Charter Shareholders Love Spectrum’s 20% Broadcast TV Fee Increase; Second Rate Hike in 4 Months

Although Spectrum Cable customers will face higher cable TV bills starting next month, the company’s shareholders are delighted, boosting Charter’s stock price more than $50 a share on the news.

Spectrum’s latest increase (the second in four months) of its Broadcast TV Surcharge will set a uniform national fee of $11.99 a month for all of its cable television customers.

In 2018, customers paid an average of $8.75 a month in local TV surcharges. But last November, Charter raised the surcharge to $9.95 a month. Now, just a few months into 2019, Spectrum wants another $2 a month — a 20% increase — to watch local television signals that are available for free to those with an antenna. That’s a steep increase for what began as a $2 surcharge for some customers starting in 2015.

Charter’s investors reacted positively to the latest rate hike, jumping the stock price from $289.91 a share to $340.95 — a $51.04 boost after the fee increase was first reported by the Los Angeles Times.

The new surcharge will be reflected on customer bills beginning as early as Feb. 21.

Charter blamed broadcasters for the “rapidly rising cost” of including local TV stations on the cable lineup. In a letter to some state telecommunications regulators, the cable operator claimed it would be inefficient to not raise prices.

Charter’s share price shot up on the news it was increasing its Broadcast TV Surcharge by 20% just four months after the last increase.

“Containing costs and efficiently managing our operations are critical to providing customers with the best value possible,” wrote Melinda Kinney, Charter’s senior director of government affairs for Charter’s Northeast Division. “Like every business, Charter faces rising costs that require occasional price adjustments.”

But many customers, especially those in marginal reception areas, are loudly complaining that Charter is raising its Broadcast TV Fee even as it drops regional over the air stations from its cable lineup. In 2017, Spectrum customers in western Massachusetts reported a gradual exodus of local TV stations from their lineup, starting with WWLP, the NBC affiliate in Springfield with strong local news coverage of the western half of the state. Today, Spectrum only provides western Massachusetts with a single NBC station — WNYT in Albany, N.Y., which keeps viewers up to date with the latest political machinations of the New York State legislature.

Next to go was Boston’s ABC affiliate, WCVB — airing the strongest coverage of local and state news of any ABC affiliate in the state. In its place, viewers now receive WTEN, the ABC station in Albany, which is covering Sen. Jim Tedisco’s support for splitting New York into two separate states — a ‘crucial’ issue for subscribers living in the Berkshires and beyond.

Other states facing “out of market” channel losses include Connecticut, California, Nevada, and Nebraska. Many of the affected stations were dropped as Charter upgraded its cable systems to all-digital television, perhaps counting on subscriber confusion amidst other changes to the cable system.

Barrett on Charter: “Greed”

The loss of local stations while rapidly increasing the surcharge for those stations has some people calling foul.

Massachusetts State Rep. John Barrett III (D-North Adams) called it “greed.” Charter mandates the Broadcast TV Fee be paid by all video customers, including those on “price locked” promotions. By breaking the fee out of the cost of the cable television package, Charter Spectrum gets to advertise packages to new and returning customers at a low cost, only to deliver bill shock when customers discover the surcharge, along with equipment and franchise fees, that collectively increases their total monthly bill.

As the second largest cable company in the country, Charter is estimated to be collecting an extra $211 million annually from its first increase in November 2018 and $391 million annually from the latest increase now taking effect. Together, that amounts to $602 million annually in new revenue starting in March. Charter will not disclose exactly how much of this money is paid to each local television station.

Charter also has a habit of boosting its set-top box equipment fees about $1 a month per box each year — an increase we are likely to see later this year, and the company already slightly increased prices for internet service late last year.

Charter executives told shareholders on its most recent quarterly results conference call that the company’s revenue increased 4.9% in 2018 to $43.6 billion. Combining that extra revenue with a $1.9 billion cut in upgrades for 2019 will allow the company to focus on additional share buybacks, increased payouts to Charter shareholders, and debt reduction.

Altice-Cablevision Advertises $99 Promotion, But It Really Cost This Customer $160+

Cable and satellite companies are notorious for baiting customers with cheap offers for internet, phone, and television service and then shocking them when the first much-higher-than-expected bill arrives, but Altice’s Optimum/Cablevision takes the bait and switch promotion to a whole new level.

Jim C. (who didn’t want to reveal his last name) is a Cablevision customer of over ten years who recently saw a rare promotion targeting existing customers offering 200 Mbps internet and “Core” television service for $99/month. That was nearly $40 less than what he was paying for service, and was his chance to slim down his TV package and get a speed upgrade as well.

