Kansas City Media Introduces, Explains, and Confuses Google Fiber for the Uninformed

Believe it or not, Google Fiber has not always been headline news in Kansas City. Outside of a few stories in early spring about zoning and installation matters, local media (particularly television) has mostly given back page treatment to Google’s new fiber network since the city was first chosen in March, 2011.

That all changed last Thursday when television, radio, and newspaper reporters flooded a converted yoga studio in midtown Kansas City to attend Google Fiber’s unveiling. Many stations aired live reports on-site and devoted time during their afternoon and evening newscasts to explain what the service is all about, starting with what it will cost — $70 a month for 1Gbps service (or paying a flat $300 for 5/1Mbps service for the next seven years). Adding television brings the final price to $120 a month. Google considers landline phone service a dead-end business, and won’t bundle a telephone option, but customers can use Google Voice to make and receive most calls for free.

Kansas City, Mo., Mayor Sly James said Google Fiber was more of an opportunity than a gift for Kansas City.

“We now have an opportunity to take a giant step and if we don’t it’s all on us,” James said.

KCUR Radio in Kansas City explores some of the public policy and institutional changes Google Fiber can bring the area with the advent of gigabit broadband. Mike Burke, Missouri co-chair, and Dr. Ray Daniels, Kansas co-chair of the Mayors’ Bistate Innovation Team talks about what changes Google Fiber could bring to health care, education, government, and more.  The Mayors’ Bistate Innovation Team recently released a report titled “Playing to Win in America’s Digital Crossroads,” a playbook for capitalizing on ultra-high-speed fiber in Kansas City, Kansas and Kansas City, Missouri. Some in the media seemed disappointed Google spent a considerable amount of time selling the entertainment-oriented element of its service — namely the television lineup and the equipment that comes with it, and less on the educational and transformational nature of gigabit broadband. But many in the audience didn’t need an explanation of what 1,000/1,000Mbps service will mean for them.

Reviewing the coverage shows a predictable response:

  • Those under 30 want it today and won’t think twice about paying $70 to get it;
  • Those running businesses that depend on the web also want it, and are slightly perturbed Google will only sell to residential customers at first;
  • Families with young children want the service because they feel it will be a game-changer for their children’s education and future career;
  • Income-challenged residents are concerned about the cost, but are happy to discover Google has an affordable option for them to participate in the wired world;
  • Older residents seem preoccupied with the price and consider the television lineup even more important than broadband speed;
  • Schools, libraries, health care, and non-profit groups are thrilled with the prospect of getting free or deeply discounted service;
  • Incumbent providers are putting on a brave face, relying on what they feel is excellent customer service, local ties to the communities they service, and a current customer base that may be reluctant to switch.

Google Fiber’s free 5/1Mbps service is another embarrassment to big cable companies like Comcast which offer less service for more money.

The Kansas City Star needlessly fretted about the remaining digital divide of Internet “have’s” and “have-not’s,” as Google launched a competition between neighborhoods to determine where to install the service first.

So far, many poorer urban core neighborhoods are expressing interest in Google fiber at a slower rate than middle- and higher-income neighborhoods.

It’s important now for efforts to reach out to help the lower-income neighborhoods rally so the access doesn’t become a new dividing line.

The newspaper is concerned by Google’s fiber map showing many minority, inner-city neighborhoods have yet to receive a single commitment from a resident willing to pre-register for the service. But Google is not running a competition to exclude anyone. It is surveying interest to ensure it has a working business model to sustain its fiber broadband operation. Overshadowed by the gigabit broadband announcement is the fact Google is also including a real solution for the income-challenged — an entry-level 5/1Mbps broadband option that will cost just $300 (payable in $25 installments) that guarantees service with no additional payment for seven years.

That is a broadband solution far superior to the afterthought programs on offer from Comcast and a handful of phone companies that only deliver a fraction of the speed, at a higher price, to those who meet a byzantine set of requirements. It is yet another embarrassment for Kabletown, which would not have even offered the service had the government not made it a condition for approving the mega-merger of NBC-Universal and Comcast.

One Star columnist likened Google Fiber to a public works project that threatened to go bad pitting neighborhoods against one-another, rich against poor:

The more educated, middle- to upper-income neighborhoods in southwest KC and in midtown were signing up for first crack at the service.

