Time Warner Cable Reintroduces Usage Caps in Austin; Tell Them ‘No Thanks!’

Time Warner Cable has a usage meter up for some customers.

Time Warner Cable has reintroduced usage-limited broadband plans in Austin, Tex., three years after shelving an earlier market test that drew protests from local residents and civic leaders.

Time Warner Cable is offering three tiers of what it calls “Internet Essentials,” each offering different speeds of service, all with a 5GB usage allowance for a $5 monthly discount.

“It’s clear that one-size-fits-all pricing is not working for many consumers, particularly in a challenging economy,” regional vice president of operations in Texas Gordon Harp said. “We believe the choice and flexibility of Essentials will enhance value for lighter users, help us retain existing customers in a competitive marketplace and attract new customers to our superior Internet experience.”

But Stop the Cap! disagrees, noting the three variations of Internet Essentials all offer a tiny discount and come with a ridiculously low usage allowance.

With usage overlimit fees of $1/GB, currently limited to a maximum of $25, customers are playing Russian Roulette with their wallets. Just exceeding the allowance by 5GB a month eliminates any prospects of savings, and going beyond that will actually cost customers more than what they would have paid for unlimited Internet.

The company has added a usage tracker for Texas customers qualified to get the plan. It can be found under the My Services section of Time Warner Cable’s website.

Customers in Texas can choose from Grande Communications, AT&T or Verizon if they want to say goodbye to Time Warner’s endless interest in Internet Overcharging.  Image courtesy: Jacobson

Stop the Cap! recommends consumers strongly reject these plans. If customers are looking for a better deal on broadband, it is wiser to call Time Warner and threaten to take your broadband business to the competition. The savings that will result on a retention plan are sure to be better than the Internet Essentials discount, and no one will have to think twice about how they use their broadband account. Customers on an extremely tight budget can also downgrade to a slower speed plan that offers unlimited access, essential in any home with multiple broadband users.

Time Warner Cable does not help their position by significantly distorting the truth about their last experiment trying to limit customer broadband usage. In 2009, the company proposed changing the price for unlimited broadband to an enormous $150 a month. Customers protested in front of the company’s offices in several cities. Despite that, and the intense negative media coverage the company endured, Time Warner still believes its customers are itching to have their broadband usage limited:

Previous Experience with Usage-based Pricing

Time Warner Cable began testing usage-based pricing in 2009. Although many customers were interested in the plan, many others were not and we decided to not proceed with implementation of the plan. Over the past few years, we consulted with our customers and other interested parties to ensure that community needs are being met and in late 2011 we began testing meters which will calculate Internet usage.

We’d be interested to know what customers in the Austin area were consulted about the desire for usage-limited plans. Nobody consulted us either. We can imagine the “other interested parties” are actually Wall Street analysts and fellow industry insiders. We’re confident the overwhelming number of Time Warner Cable customers have no interest in seeing their unlimited use plans changed and company customer service representatives have told us there has been very little interest in the plans to date. For now, the company claims it won’t force people to take usage limited plans, but as we’ve seen in the wireless industry, yesterday’s promises are all too quickly forgotten.

With a usage meter now established, all it takes is an announcement Time Warner is doing away with unlimited broadband (or raising the price of it to the levels the company proposed in 2009), and customers are ripe for a broadband ripoff.

We suggest you visit, click the tab marked Essentials Internet Plans, and let Time Warner Cable know you have no interest in these usage-limited plans and are prepared to go to war to keep affordable, unlimited Internet. With your voice, perhaps Time Warner Cable will finally realize that usage caps and consumption billing just don’t work for you or your family.

Time Warner Cable Ready to Expand Usage Based Billing to “Save Customers Money”

A green light for usage-based billing at Time Warner Cable.

Time Warner Cable announced its intention to expand its usage-based billing system for broadband beyond southern Texas, and is now considering new pricing tiers that will emphasize usage levels over broadband speeds, according to CEO Glenn Britt.

Appearing at the industry-sponsored Cable Show in Boston, Britt suggested consumers can “save money” opting out of unlimited broadband with its Internet Essentials program, which provides a $5 discount for customers who agree to keep their usage below 5GB per month.  The company is now also considering additional service tiers that will offer different usage allowances at progressively higher prices.

Britt insisted the company will retain the option of unlimited use service, but did not specify whether that would be sold at the same price customers currently pay for the cable company’s Internet service.

Federal Communications Commission chairman Julius Genachowski yesterday told cable industry executives he supports usage-based pricing, making it unlikely the FCC will intervene if companies substantially raise broadband pricing.

In 2009, consumers and elected officials protested the cable company’s earlier experimental foray into usage pricing which would have tripled the price of unlimited broadband service to $150 a month. The company quickly relented after customers picketed the cable operator in Rochester, N.Y., and Greensboro, N.C., in a campaign coordinated by Stop the Cap! The cities of Austin and San Antonio, Tex. also made their opposition clear through public meetings and input from local officials.

Comcast Expands Internet Essentials Program, Relaxing Qualifications and Doubling Speed

Comcast’s national low-income Internet service, Internet Essentials, is getting an upgrade.

Out of more than 14 million Comcast broadband customers, fewer than 50,000 families managed to qualify and successfully obtain the $9.95/mo low-speed Internet service. On Tuesday, Comcast announced it was relaxing some of the program’s requirements to include more families and has also doubled the service’s speeds to 3Mbps for downloads and 768kbps for uploads.

