Canadian Mobile Operators Raking in Fat Coronavirus Profits With Bill Shock

Canadians are opening cell phone bills that have skyrocketed as a result of usage from work-at-home initiatives to stop the spread of COVID-19, a health crisis that is also fattening profits at some of the country’s biggest mobile operators.

Rosette Okala of Pickering, a suburb of Toronto, was stunned to receive her Rogers Mobile bill this month for $540, up from the usual $160 she is used to paying.

“I almost dropped,” Okala told CBC News. She is a pharmaceutical employee whose job requires being online. Her 12-year-old son has been online more too, doing schoolwork.

The part of Pickering where Okala lives does not have wired internet service available, so she relies on internet service from her mobile provider, like hundreds of thousands of other Canadians do. Pickering is hardly a tiny town either. With a population of 92,000, the city is immediately east of Toronto in the Durham Region. Despite that, there are sections of the city still waiting to get wired internet service.

Using the internet in areas considered to be “rural Canada” by providers is not cheap. Rogers offers customers a $145/mo wireless internet plan that includes 100 GB of usage. Customers that exceed that do so at their peril, facing overlimit fees of $5/GB.

“This is just a slap in our face,” said Okala. “We [rural customers] pay huge bills just to be able to do something basic that most people take for granted.”

Okala hoped her employer would help cover her phone bill. Rogers has been reluctant to help, despite a showy ad campaign from the cable and wireless giant promising customers “we are in this together and are here to help.” When it comes to billing matters, talk is cheap and help is hard to find.

Pickering, Ont.

Okala said she spent hours on the phone with a Rogers representative trying to negotiate a lower bill. Rogers eventually offered a paltry $30 credit and a payment plan to pay off her balance. A second attempt resulted in an improved offer of $100 credit, an upgrade to a different service plan, and 50% off monthly service fees for 24 months. But Rogers still wanted to be paid at least $440, at least until the CBC pointed out it would share Okala’s story with the rest of Canada for free. Rogers suddenly offered to take another $230 off Okala’s March bill and give her the mobile hotspot hub she was leasing for free.

John Burbidge, a University of Waterloo economics professor in North Dumfries living in a town of 10,000 near Cambridge, Ont., got schooled in the mobile broadband business by Bell Mobility, which sent him a bill for $650, including nearly $400 in usage charges. Burbidge was confused by an email from Bell, Canada’s largest phone company, which claimed it was waiving overlimit usage fees for customers during the pandemic. He missed the fine print advising that fee waiver only applied to Bell’s DSL and fiber wired customers, not wireless data plans. Burbidge argued it was unfair to exempt some customers from usage fees, while continuing to charge them to others.

“If rural Canadians are expected to work and do school work from home, decent and reasonably priced access to the internet is a basic right. Bell should not be allowed to gouge rural customers,” Burbidge told Canada’s public broadcaster.

Bell told the CBC the company was offering customers an extra 10 GB on customer data allowances and a $10 credit off the cost of using a mobile hotspot connected to Bell’s mobile network. As a courtesy, Bell agreed to credit Burbidge’s account $350 for March and take 60% off overlimit fees in April, but he is on his own after that. Burbidge’s current plan charges $180 a month for up to 100 GB a month, with a $5/GB overlimit fee.

“It’s really sad to hear,” Laura Tribe, executive director of consumer group OpenMedia told the CBC. “Data caps are definitely unnecessary. We see them as a punitive mechanism to make sure that people suppress the amount of data that they use and overpay when they go over what they want.”

The Canadian Wireless Telecommunications Association (CWTA), an industry lobbying group representing the country’s wireless companies, claims data caps are necessary to prevent overwhelming Canada’s wireless networks, which could make calling 911 impossible. But voice calls can travel over different spectrum than data traffic, and no wireless company or the CWTA would admit if their networks were close to being overhwhelmed by traffic as a result of millions of Canadians working from home.

Tribe says the traffic spikes that have come from the coronavirus crisis prove her point. Even with data usage at all-time highs, no provider is claiming their network is close to capacity. That should call into question whether there is any need at all for mobile data caps.

“They’re a way to increase profits and suppress the usage of the networks,” said Tribe.

Sprint Shutting Down Virgin Mobile; Remaining Customers Being Switched to Boost Mobile

Sprint’s prepaid mobile division

Sprint will be closing down its prepaid Virgin Mobile service in February and will shift customers to its Boost Mobile brand instead and drop its standalone Mobile Broadband service.