Meanwhile, the neighborhoods without as many computers and without the income to afford the $70 or $120 proposed monthly charges for Google Fiber were signing up at far slower rates.

None of that means Google Fiber won’t be a big success.

But let’s not pretend there won’t be winners and losers with this advance in technology.

If Google Fiber narrows that digital gap – and makes more information available more quickly to more people to help boost the economy of KC – that’s all for the good.

However, being able to hook up eight computers in a house so people can be more entertained doesn’t set my world on fire.

Let’s remember Google Fiber is intended to be a for-profit business run by a for-profit corporation. Star columnist Yael T. Abouhalkah might have been more comfortable had he advocated for a community-owned broadband solution committed to serving every neighborhood, everywhere. Google Fiber is not that, at least not now. The alternatives from AT&T and Time Warner Cable have not solved the digital divide either. Giving away effectively-free 5/1Mbps broadband for seven years might.

Google Launching Free 5/1Mbps Internet, 1Gbps Service for $70 a Month in Kansas City

Google formally announced its new fiber to the home service to residents of Kansas City today with game-changing pricing for broadband and television service.

For $70 a month, Google will deliver consumers unlimited 1Gbps broadband service. For an additional $50 a month, customers can also receive a robust television package consisting of hundreds of digital HD channels, and throw in a free tablet (they call it ‘the remote control’), free router, free DVR with  hundreds of hours of storage, and access to Google’s cloud backup servers.

Google has also found a solution to affordable Internet for poorer residents. The company is promising free 5/1Mbps service for up to seven years if customers will pay a $300 installation charge, payable in $25 installments.

Customers who agree to sign up for multiple services and a service contract can waive the $300 installation charge.

Google’s new service will roll out to different areas of Kansas City. Google has split neighborhoods into “fiberhoods” that consist of around 800 homes. In a masterful public relations and public policy demonstration, Google intends to show up the cable and phone companies who have repeatedly declared customers have no interest in fiber-fast broadband speeds by asking would-be customers to pre-register for Google Fiber, which will cost $10. Those “fiberhoods” with the largest number of pre-registrations will be the first to get Google’s new fiber service. At least 80 families (around 10%) of each “fiberhood” will have to be willing to sign up for Google to activate the service in each neighborhood.

Google hopes consumers will evangelize the possibilities of fiber broadband with friends and neighbors nearby and get them on board. If the telecom industry’s predictions of lukewarm interest are true, then Google won’t collect many $10 registrations and will not be able to publicize the number of customers who want nothing more to do with incumbent cable and phone companies. If Google is correct, they will have successfully proven America’s phone and cable companies have been dramatically overcharging Americans for service and large numbers are clamoring for a better choice.

Google has the goods to entice technology fanatics. Those signing up for television service will find Google has moved way beyond the traditional cable set top box that still won’t reliably record your favorite shows. Google will supply customers with:

  • a free Nexus 7 tablet that will come pre-programmed to function as a remote control (but can be used for other things);
  • a Bluetooth-based traditional remote;
  • a combination set top box and DVR system that can record up to 500 hours of programming;
  • a Wi-Fi enabled Gigabit router;
  • an iOS (Android coming, of course) app that will let viewers manage everything over their tablet or mobile phone;
  • a 2TB storage locker;
  • a free terabyte of Google Cloud storage

But Google’s current television lineup does omit many popular cable networks, either in an effort to control programming costs or because the company has not completed negotiations with every programmer they want on the lineup. Among the missing:

  • ESPN and regional sports networks
  • Disney networks
  • Turner networks like TNT, TBS and Turner Classic Movies
  • Rainbow Networks’ AMC
  • Time Warner-owned channels like HBO, CNN and TruTV
  • Fox-owned networks like Fox News Channel and Fox Business News

Time Warner Cable’s response to Google’s network seems to indicate, publicly at least, they are not that worried.

“Kansas City has been a highly competitive market for a long time and we take all competitors seriously,” said spokesman Justin Venech. “We have a robust and adaptable network, advanced products and services available today, and experienced local employees delivering local service. We are confident in our ability to compete.”

