<p>A <a href="http://www.propublica.org/article/osha-struggles-with-tower-climbing-deaths" target="_blank">new joint investigation</a> by Frontline and ProPublica reveals serious lapses in safety for America&#8217;s cell tower workers, a career now considered one of the most hazardous and life-threatening in America.</p>
<p>In the last eight years, 50 climbers have died, with many more injured installing and servicing cell sites for AT&amp;T, Verizon Wireless, Sprint, and T-Mobile. The investigation finds many of these deaths and injuries were preventable, but as America&#8217;s profitable cell phone companies outsource jobs to cut-rate subcontractors (and the sub-contractors they often use themselves), safety measures take a back seat to low-ball bidding and profits.</p>
<p>Efforts to hold companies accountable are stymied by the byzantine layers of third party companies hired to do the work, an under-equipped federal safety agency, and difficulty assessing where the responsibility lies when things go wrong.</p>
<p>From <a href="http://www.pbs.org/wgbh/pages/frontline/cell-tower-deaths/" target="_blank">ProPublica and Frontline</a>:</p>
<p style="padding-left: 30px;">From their perch atop the contracting chain, carriers typically set many of the crucial parameters for work on cell sites, including deadlines, pay rates and even technical specifications, down to the exact degree an antenna should be angled. An analysis of <a href="http://www.propublica.org/article/cell-tower-fatalities">cell tower deaths</a> by ProPublica and PBS “Frontline” showed that tight timetables and financial pressure often led workers to take fatal shortcuts or to work under unsafe conditions.</p>
<p style="padding-left: 30px;">“We’ve had a number of situations where we think that accidents were caused by companies trying to meet deadlines and … cutting corners on safety in order to meet those deadlines,” said Jordan Barab, OSHA’s deputy administrator.</p>
<p style="padding-left: 30px;">But Barab said it’s difficult for the agency to hold cell companies responsible for safety violations involving subcontractors. In most cases, federal officials have interpreted OSHA regulations to mean that carriers can be held accountable only if they exercised direct control over subcontractors’ work or were aware of specific unsafe conditions.</p>
<p style="padding-left: 30px;">OSHA has not sanctioned cell carriers for safety violations implicated in any subcontractor deaths on cell sites since 2003, a review of agency records by ProPublica and PBS “Frontline” found.</p>

<p>OSHA has made little effort to systematically connect the deaths of tower workers to specific carriers and had not known until ProPublica and PBS “Frontline” told them that there have been 15 fatalities on AT&amp;T jobs since 2003 – more than at the other three major carriers combined over the same period.</p>

<p>The agency attempted to fine a carrier just once and failed, losing a nearly three-year legal battle with a regional cell company in Kentucky. The agency has never taken on the four major carriers – Verizon, T-Mobile, AT&amp;T and Sprint – even though there have been almost two dozen fatalities on jobs done for their networks.</p>

<p style="padding-left: 30px;">Most of OSHA’s enforcement efforts have focused on a transient cast of small subcontractors, though they, too, typically have eluded significant penalties. Over the last nine years, the median fine levied for safety violations linked to a fatal tower accident was $3,750, an analysis by ProPublica and PBS “Frontline” showed.</p>

<p>The <a href="http://www.gig-u.org/" target="_blank">Gigabit Neighborhood Gateway Program</a> leverages local government, universities, private capital, and the public to jointly support and foster the development of new fiber optic networks.</p>
<p>The new program claims it will offer competitively-priced super-fast broadband through projects that will cover neighborhoods of 5,000-10,000 people and communities up to 100,000 in size.  Selection of the six winning communities will be announced between this fall and next spring.</p>
<p>&#8220;Gigabit Squared created the Gigabit Neighborhood Gateway Program to help select Gig.U communities build and test gigabit speed broadband networks with speeds from 100 to 1000 times faster than what Americans have today,&#8221; the company said in a statement.</p>
<p>&#8220;The United States is behind in the world for Internet speed,&#8221; said Mark Ansboury, Gigabit&#8217;s president and co-founder. &#8220;The goal is to help get us out front for a platform of innovation.&#8221;</p>
<p>That platform is certainly not forthcoming from the country&#8217;s largest broadband providers, who according to Ansboury have been pulling back on wired infrastructure upgrades in recent years, shifting focus to more profitable wireless networks.</p>
<p>Gigabit Squared defines the next generation of broadband Internet in terms of speed, declaring 2,000Mbps (2Gbps) as the target to achieve.</p>

