Spectrum Continues to Yank Semi-Local TV Stations from Lineups Across the Country

Gone from Spectrum lineups across northern New England.

Many Spectrum cable television customers across the country have seen their broadcast TV lineups shrink as the company removes “duplicate” and “semi-local” stations, even as it hikes the cost of its Broadcast TV surcharge.

Southern Maine customers are the latest to be affected with the sudden removal of Boston’s ABC affiliate, WCVB-TV on June 5 — the last Boston area station on the television lineup.

“York (Maine) is part of the Portland TV market and we carry the designated in-market ABC affiliate — WMTW,” responded Andrew Russell, Spectrum’s director of communications for the northeast division. “We no longer carry the out-of-market ABC affiliate.”

Viewers trying to watch WCVB in southern Maine saw a screen stating “programming on this network is no longer available,” instead of local news and traffic information important for a number of southern Maine residents that commute down I-95 into the Boston area for work.

“I am fit to be tied,” York Beach resident Ken Morrison told the Bangor Daily News. “And I’m not alone. A lot of people are very upset about it.”

Subscribers in distant suburbs, exurban or rural areas between two major cities often had access (often for decades) to several stations in adjacent television markets. Each subscriber could choose the station serving the city that was most relevant in their lives. Prior to Spectrum and Time Warner Cable, cable systems in these areas were often locally owned and operated by smaller companies. These operators were responsive to the needs of their customers and distant over-the-air stations were often a part of the cable lineup from the 1970s forward. But as consolidation in cable industry continues, local lineups are now usually determined in a corporate office hundreds of miles away.

This Binghamton, N.Y. PBS station was thrown off the Spectrum lineup across several counties in the Southern Tier.

That could explain why Spectrum subscribers living in Tompkins and Cortland counties in New York suddenly lost WSKG-TV, the PBS affiliate from nearby Binghamton in favor of Syracuse-based WCNY-TV. Local residents do not consider themselves a part of Syracuse. Most consider themselves residents of the Southern Tier, which stretches along the New York-Pennsylvania border and includes Binghamton, Corning, Elmira, Hornell, Olean, Salamanca, Dunkirk, Jamestown, and Vestal. Residents will tell you they have more in common with their neighbors in northern Pennsylvania than Syracuse, but Spectrum apparently knew better and announced viewers in the two counties would now have to be satisfied watching a PBS station broadcasting to an audience at least 50 miles away.

Spectrum’s decision in this case does not appear to be a financial one.

“A public media organization like us gets no money from Charter to air our programming,” said WSKG’s management. “Our programming is provided to them for free, by law.”

WSKG believes what is actually behind Spectrum’s decision to change the lineup is the regionalization of their cable system head-ends, from which television programming is managed. Programming seen on Spectrum subscribers’ TV screens across much of the Southern Tier and part of the Finger Lakes region is now managed from Charter offices in Syracuse.

“In this case, because our tower is more than 70 miles from Syracuse’s head-end, where the signal originates, there’s a line of demarcation where they don’t have to carry our signal anymore,” said WSKG station president and chief executive, Greg Catlin. “In this case, that cut-off is Cortland and Tompkins County. They have every right to be doing what they’re doing. That doesn’t mean they have to do it.”

Subscribers were exceptionally unhappy to lose their Binghamton PBS station, and the station received a significant number of listener and viewer contributions from an area that is now cut off. The Southern Tier, like Pennsylvania to the south, is notorious for poor signals due to mountainous terrain, which limits television and FM radio reception. Verizon offers no competing television service in this part of New York, leaving residents with satellite television as the only possible alternative.

WPTZ in Plattsburgh is off Spectrum lineups in several parts of northern New York.

The first week of June was a significant date on the calendar for many residents in Spectrum’s northeastern service areas. In northern New York, Spectrum customers were notified they were losing WPTZ, the NBC affiliate in Plattsburgh, in favor of Syracuse’s NBC station WSTM-TV. That Syracuse station now produces news and current affairs programming for three Syracuse stations – WSTM itself, WTVH (CBS) and WSTQ (CW) under the “CNY Central” brand. But subscribers who lost WPTZ do not consider themselves a part of central New York and would more likely choose to visit Vermont than Syracuse.

