Toronto Waterfront Getting 10Gbps Broadband: 100/100Mbps Service for $60 a Month, No Caps

About seven years ago, Rochester’s Fast Ferry offered daily service between Rochester, N.Y. and Toronto’s Waterfront.  Tens of millions of dollars later, the Rochester Ferry Company discovered that nobody in southern Ontario was that interested in a shortcut to Rochester, many locals found driving to Canada’s largest city faster, more convenient, and cheaper, and the point of arrival on the Canadian side was hardly a draw — situated in a rundown, seedy industrial wasteland.

By the end of 2006, the ferry was sold and sent on its way to Morocco, the CBC got a barely used International Marine Passenger Terminal (built for the Rochester ferry) to use as a set location for its TV crime drama The Border, and the rundown waterfront was well-embarked on a major reconstruction effort.

This week, Toronto’s Waterfront learned it was getting a broadband makeover as well, with the forthcoming launch of insanely fast 10/10Gbps fiber broadband for business and 100/100Mbps for condo dwellers along the East Bayfront and West Don Lands.

Best of all, Beanfield Metroconnect, the parent company responsible for constructing the network, promises no Internet Overcharging schemes for residents and businesses… forever.  No usage caps, no throttled broadband speeds, no overlimit fees.  Pricing is more than attractive — it’s downright cheap for Toronto:  $60 a month for unlimited 100/100Mbps broadband, $30 a month for television service, and as low as $14.95 for phone service.  Bundle all three and knock another 15 percent off the price.  The provider is even throwing in free Wi-Fi, which promises to be ubiquitous across the Waterfront.

The project will leapfrog this Toronto neighborhood into one of the fastest broadband communities in the world.

“Having this sort of capacity available to residents will allow for a whole new world of applications we haven’t even conceived of yet,” said chief executive Dan Armstrong.

The rest of Toronto, in comparison, will be stuck in a broadband swamp courtesy of Rogers Cable and Bell, where average speeds hover around 5Mbps, with nasty usage caps and overlimit fee schemes from both providers.  DSL service in the city is notoriously slow and expensive, as Bell milks decades-old copper wire infrastructure long in need of replacement.

The public-private broadband project is a welcome addition for an urban renewal effort that has been criticized at times for overspending. Created in 2001, Waterfront Toronto has a 25-year mandate to transform 800 hectares (2,000 acres) of brownfield lands on the waterfront into a combination of business and residential mixed-use communities and public spaces.  At least $30 billion in taxpayer funds have been earmarked for the renewal project, although project managers say no taxpayer dollars will be spent on the broadband project.

Waterfront Toronto’s efforts have been recognized as bringing Toronto’s first “Intelligent Community” to the city with the construction of the open access fiber network.

Still, the public corporation has its critics.  Earlier this spring Toronto city councilman Doug Ford called the urban renewal project a boondoggle.  Other conflicts rage with the Toronto Transit Commission and the mayor’s office over other redevelopment projects.  But the revitalization project’s broadband initiative has significant support, especially among knowledge workers that could eventually become residents… and paying customers.

The 21st century broadband project is also likely to bring broadband envy across the entire GTA, who will wonder why service from the cable and phone companies is so much slower and more expensive.

For broadband enthusiasts, Toronto’s broadband future looks much brighter than yesterday’s failed ferry service, which proves once again that regardless of the technology — slow, expensive, and inconvenient service will never attract much interest from the value-conscious public.

Time Warner Cable Launches Fiber Project for Bangor Businesses

Broadband will be considerably faster in downtown Bangor, Maine — if you are a business doing business with Time Warner Cable.

The cable operator is working with the city of Bangor to ease the construction of a four-mile long fiber stretching across the downtown business district, with completion expected this October.

The Bangor city government is helping ease the paperwork and permits required to efficiently complete the project as quickly as possible to minimize disruptions to traffic and ongoing business.

Our readers tell us Maine has been a problem area for Time Warner Cable, with congestion problems in several areas because of lack of periodic upgrades.  Oversold broadband symptoms typically include peak usage slowdowns for downstream speeds, even as upstream speeds remain close to their advertised levels.

Businesses in Bangor report existing speeds to be a headache when trying to conduct business or assist customers.

The upgrade is expected to primarily serve business customers, although the cable company is progressing on DOCSIS 3 upgrades across their Maine service areas.

