A bill in the Georgia legislature that would divert a portion of a state fund that currently subsidizes rural landlines towards rural internet expansion ran into trouble last week after lobbyists representing AT&T and several small rural telephone companies announced opposition to the measure.

Sen. Steve Gooch (R-Dahlonega), the chief sponsor of Senate Bill 65, is seeking to boost subsidy funds to expand high-speed internet in unserved areas of the state. His bill would designate up to $35 million annually towards construction of new broadband connections. Without the measure, state residents would instead see a reduction in Universal Access Fund (UAF) fees on their monthly phone bills beginning later this year. But if the bill passes, modest UAF charges would continue at 2020 levels for an additional nine years, expiring June 30, 2030.

Georgia’s Senate Regulated Industries Committee reviewed the current state of rural broadband funding in a meeting held last Thursday in Atlanta. Gooch noted Gov. Brian Kemp already set aside $20 million for rural broadband in the 2021 state budget, but he felt more needed to be done.

“Twenty million dollars […] is a good start,” Gooch said. “But we need to put more money into this year after year until the problem is fixed.”

Gooch’s measure has attracted 20 co-sponsors in the legislature so far:

Georgia’s cable and phone companies appear much less supportive of Gooch’s effort. Leading the charge against Gooch’s bill was AT&T Georgia. Kevin Curtin, AT&T’s assistant vice president of legislative affairs in Georgia, said diverting money from the UAF Fund to rural broadband expansion was unnecessary.

“There are many federal government programs doling out substantial amounts of funding to spread broadband,” Curtin said. AT&T has regularly pointed to the FCC’s Rural Digital Opportunity Fund (RDOF) as the best source of rural broadband funding. The 10-year, $9.2 billion program has already designated $326.5 million for rural broadband expansion in Georgia. But it will take years for RDOF to dispense its available funds.

The state’s largest lobbying group for the cable industry does not care for the bill either.

“We want to continue to try to bring broadband to every Georgia citizen,” said Hunter Hopkins, interim executive director of the Georgia Cable Association. “Let’s just put more money in the general fund versus tinkering with the UAF.”

Rural Georgians are usually left waiting indefinitely for private industry investment to expand rural internet access. Instead, rural utility cooperatives are now stepping up to solve the rural broadband problem in parts of the state, often without waiting for government subsides.

Last week, Conexon, a fiber overbuilder and internet service provider teamed up with two member-owned utility co-ops with a plan to bring high-speed gigabit internet to 80,000 homes and businesses in 18 rural Middle Georgia counties.

The partnership will combine utility co-op investments of $135 million from Central Georgia EMC and $53 million from Southern Rivers Energy with $21.5 million from Conexon to build a new, 6,890 mile fiber to the home broadband network over the next four years that will serve residents in Bibb, Butts, Clayton, Coweta, Crawford, Fayette, Henry, Jasper, Jones, Lamar, Meriwether, Monroe, Morgan, Newton, Pike, Putnam, Spalding, and Upson counties. Monroe County has also offered $1.3 million to incentivize the partnership to break ground in that county as quickly as possible.

Customers in rural Georgia have given up waiting for companies like AT&T and Windstream to expand high-speed internet service.

“The majority of members in our service area have no access to the quality, high-speed internet service they so desperately need. That changes today,” said Southern Rivers Energy President and CEO Michael McMillan. “We know electric cooperatives play a critical role in connecting underserved areas and we are proud to partner with Conexon to help bridge the digital divide for our communities. This partnership will enable thousands of rural Georgians to finally access the same online connections as those in more urban areas, while allowing us to maintain focus on our core mission – providing reliable, affordable electricity to our members.”

Verizon’s Leaky Power Blamed for Damaging Copper Water Pipes, Costing Homeowners Thousands

Some residents in eastern Queens, N.Y. have paid tens of thousands of dollars to replace copper water pipes, some damaged beyond repair just three months after being installed, after mysterious stray electric current traced back to Verizon caused the pipes to prematurely deteriorate.

In April, without admitting liability, Verizon reached out to homeowners on 188th Street in the Fresh Meadows area, offering to reimburse costs incurred dealing with leaking, corroded copper water pipes.

The problems began nearly four years ago, affecting residents of Jamaica Estates, Rosedale, Flushing, and other nearby neighborhoods. An epidemic of water leaks originating in copper pipes that connect homes to the municipal water supply resulted in waterlogged front lawns and small rivers of water running down streets with no rain in sight. Copper water pipes rated for 60 years of service began failing after as little as three months. Inspection found premature corrosion and leaks.