In other parts of New England, Spectrum customers also lost WMUR-TV — the New Hampshire station with one of the best regarded news operations in northern New England, in favor of WVNY in Burlington, Vt. Newscasts on WVNY are produced by its sister station WFFF-TV. WMUR has a larger American audience than WVNY. In fact, this Vermont ABC affiliate has far more viewers in southern Québec and Montréal than it does in its own home market.

Back in Maine, the local congressional delegation is turning up the heat on Spectrum, so far to no avail. State Reps. Lydia Blume and Patricia Hymanson of York have written a letter to Spectrum demanding the company reinstate WCVB or reduce the cable television bills of affected customers to compensate. So far, Spectrum has done neither.

Morrison told the Bangor newspaper Channel 5 “is the channel of the household. We watch it every day, multiple times a day,” he said. “Many people in the York area commute to Boston. The traffic reports on Channel 5 are essential.” WCVB was also the last Boston channel that could be accessed through Spectrum. Boston channels 4 and 7 have already been discontinued.

WMUR in Manchester, N.H. is gone for many New England Spectrum subscribers.

After contacting town officials, who hold the franchise agreement with Spectrum until it expires in 2022, Morrison learned a powerful lesson about deregulation. When a cable company lacks competition or regulation, it can do pretty much what it wants.

York town manager Steve Burns says his hands are tied, noting that Spectrum’s franchise agreement is written to automatically renew (for their convenience) unless the town wants to attempt to renegotiate.

“But negotiate how?” Burns asked. “Comcast is not going to come in and compete with Spectrum. They divvy up the territory. And there’s no one else.”

Spectrum has also made sure that Burns’ phone is among those that rings first when a customer has a complaint, noting Spectrum prints his name and number on each subscriber’s bill, listing him as the “franchise administrator” for the town.

“But it doesn’t mean anything,” Burns told the newspaper. “We have no authority. They decide the programming and the fees. I don’t think we’re important to them.”

So far, all Spectrum has been willing to do is mail out a channel request form to residents who complain, but there is scant evidence the cable company will restore the Boston station, because it has refused other similar requests from subscribers across the country.

For customers in the Berkshires in western Massachusetts, they know only too well how responsive Spectrum is to channel requests. When Spectrum took over Time Warner Cable, local subscribers lost access to several stations (most recently WCVB as well), forcing some to watch local news from stations either in Albany, N.Y., or Springfield, Mass. At the same time, customers were notified Spectrum was increasing its Broadcast TV surcharge, for fewer channels.

Spectrum did not offer any significant response to U.S. Sens. Ed Markey and Elizabeth Warren, or Congressman Richard Neal when they contacted Charter Communications to complain. In Maine, it is the same story for Sens. Angus King and Susan Collins, as well as Rep. Chellie Pingree.

Charter’s SpectrumU on Campus Gets Little Interest from Students

Charter Communications has been quietly testing a streaming video lineup of services on selected college campuses in its service area — so quiet very few students know or care about the service.

In Rochester, N.Y., Charter this year introduced SpectrumU at two suburban colleges – St. John Fisher and Nazareth College. The 50+ channel service at St. John Fisher includes five local network stations, but not the low-powered MyNetworkTV or secondary CW affiliate that are found on the traditional local cable lineup. According to Nazareth’s channel list, SpectrumU at the college comes from Spectrum Enterprise’s Fiber Connect service and lists six network affiliates on the lineup imported from Buffalo, a city 70 miles away. The service is accessible around each campus on the schools’ Wi-Fi networks.

Charter wants participating colleges to set aside a 1Gbps connection to manage Wi-Fi streaming for every 5,000 students on campus. Stop the Cap! found anecdotal evidence Charter may be dramatically overestimating how many students actually use the service. A recent visit to both campuses and guest participation in online college forums found almost zero interest in SpectrumU at either college. Students, it seems, have mostly moved on from linear, live television and do much of their viewing on-demand from other streaming services and apps.

Charter Communications kept publicity and expectations low for the service, setting the monthly subscription price for SpectrumU at $0.00. No password or authentication is required to use the service, and logging into the campus network is simple at schools like Nazareth, where the Wi-Fi password GoldenFlyers was easy to come by on and off campus. While driving around, we could easily access SpectrumU from Wi-Fi on streets surrounding St. John Fisher, although Nazareth’s wireless network was tougher to reach on a tree-lined campus set further back from the main road.

