Major Time Warner Cable Outage Interrupts Service for Rochester-Area Customers

A major service outage Sunday disrupted cable-TV, phone, and broadband service for a large number of Time Warner Cable customers in the Rochester, N.Y. area.

Starting at around 8am, cable channels started to pixelate and freeze, broadband service began to fail, and calls to and from Time Warner Cable phone customers were, in some cases, disrupted.

Time Warner’s local service number was quickly jammed with calls, and the company placed a recording on that line indicating they were aware of the problem, which later was described as a “router problem.”

Service was finally restored in the mid-afternoon.

Time Warner Cable customers can receive credit for the service outage, but only if customers request it.

Customers can call, chat, or e-mail the cable operator and let them know credit is requested for yesterday’s outage.  A customer service representative will usually respond to e-mail requests within hours, with service credits appearing on the next bill.

Bad marks to Time Warner Cable, who left large areas of metropolitan Rochester, N.Y., with barely/non-functional Internet service and non-working “digital phone” service for 10 hours yesterday.

No explanation for the outage has been given, which resulted in inaccessible websites and traffic bouncing back and forth between equipment in western New York.  “Digital phone” customers were unable to reach… anyone. Customer service lines were jammed as the outage began just after 12 noon.

The disruption extended from Monroe County into both Wayne and Ontario counties, where residents in Newark and Canandaigua also reported service problems.

Time Warner Cable’s automated customer service attendant was the Helen Keller of cable outages:

“I’m not seeing an Internet outage in your area,” came her reply — even after a local employee recorded a message telling callers there were problems with phone and Internet service across the Rochester region.

While some websites still worked, many more were unreachable.  Some customers reported slow, but working service in the early evening.  Full service restoration to the area would not happen until 10pm.

Time Warner Cable’s social media representatives took several complaints from local residents about the extended outage, without reminding them they are qualified to receive service credits for the interruption.

Methods to Obtain Credit:

  1. Use Time Warner Cable’s Online Chat system, select Billing Inquiry, and type to a customer service representative.
  2. Call (585) 756-5000 or toll free 1-800-756-7956 and speak with a customer service representative.
  3. Use the Online E-Mail form, select Billing Inquiry, and send a message requesting credit.

[Update: 2:47pm ET:  A day’s credit was provided just three hours after submitting the request using the e-mail method, so this was as painless as can be.]

Thousands of New Yorkers impacted by last week’s tornado outbreak face indefinite wait times for restoration of cable and broadband service from the area’s two biggest providers — Time Warner Cable and Cablevision.

Last week’s storms have left debris from thousands of downed trees and utility poles still in the streets in some parts of the impacted areas, leading to criticism of city officials and cable providers for slow cleanup efforts.

In particular, calls to Time Warner Cable have been a frustrating experience, reports the NY Post.  Cable subscribers cannot get through to the cable company, and when they do, they receive little or no information about when exactly their service will be restored.  The company added a recorded message to help get customers off the phone, telling subscribers “technicians are doing everything they can” to restore service and that actual representatives can’t provide any other information.

Jayant, one of our readers in the hard-hit Flushing area in Queens made sure to request service credit for his cable outage, knowing many providers won’t provide service outage credits if they are not specifically requested.

“Considering the enormous amount of damage here, I can understand being without service over this past weekend — restoring power should and does come first, but since Tuesday Verizon and ConEd cleared out of this area after finishing repairs and some of us are still waiting for the cable company to show up,” he writes.  “Forget about calling them — it’s busy signals or ‘extended hold times’ that I suspect run into days at this point.”

He’s using Virgin Wireless’ unlimited mobile broadband service he read about on Stop the Cap! for now.

Another Queens resident shared her frustration with the Post:

“I was very tolerant until [yesterday] morning,” said Helen Cassano of Queens, who relies on TV to help entertain her bed-ridden mother who’s under 24-hour care. “It was a big storm. I understand there’s a lot going on, but talking to people in the area now, their cable is on and I want to know why mine isn’t on . . . maybe they’re not working hard enough.”

