AT&T Will Increase U-verse Speeds to 75Mbps and Beyond In Major National Upgrade

Will be available to 8.5 million additional customers by the end of 2015

AT&T will spend $6 billion over the next three years to upgrade broadband speeds across its 22 state operating service area and further expand its U-verse broadband platform to reach suburban and exurban customers stuck in the DSL broadband slow lane.

AT&T today announced existing U-verse customers will be able to buy upgraded speeds as high as 75Mbps by the end of 2013, with speeds increasing to around 100Mbps further out. AT&T’s current U-verse platform is currently constrained with maximum speeds of around 24Mbps.

Customers currently bypassed by AT&T U-verse may still have a chance to get the service in their community. AT&T announced plans to expand the fiber to the neighborhood service by more than one-third, with an additional 8.5 million customers able to sign up by the end of 2015.

AT&T also announced an eventual replacement for its existing ADSL platform, which currently offers speeds ranging from 768kbps to around 12-15Mbps in certain areas. The company’s lighter version of U-verse, dubbed U-verse IPDSLAM, will be introduced to 24 million AT&T customers in smaller communities by the end of 2013. Customers will be offered phone and Internet service over the network — but not television — with broadband speeds up to 45Mbps.

About 25% of AT&T’s rural customers will not see any upgrade to their current landline service. Instead, AT&T announced it will seek to gradually decommission rural landline networks and transfer those customers to its 4G LTE wireless service for both broadband and voice service, pending regulator approval.

Short on specifics, AT&T did not say whether rural customers will face the same broadband usage caps that are familiar to other AT&T wireless customers.

AT&T plans to upgrade its broadband speeds using a combination of technologies:

  • Pair bonding existing copper wiring to get additional bandwidth;
  • 17MHz: Devoting six frequency bands to broadband, up from the current four;
  • Vectoring: Using technology to reduce or eliminate speed-robbing crosstalk noise on existing lines;
  • Additional Copper Wire Reductions: Bringing fiber further into neighborhoods to reduce the distance of copper wiring between your home and AT&T’s network;
  • Using “rate-adaptive” technology to let equipment select the fastest possible speeds with a tolerable error rate.
AT&T also announced it is dedicating fiber to the building service exclusively for business customers. AT&T said it will expand its fiber network to reach one million more business customer locations — 50 percent of all multi-tenant business buildings, over the next three years. That fiber growth is expected to help facilitate the installation of small cell technology in the years ahead to offload wireless traffic on existing cell towers.

An Open Letter from a Frustrated Frontier Employee: Part 3 – Fun Facts About Our Broadband

A very frustrated employee of Frontier Communications working in one of their Ohio offices sent Stop the Cap! a detailed report on some of Frontier’s problems with customer service, unfair fees, and other horror stories. In this final part, a look at Frontier’s broadband service and how the company is still struggling to integrate ex-Verizon customers now a part of the Frontier family. “It is as if Dollar Tree bought out Wal-Mart.” 

Frontier recently began marketing faster Internet speeds to many of their customers who can finally sign up for something roughly equivalent to today’s standard speeds from cable operators. But even in its more advanced forms of bonded DSL, ADSL2+, and VDSL, all remain distance-sensitive. Customers may simply never get the speeds they were promised if they live too far from the phone company’s central office.

Frontier wants to see the end of speed test results like this.

We recently started pushing our premium speed broadband to customers who qualify for our new speeds, which run up to 25Mbps for residential customers. Customers who truly qualify for this service will actually get to receive decent speeds comparable to what Time Warner Cable and Comcast offers.

We were originally planning to market this as competitive with FiOS fiber optic speed, but I’m honestly not surprised they dropped that angle once they thought of how stupid it would sound to veteran DSL customers that a standard telephone line could reach those speeds. Even the majority of our Frontier FiOS customers are sometimes lucky to receive the speeds that cable offers, but for different reasons.

If a representative says you do qualify for faster Internet service, it is still an absolute crap-shoot whether or not you will actually get through a two-hour streamed Netflix movie in two hours instead of four thanks to buffering issues.

We are still in the early stages of rolling out these new speeds and there are still many issues in our internal systems to work out. For example, if our internal Salesforce/DPI system has not been updated, you are not going to get the faster speed service even if you can see the central office from your house. When it does show a customer is qualified, both the customer and I rejoice because I get a commission and the customer can now successfully access Facebook in less than three hours. Unfortunately, we don’t live in a perfect world and three of my orders for premium broadband Internet failed to complete despite the fact our system said they were qualified.

