Time Warner Cable Begins Digital Cable Conversion in Upstate New York

Time Warner Cable is alerting customers in upstate New York they are next in line for a gradual transition away from analog cable television service.

But unlike the near-complete switch to digital affecting many customers in Maine, the cable operator plans a less jarring shift in New York, beginning with switching 4-7 channels to digital format between Oct. 10-17.

Time Warner will also introduce New York customers to the company’s digital transport adapter (DTA). The digital adapter was designed for televisions currently direct connected to cable without a set top box. Time Warner’s DTA will convert digital signals to standard definition analog, so customers can get back the channels they lost in the digital switch without the monthly expense of a traditional set top box.

Time Warner plans to offer its New York customers free DTA equipment until the end of November, 2013 — after which the boxes will cost 99 cents a month. (Time Warner’s DTA website claims the boxes will be available without cost until the end of 2014.)

Customers using DTA equipment will not be able to use them to watch premium channels, but will get back any basic channels that were previously converted to digital-only format and those channels switched in the future.

The channels being dropped from analog service vary in each upstate city. Time Warner is notifying customers by mail about the specific channels that will be dropped in each area, but here is a rough breakdown:

Rochester: CMT, C-SPAN, EWTN, Golf Channel, Lifetime Movie Network*

Buffalo: C-SPAN, EWTN, CFTO (CTV), E!*, CNN International*, OWN*, WXPJ (Ion)*,  Discovery Fit and Health*

Syracuse: CMT, C-SPAN, EWTN, Golf Channel, Lifetime Movie Network, OWN, truTV

(*)-Not in all areas.

Time Warner Cable previously announced it was committed to discontinuing analog cable television service across its national footprint within the next four years.

In a separate announcement, all Time Warner Cable customers will see the addition of more Fox programming thanks to a recent contract renewal agreement.  Fox Business Network, and its HD companion channel, will now be a part of Time Warner’s Standard tier (although the channels will continue to be in the digital format). Fox Movie Channel, previously part of the mini-pay Movie Pass tier will be moved to the Digital Basic Tier. These changes are scheduled to occur Oct. 31.

YNN provides 24/7 local news coverage on individual channels in Buffalo, Rochester, Syracuse, and Albany.

Time Warner Cable has placed its owned and operated news channels – including YNN, NY1 News, NY1 Noticias, and News 14 Carolina – behind a TV Everywhere pay wall, requiring a video subscription with the cable operator to access anything beyond the latest news headlines:

The expanded video content includes a new web-only weather forecast, plus expanded long-form news interviews and extended on-location footage. In the future, Time Warner Cable TV subscribers will also be able to comment on our articles and receive e-mail alerts for top news stories.

In order to access our full, enhanced site, Time Warner Cable customers must sign in to YNN.com using their Time Warner Cable username and password – the same ID used to access TWC’s online bill pay service, stream TV shows from WatchESPN and HBO GO, access the TWC TV mobile apps, and use Remote DVR manager, Phone Manager and other TWC services.

This ID is free of charge to all TWC TV subscribers, and there is no additional charge for the enhanced website content. However, TWC subscribers with only high-speed data or phone service will need to upgrade to a video subscription to be able to fully access the upgraded site.

Customers can find their current account number on their latest Time Warner Cable paper or online bill. Viewing first requires an online account (available on TWC’s Registration Page by entering your e-mail address and following the registration instructions.)

YNN and other Time Warner Cable news sites used to offer video content for all site visitors. The change is part of Time Warner’s TV Everywhere project, designed to enhance the value of cable television subscriptions by offering accompanying enhanced web content — streamed video, live access, and on-demand video — over the company’s broadband service.

 

Cable One’s Lousy Service Brings Subscriber Losses, Cities Looking for Alternatives

Cable One, one of the nation’s most notorious, usage-capped broadband providers, has left thousands of Columbus, Miss. subscribers without phone, Internet, and cable television service since 6pm Sunday night, unable to repair the problem until a part arrives at the local cable office.

The Dispatch reports a steady stream of people, unable to get answers from Cable One over the phone, have been showing up at the company’s local cable office from the time it opened for business this morning, all looking for answers.

Cable One General Manager David Lusby said he had no idea how many customers were affected by the outage or when the cable system would be back up and running. Those are not the answers customers want to hear, particularly for customers depending on Cable One for their local businesses. Local shops have been unable to process credit card transactions, cannot make or receive calls, and are relying on personal cell phones for basic connectivity with the outside world.

New Hope resident Walter Worthy is fed up with Cable One’s bad service, calling the company’s broadband service “spotty” for more than a month.  Worthy told the newspaper he would rather have AT&T’s DSL service if he could, but AT&T has shown no interest extending service in his neighborhood.

