Big cable and phone companies can thank 2011’s Hurricane Irene for keeping them from scoring #1 on the American Customer Satisfaction Index’s top most disliked companies in America. Those choice spots were reserved for utility companies on Long Island and in Connecticut.

But even the rain-soaker that left millions without power for weeks couldn’t keep America’s perennial hatred of cable and phone companies from the top 15 list:

#3 Charter Communications – The “Don’t Care-Bears” of Cable

America’s worst cable company delivers downright shoddy customer service and dodgy billing practices a loan shark would not dare try. The company has been flopping around like a beached whale since exiting its “stiff our creditors good with a quick trip to bankruptcy court,” and is now back to stiffing their customers instead:

“The sales rep originally promised us a $42.95 a month for services, with an introductory price of $24.95 for the first 3 months (a savings of $18 a month). After the introductory period ended, the company started charging me $56.95, when I finally caught on that they were charging me $14 more per month than what is said on the Work Order (could provide at anytime for proof), he never once mentioned that there will be a $10 more per month, and now the company says if you have no other cable service with us (Charter Communications), you are to be charged $10 more per month!!”

#4 Comcast – Hey, It Could Be Worse — At Least We’re Not Charter!

Comcast had a bad year with faulty e-mail, failing equipment, and more excuses than CVS has pills. Unprofessional contract installers also have problems keeping their hands to themselves. The largest cable operator in the country has also been known to empty checking accounts when they want their money, and there are horror stories about installers leaving wires, clips, and nails scattered on front lawns, quickly becoming projectiles when the mower runs over them.

Their cable service shampoos in mediocrity scoring 61 out of 100 and the “digital phone” service they run is the conditioning rinse, doing slightly better with a score of 67.

#6 Time Warner Cable – Always Listening to Customers, and Then Ignoring Them

Rated 63/100, Time Warner Cable managed a four point improvement over last year, which will be promptly erased if they keep experimenting with Internet Overcharging schemes.

Derided for “third world” customer service worthy of a despotic backwater dictatorship, slow Internet speeds, endless outages, and gouging rates, the ACSI has few nice things to report about America’s second largest cable conglomerate.

One customer vented, “TWC has destroyed my business and doesn’t give a damn: I first complained five weeks ago about outages and miserable upload speeds. I need to send large files to clients. I’ve had two technicians visit, who both found it was in the neighborhood. Today, I found the situation has not changed and am told there’s no further work order.”

Customers also complain about being stuck with Time Warner because there are no competing services in the area.

That being said, we’d rather have Time Warner Cable than AT&T or Comcast, and our personal customer service experience in western New York has been excellent for us, so it depends on where you live (and what competition they have in your area.)

#7 Cox Communications – Beam Me Up, Scotty!

Now we know where Time Warner’s four extra points came from — at the expense of Cox Cable, which is down by that same amount turning in a truly pathetic score of 63 out of 100.

Time Warner Cable occasionally threatens to buy out Cox, at least if industry rumors prove true, which might actually be an improvement.

Cox’s problem is time-honored for the cable industry — it gouges customers with outrageous rate increases the oil and gas industry don’t have the stomach to attempt.

Customers complain Cox is the High Priestess of Bait & Switch, signing customers up on one promotion and then shifting them to another, pretending the original offer was a figment of someone’s imagination. One customer:

 “I setup 2yr service w/Cox —1st yr @ $29.99, 2nd @ $49.99. Now after 6mon they changed it to 1st 6mon @ $29.99, 2nd 6mon @ $49.99, and 1 year @ 79.99.”

#11 CenturyLink – (Last)CenturyLink — America’s Worst Phone Company (Hey Frontier, You Get a Pass This Time)

CenturyLink, you must be so proud of your 66/100 score. In fact, add one more “6” and you’ll convince customers who already suspect you are the devil’s phone company.

“They lie about everything and do nothing,” one customer told ACSI. “I have been having issues with my Internet for a year and they have yet to help.” Another customer wrote that they’ve “had issues with CenturyLink employees flat out lying to [me] about the bill.”

Billing issues are most likely to be cited by complaining customers along with customer service representatives having less knowledge about the company’s products than customers do.

That being said, at least they don’t have the Frontier employee who insisted on telling us about the company’s wireless “wee-fee” network.  She admitted she had no idea it was “Wi-Fi.”

#14 DirectTV – Hey, We’re Looking Pretty Good Compared to the Other Guys

The satellite company managed 68/100, and the biggest problem they still have is misleading contracts and promotions that leave customers out of pocket for hundreds of dollars for deals that go un-honored and rebates that never arrive.

Discounts seem “luck of the draw” among customer service representatives:

“DirectTV raised the price for 30% after one year and said that they told me about this verbally, which is not true. My agreed price with Saha on the phone, a DirecTV employee, was $56.99 including two receivers and one HD/DVR receiver. DirecTV overcharged me on my first bill. When I complained, they said they forgot to give me my 30% discount. So over the next six months, they kept revising my bill but never got it right.”

