Fiber to the Press Release: Comcast’s 2Gbps Service Arrives – In One 993-Acre Houston Development

the grovesAfter months of issuing nationwide press releases promoting Comcast’s new, blazing fast 2Gbps fiber to the home broadband, the cable company has finally announced it will be available (so far) … in one single 993-acre unfinished planned community in a northeastern suburb outside of Houston: Humble, Tex.

The Groves, designed to eventually contain 2,200 single-family homes on 993 acres west of West Lake Houston Parkway and south of Kingwood, currently resembles a crop circle because much of the community has yet to be built.

Crescent Communities, the North Carolina-based developer, calls The Groves a “refuge” from the rest of Houston, with amenities close at hand. Residents may not instinctively balk at Comcast’s expensive super-fast service requiring a $1,000 installation fee and a multi-year commitment to get the special promotional price of $159/mo. Housing at The Groves starts in the upper $200,000s and extends into the $500,000 range.

The Houston Business Journal reports Comcast will directly connect homes in the development to fiber optics, not the usual coaxial cable used elsewhere. Every home in the development will have access to the all-fiber network, which will offer 250Mbps and higher speeds, according to Comcast spokesman Michael Bybee.

Comcast will officially launch the 2Gbps service next week.

netflix-ausWith video streaming now accounting for at least 64 percent of all Internet traffic, it should have come as no surprise to Australia’s ISPs that as data caps are eased and popular online video services like Netflix arrive, traffic spikes would occur on their networks as well.

It surprised them anyway.

Telecom analyst Paul Budde told the WAToday newspaper “video streaming requires our ISPs to have robust infrastructure, and to use it in more sophisticated ways, and that largely caught Australia off guard. I think it’s fair to say everybody underestimated the effect of Netflix.”

Not everybody.

Australia’s National Broadband Network (NBN) was originally envisioned by the then Labor government as a fiber-to-the-home network capable of enormous capacity and gigabit speed. Prime Minister Kevin Rudd proposed buying out the country’s existing copper phone wire infrastructure from telecom giant Telstra to scrap it. Instead of DSL and a limited number of cable broadband providers, the national fiber to the home network would provide service to the majority of Australians, with exceptionally rural residents served by wireless and/or satellite.

Conservative critics slammed the NBN as a fiscal “white elephant” that would duplicate or overrun private investment and saddle taxpayers with the construction costs. In the run up to the federal election of 2013, critics proposed to scale back the NBN as a provider of last resort that would only offer service where others did not. Others suggested a scaled-down network would be more fiscally responsible. After the votes were counted, a Coalition government was formed, run by the conservative Liberal and National parties. Within weeks, they downsized the NBN and replaced most of its governing board.

Plans for a national fiber to the home network similar to Verizon FiOS were dropped, replaced with fiber to the neighborhood technology somewhat comparable to AT&T U-verse or Bell Fibe. Instead of gigabit fiber, Australians would rely on a motley mix of technologies including wireless broadband, DSL, VDSL, cable, and in areas where the work had begun under the earlier government, a limited amount of fiber.

In hindsight, the penny wise-pound foolish approach to broadband upgrades has begun to haunt the conservatives, who have already broken several commitments regarding the promised performance of the downsized network and are likely to break several more, forcing more costly upgrades that would have been unnecessary if the government remained focused on an all-fiber network.

Communications Minister Malcolm Turnbull has admitted the new NBN will not be able to deliver 25Mbps service to all Australians by 2016. Only 43 percent of the country will get that speed, partly because of technical compromises engineers have been forced to make to accommodate the legacy copper network that isn’t going anywhere.

Think Broadband called the fiber to the neighborhood NBN “a farce” that has led to lowest common denominator broadband. A need to co-exist with ADSL2+ technology already offered to Australians has constrained any speed benefits available from offering faster DSL variants like VDSL2. Customers qualified for VDSL2 broadband speeds will be limited to a maximum of 12Mbps to avoid interfering with existing ADSL2+ services already deployed to other customers. Only multi-dwelling units escape this limitation because those buildings typically host their own DSLAM, which provides service to each customer inside the building. In those cases, customers are limited to a maximum of 25Mbps, not exactly broadband nirvana. The NBN is predicting it will take at least a year to take the bandwidth limits off VDSL2.

nbnThe need for further upgrades as a result of traffic growth breaks another firm commitment from the conservative government.

NBN executive chairman Ziggy Switkowski told reporters in 2013 that technology used in the NBN would not need to be upgraded for at least five years after construction.

“The NBN would not need to upgraded sooner than five years of construction of the first access technology,” Switkowski said. “It is economically more efficient to upgrade over time rather than build a future-proof technology in a field where fast-changing technology is the norm.”