Susan Jin Davis, vice president of Comcast’s Strategic Services explained the changes on the company’s blog:

[…] When we first started out, Internet Essentials was offered to families with children eligible to receive “free” school lunches under the National School Lunch Program (NSLP). Today, we have officially extended the program to include families with children eligible to receive “reduced” price lunches too. This change adds about 300,000 households in our service area who can now apply for the program — bringing our estimated total to about 2.3 million eligible families.

[…] Second, we doubled the speed of the broadband connection provided with Internet Essentials. It now comes with up to 3 Mbps downstream and up to 768 Kbps upstream, which makes the online experience even better than it was before. The increase is available now and we notified customers by email that the only thing they need to do is reboot their modems in order to immediately get the new speeds.

Third, as we announced in January, we have streamlined the application process by providing an instant approval process for all students attending schools with the highest percentage of NSLP participation, including Provision 2 schools.

Comcast’s Internet Essentials program was launched as part of an agreement with the Federal Communications Commission to win approval of the cable operator’s merger with NBC-Universal.  Comcast also committed to an expansion of its broadband service in rural areas.  The company says it expanded its service area by 199,876 additional homes in 33 rural communities.

Wall Street: We Expect Time Warner’s Usage Based Billing to Become the Rule, Not the Exception

On the heels of Time Warner Cable’s recently announced return to usage-based billing, some Wall Street analysts are sending signals they expect the cable operator not to dabble in usage-based pricing for long, but rather jump right in, charging all of their customers usage fees to boost revenue and profits.

Time Warner Cable’s careful effort to position usage pricing as an “option” does not seem to impress Sanford Bernstein’s Craig Moffett, who expects the cable company to roll out Internet Overcharging schemes to all of their customers.

“Over a period of years, as the market becomes more accustomed to (usage-based pricing), we expect these plans to become the rule rather than the exception,” Moffett wrote in a research note to his investor clients.

The concept of usage pricing is also provoking Netflix, dubbed one of the net’s biggest usage offenders by some providers, to become more vocal in its support for flat rate broadband.

With some Netflix movies coming in at nearly 3GB in high definition, Time Warner’s usage-limited Internet Essentials customers will rapidly erode their usage cap into the overlimit territory.

Netflix executives dismiss provider claims that broadband traffic explosions are undermining profits, especially considering the cost of delivering broadband traffic to consumers continues to plummet.

One Wall Street analyst looking to maximize those provider profits chastised Reed Hastings, founder of Netflix, for putting service providers under “financial pressure.”

“Yeah, that 92% Comcast operating margin is really under a lot of pressure,” Hastings responded at the Morgan Stanley Technology, Media and Telecom conference in San Francisco. “There is no financial pressure on ISPs.”

Variety reports Time Warner has said nothing about keeping flat rate broadband at its current $40-50 price point.

Moffett points out there is plenty of room for Time Warner Cable to accustom subscribers to a metered future. 

The analyst believes Time Warner will eventually move flat rate Internet to an “ultra premium” price point that will be far more expensive than customers today are accustomed to paying.

In 2009, Time Warner offered customers scheduled to participate in its failed usage pricing experiment flat rate service for $150 a month.

Comcast says it admires Time Warner Cable for risking subscriber wrath over plans to introduce usage-based billing Time Warner says will be optional for customers in southern Texas.  But Comcast admits it is not brave enough to try similar pricing schemes themselves, fearing a customer backlash.

“We have a very high customer satisfaction rating and we don’t really want to rock the boat on [our broadband product],” Comcast chief financial officer Michael Angelakis told an audience Tuesday at a Wall Street bank-sponsored media and telecom conference in San Francisco. “I give them credit for trying different things, [but] we have real momentum in that business and the goal is to keep it.”

Comcast was a spectator of the consumer and political backlash against Time Warner Cable when it last experimented with usage pricing in April 2009.  Within two weeks, Time Warner Cable CEO Glenn Britt shelved the plan under pressure from both customers and lawmakers.

Now Time Warner Cable wants to reintroduce the concept as an option for customers of a new “Internet Essentials” discounted broadband tier that would include a $5 monthly discount if customers kept usage under 5GB per month.

Some veterans of the 2009 battle suspect Time Warner is trying to slowly slip usage pricing past customers waiting to fight its return by first suggesting it is only an option, but later herding broadband customers into usage based plans by substantially raising the price of flat rate service.

“Looks like a trial run the company could easily expand to all of their Internet customers,” shares Stop the Cap! reader Jeff in San Antonio, Tex., one of the cities that will participate in the upcoming usage-based plan. “I have a hard time believing Time Warner is going through all the effort developing usage meters and billing support for usage pricing just to market a handful of customers a $5 discount.”

Jeff, who helped fend off the cable company’s original Internet Overcharging experiment in 2009, suspects Time Warner’s earlier attempt to market a “flat rate” broadband option at $150 a month could still be a blueprint for how the company could push customers out of their unlimited plans.

“They can claim they want to keep unlimited Internet, but have remained silent about how much they will charge for it,” Jeff says. “We need something in writing that this company will not gouge customers with the fine print going forward.”

Stop the Cap! posed several similar questions to Time Warner Cable’s Jeff Simmermon, director of digital communications, through the cable company’s blog.  The company, to date, has offered no response.