The wireless company has virtually ignored Virgin Mobile at least as long as Sprint has been in negotiations to merge operations with T-Mobile USA. The Virgin Mobile website has also been neglected, with no media releases for almost two years and over two years of unchanged rates. Last October, Sprint dropped its last major retail arrangement with Walmart that allowed Virgin Mobile devices and airtime to be sold in Walmart stores. Best Buy and several grocery chains ended sales of Virgin Mobile devices even earlier. As of late last year, new customers could only sign up for Virgin Mobile through its own website, a sure sign Sprint was prepared to accept customer attrition and was likely to pull support for the prepaid brand.

Sprint inherited Boost Mobile after it acquired Nextel in 2005. Boost Mobile had offered its own prepaid service over Nextel’s push-to-talk network beginning in 2001. After Sprint shuttered Nextel’s network, it operated both Virgin Mobile and Boost Mobile on Sprint’s network as competing prepaid wireless services. In the last two years, Sprint apparently decided it only needed to support a single brand, and quietly began shifting its marketing exclusively towards Boost.

This week, Sprint confirmed it was shutting down the Virgin Mobile brand in the U.S. in a prepared statement.

“We regularly examine our plans to ensure that we’re offering the best services in line with our customer needs. Beginning on the week of Feb. 2, we will be moving Virgin Mobile customer accounts to our sister brand Boost Mobile – consolidating the brands under one cohesive, efficient and effective prepaid team. In most circumstances, customers can keep their current phone and will receive a comparable or better Boost Mobile service plan with no extra cost.”

The transition will strand Virgin Mobile Broadband and Broadband2Go customers that use a standalone device for mobile broadband service, often used by RV-traveling customers or those in rural areas. Sprint has decided that Boost Mobile will not serve those customers, so mobile data service provided over standalone hotspot devices will end next month.

An FAQ on Virgin Mobile’s website provides some other insight:

The wind down of Virgin Mobile may also serve as a bit of housekeeping as Sprint prepares to merge with T-Mobile. A condition of that merger is spinning off Sprint’s prepaid services including Boost Mobile service to DISH Network to create another viable national wireless carrier to protect competition. Dropping Virgin Mobile now is likely to provide an easier transition for DISH, which would launch operations with a combination of Virgin Mobile and Boost Mobile customers.

Investors are not buying into the substantial hype surrounding the forthcoming 5G revolution and many remain unconvinced about the benefits of spending billions of investor dollars to deploy the next generation in wireless.

A survey by telecom analyst McKinsey & Co., picked up a clear drag on proposed spending, especially outside of North America, as carriers are finding investors reluctant about the business case for 5G technology.

The survey found 60% of wireless operators cited selling investors on the merits of 5G to be their greatest challenge. Only 25% were confident they could successfully prove a substantial return on investment for shareholders who typically want short-term results. Investors are demanding detailed evidence that 5G networks, the most costly requiring large fiber optic networks and neighborhood small cell antennas, will pay off with increased revenue and customer demand. Unlike earlier cellular standards which required incremental upgrades usually on existing cell towers, the fastest iteration of 5G will require providers to construct costly new fiber networks with a very large number of short-range antennas expected to be placed on top of utility or light poles.

Customer demand for 5G is anticipated to be low until new devices are introduced capable of connecting to it, and investors already recognize consumers are increasingly delaying device upgrades since the industry dropped two-year service contracts with device subsidies. Ongoing upgrades to existing 4G LTE networks may ultimately dampen demand even for less costly 5G networks that will be deployed on existing cell towers. McKinsey’s survey found less than 35% of respondents are planning quick launches of 5G on gigabit-speed capable millimeter wave spectrum, citing the high cost of deploying small cell networks.

“Until th[e business case emerges], most operators will tread cautiously, leveraging 5G for near-term objectives and waiting for a clearer view on the use cases’ economics to accelerate,” the McKinsey report concluded. “Given the expense required to prove those significant use cases, it could be an uncomfortably long wait. And for operators in countries that don’t see 5G as a matter of strategic and economic importance, there is a greater risk of falling behind.”