What caused the pipes to deteriorate so rapidly, forcing some homeowners to replace their feed lines four times over the course of a few years? An investigation conducted by the New York City Department of Environmental Protection (DEP), which is responsible for supplying water service in the area, discovered the culprit was stray direct current electricity traveling underground. When DC voltage reaches copper pipes, electrolytic corrosion begins. True electrolysis is rare and had not been seen in most cities for decades, primarily because of the retirement of high amperage DC current-fed trolley cars our grandparents and great-grandparents once rode.

As some homeowners continued to face thousands in repair bills, a classic game of finger-pointing ensued over where the excess leaking voltage was coming from. Con Ed was a natural suspect, except for the fact it supplies alternating current (AC) voltage, which was not responsible for the corrosion problem. Con Ed blamed Verizon, claiming the source of the stray electricity was coming from Verizon equipment on a pole in Rosedale. Verizon called Con Ed’s investigation flawed because that particular pole carried fiber optic FiOS cables. Besides, it was highly unlikely leaking voltage traced to a single overhead pole could cause the kind of damage being found in Queens.

In 2017, the DEP commissioned Corr-Tech, an independent consultant, to find the source of the stray voltage, and verify if city infrastructure was responsible. In a 2018 report, the consultant stated that the leaks were not caused by city infrastructure but rather by a private utility, namely Verizon.

Corr-Tech found that although Verizon had commissioned FiOS fiber optic service in Queens years earlier, its older network remained in service. Verizon’s copper infrastructure is powered by DC voltage and if allowed to fall into disrepair, could leak DC voltage from buried phone cables. In this part of Queens, Verizon used lead-sheathed communications cable in terracotta ducts in the immediate vicinity of the deteriorated copper piping. Terracotta is the same material used to make clay flower pots, and is relatively fragile and subject to cracking and breaking.

After the 2018 report was issued, Verizon announced some results of its own investigation, concluding “when homeowners disconnect traditional copper telephone wires, by either going to FiOS or removing phone service altogether, Verizon continues to emit a current through those lines.”

But Verizon did not accept direct responsibility, and for the rest of 2018 into 2019, copper pipe failures persisted. At least 32 private water service lines along the east side of 188th Street and between 73rd Avenue and the Grand Central Parkway have failed since 2017.

“We’re not talking about one or two or five or ten, were talking about dozens,” said City Councilmember Barry Grodenchik. “Let me do the math for you, one person having a broken water main into their house is bad luck on one block, two of them is a coincidence, 32 in such a short stretch of 188th Street is a statistical impossibility unless there is an intervening force.”

In January, fed up residents were joined by members of the City Council and New York Assembly at a press conference calling on Verizon and the DEP to resolve the situation and reimburse homeowners. Assemblyman David Weprin proposed a bill in the New York State legislature that would put the onus on DEP to replace damaged water pipes at their expense, and then chase Verizon for reimbursement.

“The homeowners should not be responsible,” Weprin said in January. “I will be introducing a bill tomorrow in Albany, hopefully with the support of my Assembly member colleagues, to not require the homeowners to lay out the money. DEP is in a better position to layout the money, in the thousands of dollars, and then go after the third-party, in this case Verizon, rather than the homeowners.”

Because Verizon may ultimately be found financially liable, the company is now disconnecting line voltage from unused landlines, but despite reducing stray DC current, it remains present underground. Verizon will likely have to decommission its copper landline network or replace it to fully eliminate the excess voltage. In the meantime, Verizon recently sent letters to all affected homeowners stating it hired Sedgwick Claim Management Services “to evaluate claims for reimbursement for monetary expenses incurred as a direct result of the leak of your corroded copper water pipes.”

In return for signing a release of all claims against Verizon for damage, the phone company says it will begin reimbursing valid claim holders. Some neighborhood activists have little trust in Verizon or its motives, and questioned whether that signed release would prevent future claims from being processed. Verizon denied that would be the case and said it would continue to reimburse impacted homeowners in the future. Many would prefer not having to cover the costly repairs out-of-pocket and then wait for reimbursement. Some have proposed a fund paid for by utility companies to cover replacement costs directly.

A few lawmakers wonder if Verizon’s deteriorating underground infrastructure could be a ticking time bomb waiting to go off in other neighborhoods and in other states.

