Despite claims from Republican FCC commissioners that cable companies are boosting investment in their networks as a result of the FCC’s repeal of net neutrality, cable infrastructure suppliers reported first quarter 2019 revenues nosedived 38%, reflecting an “extreme” cutback in cable industry spending not seen in over five years.

ARRIS/CommScope and Casa Systems, two major suppliers of cable system infrastructure, saw a broad decline in orders starting this year as companies like Comcast and Charter Communications slashed investment in broadband upgrades. Executives at both cable companies informed investors they expected significant spending cutbacks after completing their DOCSIS 3.1 upgrades, which have made gigabit download speeds available in large portions of the country. Comcast and Charter executives also told investors that large-scale spending is not planned in the near future.

The spending cuts were acknowledged by CommScope CEO Eddie Edwards in a conference call with investors.

“The ARRIS business is off to a challenging start to the year, driven largely by the significant reduction in CapEx spend by certain large cable companies, many of whom have commented publicly on 2019 network and capital priorities,” Edwards said.

The nation’s top two cable operators spent $1.1 billion in the third quarter and $1.4 billion in the fourth quarter of 2018 on system upgrades and investments. But during the first quarter of this year, spending plummeted to $600 million. Jeff Heynen, Dell’Oro’s research director, told Light Reading he has not seen revenues in the cable access network sector drop to such a low level since 2013.

“We’re talking about a significant decline sequentially just for CapEx for two of the largest cable operators in the world,” Heynen told the trade journal. “But this isn’t just one or two operators cutting their CapEx. It’s quite a few of them, and the big ones, too. This was bound to have a significant impact on the infrastructure market.”

Analysts expect cable industry spending will remain sluggish for much of 2019, with a possible turnaround sometime late this year, but more likely in 2020.

You know cable operators are getting serious about DOCSIS 3.1 when they open their checkbooks and buy millions of new cable modems capable of supporting the next-generation cable broadband standard.

Arris, one of the country’s biggest cable equipment manufacturers, reports it expects to ship at least two million DOCSIS 3.1 modems this year, a number analyst firm SNL Kagan says is conservative. They predict the number will be closer to three million.

Arris told its investors in the company’s first-quarter earnings conference call that the company is doing extremely well, with sales reaching $1.48 billion this quarter, and expected to be up another $1.69 billion by the summer.

Most of Arris’ modems are likely to end up at Comcast, where the cable operator plans to aggressively introduce DOCSIS 3.1 starting this year. Cox, Mediacom, and RCN are also expected to be big buyers of DOCSIS 3.1 technology this year. The one notable exception is Charter Communications, which remains preoccupied integrating Time Warner Cable and Bright House Networks into its existing operations and still has a large number of legacy Time Warner Cable systems left to upgrade to all-digital service — a process that is likely to continue for the next few years. Charter is not expected to move aggressively towards DOCSIS 3.1 until 2018 or 2019. Cablevision is also sitting out DOCSIS 3.1. Altice plans to scrap Cablevision’s existing hybrid fiber-coax network and move to fiber-to-the-home technology for its customers.

DOCSIS 3.1 will allow operators to more easily introduce gigabit download speeds and offer additional bandwidth efficiency. Arris’ first DOCSIS 3.1 modem is the SB8200, available now for $199.99 on Amazon.

Class Action Lawsuits Hit Cable Modem Manufacturers Over Widely-Reported Defect

The Netgear CM700 is the target of a class action lawsuit filed in California.

As consumers increasingly spend money out-of-pocket to acquire their own cable modems to avoid leasing fees, alleged defects in those modems are spurring class action lawsuits to force manufacturers to fix the problems or issue refunds.

Two separate class action cases have been filed this month in Calfornia courts alleging “serious defects” in the Netgear CM700 and Arris SURFboard SB6190 — both newer DOCSIS 3.0 modems. But those modems are not the only ones affected by a serious firmware bug that can dramatically degrade internet performance.

Both modems rely on a relatively new Intel Puma 6 chipset, which some media outlets have also implicated in similar defects in a variety of cable modems including the Hitron CGNV4, the Compal CH7465-LG, and Puma 6-based modems like Virgin Media’s Hub 3 and Comcast’s top-end Xfinity boxes. Other newer modems branded by Linksys and Cisco also use the same system-on-chip and may also be affected.

The law firm of Schubert, Jonckheer & Kolbe, which is handling the Netgear legal case, says these cable modems may be affected:

Customers of Comcast, Charter, and Cox in the United States are impacted, as well as Rogers and Shaw customers in Canada and Virgin Media in the United Kingdom. The faster your internet connection, the more likely you will notice the defect, which causes dramatic latency spikes and degraded internet performance.

Intel admitted there was a problem back in December, but ISPs have been slow to respond.

Intel acquired the Puma family of chips from Texas Instruments in 2010, and the latest — the DOCSIS 3.0-compatible Puma 6 – uses an Atom x86 processor designed to handle up to 1.6Gbps connections. Unfortunately, the engineers who developed the firmware have tasked the Atom CPU with too much work while it also copes with processing network packets on a high-speed internet connection.

As The Register reported back in December:

Every couple of seconds or so, a high-priority maintenance task runs and it winds up momentarily hogging the processor, causing latency to increase by at least 200ms and, over time, about six per cent of packets to be dropped. It affects IPv4 and IPv6 – and it spoils internet gaming and other online real-time interaction that need fast response times.

This problem is easily seen in two graphs provided to the Register by a reader in Phoenix who plugged in two different modems to his Cox Cable internet connection. The blue lines represent latency and the red lines are packet loss. The test was performed with an ICMP ping running 33 times a second to his ISP’s DNS server over a 30 minute period.