Since Switkowski made that statement two years ago, other providers around the world have gravitated towards fiber optics, believing its capacity and upgradability makes it the best future-proof technology available to handle the kind of traffic growth also now being seen in Australia. At the start of 2015, 315,000 Australians were signed up for online video services. Today, more than two million subscribe, with Netflix adding more than a million customers in less than four months after it launched down under.

Many ISPs offer larger data caps or remove them altogether for “preferred partner” streaming services like Netflix. With usage caps in place, some customers would have used up an entire month’s allowance after just one night watching Netflix.

But the online viewing has created problems for several ISPs, especially during peak usage times. iiNet reports up to 25% of all its network traffic now comes from Netflix. As a result iiNet is accelerating network upgrades.

Customers still reliant on the NBN’s partial copper network are also reporting slowdowns, especially in the evening. The NBN will have to upgrade its backbone connection as well as the last mile connection it maintains with customers who often share access through a DSLAM. The more customers use their connections for Netflix, the greater the likelihood of congestion slowdowns until capacity upgrades are completed.

Optus worries its customers have extended Internet peak time usage by almost 90 minutes each night as they watch online streaming instead of free-to-air TV. Telstra adds it also faces a strain from “well over half” of the traffic on its network now consisting of video content.

This may explain why Internet entrepreneur and NBN co-board director Simon Hackett wishes the fiber to the neighborhood technology would disappear and be replaced by true fiber to the home service.

“It sucks,” Hackett told an audience at the Rewind/Fast Forward event in Sydney in March, referring to the fiber to the neighborhood technology. His mission is to try and make the government’s priority for cheaper broadband infrastructure “as least worse as possible.”

“Fiber-to the-[neighborhood] is the least-exciting part of the current policy, no arguments,” he added. “If I could wave a wand, it’s the bit I’d erase.”

Another cost of the Coalition government’s slimmed-down Internet expansion is already clear.

According to Netflix’s own ISP speed index, which ranks providers on the quality of streaming Netflix on their networks, Australia lags well behind the top speeds of dozens of other developed nations, including Mexico and Argentina.

But even those anemic speeds come at a high cost to ISPs, charged a connectivity virtual circuit charge (CVC) by NBN costing $12.91 per 1Mbps. The fee is designed to help recoup network construction and upgrade costs. But the fee was set before the online video wave reached Australia. iiNet boss David Buckingham worries he will have to charge customers a “Netflix tax” of $19.18 a month for moderate Netflix viewing to recoup enough money to pay the CVC fees. If a viewer wants to watch a 4K video stream, Buckingham predicts ISPs will have to place a surcharge of $44.26 a month on occasional 4K viewing, if customers can even sustain such a video on NBN’s often anemic broadband connections.

Some experts fear costs will continue to rise as the government eventually recognizes its budget-priced NBN is saddled with obsolete technology that will need expensive upgrades sooner than most think.

Instead of staying focused on fiber optics, technology the former Rudd government suggested would offer Australians gigabit speeds almost immediately and would have plenty of capacity for traffic, the conservative, constrained, “more affordable” NBN is leaving many customers with no better than 12Mbps with a future promise to deliver 50Mbps some day. There is little value for money from that.

Hong Kong Shakes Its Head At Telephone Companies Still Wasting Time & Money With Copper Wiring

hktHong Kong Telecom Group (HKT) chief technical officer Paul Berriman believes copper phone wiring is a thing of the past and is nonplussed by efforts to wring a few more years of life out of infrastructure that cannot reliably support high-speed Internet and is costly to maintain. The only solution that makes sense is to get rid of the copper and replace it with fiber optic wiring.

While America talks about 1Gbps limited rollouts, he is thinking about speeds ten times faster with his announcement Hong Kong Telecom is preparing to launch 10 gigabit service across the territory and was continuing its efforts to tear out obsolete copper wiring.

The man partly responsible for ensuring Hong Kong’s broadband future is a fast and reliable one says HKT has 1.6 million broadband customers — 530,000 on fiber to the home service and 200,000 on less-desirable VDSL2 with vectoring, which still relies in part on copper wiring. He is not happy with copper wiring’s performance and support costs and wants it out of his network. His minimum target speed is 100Mbps and if he finds a building that for any reason does not deliver more than 30Mbps at all times, he instructs engineers to immediately tear out the copper and replace it with fiber.

Overall, Hong Kong has an average Internet speed of 87 megabits per second, according to figures by Akamai. “Our (HKT) average is about 116Mbps,” he said. It is about to get much faster. The two major wired fiber competitors are HKT and HKBN and both compete fiercely for broadband customers.

HKT has three tiers of unlimited use fiber broadband (regular prices shown in U.S. dollars, prices lower for certain bundles and promotions):

  • 300/300Mbps for $64.21/mo;
  • 500/500Mbps for $77.10/mo;
  • 1000/1000Mbps for $90/mo.