Getting the Best Rate for Broadband-Only Service from Time Warner Cable

With Time Warner Cable’s broadband now running as high as $50 a month for standard, stand-alone service, getting the best deal possible can save you as much as $20 a month off those prices.  Time Warner Cable has been repricing their services to deliver the most value to customers who bundle all of the company’s products into a single package.  But if you don’t want television or telephone service from the cable company, you are going to pay a lot more than your service-bundled-neighbors for Road Runner High Speed Internet.

Choose Earthlink

Customers paying Time Warner Cable’s regular prices for broadband service are paying too much.  Time Warner currently charges just short of $50 a month for Standard 10/1Mbps service (speeds are slower in some areas).  That’s up from years of charging $40 a month, slightly higher if you were a broadband-only customer.  But with the help of Earthlink, you can cut that broadband bill to $29.99 a month for the first six months.  Earthlink co-exists with Road Runner, Time Warner Cable’s own broadband service.  With just a few mouse clicks and a quick phone call, Time Warner can switch your regular price Road Runner to Earthlink without any equipment changes.  Billing and service will continue to be provided by Time Warner and the change literally takes less than five minutes by phone.

You can escape Time Warner Cable's Road Runner rate hike by switching to Earthlink service at a substantial discount.

Earthlink’s broadband service is indistinguishable from Road Runner — same speeds, same level of service, with two exceptions:

  • Earthlink does not benefit from PowerBoost, which delivers temporary speed increases during file downloads
  • You will forfeit your rr.com e-mail address

We recommend you avoid using ISP-provided e-mail addresses when possible, because they help tie you down to an existing provider.  Instead, sign up for a free e-mail account from Google’s Gmail, or Yahoo! Mail, or any of the dozens of other web-based e-mail providers.  Or, purchase your own domain name from GoDaddy or 1and1, which includes e-mail, and either read it on those sites or forward it to a web-based e-mail provider.  Domain names can be had for under $10 a year and deliver maximum flexibility for those who want the freedom to change Internet providers.

After Six Months, Switch Back to Road Runner

When your Earthlink promotion expires at the end of six months, your price will increase to $41.95 per month.  Just before that happens, switch back to Time Warner Cable’s Road Runner service.  You qualify for new customer pricing promotions.  As of this week, Time Warner Cable in western New York is offering one year at $29.99 per month for 10/1Mbps service.  Other areas may have different pricing promotions.

After the year is up, you can start all over again, heading back to Earthlink for another six month promotional term.  Earthlink has offered its promotional plan for more than two years, and it shows no signs of ending anytime soon.

Promotional Half-Truths

Promotions come and go from Time Warner Cable, so it is wise to check with them often if the $29.99 deal is not currently running in your area.  Start by checking Time Warner Cable’s website, and remember if you are using Earthlink, you will want to select pricing for new customers.  If you find a good price on the website, you may be able to complete your order online.  Otherwise, call your local office and ask about currently running promotions.  Some common ones:

  • Road Runner Turbo at 50% off for the first year;
  • Road Runner Turbo free for six months;
  • Road Runner with wireless router/modem free for six months to one year;
  • Road Runner with free installation (especially useful if you want Road Runner Extreme/Wideband service, which carries a pricey installation fee);
  • Road Runner for $29.99 for six months;
  • Bundled promotions — $99 for all three services, $79 for broadband/cable or broadband/phone

Not every promotion delivers the best deal for customers, and some have been slightly deceptive, such as this speed comparison we found on the cable company’s website this morning:

Our View:

  1. Time Warner Cable has been spanked before for their claims about running a “fiber network.”  In fact, their “Fiber Rich Network” is a marketing stretch.  All modern cable systems use fiber optics to help distribute their service into various communities, but coaxial copper cable delivers the signal through neighborhoods to your individual home.  Cable companies still cannot match the broadband speeds available on an all-fiber network.
  2. “Powertasking” is a meaningless marketing claim.  Any high speed network will allow the entire family to effectively share a broadband connection.
  3. We’re glad to know Time Warner Cable has “massive bandwidth” — more than enough to go around.  We’ll remember that if and when the company ever entertains bringing back their experimental Internet Overcharging scheme they claimed was necessary to pay for equipment upgrades to cope with broadband traffic growth.
  4. It would be simpler to install Time Warner’s DOCSIS 3 upgrade if we could do it ourselves, but the cable company currently requires a mandatory service call ($67.98 fee) to install it.
  5. Time Warner is being cute comparing their broadband speed with Verizon FiOS.  In fact, FiOS is faster because of what isn’t mentioned here — upstream speeds.  Time Warner tops out at 5Mbps, Verizon offers 20Mbps for uploads.  But Time Warner’s pricing is better at that download speed.  Verizon is more aggressively priced when they bundle services together.  For example, Time Warner’s $99 triple play bundle only offers 10/1Mbps service.  Verizon offers up to 25/25Mbps service for the same price.  Both include phone and television service.