In early 2019, most network operators will focus on network planning and funding, with the first significant wave of launches expected in the U.S. coming later this year. Just over half of U.S. operators plan to have “large-scale 5G deployments” completed by late this year, and U.S. carriers are the most optimistic 5G can make good business sense, at least for some applications. Other U.S. carriers expect their networks to launch by the end of 2022. But in neither case are those launches expected to be widespread across the country. Competing with cable and phone company internet with fixed wireless service is also a non-priority for most operators.

“At least at the outset, the majority see enhanced mobile broadband and the Internet of Things (IoT), rather than fixed wireless access or mission-critical applications, as the most prevalent applications,” McKinsey’s survey found. Among early potential applications are smart utility meter connectivity, traffic sensing, and connected public infrastructure like lighting and traffic control signals. Giving consumers a way out of choosing between Verizon and Comcast for home internet service is not going to be an early priority for companies like AT&T. In fact, starting a price war is the last thing investors want to see.

“Although commercially in its infancy, 5G technology is ready, and in most markets its presence will be felt from 2020 on,” McKinsey’s report states. “Yet the fact that commercial models are not ready cannot be minimized; the business case is marginal, and the investments to enable new business models are not currently planned.”

McKinsey believes what will ultimately drive a gradual rollout of 5G technology is network congestion which can no longer be managed through existing traditional cell tower networks, known as “macro sites.”

“In rural and suburban areas, as well as along roadways, operators can handle increased traffic simply by densifying existing networks with macro sites,” McKinsey shared. “In many highly populated urban areas, by contrast, they’ll need to rely on small-cell solutions for two reasons: a higher concentration of traffic, as measured by traffic load per square kilometer, and the use of higher spectrum bands (greater than 3 gigahertz).”

But making the jump from the traditional large cell tower to a network of small cells scattered around neighborhoods will require a great deal of money. Operators will need to build fiber optic connectivity to each small cell, which can be managed either with a newly constructed fiber project or leasing existing fiber optic networks, presumably from cable operators which already have a significant fiber presence. In either scenario, rural areas will largely be left out, because all-important network traffic density is generally inadequate to support the business case for 5G, and cable operators are unlikely to have fiber networks available to lease in those areas.

T-Mobile, Verizon Wireless Achieve Top Scores in Mobile Performance Report

Mobile broadband performance in the United States remains nothing to write home about, achieving 43rd place worldwide for download speeds (between Hong Kong and Portugal) and a dismal 73rd for upload speed (between Laos and Panama). With this in mind, choosing the best performing carrier can make the difference between a tolerable experience and a frustrating one. In the first six months of 2018, Ookla’s Speedtest ranked T-Mobile and Verizon Wireless the two top carriers in the U.S.

From January through the end of June, 2,841,471 unique mobile devices were used to perform over 12 million consumer-initiated cellular network tests on Speedtest apps, giving Ookla insight into which carriers consistently performed the best in different cities around the country. The results showed average download speed of 27.33 Mbps, an increase of 20.4% on average since the same period in 2017. Upload speed achieved an average of 8.63 Mbps, up just 1.4%.

Achieving average speeds of 36.80 Mbps, first-place Minnesota performed 4 Mbps better than second place Michigan. New Jersey, Ohio, Massachusetts and Rhode Island were the next best-performing states. In dead last place: sparsely populated Wyoming, followed by Alaska, Mississippi, Maine, and West Virginia.

T-Mobile’s heavy investment in 4G LTE network upgrades have clearly delivered for the company, which once again achieved the fastest average download speed results among the top-four carriers: 27.86 Mbps. Verizon Wireless was a close second at 26.02 Mbps. Verizon’s speed increases have come primarily from network densification efforts and equipment upgrades. Further behind was AT&T, achieving 22.17 Mbps, and Sprint which managed 20.38 Mbps, which actually represents a major improvement. Sprint has been gradually catching up to AT&T, according to Ookla’s report, because it is activating some of its unused spectrum in some markets.

Your Device Matters

Which device you use can also make a difference in speed and performance. In a match between the Apple iPhone X and the Samsung Galaxy S9, the results were not even close, with the Samsung easily outperforming the popular iPhone. The reason for the performance gap is the fact Samsung’s latest Galaxy phone has four receive antennas and the iPhone X does not. The iPhone X is also compromised by the total amount of LTE spectrum deployed by each carrier and the fact it cannot combine more than two spatial streams at a time. Until Apple catches up, iPhone X users will achieve their best speeds on T-Mobile and Verizon Wireless, in part because Verizon uses more wideband, contiguous Frequency Division Duplex (FDD) LTE spectrum than any other carrier, which will allow iPhone users to benefit from the enhanced bandwidth while connected to just two frequency blocks. The worst performing network for iPhone X users belongs to Sprint, followed by AT&T.