Charter dictates the terms and availability of the service, which requires participating schools to subscribe to Charter Spectrum’s Enterprise Fiber Connect service, which supports campus internet and video services. Schools must offer:

  • Charter Clear QAM or fiber video services
  • Charter fiber internet services (preferred)
  • 1Gbps dedicated bandwidth per 5,000 students (~500 concurrent users) recommended
  • Wi-Fi network utilizes WPA or WPA2 encryption
  • Public IP addresses/ranges for whitelisting
  • PAT IPs are supported
  • IP requirements: IPv4: /24 – IPv6: /48
  • AP’s consistent with current fifth generation Wi-Fi technology, 802.11ac (no older than fourth generation 802.11n)

SpectrumU is designed to work exclusively over Wi-Fi, and only with portable smartphones and tablets:

  • iPhone, iPad, or iPod touch running iOS 8 or above
  • All major Android smartphones and tablets running Android 4.2 or above
  • Kindle Fire Phone, all Kindle Fire models except for the 1st generation model

There is no support for streaming set-top boxes like Roku or Apple TV and SpectrumU works differently from the QAM cable TV service available in many dorm rooms. Casting isn’t supported either. The Android version of the app only attracted 69 mixed reviews as of the date of this article.

Charter seems convinced SpectrumU will soon replace traditional internet video streaming, telling campus managers that the service will have “minimal impact if the school’s internet service is robust today, as SpectrumU usage will replace usage of other streaming apps.”

Students doubt it.

“I have never heard of SpectrumU and don’t care,” said Cody, a student we ran into in the parking lot at Nazareth. “I have Amazon Prime and Netflix and I’m good with that.”

Hobart and William Smith Colleges in Geneva, N.Y., are also an early adopter of SpectrumU.

Zephyr, a freshman at St. John Fisher who lives on campus said she doesn’t know anything about the service either, although a roommate in her friend’s dorm room brought their QAM-equipped television to school and can watch the campus TV lineup on it.

“Her boyfriend is a Buffalo Bills fan so he watches the games on her TV, but we really don’t watch it ourselves,” she told us. “Everyone has their own phone or tablet and most people are sharing  passwords from home to watch HBO, Hulu, or Amazon stuff.”

Dylan’s password trading brings him access to Hulu, Amazon, Netflix, CBS, and Sling TV. Even with SpectrumU available for free with no password required, he doesn’t care, preferring to watch on-demand content on his tablet or the PlayStation he brought to school.

“I don’t know anyone who watches Spectrum TV and their company sucks anyway,” said Dylan. “I hate ads and I pretty much only binge watch stuff now, so this is useless for me.”

A few students told us they did bring televisions to campus to watch live television, but many just use an antenna. Nazareth and St. John Fisher are only a short distance from Pinnacle Hill, the location for most Rochester television transmitters, and reception is easy.

“Televisions are what our parents watch,” Serena at Nazareth told us. “I don’t know anyone my age with cable.”

Stop the Cap! tested the Android version of the app at both colleges. It reminds us of Spectrum’s streaming TV app, only less capable. The app does not support DVR-type recording, pause and rewind, or on-demand services — things college students would probably look for the most. We experienced occasional buffering watching CNN in a parking lot, but note Wi-Fi signal strength was not ideal. We also found, despite warnings in student handbooks, a number of student-run hotspots and wireless access points. At one dorm at St. John Fisher, we found over 60 Wi-Fi signals competing with the college’s own wireless network.

Cable companies believe by offering cable services to college students, they will get hooked on those services and subscribe after they leave college. But evidence suggests those under 30 are increasingly unlikely to pay for a cable television subscription and are dubbed “cable-nevers” for having no interest in subscription television. They are, however, avid users of streaming services like Netflix and Hulu.

Charter Begins “Sweeping” Old Time Warner Cable Customers Into Spectrum Packages, Higher Fees

The cable operator has begun “sweeping” accounts looking for customers it deems to have paid too little for too long or who are getting grandfathered cable channels the company feels they are no longer entitled to receive.