“Homeowners have been affected, and yet again we’ve seen a huge corporation just shirk their responsibility for doing the right thing by each and every homeowner,” said Assemblywoman Nily Rozic. “It is incumbent upon the city it’s incumbent on the state the Public Service Commission, to make Verizon step up and really deliver for homeowners.”

Comcast and Charter Communications are providing free and open access to more than 12,000 Wi-Fi hotspots in Georgia and the Carolinas as Hurricane Florence begins impacting the three states.

“In response to Hurricane Florence, we have opened up more than 5,100 Spectrum Wi-Fi hotspots in North and South Carolina. These hotspots are open to all users until further notice in coastal communities like Wilmington, N.C., and Myrtle Beach, S.C., as well as inland to the Charlotte, Raleigh-Durham, Fayetteville and Greensboro areas,” Charter said in a statement.

To connect your device, look for the “SpectrumWiFi” network under your device’s WiFi settings in Charter service areas, “xfinitywifi” in Comcast country.

“It’s critical that impacted residents are able to communicate during challenging weather events such as Hurricane Florence,” said Doug Guthrie, regional senior vice president for Comcast.

As a result, Comcast is opening up almost 7,000 hotspots in Augusta and Savannah, Ga., and Charleston, S.C. Both cable companies are welcoming subscribers and non-subscribers alike.

Hurricane Florence, although currently downgraded to a Category 2 hurricane, remains a vast hurricane with a large wind field of hurricane force winds, and will likely pummel the region until Saturday. Combined with intense rainfall and catastrophic storm surges, devastation is likely along coastal regions of all three states. Duke Energy, which serves North and South Carolina, anticipates extended outages for at least three million customers during Hurricane Florence.

As of 5 p.m. ET Thursday, the center of Florence was 100 miles east-southeast of Wilmington, N.C. and 155 miles east of Myrtle Beach, S.C. The hurricane has slowed to just 5 mph.

Other states likely to be impacted by flooding rains, storm surge, and winds are Maryland and Virginia.

Actual landfall of Florence is not expected until at least Friday afternoon, according to Neil Jacobs at the National Oceanic and Atmospheric Administration (NOAA).

Cable outages are often a result of power outages. If electricity goes out in an area, cable services will go as well, and remain unavailable until power is restored. If cable infrastructure is also damaged, service won’t return when electricity does and outages should be reported to the cable company. Traditional landline service is powered independent of the electric grid. Report any service outages to the telephone company.

If infrastructure is severely damaged, it could take several weeks to restore electric, phone, and cable service after a major hurricane.

Mother Of All Service Outages: Liberty Cable Promises Puerto Rico Full Restoration in Mid-2018

Liberty Cablevision of Puerto Rico has estimated it will take as long as June of this year to fully restore cable and broadband service to Puerto Rico.

It has been over 100 days since Hurricane Maria devastated Puerto Rico and the U.S. Virgin Islands. At least 45% of Puerto Rico remains without any electricity, and the U.S. Army Corps of Engineers estimates it will take until May to fully restore power — eight months after the hurricane hit.

The island’s well-publicized power scandal with a politically-connected contractor also involves a decrepit utility, likely corruption in contract awards, incompetent management, and political interference from conservative groups who want to privatize the island’s utility and sell off its assets to corporate interests and entrepreneurs competing to turn the island into an experimental laboratory for renewable energy sources. All contribute to a slowdown in power recovery because no plan has adequate backing and sufficient resources to quickly bring power back online. Instead, mutual aid assistance from U.S. utilities is gradually rebuilding and strengthening the island’s existing power grid.

Liberty Cablevision claims many of its outages are power-related. When power is restored, their service will return as well. But many of their former customers will not. More than 140,000 Puerto Ricans have left since the storm hit Sept. 20 and some experts estimate more than 300,000 more could leave in the next two years. That’s on top of a similar number that have already left over the last decade as a result of the perpetual economic crisis on the U.S. island territory of 3.4 million.

Liberty is rebuilding significant parts of their network, spending millions to replace damaged coaxial cable with fiber optics, especially in areas closest to the eye of the hurricane where damage was greatest.

Liberty Global, controlled in part by cable magnate John Malone, this week completed spinning off Liberty Cablevision of Puerto Rico to Liberty Latin America, a new independent, publicly traded company. Included in the spinoff are Cable & Wireless Communications, a familiar telecom company serving Caribbean islands, parts of Latin America and the African island nation of the Seychelles, and VTR – Chile’s largest cable company.