 

Rural vs. Urban

For customers in the top-100 cities in the United States, T-Mobile and Verizon Wireless were generally the best choices, with some interesting exceptions. AT&T and Verizon Wireless generally performed best in areas where the companies also offer landline service, presumably because they are able to take advantage of existing company owned infrastructure and fiber networks. Verizon Wireless performed especially well in 13 states in the northeast, the upper midwest (where it acquired other cellular providers several years ago), Alaska, and Hawaii. AT&T was fastest in four states, especially the Carolinas where it has offered landline service for decades, as well as Nebraska and Nevada. Sprint outperformed all the rest in Colorado, while T-Mobile’s investments helped make it the fastest carrier in 31 states, notably in the southeast, southwest, and west coast cities.

The story rapidly changes in rural areas, however. Almost uniformly, speeds are considerably slower in rural areas where coverage and backhaul connectivity problems can drag down speeds dramatically. In these areas, how much your wireless provider is willing to spend makes all the difference. As a result, T-Mobile’s speed advantage in urban areas is dramatically reduced to near-equivalence with Verizon Wireless in rural communities, closely followed by AT&T. Sprint continues to lag behind in fourth place. No speed test result means a thing if you have no coverage at all, so rural customers need to carefully consider the impact of changing carriers. Always consider a 10-14 day trial run of a new provider and take the phone to places you will use it the most to make sure coverage is robust and reliable. Sprint and T-Mobile’s roaming agreements can help, but in areas with marginal reception, the two smaller carriers still favor their own networks, even if service is spotty.

Network Upgrades and the Future

In the short term, most wireless upgrades will continue to enhance existing 4G LTE service and capacity. True 5G service, capable of speeds of a gigabit or more, is several years away for most Americans.

T-Mobile

T-Mobile has invested in thousands of new cell sites in over 900 cities and towns to quash its reputation of being good in cities but poor in the countryside. Many, but not all of these cell sites are in exurban areas never reached by T-Mobile before. The company is also deploying its 600 MHz spectrum, which performs well indoors and has a longer reach than its higher frequency spectrum, which will go a long way to end annoying service drops in marginal reception areas. These upgrades should make T-Mobile’s service stronger and more reliable in suburbs and towns adjacent to major roadways. But service may remain spotty to non-existent in rural states like West Virginia. Most of T-Mobile’s spectrum is now dedicated to 4G LTE service, with just 10 MHz reserved for 3G legacy users. T-Mobile has set aside only the tiny guard bands for LTE and UMTS service for legacy GSM channels handling some voice calls and 2G services.

T-Mobile is also introducing customers to Carrier Aggregation through Licensed Assisted Access (LAA). This new technology combines T-Mobile’s current wireless spectrum with large swaths of unlicensed spectrum in the 5 GHz band. Because the more bandwidth a carrier has, the faster the speeds a carrier can achieve, this upgrade can offer real world speeds approaching 600 Mbps in some areas, especially in urban locations.

Verizon Wireless

Verizon Wireless is suffering a capacity shortage in some areas, causing speeds to drop during peak usage times at congested towers. Verizon’s solution has been to add new cell sites in these mostly urban areas to divide up the traffic load. In many markets, Verizon has also converted most or all of its mid-band spectrum to LTE service, compacting its legacy CDMA network into a small section of the 850 MHz band. With 90% of its traffic now on LTE networks, this week Verizon confirmed it will stop activating new 3G-only devices and phones on its network, as it prepares to end legacy CDMA and 3G service at the end of 2019. Once decommissioned, the frequencies will be repurposed for additional LTE service.

In the immediate future, expect Verizon to continue activating advanced LTE features like 256 QAM, which enables customers’ devices and the network to exchange data in larger amounts and at faster speeds, and 4×4 MIMO, which uses an increased number of antennas at the cell tower and on customers’ devices to minimize interference when transmitting data. How fast this technology arrives at each cell site depends on the type of equipment already in place. At towers powered by Ericsson technology, a minor hardware upgrade will quickly enable these features. But where older legacy Alcatel-Lucent equipment is still in use, Verizon must first install newer Nokia Networks equipment to introduce these features. That upgrade program has moved slower than anticipated.

