As gigabit internet becomes more common across the United States, some ISPs are seeking a speed advantage by offering even faster speeds to residential and business customers. On Tuesday, Nokia announced Frontier Communications and Rochester, N.Y.-based Greenlight Networks would be upgrading their fiber networks to the company’s XGS-PON solution, which can handle 10 Gbps upload and download speeds.

“Next Generation PON technologies such as XGS-PON are increasingly being deployed as demand for ultra-broadband applications and services continue to grow,” said Julie Kunstler, principal analyst at Ovum, in a statement. “Providing operators with the ability to use the same passive and active plants, XGS-PON solutions like Nokia’s can be quickly deployed and used to capture 10Gbps service opportunities that help operators to improve the return on their existing fiber network investments.”

Many existing fiber networks currently rely on GPON (gigabit passive optical network) technology — which allows one fiber in a bundle of fibers to service multiple homes and businesses. GPON networks are typically capable of download speeds of 2.488 Gbps and shared upstream speeds of 1.244 Gbps. Many ISPs using GPON technology typically offer fast download speeds, but often slower upload speeds.

Next generation XGS-PON allows up to 10 Gbps in both directions over existing fiber networks. In fact, the technology is future proof, allowing operators to immediately upgrade to faster speeds and later move towards Full TWDM-PON, an even more robust technology, without expensive network upgrades.

Most providers are leveraging XGS-PON technology to deliver symmetrical broadband — same upload and download speeds — to residential customers and to expand network capacity to avoid congestion. XPS-PON technology also supports faster-than-gigabit speeds than can be attractive to commercial customers.

Frontier intends to deploy Nokia’s technology in ex-Verizon markets in California, Texas, and Florida, beginning in Dallas-Fort Worth. It will allow Frontier to beef up its FiOS network and market stronger broadband products to Texas businesses. In Rochester, Greenlight will use the technology to upgrade its fiber service, which competes locally with Frontier DSL and Charter/Spectrum. Spectrum recently introduced gigabit download speed in Rochester. Greenlight can now expand beyond its 1 Gbps offering, but more importantly, increase its maximum upload speed beyond 100 Mbps.

“Greenlight is constantly looking at ways we can deliver new services that fit every customer need. We pride ourselves on offering the fastest internet speeds available in the markets we serve and Nokia’s XGS-PON technology will play a critical part in our ability to deliver these services to our customers,” said Greenlight CEO Mark Murphy. “With Nokia’s next-generation PON fiber solution we will be able to deliver the latest technologies, applications, products and services quickly and reliably to our customers and ensure they have access to the ultra-broadband speeds and capacity they require now and in the future.”

Nokia points out its XGS-PON technology may also be very attractive to wireless companies considering deploying 5G services. Extensive fiber assets available in area neighborhoods will be crucial for the success of millimeter wave 5G technology, which relies on small cells placed around neighborhoods and fed by fiber optics.

Rochester Philanthropist Tom Golisano Acquiring Greenlight Networks

Rochester billionaire and philanthropist Thomas Golisano is seeking expedited regulatory approval from New York’s Public Service Commission to acquire Rochester-based Greenlight Networks, LLC, a fiber to the home network provider for an undisclosed sum.

Greenlight Networks has been slowly overbuilding Charter/Spectrum and Frontier Communications’ service areas in eastern Monroe County since 2012, offering subscribers gigabit internet access. But time may be running short for Greenlight’s competitive broadband speed advantage. Charter Communications is reportedly planning to introduce gigabit service as early as April 25th throughout upstate New York, except for Buffalo.

The urgency of the transaction’s approval is clear in the companies’ filing with state officials requesting an expedited review and approval of the transaction.

“Greenlight’s […] need for working capital and the optimization of capital structure required for long-term success in the competitive telecommunications industry are matters for urgent consideration,” the application states. “Greenlight seeks Commission approval in order to avoid unnecessary delays in the completion of its network expansion projects and in order to secure valuable, committed, outside investors who share Greenlight’s vision and believe in its ability to execute on its plan.”