AT&T Forces Texas Customers With DSL to Take “Free U-verse” Upgrade That Costs $337

Last week, Stop the Cap! reported AT&T customers in Connecticut were being told to dump their long-standing DSL service in favor of a forced upgrade to AT&T U-verse. Now some Texans are in the same boat, only that “free upgrade” AT&T offered ended up costing one angry customer $337.

The Star-Telegram found Judith Hedges, who reports she was bullied and intimidated by AT&T’s increasingly threatening letters warning if she did not upgrade her Internet connection to AT&T U-verse, her DSL service will be summarily disconnected.

AT&T pulled the plug last week, leaving Hedges without Internet service.

Consumer reporter Dave Lieber writes, “AT&T has found a new way to lure customers to its supposedly faster U-verse service: Force them to take it.”

As AT&T installs U-verse fiber to the neighborhood service, the company has decided to stop investing in its older DSL technology, and when conditions are right, the company sends letters to their existing DSL customers imposing an “upgrade” to U-verse.

Hedges suspected the threatening letters were part of a high-pressure sales pitch to add TV and phone service, services she did not want, so she tossed the letter away. Big mistake.

AT&T is giving out different answers as to when and why they are forcing DSL customers to switch to U-verse. One told Lieber the company is now introducing forced upgrades wherever U-verse becomes established, another told the reporter the choice remains with the customer as long as the company does not decommission its DSL service in a particular exchange.

AT&T told the newspaper “the large majority of existing customers we’re reaching out to can upgrade to the same-speed package on U-verse without an increase to their broadband bill.”

But that does not always turn out to be true. Hedges signed up for the “free upgrade” to get her service back and promptly found it was more expensive than what she had. In fact, the company loaded her first bill with add-on equipment fees, installation charges, surcharges, taxes, and fees:

  • AT&T U-verse temporary promotional rate: $29.95
  • Internet Gateway fee: $100
  • Installation: $149
  • Taxes, fees, and surcharges

The total price for Hedges “free upgrade?” $337. AT&T will reserves the right to bill her a late fee if her check is not forthcoming.

“Apparently, this is the world we live in,” Hedges says. “And AT&T reigns supreme.”

AT&T Forcing Some DSL Customers to Upgrade to U-verse or Face Service Suspension

AT&T is now forcing some of their customers relying on the company’s traditional DSL service to upgrade to AT&T U-verse or face service suspension.

The latest customers impacted by AT&T’s forced upgrade are in parts of Connecticut.

“This is a reminder that within the next 30 days, your current service will change to AT&T U-verse High Speed Internet,” reads the letter mailed to customers facing the mandatory transition. Unfortunately, customers have to call AT&T to arrange for new equipment if they want their service to continue uninterrupted — existing DSL modems don’t work with U-verse.

Callers who dial the toll-free number in the letter get to order the U-verse equipment for free, but they routinely endure a hard sales pitch selling U-verse video and phone service as well, at a corresponding higher price. Customers are sent self-install kits at no charge and are offered the same rate they currently pay for DSL, sometimes with faster speeds on the U-verse network. But after one year, regular U-verse prices apply, and they are often significantly more expensive than traditional DSL service.

A Broadband Reports reader in Conn. shared a copy of the AT&T U-verse upgrade letter posted on that site's AT&T forum.

The promotional prices offered to Stop the Cap! reader Ralph were not as good as what he was currently paying for basic DSL on a promotion he purchased earlier.

“I am now paying $14.95 a month under the promotion I am on now and AT&T first tried to sell me a plan that cost $5 more,” Ralph writes. “They quickly agreed to keep my current promotional price after I told them about it, but what they will not tell me is what I will pay after the one year is up, nor can I find U-verse regular pricing on AT&T’s website.”

This special offer bundle comes with a surprise after the promotion ends -- a much higher bill.

AT&T is currently promoting Internet-only promotional pricing as follows: Basic Internet: $19.95, Express Internet: $19.95, Pro Internet: $19.95, Elite Internet: $24.95, Max Internet: $29.95, Max Plus Internet: $34.95, Max Turbo Internet: $44.95. We could not find a disclosure of what the regular prices would be after the one-year contract expired, and that bothers Ralph.

“I realize they are going to match my 3Mbps service on U-verse, but somehow I suspect the regular U-verse price is going to come higher than the DSL service I have been using,” he says.

Ralph’s intuition is correct. Stop the Cap! called AT&T at the number provided on the letter and spoke with a customer service representative at the AT&T Web Sales Center. Although AT&T will ship the required equipment (a wireless router/modem combo) at no charge, AT&T will eventually make that money back charging customers higher prices for Internet service.

Current regular pricing for Ralph’s DSL service after his promotion ends will cost him $24 a month for 3Mbps service.  U-verse charges $38 a month (off promotion) for the same speed service — a $14 monthly difference.

“That sucks,” Ralph said after we shared the news. “Why should I have to change what works fine right now?”

AT&T says keeping DSL in certain U-verse upgrade areas is not possible. In fact, AT&T’s letter warns, if customers do not call to arrange for the U-verse “upgrade” by a certain date, their broadband service will be suspended. That could be a problem for customers who also use their broadband account with an Internet-based phone line.