Kansas City Reacts to Google Fiber Project

Kansas City, Kansas is creating some jealousy across the river in the much larger Kansas City, Missouri in reaction to Google’s announcement yesterday that it was bringing its 1 gigabit per second fiber to the home network to KCK.

Local bloggers called Google’s announcement “a game changer” for the city’s software developers and health care providers, who represent a large part of the city’s high tech economy. The announcement also thrilled local schools and universities, who will be able to deliver broadband service that rivals world leader South Korea in as little as one year from today.

Speculation about why Google chose the Kansas-based suburb of Kansas City has been rampant.  Among the biggest theories is that the local utilities, with whom Google must negotiate for space to accommodate its fiber cables, are owned by the local municipality, not private corporations.  With local government officials eager to cut red tape and avoid political or economic minefields which could delay the project, having public utilities as a partner may have made a decisive difference in the final decision.

Demographics experts suggest Google might have chosen KCK because it represents classic middle-America with a growing digital economy — a perfect laboratory to watch what comes from ultra high speed Internet access.

The presentation by Google rivaled a glowing Hollywood production, one TV news team remarked.  Live-streamed on the web to a global audience, company officials vaguely promised the choice of KCK was the beginning of a potentially broader fiber network not just limited to a single Kansas city, although company officials seemed to restrain themselves out in the parking after the event, suggesting the network could be expanded regionally, saying nothing about other cities further afield.

Local newscasts told the Google story to Kansas City viewers in varying degrees of intensity, often relegated to pointless outdoor live stand up shots scattered around the city.  There isn’t much to show for a network that exists only in the form of a website.

A Silicon Valley expert echoed the sentiment that faster broadband can bring dramatic development to the communities that have it, sometimes in surprising ways.  It’s less about what one can do with 1Gbps service today and more about the possibilities for tomorrow.  But CNBC’s Jon Fortt added some applications may have only limited national appeal if the rest of the country lives with slower broadband service than cannot support the latest online innovations.

Still, excitement is easy to find among the journalists, local politicians, and other community members across the range of local news coverage.

It brings to mind just how ironic it is that a city like KCK will soon have some of the fastest broadband connections in the country while states like North Carolina are on the cusp of enacting legislation that will guarantee they will never be a part of the transformative broadband revolution — at least those who don’t live in Wilson or Salisbury.  Every member of the legislature in that state should watch and learn.

Korea Will Bring 1Gpbs Broadband To Every Home for $27 a Month By 2013

Although the English needs a little work, Korean broadband delivers a reality most Americans can only imagine.

South Korea has launched a nationwide broadband upgrade to rid themselves of 100Mbps service for $38 a month, claiming those speeds and prices are no longer sufficient for Korea’s new digital economy.

By the end of 2012, South Korea intends to connect every home in the country to the Internet at one gigabit per second and slash the monthly price to just $27 a month.

That’s more than 200 times faster than speeds enjoyed by most Americans, who pay an average of $46 a month — nearly double Korea’s planned price. Even more galling for Canadians — those speeds and prices are for completely unlimited access.

Stop the Cap! reader John in Victoria, B.C., thinks South Korea’s broadband improvements call out just how ludicrous Canada’s Internet Overcharging schemes really are.

“If the Canadian Radio-TV and Telecommunications Commission ultimately allows $2 per gigabyte in overlimit fees, we would have to pay $5,184,000 per month for the same thing,” John says. “If this comparison doesn’t make people want to chuck the CRTC, what will?”

For the government of South Korea, which is spearheading the Internet expansion effort, broadband has become a national priority for the fast-growing Korean economy.