<p><a href="http://stopthecap.com/wp-content/uploads/2012/05/GB2.png"><img class="alignright size-full wp-image-25656" title="GB2" src="http://stopthecap.com/wp-content/uploads/2012/05/GB2.png" alt="" width="384" height="150" /></a>Blair Levin, executive director at Gig.U, believes private American telecom companies will always be constrained from delivering world class broadband comparable to South Korea or Japan because of Wall Street opposition to the investment required to construct them. In the eyes of investors, today&#8217;s slower networks, in their estimation, do just fine.</p>
<p>Gig.U <a href="http://www.gig-u.org/news/university-communities-and-the-next-american-upgrade" target="_blank">believes that they have a solution</a>, at least for towns with a sizable university system that can serve as host of the next generation broadband network:</p>
<blockquote><p>First, any community that wants its residents to have access to a network that delivers world-leading bandwidth can do so. The barrier is not technology or economics. The barrier is organization; specifically, organizing demand and improved use of underutilized assets, such as rights of way, dark fiber, or in more rural areas, spectrum. The responses identified a multitude of ways local communities can improve the private investment case by lowering investment and risk, and increasing revenues for private players willing to upgrade or build new networks <em>without</em> budget outlays from the local government.</p>
<p>Second, the responses confirmed that university communities have the easiest organizing task and greatest upside. Their density, demographics and demand make the current economics more favorable for an upgrade than other communities. For example, the high percentage of the population in university communities living in multiple dwelling units makes the economics of an upgrade far more favorable than for communities composed largely of single-family homes. With the growing importance of Big Data for the economy and the society, university communities are the natural havens for such enterprises to be born and prosper. Through the Gig.U process, our communities are already exploring more than a half-dozen paths to achieve an upgrade; paths that will be replicable for others and will deliver a major step forward in providing America a strategic broadband advantage.</p></blockquote>
<p>Outside of a handful of upstart private competitors like California-based Sonic.net, most fiber broadband expansion come from private companies like Google &#8212; building an experimental fiber-to-the-home network in Kansas City, community-owned broadband services coordinated by local town or city government, co-op telecommunications companies owned by their subscribers, or municipal utilities.</p>
<p>While those efforts are typically committed to the concept of &#8220;universal service&#8221; &#8212; wiring their entire communities &#8212; the Gig.U project targets funding only for networks in and around university campuses.</p>
<p>The New America Foundation builds on Gig.U&#8217;s premise in its own recent report, &#8220;<a href="http://www.newamerica.net/sites/newamerica.net/files/policydocs/Universities%20as%20Hubs%20for%20Next-Generation%20Networks_3.pdf" target="_blank">Universities as Hubs for Next Generation Networks</a>,&#8221; which argues affordable expansion of broadband can win community support when the public has the right to also benefit from those networks. While Gig.U&#8217;s approach suggests the project will target fiber broadband directly to the homes qualified to receive it, the New America Foundation supports the construction of mesh wireless Wi-Fi networks to keep construction costs low for neighborhoods targeted for service.</p>
<p>An earlier project in Orono and Old Town, Maine may afford a preview of Gig.U&#8217;s vision, as that collaboration between the University of Maine and private fiber provider GWI is already in its construction phase. For those lucky enough to live within range of the fiber project, broadband speeds will far exceed what incumbents Time Warner Cable and FairPoint Communications deliver. FairPoint has fought similar projects (<a href="http://stopthecap.com/?s=gwi">and GWI specifically</a>) for years.</p>
<p>Will private providers object to the Gig.U effort to win local governments&#8217; favor in the six cities eventually chosen for service? History suggests the answer will be yes, at least to the extent local cable and phone companies demand the same concessions for easy pole access, reduced pole attachment fees, and easing of zoning restrictions and procedures Gig.U project coordinators expect.</p>
<p>Levin has stressed Gig.U projects are based on university and private funding sources, not taxpayer dollars. That may also limit how much objection commercial providers may be able to raise against the projects.</p>

