alone.

Perrine is not too happy with early reports CenturyLink’s massive outage could have come as a result of botched routine maintenance right before the start of business on a weekday:

Perrine said he spoke with CenturyLink at 6 a.m. where they advised him the company was doing scheduled maintenance. At 7:35 a.m. they told him something had gone wrong during the maintenance and it was affecting customers in 13 states.

By 10:30 a.m., the company advised the outage had spread to 22 states.

Perrine said the company has not told him what is causing the outage, but said that just after 11 a.m., the company advised Perrine that they were in the process of restoring service.

The timing of the update is questionable according to Perrine, who said maintenance is normally scheduled on early Sunday morning so if something goes wrong businesses won’t be affected.

CenturyLink had no plans to issue automatic service credits to affected customers, but you can request a refund for a day of lost service by contacting CenturyLink by phone or e-mail.

comcast technical difficultiesThe Oscars viewing party in Shreveport nearly never happened late last month when Comcast dropped the ball and left a “Technical Difficulties” message on subscribers’ screens for several hours. An enterprising technician at a local TV station saved the day when he found old-fashioned rabbit ears and a digital tuner in the back of his truck and was able to get the local ABC affiliate’s over-the-air signal on the big screens at the Robinson Film Center.

The technical foul-up was just the latest embarrassment for Comcast, not only because the outage impacted subscribers across a 75-mile radius, but also because Shreveport has a thriving partnership with the film industry. It also may be the breaking point for city officials tired of hearing complaints Comcast refuses to fix themselves.

Comcast blamed the latest widespread outage on a power problem.

“Comcast experienced a commercial power outage Sunday night,” said Frances Smith, a representative from Comcast’s government and regulatory affairs. “We are investigating and indications are that a resulting power surge damaged the switch that transfers the headend operation to a generator. We restored the majority of service within two hours and deeply regret the inconvenience to our customers.”

No refunds or service credits for customers are planned, unless those affected specifically ask for them within 30 days of the outage.

Comcast’s 15-year franchise with the city of Shreveport expired at the end of 2012 and the company is not making any friends on the Shreveport City Council as renewal discussions plod on while complaints from subscribers continue to pour in.

Most of the problems with Comcast service in Louisiana’s third largest city relate to the length of service outages, unresponsive customer service, and the quality of cable TV reception.

Comcast officials promised upgrades six years ago to address reliability issues, but city councilman Ron Webb says he hasn’t seen them and Comcast never delivered.

“We’re not trying to run them out of town,” Webb told KTRE-TV. “I want them to provide a good service. I have everything that I own bundled with them, and I’m paying dearly for it. But I’m happy to have the service. But I just want to see those improvements. I have the same problems.”

City officials are expecting Comcast officials to appear before the city council this evening to explain themselves and report on what plans they have to fix ongoing service complaints.

As it stands, Comcast continues to operate in Shreveport on a month-to-month basis until either a new franchise agreement is signed or another cable company responds to the city’s invitations to apply for a franchise. To date, no cable company has been willing to challenge Comcast’s presence in the city. In fact, Dale Sibley, the city’s chief administrative officer told the Shreveport Times no company even responded to their requests.

Comcast’s problems have been ongoing in Shreveport for years. Last September, KTBS hinted that the city was considering replacing Comcast with a different cable operator. But as other cities have already learned, no major cable operator is willing to challenge another. (Sept. 19, 2012) (3 minutes)

The night of the Academy Awards was a low-key affair in Shreveport after Comcast went out of service across the city for at least two hours, leading to questions from city officials. sandyNearly four months after Hurricane Sandy struck Manhattan, many customers are still waiting to get their phone and Internet service restored.

Verizon’s black hole extends across parts of Lower Manhattan, such as along Avenue C, roughly from Third Street to Tenth Street. There, business transactions are often “cash-only,” because stores and bars have no ability to process credit card transactions. But getting cash can also be difficult as ATMs, which also rely on Verizon’s network, display the same “Offline” message they have shown for more than three months.

Some of Verizon’s customers are fed up, especially after the company started asking customers to pay for phone and broadband service they don’t have. Several customers report the company expects its monthly bills to be paid, with complicated service credits forthcoming after payments are applied. Customers who don’t pay have been assessed late fees or face collection activity for service that has not worked since Halloween.

WNYC Radio reports it has been nearly four months since Hurricane Sandy hit the northeastern U.S. and large sections of Lower Manhattan still don’t have phone or broadband service from Verizon. (February 13, 2012) (4 minutes)

Verizon does not seem to be in much of a hurry, a point of contention with the New York State Public Service Commission, which may be preparing to fine Verizon yet again for failing to meet service standards. The company has been on probation with the PSC for some time. Last summer, the regulator fined Verizon $100,000 for missing required service standards during the month of July, 2012. More than 1,100 of 5,400 reported outages were not repaired within the required 24 hours.

Verizon-logoThat was an improvement over how the company performed in October and December, 2011, where prolonged service outages provoked the PSC to eventually fine Verizon $400,000.

This time Verizon wants a free pass from more fines, claiming enormous restoration efforts necessitated by Sandy are responsible for any delayed response.

Assistant Attorney General Keith Gordon is not buying it. He called Verizon’s reports on outages “disingenuous at best,” and accused Verizon of manipulating data and delivering incomplete outage statistics.

Nobody outside of Verizon knows how many New Yorkers still lack phone or Internet service — the PSC is obligated to keep specific numbers private at the behest of the telecommunications companies themselves.

“Given the fact that the telecommunication industry is highly competitive, such information is considered confidential,” James Denn, a PSC spokesperson told WNYC Radio.

out of serviceThe Bloomberg Administration strongly disagrees with the PSC’s handling of outage information.

“This information should also be made publicly available to consumers so they may track the status repairs, obtain reasonable estimates as to when service might be restored, and compare performance across competing carriers,” said Rahul Merchant, chief information and innovation officer for New York City.

For customers who can’t manage their businesses without phone or Internet service, relief is coming from an increasingly aggressive Time Warner Cable.

Verizon’s largest rival has dispatched armies of salespeople onto the streets in Verizon-deprived areas. The cable company has begun to steal away a number of out-of-service Verizon customers.

That occasionally comes as a surprise to Verizon workers that show up to make repairs, only to be told “I quit you two weeks ago,” by annoyed business owners.