One of the first cities to be hit with Charter CEO Thomas Rutledge’s ‘account sweeps for more cash’ initiative is Lexington, Ky., where longtime customers are discovering their cable service is missing more than a dozen channels with no warning or explanation.

Daniel Fitzgerald discovered many of his cable channels were gone, replaced with a message that his subscription no longer included the cable channels that had been a part of his Standard cable package for years.

“I thought, ‘What the hell? I just paid the cable bill,’” Fitzgerald told the Herald-Leader last week at his tiny Lexington apartment he shares with his disabled 16-year-old son.

It turns out he wasn’t paying enough to satisfy Charter Communications.

A Spectrum representative told Fitzgerald that he hadn’t been paying Time Warner enough for the standard cable package. If he wanted those channels back, his monthly bill for cable and internet would jump $36 a month, from $103 to $139, effective immediately. No new channels, no new features, just a new much higher bill. To add insult to injury, the representative didn’t much care for the cable box Time Warner Cable provided him several years earlier and demanded its replacement, for a $24 service fee to send a technician out to check his service and replace his equipment.

When Fitzgerald attempted to negotiate with the cable company that claims it’s a “new day” for how cable companies treat their customers, the representative promptly cut him off.

‘This is Spectrum’s deal, take it or leave it,’ he was told.

“It was bull crap,” Fitzgerald said. “They don’t give us any notice, they just spring it on us in the middle of the month. And then they tell us we’re getting an ‘upgrade.’ This isn’t an upgrade, it’s the same channels we already had!”

Fitzgerald was not the only customer affected with Charter’s “surprise ‘upgrade,'” according to Lexington city officials, whose phones have rung off the hook about cable channels being held ransom for steep rate increases.

City officials who called on Spectrum to explain themselves eventually heard back from the cable company in a terse e-mail claiming Charter has begun performing “sweeps of customer accounts” looking for customers who have got too good of a deal from the cable company. Those customers are then summarily “repackaged” with no warning. Charter was busy “repackaging” a lot of Fitzgerald’s neighbors in his Alexandria Drive apartment building as well.

Rutledge told Wall Street investors this quarter it was all a part of Charter’s commitment to “move prices in the right direction.”

At Ximena McCollum’s home in Lexington, Charter cut off the NCAA men’s basketball tournament in-progress. When McCollum called Spectrum, she was informed she was “repackaged” as well, and could get her basketball game back for the right price: $45 more every month.

The customer service representative told her the channels she claimed she was getting were no longer part of her subscription.

“So if I had been getting them, I shouldn’t have been getting them,” McCollum said last week. “I told her that I’ve lived in this house for seven years. I’ve always had the same channels. She kept insisting that I wasn’t supposed to be getting these channels unless I paid them some ridiculous price. You could tell that she was confused and reading from some sort of script they had given her. Finally, I said, ‘Just cancel my subscription. I cut the cord.”

The Herald-Leader reported the “repackaging” comes down to one issue: money. Charter wants more, a lot more in some cases.

Rutledge has repeatedly claimed Time Warner Cable was effectively giving away the store and kowtowing to appease customers with lower rates when they complained about their cable bill. As far as Rutledge is concerned, the iron hand of discipline for former Time Warner customers is long overdue.

Rutledge promised he will force higher cable prices this spring as the company starts driving customers out of the Time Warner Cable packages into more expensive Spectrum packages. The company does that by allowing bundled discounts and promotions to expire on existing Time Warner packages, which results in sometimes-shocking rate increases of $50 or more per month. When customers call to complain, they are pushed towards slimmed-down Spectrum TV packages that cost slightly more than what customers used to pay and include more than a dozen fewer cable channels.

No one is exempt from being herded into Spectrum’s vision for the future. Even some of the city government’s office televisions have gone dark after “repackaging.”

City councilwoman Jennifer Mossotti got the Spectrum treatment as well, told if she wanted to keep her cable service, she needed to pay $21.50 more a month. Mossotti assumed she could whittle that amount down by dropping her Time Warner Cable phone service, but Spectrum told her that would cost her even more because it would break up her triple play bundle, resulting in an even bigger rate hike.

Lexington officials claim they feel held hostage by Charter and the ransom the city and its citizens have to pay doesn’t get them better service, just the same service they used to have for more money.