When the 10Gbps upgrade is complete, HKT is likely to further boost speeds and/or cut prices.

Berriman acknowledges that the densely packed multi-dwelling apartments and condos common across Hong Kong makes large fiber projects less expensive than elsewhere in the world, but believes costs can be managed by deploying incremental upgrades. For example, HKT today has fiber extending into 85 percent of Hong Kong’s buildings and can connect fiber to 79 percent of homes in Hong Kong within three days of receiving an order.

Depending on a customer’s requirements, HKT can save money by serving DSL over short lengths of existing in-building copper wiring for customers not subscribed to ultra-fast broadband speed tiers. The length of wiring is short enough to guarantee speed is not affected for these customers. When customers do need the fastest speeds, fiber is strung directly to their apartment. Despite this, HKT is progressively migrating away from “fiber to the basement” to an all-fiber network to simplify its facilities and increase reliability, especially as the demand for faster speeds continues to grow.

“Once we get to 50 or 60 percent usage of the fiber in the building we start to look at converting the rest to get rid of the [older DSL] electronics,” Berriman said.

HKT also operates a mobile network it acquired from “Sunday” in 2006 and has also bought out Telstra’s share of the formerly joint owned CSL. The wireless company has a 31 percent market share and 4.6 million customers on two different networks — one supplied by ZTE and the other from Huawei. To supplement its wireless mobile network and offload traffic, HKT also operates 14,000 Wi-Fi hotspots across Hong Kong and is a leader in the use of EAP-SIM, which makes it easy for connections to be handed off between its mobile and Wi-Fi networks without interruption.

AT&T Barely Launches GigaPower U-verse in Houston… Another Fiber to the Press Release Irritates Locals

gigapower-600x315Houston residents excited by this week’s launch of AT&T U-verse with GigaPower have been quickly disappointed after learning the service is available practically nowhere in Houston and likely won’t be for some time.

The upgrade, offering up to 1,000/1,000Mbps broadband, was launched Monday with an announcement “select residents” in Bellaire, Pasadena, and northwest Harris County, Tex. will be the first to get the service.

Bellaire, known as the “City of Homes,” is a primarily residential community of 6,000 houses surrounded by the city of Houston. AT&T’s Houston headquarters are located in Bellaire, and the company maintains good relations with the local government. Larry Evans, AT&T’s vice president and general manager for South Texas told the Houston Chronicle that is a key factor for getting GigaPower upgrades. Evans said Bellaire, Pasadena and northwest Harris County have been very cooperative in clearing red tape and letting AT&T install fiber infrastructure for GigaPower with a minimum of fuss from permitting and zoning authorities.

The larger city of Pasadena, with a population approaching 150,000 is another case where close cooperation with the city government made the difference. The city council contracts with AT&T to supply telecom services to the local government as well.

As in other AT&T service areas, actual availability of GigaPower is extremely limited. A search of prospective addresses in Pasadena found service available in only a few neighborhoods. In Bellaire, only a few streets now qualify for service. We were unable to find a single address in “northwest Harris County” that qualified for U-verse with GigaPower, but AT&T claims that “surrounding communities” would also have access, without disclosing the names of any of them. That makes it extremely difficult to accurately use AT&T’s service qualification tool to verify coverage.

Jim Cale found he pre-qualified on the website for U-verse with GigaPower service, but his hopes were dashed when a representative informed him his order was canceled because, in fact, GigaPower was not actually available on his street.

“My neighborhood was wired with fiber to the home when it [was built] a few years ago,” shared “Ed From Texas.” “AT&T is the provider and that was one of its advertised features. Who do I need to harass at AT&T to get Gigapower turned on for us?”

Gene R. is in a similar predicament:

“I can’t even get U-Verse and I am two blocks from loop 610,” he said. “AT&T says they don’t know when it will be available. I suspect…never.”

Richard dumped AT&T in the past for not meeting the speeds U-verse advertises, but is hopeful an all-fiber network might finally bring better speeds.

AT&T will sell several U-verse with GigaPower plans in Houston. The packages below include waivers of equipment, installation and activation fees, if you agree to allow AT&T to monitor your browsing activity:

  • U-verse High Speed Internet Premier: Internet speeds up to 1Gbps starting as low as $110 a month, or speeds at 300Mbps as low as $80 a month, with a one year price guarantee;
  • U-verse High Speed Internet Premier + TV: Internet speeds up to 1Gbps and qualifying TV service starting as low as $150 a month, or speeds at 300Mbps and qualifying TV service as low as $120 a month, with a one year price guarantee;
  • U-verse High Speed Internet Premier + TV + Voice: Internet speeds up to 1Gbps with qualifying TV service and Unlimited U-verse Voice starting as low as $180 a month, or speeds at 300Mbps with qualifying TV service and Unlimited U-verse Voice as low as $150 a month, with a two-year price guarantee.