“I called the number to ask about the promotion because I know how these companies work,” Jim told Stop the Cap! “You always have to get them to read off the fine print because many fees and surcharges get buried there.”

Jim was right. An impatient Optimum representative was willing to admit “there are some extra fees,” and sighed as Jim asked for details. By the time Jim was finished writing them down, he needed a second sheet of paper.

“This should be illegal — it is clearly ‘bait and switch’ designed to lure you at one price and then stick you with so many fees it turns out to be not much of a deal at all,” Jim shared. “In fact, it turned out to be more expensive than what I am paying right now!”

For the benefit of customers seeing similar promotions, here is a breakdown of just some of the extra fees not included in the $99 price:

Promotion: $99 Optimum Core Double Play Upgrade (Core TV + 200 Mbps internet) for existing customers
Term: 2-year agreement, with penalties for ending contract early

Gotchas:

  • Promotion for HBO and Showtime expires after 12 months; customers pay a regular price of $14.95 for HBO and $11.95 for Showtime during months 13-24. If you want access to on-demand titles, add $4.95/mo for each premium network.
  • Cloud DVR promotion ends after 12 months; next 12 months you owe them the regular price, which is a whopping $17.95 a month.
  • Service, equipment rates and random fees are subject to tax in some areas, up to 5.3%.
  • FCC “User Fee” of $0.08/month and fees for public, educational, and government local access channels cost up to $1.35/month.
  • Mandatory sports surcharge is $7.97/month.
  • Mandatory Broadcast TV surcharge is $4.99/month

Equipment Fees:

  • Modem rental is $10 a month.
  • Altice One cable boxes needed for TV service carry a $20/month fee. “Mini boxes” are available for $10/month per TV.

That $99 promotion actually costs the average customer with two boxes at least $163.39 a month during the first twelve months, not including taxes, and assuming the customer owns their modem and has one Altice One and one Mini set-top box. During the second year, that “$99 offer” will cost customers in excess of $218 a month, assuming one keeps both premium networks and wants on-demand access as well.

“This is completely dishonest and outrageous,” said Jim. “You absolutely must pay very close attention to the fine print in these offers, because they can get very expensive, very fast.”

Usage Caps & Market Power: AT&T Applies Overlimit Penalties to DSL, Not U-verse Customers

AT&T’s enforces usage caps with overlimit penalties on its slow speed DSL service while waiving overlimit fees for its higher speed U-verse Internet service.

In 2011, AT&T introduced a 150GB monthly data cap on its DSL customers and a 250GB cap on U-verse Internet access, promising an overlimit fee of $10 for each 50GB customers stray over their allowance. Since that time, although AT&T continues to claim all customers have a usage allowance, it only penalizes DSL customers with overlimit fees.

What makes one customer subject to a higher bill while another can use as much data as they like without penalty? Competition.

Stop the Cap! has found AT&T’s DSL customers are among those least favored by the phone company. Subjected to a data cap with penalty fees for exceeding the allowance is just one of the issues bothering customers like Sheila Rivers, who lives on Houston’s west side. Her Internet bill has gone up year after year no matter how much data she uses. Her phone line with DSL used to cost her around $45 a month. Last year, it increased to $65 and AT&T has now informed her they want another $10 a month, bringing her phone bill to almost $75 a month. As long as it hasn’t rained recently, she gets just under 6Mbps speeds from AT&T. This past spring her connection barely exceeded 2Mbps.

When Rivers complains about her bill, she is quickly offered U-verse at about half the price for faster speeds. She’d take advantage of the offer, except she can’t. AT&T’s engineers tell her there are “no more ports” open in her neighborhood at the moment.

That’s also true for Jim in downtown Chicago. He’s an AT&T DSL customer and not by choice. AT&T was supposed to upgrade his building to U-verse more than a year ago, but it still has not happened. Comcast has a record of delivering appallingly bad service in his building, judging from his neighbors who cannot stay connected to Comcast’s Internet service. That leaves him with AT&T DSL with that 150GB usage cap. He regularly pays $30 in overlimit fees every month for exceeding it.

“AT&T won’t budge on waiving the extra fees on DSL, unless I agree to sign up for U-verse and then they will issue me a courtesy credit,” Jim tells Stop the Cap! “I keep telling them ‘yes, please’ and around a day later I receive another call canceling my order because U-verse is not available in the building. It’s clear the DSL usage cap is supposed to convince people to switch to U-verse for a bigger allowance.”