Older phones usually cannot take advantage of advanced LTE upgrades so Verizon, like other carriers, may have to convince customers it is time to buy a new phone to make the most efficient use of its upgraded network.

AT&T

AT&T customers are also dealing with capacity issues in some busy markets. AT&T has a lot of spectrum, but not all of it is ideal for indoor coverage or rural areas. The company, like Verizon, is trying to deal with its congestion issues by deploying new technologies in traffic-heavy metropolitan markets. AT&T is using unlicensed spectrum in parts of seven cities, accessible to customers using the latest generation devices, to increase speeds and free up capacity for those with older phones. For most customers, however, the most noticeable capacity upgrade is likely to come from AT&T’s nationwide public safety network. This taxpayer-supported LTE network will be reserved for first responders during emergencies or disasters, but the rest of the time other AT&T customers will be free to use this network with lower priority access. This will go a long way towards easing network congestion, and customers will get access automatically as available.

At the same time, AT&T, like Verizon, is trying to deploy additional advanced LTE features, but has been delayed as it mothballs older Alcatel-Lucent equipment at older cell sites, replaced with current generation Nokia equipment.

Sprint

Sprint has done the most in 2017-2018 to improve its wireless network, especially its traditionally anemic download speeds. While still the slowest among all four national carriers, things have gotten noticeably better for many Sprint customers in the last six months. Sprint recently activated LTE on 40-60 MHz of its long-held 2.5 GHz spectrum, which has improved network capacity. Carrier Aggregation has also been switched on in several markets.

Unfortunately, Sprint’s 2.5 GHz spectrum isn’t the best performer indoors, and the company has also had to adjust frame configuration in this band. Sprint is the only Time Division Duplex (TDD) LTE carrier in the country. This technology allows Sprint to adjust the ratio of download and upload capacity by dedicating different amounts of bandwidth to one or the other. Sprint tried to address its woeful download speeds by devoting 30% more of its capacity to downloads. But this also resulted in a significant drop in upload speeds, which are already anemic. Sprint has been able to further tweak its network in some areas to boost upload speeds up to 50%, assuming customers have good signals, to mitigate this issue.

Sprint is also restrained by very limited cell site density and less lower frequency spectrum than other carriers. That means more customers are likely to share a Sprint cell tower in an area than other carriers, and the distance between those towers is often greater, which can cause more instances of poor signal problems and marginal reception than other carriers. Sprint’s best solution to these problems is a merger with T-Mobile, which would allow Sprint to contribute its 2.5 GHz spectrum with T-Mobile’s more robust, lower frequency spectrum and greater number of cell sites, instead of investing further to bolster its network of cell sites.

Senators Blast FCC’s Inaccurate Wireless Broadband Coverage Map

A bipartisan group of senators from some of America’s most rural and broadband-challenged states blasted the mapping skills of the Federal Communications Commission in a hearing Tuesday.

The senators were upset because the FCC’s Universal Service Fund will pay subsidies to extend wireless connectivity only in areas deemed to have inadequate or non-existent coverage. The FCC’s latest wireless coverage map is the determining factor whether communities get subsidies to expand service or not, and many in attendance at the Communications, Technology, Innovation, and the Internet subcommittee hearing quickly called it worthless.

Sen. Jerry Moran (R-Kan.) said the map’s “value is nil,” quickly followed by the Subcommittee chair Sen. Roger Wicker (R-Miss.) who added, “we might as well say it, Mr. Moran, that map is utterly worthless of giving us good information.”

“The simple answer is: it’s garbage in, garbage out,” said Steve Berry, CEO of the Competitive Carriers Association, which counts several small, rural cell phone companies as members.

The latest version of the map was heralded by the FCC as a significant improvement over the 2012 map used during the first round of funding. But critics like Berry claimed the map still relies entirely on carrier-provided data, much of it based on network capacity, and there is an incentive for existing wireless carriers to overestimate coverage because it assures funds won’t be given to potential competitors to strengthen their cellular networks.