These offers all include a provision in the service agreement allowing AT&T to spy on your browsing habits ostensibly to supply “targeted advertising.” But the terms and conditions do not limit AT&T from broadening its monitoring of your usage for other purposes. If you opt out, the price goes up to $109 monthly for 300Mbps service and $139 monthly for 1Gbps broadband and you will pay installation and activation fees.

AT&T says the monitoring is done purely to power its targeted ads. Some examples:

  • If you search for concert tickets, you may receive offers and ads related to restaurants near the concert venue;
  • After you browse hotels in Miami, you may be offered discounts for rental cars there;
  • If you search for a car online, which may include window shade, you may receive an email notifying you of a local dealership’s sale;
  • If you are exploring a new home appliance at one retailer, you may be presented with similar appliance options from other retailers.

“You might receive these offers or ads online, via email or through direct mail,” says AT&T on their Internet Preferences page.

The “price guarantee” provision is actually a contract obligating you to stay with U-verse for 1-2 years or face an early termination fee of $180. AT&T also warns your Internet speeds will deteriorate “if two or more HD shows [are] viewed at same time.” Usage caps apply, as usual. GigaPower customers signed up for the fastest speeds receive 1 terabyte, or 1,000 gigabytes, of data per month. Customers will get warnings if they exceed the cap twice. The third time, and going forward after that, they’ll pay a $10 fee for each 50GB over the cap.

AT&T has promised an undisclosed number of customers in Chicago, Ill., and Atlanta, Decatur, and Newnan, Ga., will eventually get GigaPower upgrades to AT&T’s U-verse service, after moving customers to an all-fiber network that will deliver up to 1Gbps service.

“As a city that prides itself on creating a favorable environment for investment and innovation, I am happy to see AT&T bringing its ultra-high speed fiber network to the City of Atlanta,” said Atlanta Mayor Kasim Reed. “This is a great opportunity for our residents, businesses and visitors, who all stand to benefit from this new service. The City of Atlanta is one of the fastest growing tech hubs in the United States and a hotbed for entrepreneurial activity.  U-verse with AT&T GigaPower service will complement this engine of economic growth and help pave the way for future opportunities.”

But before the mayor gets too excited, he should consider AT&T’s track record for GigaPower upgrades in other cities where the service is offered. Customers complain the gigabit upgrade is difficult to get in single family homes, with most of the upgrades targeting multi-dwelling units like large condos or apartment blocks or new housing developments.

Customers in Austin complain to Stop the Cap! AT&T GigaPower looks more like a demonstration project than a serious effort at expanding super fast fiber broadband. Although pockets of service are established in some upscale areas, nobody at AT&T is willing to answer customers’ questions about exactly when service will arrive in unserved neighborhoods. Technicians are privately telling readers it will take more than a year for serious expansion efforts to begin across Austin.

While AT&T drags its feet on fiber expansion, it has no trouble hurrying out press releases suggesting cities including Atlanta, Augusta, Charlotte, Chicago, Cleveland, Fort Worth, Fort Lauderdale, Greensboro, Houston, Jacksonville, Kansas City, Los Angeles, Miami, Nashville, Oakland, Orlando, San Antonio, San Diego, St. Louis, San Francisco, and San Jose will soon see GigaPower in their areas. But AT&T isn’t putting much money where its mouth is, failing to significantly increase capital spending to upgrade the U-verse network.

In fact, AT&T executives have repeatedly reassured investors the company has no plans for a significant uptick in wireline capital spending — exactly what would be required to complete the gigabit expansion effort AT&T promises in press releases. In contrast, AT&T’s 2012 $14 billion Project Velocity IP (or VIP) was the company’s most visible and ambitious network build out initiative in wired service since the introduction of U-verse. Project VIP delivered a clear expansion of U-verse into new areas and brought new fiber connections to buildings, many that are now in use to offer GigaPower service in Austin.

Fiber broadband expansion is not cheap, and even after AT&T committed $14 billion to its expansion effort two years ago, the results are modest for U-verse because a considerable portion of the funds spent were invested in AT&T’s wireless network instead — always a priority:

Reflecting on the numbers, it would take an investment at least equal, if not greater, than AT&T spent on Project VIP for AT&T to significantly upgrade the communities it claims will soon have access to GigaPower. Instead, it is more likely AT&T will introduce a handful of gigabit show projects and then incrementally upgrade selected neighborhoods over the next 3-5 years.

Existing competition makes all the difference as to what customers will pay for gigabit service from AT&T, assuming they can buy it at any price. As Google Fiber tears up the streets of Austin, it is clear Google will deliver real competition in that city, forcing AT&T to price its gigabit service at $70 a month (for customers willing to have their online activities tracked by AT&T). In nearby Dallas, where competition isn’t as robust, customers will have to pay at least $120 a month for the service.