“It’s frustrating to the Nth degree. People are calling our offices daily about this,” Mossotti told the newspaper. “We felt like we at least had a little leverage with Time Warner. You could talk to them and usually you could work something out. With Spectrum, everything falls on deaf ears.”

In the face of the public relations disaster this is causing Charter in Kentucky, company representatives are trying to shift the blame on to customers, claiming they have been freeloading channels that have been part of legacy cable packages from years earlier that were either grandfathered or long forgotten, and Charter is simply tidying up.

For example, a local man who lives on Social Security benefits and who received the same cable lineup for 20 years “has only been paying for the Starter TV package,” Jason Keller, Charter’s senior director of government affairs, told city officials in an April 10 email. “The most recent sweep of customer accounts is what knocked out the channels, since he wasn’t paying for them. However, we’ve now repackaged him into a new service offering that has restored the channels and provides him with a new HD box.”

Keller did not respond to calls from the Herald-Leader asking how many Lexington customers now face higher cable prices.

In a prepared statement, Charter spokesman Michael Pedelty wrote: “Time Warner Cable was providing some programming inadvertently to a small number of customers whose packages didn’t include them. We want our customers to have the best quality and most reliable video experience. Earlier this year, we started a network project that adds an element of security and ensures individual channels are encrypted and available exclusively to those who subscribe to them.”

A few Lexington area residents told Stop the Cap! they felt abused by the entire process.

Barbara Montgomery, a subscriber of Charter (and two of its predecessors) claims she faced a higher bill after many of her channels disappeared a few weeks ago.

“We were ‘repackaged’ and told it would cost us $34 to get channels back,” Montgomery told us. “The [Charter] guy literally told us ‘tough luck, honey!'”

Edgar, who withheld his last name, reported that a Charter representative came close to accusing him of being a cable thief for getting channels he was not supposed to receive.

“I had this cable package for 27 years, no less and no more, and the last two companies – Insight and Time Warner Cable – let me keep paying for it year after year and I never saw any reason to change it,” he told us. “But Charter did, and on their own. One day the channels were there, the next day they were not. They tell you it’s too bad but that is way things are with Spectrum and they keep telling me their internet service is better, but I am 92 years old and don’t even have a computer.”

The experience of customers in Lexington may explain why tens of thousands of former Time Warner Cable customers are dropping Spectrum like a hot rock when the rate increase hits. For Rutledge, who was rewarded with a $98.5 million pay package in 2016, charging current customers a lot more for cable service more than makes up for the former subscribers they manage to drive off. For him, customers either get with the Spectrum program or they can go somewhere else, if there is somewhere else for customers to go.

Those experiencing the Spectrum Treatment are switching to AT&T U-verse, although AT&T is trying very hard to get them to sign up for DirecTV instead.

Montgomery tells us AT&T really doesn’t want their cable business, but they will sell her an expensive cell phone or satellite TV.

“AT&T is a happy hog making a lot of money in the cell phone business, but they sure don’t want to spend much on giving me TV service, and told me I’d be happier with satellite TV,” she said. “If I wanted satellite TV, I would have called DirecTV or Dish myself.”

The other option for parts of Lexington is Windstream’s Kinetic TV, a fiber to the neighborhood service available in some Windstream service areas. But Kinetic TV is getting mixed reviews from customers who have the service, and for those that want broadband, Kinetic speeds don’t cut it for many.

While Rutledge figures out how to spend his eye-popping compensation package, those on fixed incomes like Fitzgerald who live on less than $1,000 a month are trying to figure out where they will get the extra money to pay Charter.

Fitzgerald was giving the cable company $103 a month for standard cable television with no premiums and internet service. Now Spectrum wants 35% more for the same service he used to get.

A nearby neighbor told Fitzgerald and the newspaper their Spectrum bill went up $18 a month.

“A five dollar increase, OK, fine, I guess I could deal with that,” the neighbor said. “But twenty bucks just because a new company comes in? This is felonious. What am I gonna do, tell Social Security that I need $20 more every month because Spectrum wants it? It doesn’t work that way.”

“There ain’t much you can do about it, though,” Fitzgerald told the neighbor. “They’re the cable company.”