The cryptic reason? “Technology restraints do not allow this customer to reach any higher speeds.” That comes courtesy of our techs, who use it as a catch-all to cancel orders. Nobody can tell me why. I’ve asked dispatch, assignment, and tech managers and they have given me different explanations — none that seemed valid.

That leaves me calling back the customer, now excited they can finally use our broadband service to play online video games or Skype their son in college without being disconnected and let them know I was a big fat liar when I promised them something better, only to leave them stuck with what they had.

Next we need to update the information in those customers’ profiles so future reps do not lead them on. I have rechecked those accounts and to this day none of that information was updated. I just see my cancelled orders. So, there is even misinformation taking place within the company, preventing us from providing a risk free service.

Modem fees are a nuisance to a number of Frontier customers. The company is eliminating them for some customers.

Modem fees no longer apply to many Frontier broadband plans

Modem fees used to be an issue, however they are now increasingly included in the price of your broadband service. This can be especially good news in a competitive market where your broadband bill drops by nearly $7 a month, but those already using their own equipment will no longer see any savings from service credits applied to their monthly bills.

Are you really getting Frontier FiOS broadband speeds? Maybe not.

Speaking about misinformation, we have several Frontier FiOS customers that are actually only getting basic cable or DSL Internet speeds because their house was never actually wired with fiber. A street may have fiber optic cables all around, but if a customer is still using copper cable from the pole and inside their home, they are paying for services they are not getting. These customers are often noted in customer records we can access, but we are discouraged from sharing that information. This is not entirely our fault. This was a problem left over from the previous owner, Verizon Communications, which left us the mess to clean up. If you are only receiving half of the FiOS speed you are paying for, this may be why. If you complain, we will issue credit or create what we call a “SIFT Ticket” to send a tech to investigate a possible service upgrade.

Playing the Telephone Game with the telephone company

There have been countless times when I’ve been told five different things by five different people about how to handle a customer calling in for assistance. I understand that with millions of customers it is hard to predict what will happen on that next call, but simple things such as a consistent way to handle customer requests should be standard stuff. So, what can I do? Pick one of the five options and hope it is the right one for the customer.

Working for Frontier means dealing with short term goals that vary wildly day to day with no focus on any sort of objective. These loose operations and inconsistencies come straight from the top. This affects our long term goals as a company (whatever the hell those might be). These endlessly varying short term goals leave us with no foundation for long term goals because… again, there is no focus. That needed to be said twice.

Customers notice the rampant inconsistencies. A lot of customers candidly tell me, “you guys are spread too thin, and there is a severe lack of communication between all of your call centers.”

This is true, and much of it has to do with our purchase of former Verizon landline customers. It is as if Dollar Tree bought out Wal-Mart. I feel like we have bit off more than we can chew, despite the fact management dismissed these concerns as “speed bumps from the conversion.”

It is now 2012 and 2013 is coming closer every day and I am still dealing with the same issues that should no longer be happening as often as they should.

So, in closing, this has been my rant about the company I work for. I do enjoy my job (honestly, I do) and the people I work with are great. Even the customers who scream and yell at me, or the ones who commend me for my work, they’re all great in their own way. Nothing is as satisfying as actually calming someone down who has an issue with their bill, only to have them apologize and be grateful they got me on the phone. You have to truly be a people person to do this job, and not just do it for the money or it won’t work out for you. I’m not the most perfect representative, but I hope to strive to truly make every day I’m there in my cube less and less miserable and tedious.

Hopefully this crap can eventually be flushed and one day soon Frontier’s wheels will run smoothly.

Frontier Communications is targeting promotional offers to customers that have been impacted by cable service outages and rate hikes, despite having a relatively poor service record itself.

Frontier president and chief operating officer Dan McCarthy told investors attending the recent Goldman Sachs Communicopia Conference the company was pulling out all the stops looking for surgical marketing opportunities.

“People don’t wake up every day, and say, ‘I want to switch broadband providers.’ It’s really about finding what is that lever to pull. Sometimes it’s a message at a key point — it could be during an outage, it could be during change of prices for them. It could be there are some substandard speeds that are being offered,” McCarthy said. “We are looking at what is the right mix of messaging and promotional offers that really allow us to do that. I think you’ll see us be pretty aggressive in that area,” he added.

But Frontier itself has had plenty of service problems, and was the only major Internet provider in the country to have lost ground in a July FCC report measuring broadband quality. The company continues to face extensive service outages when fiber cables are cut or copper wiring is stolen by thieves. Recent storms this past summer disrupted 277 Frontier central offices in the Carolinas, Indiana, Pennsylvania, and West Virginia, according to a Securities and Exchange Commission filing. The repair work, including overtime and equipment, is expected to cost the company at least $15 million.