Greenlight’s success is likely dependent on its ability to rapidly expand its fiber optic network before its biggest competitor, Charter’s Spectrum, capitalizes on its forthcoming ability to match Greenlight’s download speeds. Greenlight receives praise from subscribers lucky enough to live in a neighborhood reached by its network. But residents also report frustration over the slow pace of the company’s fiber network expansion, particularly in suburbs west of the Genesee River that bisects the city of Rochester.

Golisano’s Grand Oaks LLC of Pittsford, N.Y. promises customers the acquisition will not result in any changes in Greenlight’s rates or its terms and conditions.

The petition claims the acquisition is in the public interest because it will offer Greenlight much-needed additional capital to accelerate deployment of its fiber network inside Rochester and beyond. Greenlight’s website suggests the company is considering expansion into the New York State cities of Albany, Binghamton, Buffalo, Ithaca, Syracuse, and the Finger Lakes Region. In Connecticut, the company is considering serving Bridgeport, Danbury, Hartford, New Haven, and Stamford (the corporate home of Frontier Communications). Grand Oak also promises to grow jobs at Greenlight and increase operational efficiency at the company.

Golisano is well-known in Rochester as an entrepreneur, philanthropist, and civic leader. Golisano founded Paychex, a leading national payroll service provider in 1971. After his retirement in 2004, Golisano has been actively involved in local civic causes and advocates for policies promoting improvement in the economy of western New York State.

The application is likely to be approved, but not soon enough to combat Charter Communications’ accelerated broadband upgrades across New York State. By early summer, Spectrum customers across New York State will receive 200 Mbps Standard service, 400 Mbps Ultra service, or 940 Mbps (nearly gigabit) Gigabit service from the cable operator at prices ranging from $65-125 a month. In contrast, Greenlight currently offers customers 100 Mbps for $50, 500 Mbps for $75, or 1,000 Mbps for $100 a month.

Charter Spectrum Hurrying Out 100 Mbps Speed Upgrades Before Year’s End

Updated 12/15: The speed upgrades for several regions including upstate New York have now launched. You may need to reset your modem to get the new speeds. You should see at least 100/10 Mbps. If that does not work, call or chat with Spectrum and have them reauthorize your modem. If you are on a legacy Bright House or Time Warner Cable plan, you will not get these upgrades until you change to a Spectrum plan. Charter Communications is hurrying out 100 Mbps speed upgrades to “virtually all” its markets, whether customers were originally serviced by Charter or were acquired from Bright House Networks or Time Warner Cable.

The company has been on a publicity drive to suggest its merger/buyout of BH and TWC was consumer-friendly. Charter also wants to reassure shareholders concerned about the ongoing trend of cord-cutting and customer backlash over rising internet prices that the value of Spectrum’s faster internet service has improved.

Unfortunately, its publicity campaign also flies in the face of an industry push to convince Americans the Obama Administration’s Net Neutrality policies have neutered investments in broadband upgrades, which is exactly what did not happen with the second largest cable company in the country.

“Since 2014, Charter has invested more than $21 billion in [upgrades] including video delivery, more efficient bandwidth management and advanced compression technologies,” Charter wrote. “This investment has enabled us to improve the quality of our video while reducing the bandwidth needed for its delivery. The bandwidth that is made available can then be dedicated to significantly increasing our broadband speeds.”

Several legacy Time Warner Cable markets, particularly in upstate New York, New England, and some markets in the deep south and Rockies are still waiting for the digital television conversion that will free up bandwidth for internet speed upgrades. Albany, N.Y. is nearly complete and Rochester, N.Y. is next on the list.

Sources suggest Charter may find a way to boost speeds in almost all of its markets, regardless of whether digital TV conversions are complete. That would mean communities in these areas would see standard internet speeds rise from 60 Mbps to 100 Mbps at no extra charge. Those who agreed to pay Charter’s $199 upgrade fee for “Ultra” 100 Mbps service would see their speeds rise to as high as 300 Mbps.