Except AT&T has not enforced its 250GB usage allowance with overlimit fees anywhere we could find. In fact, customers tell us they are specifically exempted from any U-verse caps based on a message they see on AT&T’s usage measurement tool:

This week, the Houston Chronicle’s TechBlog reports usage caps for U-verse have been suspended across the city of Houston. AT&T’s current reasoning for harshly enforcing caps on its DSL service while not enforcing them at all for U-verse customers was murky:

“We’re educating our customers on Internet usage, and we inform them if their usage might affect their monthly bill.”

So what is different about AT&T’s lower speed DSL service that presumably generates less traffic than its higher speed U-verse counterpart?

The answer seems to be competition.

AT&T has aggressively upgraded many of their urban and suburban service areas to U-verse. That upgrade alone does not mean the end of DSL for customers in an upgraded area, but AT&T has clearly embarked on an effort to convince customers to abandon older DSL service in favor of U-verse. In most cases this is accomplished with promotional pricing, dramatically reducing the cost of U-verse and convincing customers sticking with DSL is an expensive mistake.

AT&T also faces cable competition in nearly 100% of their U-verse service areas — competition that has raised broadband speeds and cut prices for new customers. If the competition offers faster Internet speeds with no usage cap, toughing it out with AT&T U-verse may seem unwise. Enforcing that 250GB cap would likely drive a number of customers to the competition.

In contrast, more rural and outer suburban communities are less likely to have a cable competitor and much more likely to qualify only for DSL because AT&T has not upgraded those areas to U-verse. That leaves AT&T with a monopoly, where customers have no other choices for service. It is very easy to enforce usage caps in these areas.

“It doesn’t make any sense that AT&T would cap me to 150GB on my DSL line and charge me overlimit fees for using too much when my next door neighbor with U-verse can use the Internet 24/7 and never be asked to pay anything extra for doing it,” Rivers said. “It rubbed me wrong enough to call Comcast, where I was offered more than 10 times faster service with cable TV thrown in for $15 less than what AT&T has been charging me and no usage caps for now at least. I can’t stand Comcast but AT&T is worse.”

Rivers thinks AT&T is making a big mistake having usage caps at all.

“That one issue just cost them my business after eight years with them.”

Sticker Shock for Time Warner Customers: A Review of Comcast’s Rates & Packages

comcast twcShould a deal to merge Time Warner Cable with Comcast be approved by regulators, Time Warner Cable customers can expect a number of changes to their cable, Internet, and phone service because of Comcast’s much more involved rate plans¹.

Customers should expect to pay significantly higher prices for a package comparable to what Time Warner Cable offers today, especially for cable television.

Broadband speeds will be faster with Comcast, but also likely usage-capped at 300GB a month, with overlimit fees applied to “heavy users.”

Customers may also be surprised to discover Comcast levies a number of ancillary fees that Time Warner does not, especially for various tasks completed by a Comcast customer service representative.

Comcast and Time Warner Cable have very different operating philosophies. Comcast is quickly moving customers to all-digital cable television service, so those Time Warner customers without set-top boxes or CableCARDs should be ready for a rapid transition to all-digital TV. Time Warner Cable, in comparison, has moved slowly towards digital service and uses a stop-gap technology that delivers some digital channels to neighborhoods only when being watched as a bandwidth conservation measure. Comcast will likely scrap that technology in favor of an all-out drive to switch to digital service.

Comcast’s television packages are very different from what TWC customers are used to buying. Time Warner customers can expect significant channel losses with Comcast’s nearest equivalent basic cable service. If you enjoy a lot of sports or old movies, Comcast will make you spend nearly $20 more on a higher-cost tier to get back the networks that Time Warner used to bundle as part of their basic cable service. But Comcast makes adding “whole home” DVR service look a lot more affordable than the $30+ unbundled fee Time Warner Cable has traditionally charged for the equipment and service.

In general Time Warner Cable customers should expect a higher bill for cable television, unless they want to downgrade service (for which Comcast also charges a service fee).

Broadband service from Comcast is also very different from what Time Warner Cable has offered. Most TWC customers now get 15/1Mbps service. Most Comcast customers get 25/5 or 50/15Mbps service. However, TWC doesn’t force usage caps on customers and Comcast is systematically reimposing them on theirs city by city, usually 300GB a month. The tradeoff with Comcast is faster advertised speed that comes usage-limited vs. slower speeds you can use as much as you want. Comcast also charges the highest modem rental fees in the country — now $8 a month in most places. Customers can and should buy their own modems. Those Time Warner Cable customers who already have better double-check to make certain Comcast will still support that equipment.

