AT&T Uses Tax Dollars to Subsidize Expensive, Capped, and Slow Wireless Rural Broadband Solution

AT&T Fiber isn’t coming to rural communities and farms in the phone company’s service area anytime soon. Instead, AT&T grudgingly accepted $428 million in ratepayer-subsidized Connect America funds to build fixed wireless networks that do not meet the FCC’s minimum definition of broadband, come usage-capped, and will offer a price break only to customers who sign up for AT&T’s other services.

AT&T’s Fixed Wireless Internet service begins this week in Georgia, offering up to 10/1Mbps service with a monthly data cap of 160GB (additional 50GB increments cost $10 each). The monthly price is $70, or $60 with a one-year contract, or $50 if a customer has AT&T wireless phone service or DirecTV. The installation fee is $99, waived if you bundle with DirecTV. The fee covers the installation of an outdoor antenna and indoor residential gateway, which remains the property of AT&T. The service works over AT&T’s 4G LTE network. Credit approval is required, and those not approved may have to pay a refundable deposit to start service. AT&T is using ratepayer funds to construct a sub-standard fixed wireless network that it will use to cross-sell its own products and services by offering customers a discount. The minimum speed to be considered “broadband” according to the FCC is not less than 25Mbps. But AT&T would have to spend considerably more to equip its wireless solution to work at those speeds, and the company has already admitted fixed wireless will be available in areas where it is “uneconomical to build wireline” networks, according to AT&T president of technology operations Bill Smith.

The new wireless network will be in service for 400,000 locations in Georgia by the end of this year, with 1.1 million locations up and running across 17 other states (Alabama, Arkansas, California, Florida, Illinois, Indiana, Kansas, Kentucky, Louisiana, Michigan, Mississippi, North Carolina, Ohio, South Carolina, Tennessee, Texas and Wisconsin) by 2020.

The buildout is required to meet the terms of the FCC’s Connect America Fund, which AT&T committed to in 2015.

Fixed wireless fits nicely with AT&T’s long-term strategy of mothballing its wireline networks in rural service areas, in favor of wireless alternatives. The company has been behind bills in more than a dozen state legislatures where it offers landline service to permanently disconnect rural customers from wired landline and broadband services.

“We’re committed to utilizing available technologies to connect hard-to-reach locations,” said Eric Boyer, senior vice president, wireless and wired product marketing at AT&T. Just as long as that technology isn’t fiber optics.

Verizon FiOS Introduces 940/880Mbps Tier For As Low as $69.99; Existing Subs Can Upgrade April 30

Verizon has announced near-gigabit speeds will soon be available to its FiOS customers in eight markets starting April 30th at prices as low as $69.99 a month.

The new speed tier will cost less than half of Verizon FiOS’ currently advertised 500/500Mbps plan, and less than the 750Mbps plan some customers have been able to buy during the last three months in select cities.

FiOS Gigabit Connection will not actually deliver 1,000/1,000Mbps service, but it will come close with download speeds up to 940Mbps and 880Mbps for uploads.

Current FiOS customers will be able to upgrade their internet speed and see a dramatic bill reduction starting April 30, according to a Verizon representative.

Unfortunately, all Verizon FiOS customers will not be able to take advantage of the upgraded speeds and lower prices immediately. For now, only customers in the following areas qualify:

  • New York (City and immediate suburbs)
  • Portions of Northern New Jersey
  • Philadelphia
  • Richmond and Hampton Roads, Va.
  • Boston
  • Providence, R.I.
  • Washington, D.C.

Pricing will depend on the level of service you have. Equipment rental, taxes and fees are not included. Customers must order online to get this pricing:

  • Standalone (non-promotional/never expires): $69.99/mo
  • Triple-play bundle price: $79.99/mo, rising to $84.99 in year two

Customers in the qualified markets noted above currently subscribed to Verizon’s 750/750Mbps plan ($150/mo) will be transitioned to the new gigabit plan automatically and get a lower bill as well.

As FiOS Gigabit Connection is introduced, Verizon will dramatically cut the number of internet plans it offers customers in areas where gigabit speeds are available. Verizon is expected to drop its 100, 150, 300, 500, and 750Mbps tiers, leaving just two — an entry-level 50/50Mbps plan starting at $39.99 and the gigabit plan for just under $70.

In other cities where gigabit speeds will not be available for now, customers are stuck with lower speeds and higher prices. Verizon does not have a timetable when other cities will receive upgrades at this time.

Denmark, Finland, Sweden and the Netherlands have the most advanced digital economies in the EU followed by Luxembourg, Belgium, the UK and Ireland, while Romania, Bulgaria, Greece and Italy are at the bottom of the latest European Digital Economy and Society Index (DESI).

DESI is a composite index that summarizes how well European states are performing in the 21st century digital/knowledge economy and how well they are evolving in digital competitiveness. The index helps countries track the likelihood of their success in the global market, and gives countries relative goals they should achieve to be ready to compete with North America and Asia.

In 2016, every EU Member State improved on the DESI, with Slovakia and Slovenia turning it the biggest growth. However, growth was so slight in Portugal, Latvia, and Germany it appeared almost static.

In general, the best scoring nations also scored highly in all the categories measured in the DESI: Connectivity, Human Capital/Digital Skills, Citizen Use of the Internet, Business Digital Technology Integration, and Digital Public Services.

In terms of internet connectivity scores which track broadband deployment and quality, the Netherlands scored highest in 2016 followed by Luxembourg and Belgium. The weakest EU performers were Croatia, Bulgaria, and Poland. Europe has made better inroads in guaranteeing access to broadband, with 98% of Europeans able to access at least one provider. About 76% of Europeans can today choose high-speed broadband at speeds of at least 30Mbps.