Online gamers are among the most likely to be affected by latency problems.

“I excitedly swapped out my Arris SB1683 Broadcom modem for the new SB6190 Intel one expecting gigabit performance and immediately noticed slower webpage loads,” one gamer told The Register. “During first-person gaming, I was getting killed way more often for no apparent reason. I looked at an eight-year graph of latency from my home logs, and was horrified. Swapping back to my SB6183 solved all the issues.”

Arris also confirmed the problem.

“Arris has been working actively with Intel to address the issue, which resulted in some SURFboard SB6190 users reporting latency concerns,” a spokeswoman for Arris said. “We plan to quickly issue Intel’s firmware updates to resolve any latency. We remain committed to providing the best broadband experience for all users of Arris devices and regret any inconvenience this issue caused.”

Unfortunately, regardless of how fast modem manufacturers issue updated firmware to resolve the problem, end users will not notice a difference until their cable operator pushes that firmware update to customers. You cannot update cable modem firmware on your own, and any effort to do so would be futile because your provider would automatically replace it with an older “approved” version as soon as the unauthorized firmware change was identified.

The lawsuits seek a jury trial and damages forcing the manufacturers to recall the modems and either replace them or issue refunds to all affected customers. Customers who own an affected modem who want to participate in the class action case can fill out this form for more information.

Arris, the nation’s number one manufacturer of cable modems, will introduce its first DOCSIS 3.1-compatible cable modem as early as this week.

The Arris SB8200 will reportedly cost consumers a steep $199.99 when it goes on sale at the end of this month.

Multichannel News reports the modem box will include the logos of Comcast and Cox, advertising compatibility with Comcast’s ongoing DOCSIS 3.1 trials and the forthcoming introduction of DOCSIS 3.1 to a significant number of Cox Cable customers.

It is capable of download speeds up to 5Gbps, uses up to 32 downstream and 8 upstream channels, and includes two gigabit Ethernet ports.

Customers can begin using the new DOCSIS 3.1 modem as soon as it is available for sale, because it will be backwards-compatible with existing DOCSIS 3 broadband networks. Prospective buyers should check with their cable operator before purchase, to make sure it is officially supported.

As cable operators upgrade to DOCSIS 3.1, the SB8200 should allow customers to immediately take advantage of speed upgrades, which are expected to be dramatic. Many cable operators are targeting gigabit download speeds for their top-tier, although upload speeds are expected to be considerably lower than 1000Mbps.

At least one cable operator has been wavering about whether to move towards DOCSIS 3.1 or switch to fiber broadband technology.

Altice USA, which currently owns Suddenlink and Cablevision/Optimum, has announced plans to scrap its existing hybrid fiber/coax infrastructure and upgrade Cablevision customers to fiber-to-the-home service, which will not use DOCSIS cable modems. Altice has not ruled out fiber upgrades for its Suddenlink systems, but has upgraded speeds in many markets using the older DOCSIS 3 standard. Altice USA is expected to continue acquiring smaller cable operators this year – most likely bidding for Cable ONE and a handful of other smaller, regional cable operators.

Among cable operators that have made substantial investments in DOCSIS 3.1 upgrades and are least likely to abandon the technology include: RCN, Mediacom, and WideOpenWest (branded: WOW!). Charter Communications is also expected to be a DOCSIS 3.1 provider… eventually. The company is likely to be preoccupied over the next few years upgrading Time Warner Cable and Bright House Networks systems it acquired to all-digital platforms before it considers moving to DOCSIS 3.1.

Arris will face competing models including Netgear’s CM1000 ($179.99) and the Linksys CM3132 ($199.99) which should be available by late spring.

Arris Will Manufacture Next Generation of Charter Set-Top Boxes: WorldBox 2.0

charter-spectrumArris will manufacture the next generation of set-top boxes for Charter Communications, supporting hybrid IP/QAM video and the legacy technology still in place at Charter-acquired Time Warner Cable and Bright House Networks.

WorldBox 2.0 will support both a traditional and cloud-based user interface, as well as new content options and video features that could eventually bring a cloud-based DVR service for Charter customers. Charter is dealing with at least three different cable system architectures — its own network and those of its two recent acquisitions: Bright House and Time Warner Cable. Charter will be expanding its current downloadable conditional access (DCAS) capability to both those cable companies, expanding Digital Rights Management (DRM) to cable television channels. Time Warner and Bright House reportedly rely on an older CAS system.

Charter is strengthening video security to remotely switch on and off cable TV service for new/disconnecting customers without having to send a truck to the customer’s home.

“While Charter is focused on providing a secure video product on all devices, WorldBox 2.0 provides the same advanced video experience consumers are demanding on traditional television sets, and gives Charter the flexibility to deploy a single platform across our entire expanded network,” said Jim Blackley, Charter executive vice president of engineering and IT, in a statement. “Our ongoing work with Arris – in developing this platform, including the downloadable security component – and the establishment of the warrant program, speaks to the strength of our long-standing relationship and the value of ARRIS’s expertise in large-scale, next-generation deployments.”

Charter’s appreciation for Arris is reflected in an agreement the cable company has with the set-top box vendor to buy up to six million shares of Arris stock over the next 24 months, depending on how much business Charter provides the company.

Charter’s WorldBox 1.0 originally debuted in 2015 with the assistance of Cisco, but Charter has clearly shifted towards Arris. There has been considerable consolidation in the set-top box marketplace over the last year. Cisco sold its cable equipment business to Technicolor and Arris has grown larger after acquiring its competitor Pace.