A quick check showed no speed changes in the Rochester market as of this afternoon, but that could change before Christmas. Customers can check if they received an upgrade by briefly unplugging their cable modem and resetting it. A speed test will verify whether your areas has received an upgrade. Customers still holding onto a legacy Bright House or Time Warner Cable plan will see no speed changes. This is part of Charter’s effort to convince customers to abandon older plans and switch to Spectrum plans and pricing.

If speed upgrades are not in place by the end of 2017, they will be coming for the remaining Time Warner Cable markets in early 2018.

Meanwhile on Oahu, in Hawaii, Spectrum internet customers are welcoming gigabit internet (introductory price $104.99/mo). Those who don’t want to pay that much also received a free speed upgrade. What was 60 Mbps in the summer increased to 100 Mbps in the fall and as of Dec. 1 is now 200 Mbps. Similar speed increases will be coming to the cities that get gigabit upgrades from Charter. We anticipate all of those cities designated for gigabit service from Spectrum already have substantial competition from gigabit speed fiber to the home service from AT&T or Verizon.

Charter’s SpectrumU on Campus Gets Little Interest from Students

Charter Communications has been quietly testing a streaming video lineup of services on selected college campuses in its service area — so quiet very few students know or care about the service.

In Rochester, N.Y., Charter this year introduced SpectrumU at two suburban colleges – St. John Fisher and Nazareth College. The 50+ channel service at St. John Fisher includes five local network stations, but not the low-powered MyNetworkTV or secondary CW affiliate that are found on the traditional local cable lineup. According to Nazareth’s channel list, SpectrumU at the college comes from Spectrum Enterprise’s Fiber Connect service and lists six network affiliates on the lineup imported from Buffalo, a city 70 miles away. The service is accessible around each campus on the schools’ Wi-Fi networks.

Charter wants participating colleges to set aside a 1Gbps connection to manage Wi-Fi streaming for every 5,000 students on campus. Stop the Cap! found anecdotal evidence Charter may be dramatically overestimating how many students actually use the service. A recent visit to both campuses and guest participation in online college forums found almost zero interest in SpectrumU at either college. Students, it seems, have mostly moved on from linear, live television and do much of their viewing on-demand from other streaming services and apps.

Charter Communications kept publicity and expectations low for the service, setting the monthly subscription price for SpectrumU at $0.00. No password or authentication is required to use the service, and logging into the campus network is simple at schools like Nazareth, where the Wi-Fi password GoldenFlyers was easy to come by on and off campus. While driving around, we could easily access SpectrumU from Wi-Fi on streets surrounding St. John Fisher, although Nazareth’s wireless network was tougher to reach on a tree-lined campus set further back from the main road.

Charter dictates the terms and availability of the service, which requires participating schools to subscribe to Charter Spectrum’s Enterprise Fiber Connect service, which supports campus internet and video services. Schools must offer:

  • Charter Clear QAM or fiber video services
  • Charter fiber internet services (preferred)
  • 1Gbps dedicated bandwidth per 5,000 students (~500 concurrent users) recommended
  • Wi-Fi network utilizes WPA or WPA2 encryption
  • Public IP addresses/ranges for whitelisting
  • PAT IPs are supported
  • IP requirements: IPv4: /24 – IPv6: /48
  • AP’s consistent with current fifth generation Wi-Fi technology, 802.11ac (no older than fourth generation 802.11n)

SpectrumU is designed to work exclusively over Wi-Fi, and only with portable smartphones and tablets:

  • iPhone, iPad, or iPod touch running iOS 8 or above
  • All major Android smartphones and tablets running Android 4.2 or above
  • Kindle Fire Phone, all Kindle Fire models except for the 1st generation model

There is no support for streaming set-top boxes like Roku or Apple TV and SpectrumU works differently from the QAM cable TV service available in many dorm rooms. Casting isn’t supported either. The Android version of the app only attracted 69 mixed reviews as of the date of this article.

Charter seems convinced SpectrumU will soon replace traditional internet video streaming, telling campus managers that the service will have “minimal impact if the school’s internet service is robust today, as SpectrumU usage will replace usage of other streaming apps.”

Students doubt it.