As of Dec. 29, 11.0% of Puerto Rico’s cell sites remain out of service. One county, Vieques, has greater than 50% of its cell sites out of service.

The FCC has received reports that large percentages of consumers are without either cable services or wireline service. While the companies have been actively restoring service, the majority of their customers do not have service because commercial power is not yet available in their respective areas. In Puerto Rico, there are no major telecom switches still affected.

As Puerto Rico approaches the first month anniversary of Hurricane Maria, only small amounts of incremental progress have been made restoring the island’s telecommunications networks badly damaged by the storm.

Wireless Service

According to the Federal Communications Commission, 75.3% of Puerto Rico’s cell towers are still out of commission and many of those restored to service are functioning on generator backup, often using portable cell tower infrastructure that offers a fraction of the coverage area normal service used to provide. The majority of restored towers are in the immediate vicinity of San Juan, while many other parts of the island remain totally without service. Claro, a Mexican-owned cell company that used to offer the best coverage across Puerto Rico still remains the most reliable after the storm. All four wireless companies operating in Puerto Rico are offering free roaming to customers so as towers are restored to service, the companies can provide coverage to as many residents as possible.

The FCC believes approximately 61% — one percent higher than last week — of the population can now get some cell signal. But that figure is slightly misleading because the largest percentage of the population lives around or in San Juan, the city with the best service restoration so far.

In contrast, most cell sites in Texas, Louisiana, Mississippi, Alabama, Georgia, and the Florida Panhandle affected by two earlier hurricanes were restored to service within two weeks. Cellular providers point out the reason for the difference is the availability of commercial power and reliable backup generators, both not widely available in Puerto Rico even now.

The U.S. Virgin Islands, also devastated by Hurricane Marie, are also struggling with repair efforts. At least 55.4% of cell towers are out of service on those Caribbean islands, with 88.9% still down on St. John, the smallest of the three islands that make up the U.S. territory. Because repair efforts have been more effective on the other two islands, about 88% of the territory can now get a cell signal.

Electricity

NBC News reported today that 17.7% of Puerto Rico now has electricity, but it is very unreliable and there are daily outages that sometimes extend for hours. The Army Corps of Engineers hopes to have in place by next week — more than a month after Hurricane Maria made landfall in Puerto Rico — two 25-megawatt generators at a plant in San Juan to help stabilize electricity there. The generators arrived Oct. 13, and a target date of Oct. 25 may be missed because of ongoing inclement weather. Once installed, the generators will extend electricity to about 30% of the island — mostly in the northeastern section around San Juan — and stabilize power for those who already have it.

The government is prioritizing electricity restoration for public safety and hospitals, public/government institutions including sewage and water treatment plants, schools, and then the island’s large pharmaceutical industry, which own several large drug manufacturing plants.

The order of priority the government is giving to service restoration is upsetting Claro, one of the island’s largest cell companies.

“Businesses and the government itself can hardly operate efficiently without an appropriate telecommunications structure,” said Claro representative Pedro Andrés. “For example, without telecommunication services the bank could not operate and that means that there would be no access to money for people, businesses could not handle electronic transactions, medical plans would not work and suppliers could not dispatch. That is, the country would be paralyzed.”

Andrés wants the power authority to make sure that electric service is restored to cell towers as soon as practical.

Residents are being told they can expect 95% electricity service restoration by Dec. 15.

Cable and Telephone

Liberty Cablevision of Puerto Rico is only working for about 1% of its customers, so it is focusing on offering free Wi-Fi hotspots for now.

Diesel generators are currently powering some of the island’s 911 service centers, which are now back up and running normally.

Cable service remains basically non-existent in Puerto Rico because of the lack of electricity. Liberty Cablevision of Puerto Rico has reported it has restored full service to about 1% of its customers, although a significantly higher number will have service back immediately after electricity is restored. Liberty promises automatic service credits for the duration of the outage and has told customers to ignore billing that was already in the mail when the storm hit. Liberty is currently focused on reaching and retaining the goodwill of its customers with a network of free Wi-Fi hotspots.

The island’s landline provider reports there are six central switching offices out of service on the island and there are problems connecting long distance calls.

But these 22 FM radio stations are still out of service: W227CV, WCAD, WCAD-FM2, WCRP, WELX, WFDT, WIOC, WIPR-FM, WJDZ, WMIO, WNRT, WNVE, WQBS-FM, WTPM, WVQR, WXHD, WYAS, WZAR, WZCA, WZET, WZMT, and WZOL-FM3.