One ex-customer named Matt told the newspaper he finally dropped Cable One Internet service that cost $65 a month for the same reason.

Cable One maintains one of the most arcane Internet “Fair Use” policies in the country, with broadband usage limits that apply to both daily and monthly usage:

The combination of poor service and a confusing Internet Overcharging scheme resulted in the cable operator experiencing a loss in broadband customers, almost unprecedented for cable companies. Cable One said goodbye to 1,017 high-speed Internet and 9,610 basic video subscribers during the second quarter, according to its owner, The Washington Post.

Communities like Natchez, Miss. are responding by attempting to shorten its franchise renewal with the company, which typically runs 10 years.

Ward 3 Alderwoman Sarah Smith foresees the contract being renewed but isn’t certain she wants the city’s digital future tied to Cable One for the next decade.

“Technology is changing so fast, I just don’t see us having any contract for as long as 10 years,” Smith told the Natchez Democrat.

Smith notes local residents have regularly complained about Cable One’s service, and the city has considered the possibility of letting another operator take over in the area, but has found no takers.

“We’re not going to be on the top of the radar for every service to be here,” Smith said.

More importantly, it is unprecedented for another major cable provider to displace a current operator, no matter how poorly they provide service.

Analog cable service is on the way out in Montreal.

Vidéotron Ltd. has stopped accepting orders for analog cable service from new customers as it prepares to make the transition to all-digital operation sometime in 2013.

The cable operator, dominant in Quebec, wants to dump analog service to make room for additional HD channels and faster broadband service, and although the company has retained a few dozen analog channels in some areas for the benefit of hotel operators and budget-minded seniors, the time has come to turn the lights out on the 60 year old technology.

Vidéotron is transitioning its customers hanging on to analog service in chunks, according to a report in the Gazette.  The vast majority of those customers are seniors, but hotel rooms also comprise a substantial percentage of the 412,000 holdouts.

Vidéotron experimented with a partial transition to digital in the Gatineau region, cutting analog service to just 30 channels. To entice customers to switch to digital, Vidéotron offered free digital set-top boxes to existing analog customers and special promotional packages that gave them digital service at the analog price. Company officials say it is unlikely customers across the Island of Montreal would get similar deals, but some price concessions on equipment are likely.

Vidéotron hopes the transition will make room for up to 100 new HD channels on a system that currently has just 71. The cable operator is facing increasing competition from Bell’s Fibe TV and satellite service, which provides a larger selection of HD channels, particularly for Anglophones in the province.

CenturyLink Hires Third Party Vendor That Blatantly Lies to Customers About the Competition

CenturyLink is having a tough time competing against Tacoma, Wash.-based Click! Network, so the phone company hired third party vendors who are spreading lies about its community-owned competitor.

Click!, a division of Tacoma Power, recently upgraded its network to begin selling 100Mbps broadband to Tacoma residents. That proved a problem to CenturyLink’s outsourced sales force who cannot begin to offer those kinds of speeds to Tacoma residents over CenturyLink’s copper-wire facilities. So when you can’t compete, the next best thing is to lie.

The News Tribune reports CenturyLink’s door-to-door sales force is misinforming current Click! customers the service is shutting down and offering to transfer their service to CenturyLink.

“Customers have been told that Click! Cable TV is going out of business in the next couple of months,” said Tenzin Gyaltsen, Click! Network general manager. “That is not true. Click! Cable TV is still in business, offering competitive pricing – and will continue to do so for many years to come.”

A complaint will be filed with the Office of the State Attorney General against CenturyLink accusing them of an apparent violation of state law – RCW 19.86.020 – which states, “Unfair methods of competition and unfair or deceptive acts or practices in the conduct of any trade or commerce are hereby declared unlawful.”

“It’s a vendor we’re using,” Meg Andrews from CenturyLink admitted. “When we were made aware of the situation the vendor was told it is not in our best interest. It’s not really in our voice, or tone. It’s not a good thing for us. We’ve never had this type of experience before.”

Although the salespeople are not CenturyLink employees, the phone company hired the firm that employs them.

Tacoma residents enjoy the competition. Prices are lower than in nearby Seattle, and residents can choose from CenturyLink, Comcast, or one of three independent ISPs that provide service over the Click! Network.

One Tacoma resident told Community Broadband Networks the competition can’t afford to charge the usual prices other Washington residents pay:

I have Comcast in Tacoma and all I know is since there is competition down here Comcast is about half the cost as it is in Seattle. They give you a rate good for a year. When your year is up you call up and just say Click! and bam back down you go. A friend in Seattle once called Comcast with both of our bills with similar service and mentioned my price and they said I must live in Tacoma and they wouldn’t match the price.