Frontier reports it expected to replace at least 167,000 feet of damaged or stolen copper cable and purchased 203,000 backup power generators to keep central exchanges up and running during extended electric outages.

This week, a major service outage struck customers in parts of Ft. Wayne, Ind. after an accident severed an important cable.

A number of customers in Frontier service areas have already disconnected their landlines with the company, but where cable companies do not provide service, Frontier reports it is having success selling a standalone DSL product it dubs, “Simply Broadband.”

“We are seeing success in attracting and retaining customers with this product and it is having a positive impact on our Q3 residential customer counts,” Frontier reports in an SEC filing.

Frontier has also recently announced speed boosts in several states that can deliver up to 25Mbps DSL service to certain customers.

Frontier Communications is ready to deliver some customers faster DSL speeds in portions of West Virginia that have, until now, been stuck with 3-6Mbps from the phone company.

Residential and business customers in certain exchanges within Kanawha and Putnam counties can now upgrade to speeds up to 25Mbps for $54.99 a month, which Frontier claims also includes a combination modem-wireless router. Small business customers can get up to 40Mbps DSL service, where available.

Dana Waldo, senior vice president and general manager for Frontier’s operations in the state told the Charleston Daily Mail the company’s new Broadband Ultra and Ultimate DSL will be gradually extended within both counties by the end of this year. In order to sell faster DSL service, Frontier has to replace portions of its existing network with fiber optics and install new equipment to reduce the length of copper wire between the phone company and the customer.

Larger businesses in West Virginia are being marketed an even faster Metro Ethernet product, which can deliver gigabit speeds and beyond, for an exceptional amount of money.

The speed expansion, which covers both the city of Charleston and the growing suburbs to the west in Putnam County along Interstate 64 towards Huntington, is likely designed to curb customer defections to competing cable providers, which have delivered faster speeds in the rapidly growing region.

Frontier has not indicated when it plans faster broadband service for the rest of the state.

Faster Frontier DSL Arrives in Ohio… If You Qualify

Frontier Communications has boosted speeds for some customers in 28 communities in Appalachian Ohio, but Stop the Cap! readers report actually qualifying to get faster broadband can be hit or miss.

Frontier has deployed ADSL2+ bonding technology in several exchanges throughout the region, which means customers can potentially double their current broadband speeds. The company says it will now sell residential customers up to 12/2Mbps and business customers up to 15/2Mbps DSL.

“With Frontier’s recent deployment of the latest broadband technology, residential customers can get the speeds they need to stream high-definition videos, run multiple devices, do online gaming and surf the net without lag,” said Dave Davidson, senior vice president and general manager for Frontier’s Ohio operations. “The ADSL 2+ Bonding technology also allows us to offer business customers super-fast speed that’s perfect for sending large files and for videoconferencing.”

The communities where Frontier recently deployed technology for increased broadband speeds in Appalachian Ohio include:

  • Central Ohio — Logan
  • Eastern Ohio — Bowerston, Byesville, Cambridge, Cooperdale, Flushing, Freeport, Knoxville, Lowell, Lower Salem, North Georgetown, New Philadelphia
  • Southern Ohio — Albany, Athens, Portsmouth, Guysville, Wellston, Idaho, Jackson, Lucasville, New Marshfield, Otway, Pomeroy, Shade, Piketon, Wellston
  • Southwest Ohio — Felicity, Manchester

But several Stop the Cap! readers in Ohio told us even though their communities are on Frontier’s upgrade list, they still don’t qualify for anything above 3-5Mbps service.

“Frontier’s online qualification tool rarely works, and is generally useless for predicting your likely speed, so I called Frontier this morning to inquire about 12Mbps service and was told my exchange does not yet qualify for the new speeds,” writes Dana B. from Jackson. “It would have been nice because I currently consider it a good day when a speed test shows I reach 3Mbps on my Frontier DSL.”

Ken, who lives near Manchester, found out he could not get the faster speed either.

“Frontier’s national customer service really was not much help as they simply processed my order,” says Ken. “Several hours after I was confirmed for the new speeds, I got a call back saying my line could not handle anything faster than around 5Mbps, which is about what I have now thanks to the hard work of a local lineman who tuned up my DSL service during an earlier service call.”

“It’s a real bummer because Frontier is charging me some very high prices for what I can manage to get, but unless and until a cable company wires my street, I do not have any other option.”