A TWC spokesperson said that “more than 75 percent” of service has been restored to affected customers, with those in Bayside, Murray Hill, parts of Flushing, Forest Hills and Middle Village being hit the hardest.

“Although a Time Warner Cable truck may not be visible on your street, engineering and technical teams may be working in the vicinity or behind the scenes to restore service,” the spokesperson said.

WABC-TV covers some angry New Yorkers who are still waiting for services to be restored from a tornado outbreak a week after the storms hit.  Copper thieves were among the busiest, cleaning up downed cable-TV, phone and power cables to make a quick buck.  (2 minutes)

Time Warner Cable is back again with another offer to existing Frontier Communications customers trapped in multi-year service agreements.  If you dump your Frontier landline overboard for Time Warner Cable’s Digital Phone service, the cable company will send you a gift card worth $200 good towards defraying your early termination fee, if any.  If you don’t have such a fee, you pocket the $200.  A year ago on this date the company ran a similar promotion heavily promoted in local cable television ad spots.

Time Warner will provide free installation of the phone line including unlimited nationwide long distance for $24.95 a month for 12 months.  With the $200 gift card, that’s above and beyond their usual promotion.  The company is also extending a bundled discount if a customer also takes Road Runner broadband service with their “digital phone” service.

For Frontier customers looking for an early exit, this offers one opportunity.

Existing cable subscribers can take advantage of the offer.  There are terms and conditions to consider, starting with where the offer is available.  The following Time Warner Cable service areas qualify:

Next, the offer is only good for residential customers switching from Frontier’s landline service.  Limit one gift card per customer.  Your final Frontier phone bill showing a disconnect request must be furnished to Time Warner Cable within 30 days to qualify.  Your name and address must match on both bills.  Offer is not available to customers with past due balances with Time Warner Cable, defined as any money owed in the past 30-60 days or customers who have been disconnected for non-payment in the twelve (12) month period preceding this offer.  Service must be ordered by Dec. 31, 2010, and installation must occur within thirty (30) days of order date.

If you’ve contemplated a change in providers but didn’t want to be subjected to a steep early cancellation fee, this isn’t a bad offer.  Although I don’t use Time Warner Cable Digital Phone myself, others in my family do and they are satisfied with the service, although there have been at least two serious outages so far this year that ran several hours.  Since most people also carry a cell phone, any cable outage or power interruption that also takes out your phone line isn’t as serious as it might have been in earlier years.

And, ahem, unlike Time Warner Cable’s attitude towards broadband, they really do provide unlimited calling with their “digital phone” service.

Fire Interrupts Time Warner Cable Service in El Paso — Latest In a Series of Problems for Residents in Southwest Texas

nopictureAn electrical fire at Time Warner Cable’s headquarters in El Paso, Texas knocked out cable television, Internet, and telephone services for customers across El Paso Tuesday.

Company officials claimed the fire, which did only minor damage, interrupted service for several hours, but some customers reported phone service and on-demand programming interruptions extending into Wednesday.  Although Time Warner claimed the problem affected only “a few” subscribers, KFOX-TV reported the outage affected the entire city of El Paso.

Ironically, although the company’s customer service center was closed Wednesday, the bill payment office remained open for business.

Service has since been restored across the city.

KTSM-TV also reported that some Internet customers may have also been affected with extended outages, even after cable television service was restored:

El Paso and Time Warner Cable have had an occasionally contentious history with one another, extending back a year ago when service problems plagued area residents.

Repeated media attention, and the involvement of state and local officials became necessary.  But the ability for the state to deal with poorly performing cable companies is limited — Texas is one of the states that issues statewide cable franchises, tying the hands of local officials.  Additionally, very little state regulation of telecommunications services in Texas means customers often have limited recourse to deal with bad service, beyond simply trying to find an alternative provider, if available.