Wireless 4G mobile networks cover on average 84% of the EU’s population (measured as the average of each mobile telecom operator’s coverage within each country). At least 74% of European homes subscribe to wired broadband, and over one-third of these connections are high-speed. The number of high-speed connections went up by 74% in two years.

Having a skilled population comfortable with the digital economy and knowledgeable enough to navigate it are also important for commerce, education, and employment. Denmark, Luxembourg, Finland, Sweden, and the Netherlands scored the highest in 2016, while Romania, Bulgaria, Greece and Italy got the lowest scores.

Europeans still do not spend as much time on the internet as their American and Asian counterparts. Last year, 79% of Europeans went online at least once a week, up 3 points compared to 2015. But 44% of Europeans still lack basic digital skills. The most popular online activity in Europe is reading news online (70%), followed by online shopping (66%), social media (63%), and online banking (59%).

Verizon Communications announced a deal Tuesday with a leading optical fiber manufacturer to supply up to 12.4 million miles of fiber cable annually for a large buildout of Verizon’s fiber network to power its forthcoming 5G wireless service.

Verizon’s $1.05 billion agreement with Corning, Inc., of Corning N.Y., will guarantee Verizon will have an ample supply of optical fiber available from 2018-2020 at a time when the company noticed a fiber cable shortage was causing problems for its current FiOS/5G fiber buildout now underway in Boston.

“This new architecture is designed to improve Verizon’s 4G LTE coverage, speed the deployment of 5G, and deliver high-speed broadband to homes and businesses of all sizes,” Verizon said in a statement. But Verizon did not make it very clear the expansion will primarily benefit Verizon Wireless, not Verizon Communications’ FiOS fiber to the home service.

Verizon CEO Lowell McAdam, appearing exclusively on CNBC this morning, rejected the notion that the fiber buildout would represent a restart of Verizon’s long-suspended expansion of its FiOS fiber to the home service.

“When we deployed FiOS we would run a fiber cable into a neighborhood with six or eight strands in it,” McAdam said. “Now we’re going to drop off six or eight strands to every street light in every neighborhood so that allows you to deliver a gigabit of thruput into the home and allows you to do things like intelligent transportation, electric grid management, and water system management. You hear a lot about autonomous cars and things like that today that don’t work without 5G.”

Verizon’s Boston project represents the current CEO’s vision: a wireless-based network supported by an extensive fiber network. But instead of connecting fiber to homes, McAdam’s network connects fiber to tens of thousands of palm-sized “small cells” and other wireless infrastructure that will deliver services to individual neighborhoods instead of individual homes.

Critics still question whether Verizon’s 5G network will be able to sustain its speed and capacity claims outside of testing labs, especially as shared wireless network infrastructure faces future usage demands. Fiber to the home service does not require customers to share bandwidth the same way a wireless connection would and can manage much higher capacity.

Nationwide Class Action Lawsuit Filed Against Charter Claiming False Advertising, Deficient Equipment

Charter Communications is facing a second lawsuit related to false advertising about its ability to provide fast internet service and allegations the company knowingly supplied customers with deficient equipment.

Hart et al. v. Charter Communications Inc., is seeking certification as a nationwide class action from a judge in the U.S. District Court for the Central District of California.

The suit claims that Charter’s subsidiary Time Warner Cable purposely leased out modems and wireless routers it knew were incapable of achieving Time Warner Cable Maxx broadband speeds, consistently oversold its broadband network — resulting in slower internet speeds and performance than the company advertised, and raised customers’ bills without adequate notice.

The California lawsuit closely mirrors one filed in February by New York Attorney General Eric Schneiderman, and focuses on similar claims that Charter is engaged in “false representations and other wrongful business practices.”

The complaint claims:

  • The company willfully and intentionally advertised internet service it could not provide, claiming customers would receive internet service that was “fast” with “no buffering,” “no slowdowns,” “no lag,” “without interruptions,” “without downtime,” and “without the wait.”
  • Charter leased older generation modems and wireless routers to many of their customers that were incapable of supporting the promised internet speeds. Older technology modems could not provide the full benefit of Time Warner Cable Maxx speeds of 100-300Mbps, and company-provided network gateways delivered Wi-Fi service at speeds considerably lower than advertised.
  • Charter regularly failed to manage their network in a manner that would give customers consistent broadband speeds. Instead, “Defendants included too many subscribers in the same service group and provided too few channels for such subscriber, thus causing an internet ‘traffic jam’ (particularly during peak hours) that slowed every subscriber’s connection to speeds substantially below what was promised and paid-for. Indeed, even when consumers resorted to using wired connections, their Internet speeds still fell short of the promised speeds.”
  • Defendants also have adopted an unlawful and unfair practice of adding new fees or other charges to consumers’ bills without adequate notice and outside of the terms promised upon sign-up. In 2016, one customer signed up for a promotional “Spectrum Internet with Wi-Fi” plan with a fixed rate of $64.99 and a $10.00 “Promotional Discount,” making her plan cost a total of $54.99 per month. This amount was reflected in her February 2017 bill. However, on her March 2017 bill, the customer was automatically charged $59.99, a $5.00 increase of which she was not given adequate notice and which was improperly charged to her credit card automatically.

The lawyers bringing the case propose to include as class members anyone who purchased internet service from Time Warner Cable/Charter Communications nationwide, those who believed the company’s advertising that claimed speeds were fast and reliable, and customers enrolled in auto-pay who were not properly informed of changes in price or the terms of service. If certified, the potential size of the class action case could involve millions of customers.