While incumbent phone and cable operators often try to directly block community broadband projects, sometimes politics and special insider interests also get in the way.  One of our loyal readers shared a piece with us published in Fierce Telecom that outlines the trouble spots:

Gov. Bobby Jindal Blows It for Louisiana; Wife’s Foundation Heavily Supported By AT&T

The U.S. Dept. of Commerce awarded $80.5 million to help drain Louisiana’s broadband swamp with a new statewide fiber network linking the most rural and poor areas of the state, including schools, libraries, hospitals, and universities.  Users could have obtained service from 10Mbps-1Gbps, but not if Jindal had his way.  He preferred AT&T (and the state’s cable operators) handle everything the same way they have traditionally handled telecommunications in the state — service in big cities and next to nothing everywhere else.  In addition to directly supporting the governor, AT&T contributes substantially to a charitable foundation founded by Jindal’s wife.

Jindal never openly blocked the project.  Instead, his administration “dithered and bickered” over the fiber network and ran the clock out.  Last October, the Commerce Department revoked the grant, leaving Louisiana’s Broadband Alliance with little more than a plan they’ll never be able to implement as long as Jindal occupies the governor’s office.  Stop the Cap! covered the mess back in November.

Public Service Commissioner Foster Campbell:

“We want to know what the heck happened; we’re the only ones in the country that dropped the ball,” Campbell said. “I meet with people in every parish, and the number one priority by far is high-speed Internet, and how do you lose $80 million coming from the federal government to do that. How do you drop the ball, and if they did drop the ball was it because someone whispered in their ears, ‘it’s going interfere with big companies?’”

As Stop the Cap! wrote last fall, a scandal involving AT&T and the mayor of the state capital of Florida ultimately cost the city of Tallahassee a $1.6 million dollar federal broadband grant to expand Internet access to the urban poor and train disadvantaged citizens to navigate the online world.

Mayor John Marks never bothered to inform the city he had a direct conflict of interest with the group he strongly advocated as a participant in the grant project. The Alliance for Digital Equality (ADE) is little more than an AT&T astroturf effort — a front group that did almost nothing to bring Internet access to anyone. Mayor Marks was a paid adviser.

After the media got involved, the mayor’s office hoped the whole project would just go away. And it did, along with the $1.6 million.

Wisconsin Republicans <Heart> AT&T, Even When It Means Forfeiting $23 Million for Better Broadband

Wisconsin Gov. Scott Walker is a close friend of AT&T.  So close, when the phone company was threatened with the loss of revenue earned from the institutional broadband network it leases to the state, Walker and his Republican colleagues intervened, literally turning away $23 million in government stimulus funding.  Walker alone has accepted more than $20,000 in campaign contributions from AT&T.  Stop the Cap! covered this story in detail in February 2011.

The decision to return the money had a direct impact on 380 Wisconsin communities, 385 libraries, 82 schools, and countless public safety offices across the state.  Namely, being stuck with AT&T’s outdated and expensive network the state leases in successive five year contracts.  Since broadband stimulus funding requires the construction of networks designed to last 20 years, not five, Walker’s insistence on sticking with AT&T made the stimulus funding off-limits.  But what are friends for?

AT&T has historically had no trouble getting its phone calls returned by Republican state lawmakers, who have cheered most of AT&T’s proposed legislation through the state legislature.  Today, Wisconsin takes a “hands off” approach with the state’s cable and phone companies, passed a statewide franchising bill that stripped oversight away from local communities, and AT&T’s landline network faces little scrutiny in the state, especially in rural communities.

The state university is now attempting to bypass Walker with its own $37 million project, but it will never serve Wisconsin consumers.  The institutional network will target schools, hospitals and first responders.

As Fierce Telecom notes, other communities could face the loss of their stimulus funding if they do not get busy building the projects they promised.  The Rural Utilities Service, part of the U.S. Dept. of Agriculture, has put several projects on notice they could forfeit broadband stimulus funding if they fail to meet project deadlines.

The Bailiwick of Jersey, one of the British Channel Islands off the coast of Normandy, France, is being wired for fiber broadband speeds as high as 1Gbps and the island’s 100,000 residents are thrilled.

Jersey Telecom (JT), a government-owned service provider, expects to reach every one of the island’s 42,000 homes with Gigabit Jersey — a super-fast fiber network by the end of 2016.  The first 24 homes were switched on for service this week, with new homes coming online daily.

Graeme Millar, JT CEO, says Jersey’s new fiber network replaces the island’s antiquated copper wire based DSL service, and will result in much faster speeds for residents.  The initial trial is focused on La Rocque, Fauvic, and La Moye, and all commercial broadband providers are welcome to use the network to sell their services to residents and businesses on the island.