Phone service isn’t much different between the two companies, so we’re not covering it here.

Television Packages

Comcast offers a bigger variety of television packages than Time Warner Cable. Comcast likes to bundle premium channels into some of their higher end packages. Time Warner Cable’s prefers an a-la-carte approach with HBO and other similar networks.

tvComcast customers start with Limited Basic service, comparable to Time Warner Cable’s Broadcast Basic package. It primarily features over the air local television stations and often runs under $10 a month. Effective this year, there is also a $1.50/month Broadcast TV surcharge applicable to all cable TV customers.

A new concept for Time Warner Cable customers is Comcast’s Digital Economy package that includes Limited Basic, Digital Economy channels, and a standard definition cable box and remote. Consider this barely promoted tier the economy bare bones basic cable package. In addition to local channels, Digital Economy offers a lineup of home shopping channels, CNN, HSN, Cartoon Network, Lifetime, History, A&E, E!, Comedy Central, Spike TV, USA Network, Fox News Channel, The Weather Channel, Food Network, Animal Planet, TLN, BET, TV Guide Network, Discovery Channel, Comcast Network, CSPAN, EWTN, Jewelry Television, and Music Choice. This package is $40 a month, although promotions may cut the cost. For some, this may be more than enough.

But most Comcast cable TV customers choose the Digital Starter package that also includes Limited Basic, Expanded Basic, MoviePlex, and Music Choice. The lineup includes just over 80 channels. This $69.95 package is still smaller than what Time Warner Cable offers its digital cable customers, leaving out networks including Cloo, CNBC World, Al Jazeera America, Discovery Fit & Health, Disney XD, DIY, a range of ESPN’s extra networks, EWTN, Fine Living, Fox Business News, Great American Country, IFC, Investigation Discovery, Lifetime Real Women, Military Channel, MLB, most of MTV’s extra networks, NBA, National Geographic Channel, NFL Network, NHL Network, most of Nickelodeon’s extra networks, OWN, Oxygen, Sundance, Turner Classic Movies, The Science Channel, and VH1’s extra networks. There are other channels left out of the lineup as well. But Digital Starter customers do get the full lineup of Encore movie channels, for which TWC charges extra. However, sports and old movie fans will be dismayed to find so many sports networks and Turner Classic Movies excluded. Comcast customers have to pay more to get them back in the lineup.

Those who can’t live without sports networks and TCM, among other networks noted above, will have to pay for Comcast’s 150+ channel Digital Preferred package. This tier brings back the cable channels you used to get with Time Warner Cable (plus Encore), but it costs an extra $17.95 a month. Check your current Time Warner Cable TV bill. Compare it against Comcast’s total combined charge of $87.89 a month for a comparable lineup. How much is your cable TV bill going to increase after Comcast takes over?

special reportFor those who want even more, Comcast offers Digital Premier, with more than 190 channels. This package includes Digital Preferred, HBO, Showtime, Starz, Cinemax and Comcast’s Sports Entertainment Package. It adds an extra $57.45 a month on top of the $69.95 Digital Starter package. That is $127.40 a month just for television service.

Time Warner customers looking for a DVR will probably be mystified by the way Comcast charges for DVR service. Comcast markets “whole house” DVR service much more aggressively than TWC. This service, dubbed AnyRoom, lets customers watch recorded shows on any set-top box-equipped television in the home, along with managing recordings. DVR service with Comcast costs an extra $8-10 a month, but Comcast also charges an “HD Technology Fee” of $9.95 a month to enable “whole house” service. Many higher end bundled packages incorporate the DVR service into the package, along with the Technology Fee.

At regular prices, a Comcast triple play customer should expect to pay $141.99 for the most bare bones TV, phone, and broadband package, $154.99 for the most popular package without premium channels, and $164.99 a month for a bundle that brings along a similar lineup to what TWC offers, along with Starz. Comcast’s nearest equivalent to Time Warner Cable’s $200 Signature Home service costs $239.99 a month and offers no better Internet speeds than what “regular” customers get.

Internet Plans

comcast-splash-internetComcast does offer faster Internet service than what Time Warner Cable has sold for the last 3-4 years, but it will likely come with a usage cap of 300GB per month, with overlimit fees applied to those who exceed their allowance. Internet-only customers are going to find higher prices for broadband service than what Time Warner Cable charges. Comcast prefers bundled service customers, and deters cord-cutters with extremely high Internet-only pricing.