<p>&#8220;There&#8217;s no competition so their prices continue to go up, their offers continue to go down, and the people here with no other competition are just paying and paying and paying,&#8221; Elmira mayor Sue Skidmore told WETM News.</p>
<p>Skidmore and the city council intend to hold public hearings on the cable operator&#8217;s franchise renewal before they attempt to negotiate the next 10-year agreement with the cable company.</p>
<p>&#8220;This gives the public an opportunity to come and say anything good or bad pertaining to the cable franchise,&#8221; said city manager John Burin. The public meeting is scheduled for 7pm, June 4, on the second floor of Elmira City Hall.</p>

<p>The city&#8217;s ability to press Time Warner Cable for lower rates or service changes are extremely limited, however. Wholesale deregulation of the cable television industry has allowed most cable operators to manage their systems as they see fit, with no obligation to accept the recommendations of local government.</p>
<p>This fact of life was underscored when Time Warner mailed its own vision of what a renewal agreement with the city should look like, prior to any public discussion.</p>
<p>The city&#8217;s lawyer, John Ryan Jr., <a href="http://www.theithacajournal.com/article/20120518/NEWS01/205180375/Elmira-may-hold-hearing-listen-Time-Warner-customers?odyssey=mod%7Cnewswell%7Ctext%7CLocal%20News%7Cs" target="_blank">told</a> the <em>Ithaca Journal</em> the company deleted several provisions in the proposed renewal agreement that are part of the current agreement. Ryan intends to speak with the operator about those changes, and wants to see changes in the city&#8217;s favor.</p>
<p>In most franchise renewal agreements, the only leverage a city typically has is to threaten not to renew a cable franchise. That is a very rare occurrence, however, because it is exceptionally rare for another major cable provider to agree to service a city that cancels a franchise renewal with another company. In the end, most renewal agreements come down to handshake agreements to correct any long-standing service issues, agree to wire certain unserved areas, and negotiate over public, educational, and government access channels and franchise fees payable to the city.</p>
<p>The local telephone company, Verizon Communications, has no plans to provide its FiOS fiber optic service in the city, leaving customers with the competitive option of landline phone service, DSL, and a contract with Verizon&#8217;s satellite TV partner, DirecTV.</p>

<p>Panera executives say the company connects 2.7 million sessions a month at its 1,565 locations nationwide.  The result is Wi-Fi that slow to a crawl, overloaded with dozens of customers trying to get online at the same time. The problem has gotten even worse since wireless phone companies began usage capping and throttling their customers. That brings data-hungry people to Panera for the free Wi-Fi, but they don&#8217;t always stay for the food.</p>
<p>Now Panera is considering rationing its Wi-Fi service and giving priority to its most-frequent visitors who belong to the company&#8217;s MyPanera loyalty program, rewarding them with extra time on the network or prioritized traffic that forces non-members onto slower connections.</p>
<p>That could discourage casual visitors and those not purchasing food to look elsewhere.  JiWire, which sells ads on Wi-Fi networks, estimates 55% of those using free in-store Wi-Fi are searching for a faster connection than their wireless phone company provides. If Panera forces them to use slower speed connections, they may go somewhere else.</p>
<p>Panera, like coffee shops and other eateries, all face the same challenge: how to discourage the freeloaders who spend hours occupying tables and seats without buying anything while not alienating the customers that do buy and appreciate the wireless Internet connection as a free perk.</p>
<p>As wireless carriers continue to charge more for less service, those challenges are expected to only grow in the coming months.</p>