JT is offering a minimum of 40/40Mbps service to casual users and 1Gbps for Internet addicts.

The fiber project makes no distinctions between urban and rural residents and provides the same speeds to both businesses and residences.  Broadband has become such an important part of island life, it is essential every home have equal access.  With home-based businesses and home-based workers, it doesn’t make sense to only sell fast service to business customers.

The government spent £19m ($29.8 million) on the fiber network it calls an investment in the future.  None of the funding comes from the pockets of the island’s taxpayers.

Jersey officials claim the project will attract new high-tech businesses to the island, which is closer to France than England.

Government officials, and many residents, have rejected complaints from private providers like Airtel-Vodafone who claim the Internet’s future is mobile/wireless, not fiber.  Airtel-Vodafone fought Gigabit Jersey, claiming “fast enough” Internet access was possible over their mobile broadband network.  The company claimed the government investment interfered with private companies’ business plans for Jersey.

“Airtel had no intention of delivering anything close to the speeds we are going to get from JT, and they would hand us plans with small usage allowances and high prices to boot,” says Stop the Cap! reader Marie, who lives on Jersey.  “These companies believe it is more important to let private business dictate the Internet future of Jersey instead of letting people, through our local government, make that choice for ourselves.”

JT’s Gigabit Jersey project claims to be the most ubiquitous and comprehensive Gigabit fiber network in the western world, because it will reach every resident and business on the island.

“Why would anyone want an expensive, slower, and congested wireless network from Vodafone when you can have 1Gbps fiber broadband instead?” asks Marie. “If you want to walk around with a tablet, put a wireless router up and point it into the garden and be done with it.”

JT will gradually replace the island’s existing copper infrastructure as the project continues over the next four years.  The fiber network is expected to also bring down broadband prices, which run as high as $79 a month for 20Mbps service.

Want to Lure New Digital Economy Businesses to Your Community? You Need 100Mbps Broadband

Suffering the Great Recession blues?  As communities continue to face the loss of manufacturing, heavy industry, and textile jobs to overseas outsourcing, local economic development specialists have discovered one of the most effective ways to lure new high-tech industry into areas hard-hit with job losses is the availability of cheap, plentiful, and fast broadband.

A survey of economic development officials from around the nation, sponsored by the  International Economic Development Council, showed 77% believe 100Mbps is the minimum speed needed to attract new businesses.  Almost half think even that is no longer fast enough:
  • 42% believe that that 1Gbps is the minimum speed needed to lure new businesses.
  • 35% believe the minimum must be at least 100Mbps.
  • Rural economic developers appear to be well ahead their urban counterparts in the area of planning. 58% of rural respondents either have broadband strategies and tactics worked into their economic development plans or are writing plans with these elements. Only 39% of urban respondents have done the same.
  • 92% see no benefit from the FCC’s minimum broadband standard of 4Mbps, defined largely to suit telephone company DSL service common in rural areas.

Why are rural economies benefiting from better broadband planning? Because in the absence of commercial providers willing to provide the service, an increasing number of small towns and cities are building their own municipal networks to get the job done themselves.  Those networks are routinely superior to the facilities provided by most cable and phone companies serving less populated areas.

Community broadband is working in Wilson and Salisbury, N.C., where a transition from a textile/tobacco-based economy into higher-tech knowledge economy jobs required state-of-the-art broadband as a foundation.  Chattanooga, Tenn.-based EPB Fiber has already attracted dot.com giants like Amazon.com, creating hundreds of millions in local investment and thousands of new jobs.  Why Chattanooga?  Gigabit broadband for just a few hundred dollars a month is just one phone call away.

Relying on commercial providers to build 21st century broadband as a platform for economic transformation has delivered uneven results, especially outside of the largest cities. Large cities traditionally get most of the provider’s time, attention, and upgrades.  Smaller, more out of the way places often see little or nothing.

That is why this year’s latest push in Georgia and South Carolina to tie the hands of communities trying to remake themselves with modern broadband is so risky. While AT&T and the cable companies may position their argument as “protecting consumers,” in fact they are only protecting their own interests, even if it means the next Amazon.com distribution facility or Google data center finds a better home somewhere else.