“I have never heard of SpectrumU and don’t care,” said Cody, a student we ran into in the parking lot at Nazareth. “I have Amazon Prime and Netflix and I’m good with that.”

Hobart and William Smith Colleges in Geneva, N.Y., are also an early adopter of SpectrumU.

Zephyr, a freshman at St. John Fisher who lives on campus said she doesn’t know anything about the service either, although a roommate in her friend’s dorm room brought their QAM-equipped television to school and can watch the campus TV lineup on it.

“Her boyfriend is a Buffalo Bills fan so he watches the games on her TV, but we really don’t watch it ourselves,” she told us. “Everyone has their own phone or tablet and most people are sharing  passwords from home to watch HBO, Hulu, or Amazon stuff.”

Dylan’s password trading brings him access to Hulu, Amazon, Netflix, CBS, and Sling TV. Even with SpectrumU available for free with no password required, he doesn’t care, preferring to watch on-demand content on his tablet or the PlayStation he brought to school.

“I don’t know anyone who watches Spectrum TV and their company sucks anyway,” said Dylan. “I hate ads and I pretty much only binge watch stuff now, so this is useless for me.”

A few students told us they did bring televisions to campus to watch live television, but many just use an antenna. Nazareth and St. John Fisher are only a short distance from Pinnacle Hill, the location for most Rochester television transmitters, and reception is easy.

“Televisions are what our parents watch,” Serena at Nazareth told us. “I don’t know anyone my age with cable.”

Stop the Cap! tested the Android version of the app at both colleges. It reminds us of Spectrum’s streaming TV app, only less capable. The app does not support DVR-type recording, pause and rewind, or on-demand services — things college students would probably look for the most. We experienced occasional buffering watching CNN in a parking lot, but note Wi-Fi signal strength was not ideal. We also found, despite warnings in student handbooks, a number of student-run hotspots and wireless access points. At one dorm at St. John Fisher, we found over 60 Wi-Fi signals competing with the college’s own wireless network.

Cable companies believe by offering cable services to college students, they will get hooked on those services and subscribe after they leave college. But evidence suggests those under 30 are increasingly unlikely to pay for a cable television subscription and are dubbed “cable-nevers” for having no interest in subscription television. They are, however, avid users of streaming services like Netflix and Hulu.

Crown Castle Buys Lightower Fiber for $7.1 Billion; Sets Stage for 5G in Northeast

Antenna tower operator Crown Castle International has announced it will buy privately held Lightower Fiber Networks for about $7.1 billion in cash to acquire the company’s extensive fiber assets across the northeastern United States that will be used to connect small cell 5G networks.

The acquisition will allow Crown Castle to market an extensive fiber backhaul network in large cities like New York, Boston, Washington, Chicago, Detroit and Philadelphia, as well as smaller cities particularly in upstate New York, Ohio, Virginia, Pennsylvania, Massachusetts and northern New England. Crown Castle, which already owns many of the cell towers where AT&T and Verizon place their equipment, will now be able to market fiber backhaul connectivity for AT&T and Verizon’s forthcoming 5G networks.

Lightower’s fiber network was originally focused on major markets like Boston, New York City, the District of Columbia, and Chicago. Its partner, Fibertech — acquired by Lightower in 2015, focused on 30 mid-sized cities from Indiana to the west to Maine in the east. The network’s customers are large companies and independent ISPs. In Rochester, where Lightower maintains a Network Operations Center, Greenlight Networks relies on a fiber backhaul network originally built by Fibertech to connect its fiber-to-the-home broadband service. That fiber is likely to soon be shared with AT&T, Verizon, and potentially T-Mobile and Sprint to power any 5G buildouts in the region.

“Lightower’s dense fiber footprint is well-located in top metro markets in the northeast and is well-positioned to facilitate small cell deployments by our customers,” said Crown Castle CEO Jay Brown in a statement. “Following the transaction, we will have approximately 60,000 route miles of fiber with a presence in all of the top 10 and 23 of the top 25 metro markets.”

This acquisition marks Crown Castle’s first major diversion outside of its core market — leasing out the cell towers it owns or acquires.