South Korea historically trailed Japan’s economic post-World War II revival for decades, but no more. The country, which used to be poorer than the Communist People’s Republic of Korea to the north, has grown to the world’s 13th largest economic power, and has designs on being a world leader in the transition to the digital/information economy. They are already ahead of North America, with an advanced broadband platform that can sustain concepts like cloud computing that are just getting off the ground in Canada and the USA.

Only the most rural parts of Korea still rely on copper phone wires delivering DSL service, now considered archaic. Most of the country is now wired for fiber optics, making a transition from 100Mbps-1Gbps relatively simple. With new laser technology, existing fiber cables can transmit faster speeds, and when fiber is laid in the country, extra strands are buried for future use. The costs of burying 10 or 100 or 1,000 strands come mostly from labor, not the wiring.

Private electronics companies are strong proponents of the infrastructure upgrades, and service providers are on board to deliver the service. That is in marked contrast with providers in the United States and Canada who consider expensive upgrades an unnecessary proposition.

“Providers in the USA and Canada defend their existing networks as ‘good enough for average residential use,’ something that would be laughed away here in Korea or in Japan,” Dr. Park Sung-Jin, a Korean broadband researcher who travels between Seoul and Los Angeles tells Stop the Cap! “Large providers like AT&T cannot afford to lose their propaganda arguments of broadband sufficiency because if they did, they would lose face and be forced to transform broadband in the USA at the expense of their enormous profits.”

“In Asia, we would never allow our providers to dictate the national broadband policies of the country, and our discussions are long past arguing over what speeds are correct,” Park says.  “Now we’re arguing about how to bring the cost down.”

Japan delivers 1Gbps broadband service for $70 a month, a price scoffed at by Choi Gwang-gi, the 28-year old Korean now in charge of the Korea’s expansive broadband plans.

“I can’t imagine anyone in Korea paying that much,” Choi told the New York Times. “No, no, that’s unthinkable.”

A pilot gigabit project initiated by the government is underway with 5,000 households in five South Korean cities. Each customer pays about 30,000 won a month, or less than $27.

“A lot of Koreans are early adopters,” Mr. Choi said, “and we thought we needed to be prepared for things like 3-D TV, Internet protocol TV, high-definition multimedia, gaming and videoconferencing, ultra-high-definition TV, cloud computing.”

Meanwhile, according to Dr. Park, North American providers like Bell, Rogers, and Comcast are spending millions trying to convince lawmakers in both countries that such speeds are wholly unnecessary.

“The United States and Canada are the worst, with providers spending countless millions themselves and through their lackey trade associations and illicit ‘consumer groups’ working for them trying to convince lawmakers American broadband isn’t so bad after all, but it is,” Park says. “They routinely claim any country that is ahead of the U.S. or Canada is a ‘special case’ because of urban density or government subsidies, but that can’t explain away all of the disparity in speeds and accessibility, only money and monopoly profits can.”

Both Romania and Latvia now beat Canada and the USA in broadband speeds and pricing, and North America’s dominance in a digital economy could be at risk.

Closer to home Don Norman, co-founder of the Nielsen Norman Group in Fremont, Calif., told the Times Korea is on the right track.

“The gigabit Internet is essential for the future, absolutely essential, and all the technologists will tell you this,” said Norman. “We’re all going to be doing cloud computing, for example, and that won’t work if you’re not always connected. Games. Videoconferencing. Video on demand. All this will require huge bandwidth, huge speed.”

In Canada, such predictions have given companies like Bell an excuse to engage in a national Internet Overcharging scheme they claim will help pay for building these kinds of future networks. But other countries around the world now deliver speeds Canada only promises their citizens, without overcharging them to pay for it.

“Charging for broadband traffic would be like you or I charging for the wind — it has no real value except in the eyes of the people who stand to profit from it,” Park said.

Will people notice a difference between 100Mbps and 1Gbps? Koreans say they will, according to the New York Times.

One of the customers already connected to Mr. Choi’s pilot program is Moon Ki-soo, 42, an Internet consultant. He got a gigabit hookup about a year ago through CJ Hellovision, although because of the internal wiring of his apartment building his actual connection speed clocks in at 278 megabits a second.

But even that speed — about a quarter-gigabit — has him dazzled.

“It is so much more convenient to watch movies and drama shows now,” he told the newspaper.