The Great Linear TV Slimdown: Viacom to Focus on Just Six of Its Cable Networks

Viacom, Inc., the nemesis of any cable operator trying to keep programming costs down, has finally bowed to the reality there is a ceiling on the number of networks Americans are willing to pay for and will narrow its focus on just six of its top cable networks.

The programmer operates more than two dozen cable networks, many forcibly bundled onto cable systems with the networks most cable operators want to carry as a result of contract renewal negotiations. As a result, many cable lineups are loaded with spinoff networks created by Viacom around their BET, Nickelodeon, and MTV brands.

In recent years, some smaller cable operators have parted company with Viacom for good, dropping networks like Comedy Central, Spike, and Nickelodeon because programming costs got too high. Cable One, Suddenlink, and most recently streaming service PlayStation Vue have dropped Viacom networks, and Altice is threatening to do the same for its Cablevision subscribers if renewal rates get out of hand. Viacom also created consternation for satellite TV providers with regular skirmishes that have led to blackouts.

New Viacom chief executive Bob Bakish now plans to cut tension with pay television operators by narrowing Viacom’s focus to just six core networks: Nickelodeon, Nick Jr., MTV, Comedy Central, BET and Spike. The Wall Street Journal reports the plan won Viacom board approval and will be publicly announced later this week.

Viacom won’t sign off the rest of its networks immediately, but will begin to shift popular programming away from weaker networks like CMT and TV Land.

“We must do everything we can to keep [our brands] strong and distinct as audiences fragment and content options proliferate,” Mr. Bakish told shareholders at the company’s annual meeting on Monday.

Viacom’s ratings are down among core audiences across all of their networks except Nickelodeon’s Nick at Night evening block and Nick Jr.

The rearrangement may not result in a lot of savings for cable operators or consumers, however, because Viacom reportedly intends to raise carriage fees for its core networks that most people want to watch. It does seems unlikely most of the non-core networks will stay on linear TV for very long under the new business plan. Most could be distributed through streaming video services or on-demand.

Viacom also intends to review its digital distribution deals with streaming providers like Hulu, and observers believe those deals are likely to see new restrictions designed to win approval from Viacom’s cable partners and help build ratings.

One Down, 70+ to Go: Esquire Network Signs Off Cable TV for Good This Spring

NBCUniversal has discovered fewer viewers than ever care about live, linear television. Fewer still cared about Esquire Network, the studio’s male-targeted cable network you probably never watched.

The cable channel will go dark on your cable lineup for good this spring, according to Advertising Age, and move to the internet on Esquire.com.

Esquire Network launched as a partnership between NBCUniversal and Hearst Magazines, and took over the channel space formerly occupied by the Style network in September 2013. Esquire was supposed to reach young rich guys, among the most difficult audiences to reach. Esquire had an extremely low chance of succeeding, if only because young men in their 20s and early 30s are among the least likely to subscribe to cable television. Men in this age group are also notoriously intolerant of live commercial-laden television, and would be unlikely to treat Esquire’s original shows as worthy of appointment viewing.

Can America live without cable carriage of shows like “Knife Fight?” Apparently so.

Although Esquire Network turned in much better ratings than its predecessor Style, which couldn’t draw flies to a horse barn, NBCUniversal decided to pull the plug anyway after the network averaged only 141,000 primetime viewers nationwide, many outside of the age range advertisers wanted to reach. In 2016, every cable subscriber with Esquire Network paid a portion of their cable bill to keep the network on the lineup, even though it scored less than one-tenth of a single ratings point among adults 18-49 years old. Viewers had as much chance landing on the network by sitting on their remote controls by accident as intentionally selecting the channel. For the tens of viewers that cannot miss Esquire’s original shows, including  “Edgehill,” an investigative series about a 1998 unsolved murder of a Yale undergrad, no worries — it and other shows including “Borderland USA,” “Knife Fight,” “Brew Dogs,” and “Best Bars in America” will be ready and waiting for on-demand viewing on its website, where it may actually attract a larger audience.

The cable TV lineup comes at an ever-increasing cost for subscribers, and low-rated cable networks that force their way on the dial in bundles with more popular cable networks are partly responsible for the cord-cutting trend. Many customers are finding they can live fine without hundreds of cable channels they pay for and never watch, and as cancellations continue to grow, some studios admit it may be time to slim down the cable package and move low-rated cable channels to on-demand, online viewing instead.