“There goes 911 or any other emergency calling,” Ralph reminds us. “Thanks, AT&T.”

Some customers who have completed their U-verse upgrade report AT&T messed up their subsequent billing, charging full price instead of an agreed-upon promotion. Slickdeals members report AT&T often requires constant reminding to fix billing errors that generally hand customers higher bills than they expected.

“I am trying real hard to figure out how this represents the ‘next evolution of communications’ AT&T writes about in their letter,” Ralph concludes. “All I am going to eventually get is a much higher bill for a service I don’t want or need. I guess it’s time to call the cable company again.”

Last week’s shocking development that Cablevision, a major cable operator in greater New York City, New Jersey and Connecticut is not going to raise rates in 2012 is bad news for other cable operators itching to raise rates once again this year.

Cablevision’s decision was made as the company continues to battle Verizon FiOS, the phone company’s fiber-to-home-service across its service area.  Verizon has been playing hardball with Time Warner Cable, Comcast, and Cablevision in its metro New York service area, offering up to $500 in rebates to sign new customers.  That level of vicious competition has been great for consumers, but lousy for Wall Street.

Investors were not pleased with Cablevision’s pass on rate hikes and its intention to invest a lot more in system upgrades than originally planned.  Wall Street loves increased revenue and hates it when companies spend it on their customers.

With all of this competition breaking out, Comcast and Time Warner Cable may be more than a little uncomfortable sitting down at an antitrust hearing later this month to discuss their new agreement with Verizon to cross-market cable and mobile service.  In return for the cable industry signaling they will never compete with Verizon’s mobile phone offering, Verizon has generously purchased the cable industry’s leftover spectrum and agreed to pitch cable TV subscriptions to Verizon Wireless customers.  With this new “non-aggression treaty,” will there still be a need to offer $500 gift cards and cut-rate prices to attract new customers?  Consumer groups think not.

A greater percentage of Cablevision’s service area is served by Verizon’s fiber network than either Time Warner Cable or Comcast.  Competition is forcing Cablevision to rethink the usual cable industry plan for financial success — force channels customers don’t want and raise rates up to 5% a year to pay for the “increased costs of doing business.”  Consumers are fed up with $150 monthly cable bills and will take Verizon up on an offer than cuts rates $50 a month and hands over up to $500 just for saying “yes” to FiOS.

NY City Wants Time Warner Cable to Refund Cable Customers for MSG-Less Cable Lineup

While Buffalo residents fume about missing the latest matchup between the Buffalo Sabres and Edmonton Oilers, the city of New York is pressuring Time Warner Cable to start compensating their subscribers for the loss of one of the most expensive channels on the basic cable dial.

New York City Comptroller John Liu has asked the Department of Information Technology and Telecommunications, which oversees cable franchise agreements for the city, to make certain Time Warner compensates customers for the loss of MSG and MSG Plus, both removed over a contract renewal dispute.

“Consumers deserve to be compensated for what they have gone through as a result of this dispute, plain and simple,” Mike Loughran, a spokesman for Liu, told Bloomberg News in an e-mail. Loughran said the comptroller’s office would discuss compensation plans with the Department of Information Technology and Telecommunications.

Time Warner says it has already effectively compensated impacted customers, primarily in New York State, with a free month of the company’s added-cost sports programming tier.  Time Warner has also replaced the two MSG networks with NBA TV and NHL Network, which are now likely to remain part of the basic package even if Time Warner reaches an agreement with MSG.  (Sorry football fans, NFL Network is still too costly to be deemed a suitable replacement network.)

Time Warner says there is no way they would pay MSG’s asking price for a renewed carriage contract, which the cable company says represented a 53% rate increase.

As Stop the Cap! reported earlier, the dispute is renewing rumblings about how pay television providers handle expensive sports programming.  An increasing number of cable executives are considering breaking sports networks out of the basic cable package and forcing interested sports fans to pay extra to receive them.  But sports remains a lightning rod issue for many pay TV companies, both among subscribers and politicians.  Disrupt a major sporting event at your peril — something Cablevision learned from an earlier dispute with Fox.

In Buffalo, some customers are dropping Time Warner Cable for Verizon FiOS, at least where that fiber to the home service is available.  Residents served by Frontier Communications or Verizon’s DSL have fewer choices — one of two satellite TV companies.

Verizon already carries a standard definition feed of MSG Networks.  AT&T announced this week it was adding MSG in HD to its U-verse lineup in Connecticut.  MSG has spent this week rubbing salt in Time Warner’s wounds, throwing MSG viewing parties in both Buffalo and New York City.  Now that the city of New York is pressuring Time Warner to cough up refunds as much as $4 or more a month for the loss of MSG, the dispute could prove increasingly expensive.  Some customers tell Stop the Cap! they are already receiving informal compensation for the loss of MSG after contacting the cable company by phone or e-mail to complain.

“I wrote Time Warner on their web contact form and a representative gave me a $5 courtesy credit for the loss of the channels after I explained I was shopping around for another provider,” writes Neil Thomowski who lives in Cheektowaga, near Buffalo.