The FCC claimed it gave carriers new benchmarks to meet in its latest map, including a request to only identify an area as covered if it achieves 80% certainty of coverage at 4G LTE speeds of 5 Mbps or more. To identify underserved zones, the FCC asked carriers not to identify areas that passed the first test as served if cell towers in that zone exceeded 30% of capacity. But Berry noted the FCC did not include a signal strength component, which means a carrier could report a significant area as getting adequate coverage based on the capacity of their network in a strong reception zone, even if customers nearby reported ‘no bars’ of signal strength or coverage that dropped completely once indoors.

Sen. Wicker

Senators from Kansas, New Hampshire and Mississippi were astonished to see maps that claimed virtually 100% of all three states were fully covered with mobile broadband service. The senators rejected that assertion.

Sen. Maggie Hassan (D-N.H.) has devoted a section on her website to collecting reports from New Hampshire residents getting poor cell phone reception, and she has been a frequent critic of the FCC’s coverage maps which she has repeatedly called inaccurate.

In northern Mississippi, wireless coverage is so poor the Mississippi Public Service Commission launched an initiative to collect real-world data about reception through its “Zap the Gap” initiative. But the FCC’s latest map suggests the problem is solved in the most signal-challenged areas in the northern part of the state, with the exception of small pockets in the Holly Springs National Forest, the Enid Lake area, areas east of Coffeeville, parts of Belmont, and areas east of Smithville.

The four major national wireless carriers suggest there is no problem with wireless coverage in Mississippi either. AT&T claims to reach 98% of the state, Verizon Wireless 96.43%, T-Mobile 66.36%, and Sprint 30.92%. Regional carrier C Spire claims 4G LTE coverage that falls somewhere between T-Mobile and AT&T in reach.

Sen. Jon Tester (D-Mont.) told the subcommittee in his state, the FCC’s maps have little resemblance to reality, showing 4G LTE speeds in areas where no cellular reception exists at all.

“The FCC is wrong, they screwed up, we’re getting screwed because they screwed up, so how do we fix it?” Tester asked. “There has got to be a way to get the FCC’s attention on this issue. We’ve got to do better, folks, it’s not working.”

Independent cell phone companies that specialize in serving areas the larger carriers ignore are hamstrung by the FCC and its maps, according to Mike Romano, senior vice president for policy for NTCA – The Rural Broadband Association — a trade group and lobbyist for smaller rural providers. Romano told the subcommittee if any cellular company reports coverage to even one household in a census block (which can cover a large geographic area in rural states), that entire block is ineligible for Connect America Fund subsidies.

The FCC, rural carriers complain, is relying on small wireless companies to serve as the map’s fact checkers and forces them to start a costly challenge procedure if they want to present evidence showing the map is wrong. Such proceedings are expensive and time-consuming, they argue. Even if successfully challenged, that does not win the companies a subsidy. It only opens the door to a competitive bidding process where challengers could face competing bids from larger companies that made no effort to challenge the map data.

A group of senators signed a joint letter to FCC Chairman Ajit Pai complaining about the accuracy issues surrounding the FCC’s wireless map:

Dear Chairman Pai:

We write this letter to express our serious concerns that the map released by the Federal Communications Commission last week showing presumptive eligible areas for Mobility Fund Phase II (MF II) support may not be an accurate depiction of areas in need of universal service support.  We understand that the map was developed based on a preliminary assessment from a one-time data collection effort that will be verified through a challenge process. However, we are concerned that the map misrepresents the existence of 4G LTE services in many areas.  As a result, the Commission’s proposed challenge process may not be robust enough to adequately address the shortcomings in the Commission’s assessment of geographic areas in need of support for this proceeding.

MF II is intended to provide $4.53 billion in support over 10 years to preserve and expand mobile coverage to rural areas. These resources will be made available to provide 4G LTE service where it is not economically viable today to deploy services through private sector means alone.  Having consistently traveled throughout rural areas in our states, it appears that there are significant gaps in mobile coverage beyond what is represented by the map’s initial presentation of “eligible areas.” To accurately target support to communities truly in need of broadband service, it is critical we collect standardized and accurate data.

For too long, millions of rural Americans have been living without consistent and reliable mobile broadband service.  Identifying rural areas as not eligible for support will exacerbate the digital divide, denying fundamental economic opportunities to these rural communities.  We strongly urge the Commission to accurately and consistently identify areas that do not have unsubsidized 4G LTE service and provide Congress with an update on final eligible areas before auctioning $4.53 billion of MF II support.