Other Comcast Fees You Better Know About

Among our favorites: Comcast charging $20 to hound you at your front door for a past due payment, charging shipping/handling and other fees for “self-install” kits that save Comcast money not having to dispatch a technician to your home, installation -and- activation fees for extra outlets, and that $249 “go away” service charge for their 105Mbps broadband tier. It is important to note not everyone will pay these fees and promotions often waive some of them. Customer service representatives will also drop some of them when asked, and may remove them from your bill if you complain loudly enough.

  • Pay by Phone Convenience Fee: Making a payment by phone with a customer care representative will cost $5.99 per payment;
  • Copy of Bill: For bill statement copy requested by phone or in person, there is a $5 charge per bill;
  • Unreturned/Damaged Equipment: Charged at the suggested manufacturer’s replacement cost.

How to Get a Better Deal for Verizon FiOS; $79.99 Triple-Play Offer With $300 Rebate Card

Cablevision CEO Jim Dolan may have to eat his words when he told shareholders he was done giving promotional discounts to customers bouncing back and forth between competing providers. Now Verizon has given Cablevision customers an excuse to say goodbye to the cable company for at least the next two years.

The Verizon FiOS $79.99 Triple Play promotion is back and includes a $300 Visa rebate card and free activation when ordering from Verizon’s website.

The package includes:

  • FiOS TV’s “Prime HD” tier, which includes around 215 channels, 55+ in HD. (See channels);
  • FiOS Basic Internet (15/5Mbps), upgradeable to 50/25Mbps for $10 more per month;
  • Verizon Home Phone including unlimited calling and features including Voice Mail, Caller ID and Call Waiting;
  • a 50% optional discount off HBO and Cinemax for one year.

The fine print:

  • Promo rate shows up on your Verizon bill as a $35 credit during months 1-12 and a $25 credit for months 13-24. That means you will pay $79.99 for the first year, $89.99 for the second. Factoring in the $300 gift card, your rate is still under $88 a month for two years;
  • Offer for new FiOS customers only. (Existing customers – see below);
  • A $230 early termination fee applies to this 2-yr contract offer, with the dollar amount gradually decreasing for each month of service;
  • Equipment costs, a $3.48 Regional Sports Network fee, taxes, franchise fees and other similar charges are extra.

fiosHere are some tips for current FiOS customers:

  1. Current FiOS customers may be able to negotiate a very similar deal (without the gift card) by talking to Verizon’s “Elite Team,” a/k/a Customer Retentions. Call Verizon’s customer service line (1-800-837-4966) and select the option to cancel service and your call will be transferred.
  2. Customers off-contract will have the best results securing a new promotional deal. On-contract customers nearing the end of their agreement can suggest they are willing to pay the last few months of a pro-rated early termination fee to leave if they cannot get a better deal with Verizon.
  3. Let the representative know you can always cancel your existing service and take advantage of a new customer promotion under your spouse’s name, but “to save both of us time and aggravation, let’s work out a comparable deal with my existing service.”
  4. Verizon often has one-year customer retention deals available that do not impose any term commitments. Make sure to ask the representative about no-contract options, if not volunteered, because certain off-contract retention deals can actually cost less. It is very unlikely you will get the gift card, but you might be able to win a one time courtesy credit.
  5. Request a free upgrade to Verizon FiOS Quantum (50/25Mbps service) as part of a retention deal.

Earlier this year, customers told Stop the Cap! they had success securing a 12 month, no-contract retention offer that included a mid-range television package, 50/25Mbps broadband, and home phone service for $95 a month with an invitation to call back and sign up for a similar deal one year later.

Verizon’s pricing is very aggressive and beats both Cablevision and Comcast in the northeast.

Cablevision now offers a triple play bundle for $84.95 a month for one year that doesn’t include installation charges or other ancillary equipment, service, programming, taxes, and franchise fees. Cablevision isn’t offering a $300 gift card either. But the cable company does include a free Smart Router and free Optimum Online Ultra 50 for six months.

A similar two-year promotion from Comcast runs $89 a month in northern New Jersey and includes a $300 gift card and then a nasty surprise after the first year. Once a customer reaches month 13, the promotional rate increases to a whopping $109.99 for the remainder of the two-year agreement — quite an increase. The Comcast promotion also offers far fewer television channels (80+), but does bundle HBO and X1 Advanced DVR service for one year, includes 20Mbps download speeds, and Streampix free for three months. The usual extra fees also apply.