<p>Yesterday&#8217;s news that Verizon Wireless plans to terminate the grandfathered unlimited data plans of their existing customers, forcing them to choose from a range of potentially more expensive shared data plans, would seem to be part and parcel of the cell phone industry&#8217;s need to move away from all-you-can-eat data to preserve what little spectrum they have to handle wireless data growth.</p>
<p>AT&amp;T&#8217;s Randall Stephenson is on record stating AT&amp;T has been hiking prices because of the imminent spectrum crisis and its inability to manage it with a buyout of T-Mobile:</p>
<p>“We’re running out of the airwaves that this traffic rides on,” Stephenson said. “There is a shortage of this spectrum. The more competitors you have, the less efficient the allocation of spectrum will be. It’s got to change. I don’t think the market’s going to accommodate the number of competitors there are in the landscape.” Stephenson noted AT&amp;T’s data prices have increased 30% since the deal was killed.</p>
<p>&#8220;In a capacity-constrained environment we will manage usage-based data plans, increased pricing and managing the speeds of the highest volume users. These are all logical and necessary steps to manage utilization,&#8221; Stephenson said about AT&amp;T&#8217;s rationing plans.</p>
<p>Over at Verizon Wireless, the announced end of unlimited data carried no such warnings of imminent wireless spectrum doom.  In fact, chief financial officer Fran Shammo on Wednesday <a href="http://www22.verizon.com/idc/groups/public/documents/adacct/jpm_vz_transcript.pdf" target="_blank">said</a> Verizon was just fine with spectrum and capacity for at least the next two years, if not longer (underlining ours):</p>
<blockquote><p>&#8220;Well, I think prior to the deal that we announced with the cable companies and the acquisition of spectrum, we were saying that we were going to need a spectrum &#8212; we were going to need more spectrum by 2015. With the approval of this deal now, with the AWS, we think <span style="text-decoration: underline;">we are in very good shape here beyond 2015</span>.</p>
<p>&#8220;In addition, the way our 3G spectrum is in individual slices, it is going to be very efficient for us to take slices out and re-appropriate that to the 4G technology. So I think that through that spectrum efficiency, also I think that there will be some help from the manufacturers in getting more equipment out there that utilizes spectrum more efficiently, although I don&#8217;t think that solves the problem, the industry is going to need more spectrum in the future because of the way that we see the guide path of consumption. But I think right now, <span style="text-decoration: underline;">we are in pretty good shape for at least the next several years</span>.</p>
<p>[...] &#8220;So <span style="text-decoration: underline;">from a spectrum perspective, I think we are absolutely fine</span>.&#8221;</p></blockquote>

<p>In fact, Verizon Wireless plans to <em><strong>reduce</strong></em> its spending on infrastructure projects designed to expand and enhance its wireless network, starting with its 3G service. Frammo (underlining ours):</p>
<blockquote><p>&#8220;And now what you&#8217;re seeing is, if you will, <span style="text-decoration: underline;">a discontinued investment in 3G</span>. Now we will have to continue to invest in that 3G from a maintenance and reliability perspective because we still have 90 million customers on that, but <span style="text-decoration: underline;">no more capacity or expansion of the 3G network</span>. Our effort is going into 4G now and what I would say to you is look at Verizon on a total capital basis and I would say <span style="text-decoration: underline;">flat to slightly down</span>. If you look at the components, what you will see is <span style="text-decoration: underline;">wireless decreased $850 million in the first quarter</span> and that was because of the 3G buildout last year and not this year. But I think <span style="text-decoration: underline;">on a year-over-year basis, you could look to flat to down and that trend should continue</span>.&#8221;</p></blockquote>
<p>So what are Verizon&#8217;s primary goals in the near future? <em><strong>Increasing revenue.</strong></em> Frammo (underlining ours):</p>
<blockquote><p>&#8220;So obviously, our goal is to <span style="text-decoration: underline;">increase cash flow</span>. We came out of the first quarter with <span style="text-decoration: underline;">a $1.7 billion increase in our cash flow</span> year-over-year, managing that CapEx. <span style="text-decoration: underline;">Our dividend policy is extremely important to us.</span>&#8220;</p></blockquote>
<p>Verizon Wireless handed out this statement this morning regarding the imminent demise of unlimited data:</p>
<blockquote><p>&#8220;As we have stated publicly, Verizon Wireless has been re-evaluating its data pricing structure for some time, Customers have told us that they want to share data, similar to how they share minutes today. We are working on plans to provide customers with that option later this year.</p>
<p>&#8220;We will share specific details of the plans and any related policy changes well in advance of their introduction, so customers will have time to evaluate their choices and make the best decisions for their wireless service. It is our goal and commitment to continue to provide customers with the same high value service they have come to expect from Verizon Wireless.&#8221;</p></blockquote>

All that remained was a post with an electric meter and his DISH Network satellite dish.</p>
<p>Demoss called the satellite TV company to cancel his service. There wasn&#8217;t much point continuing to pay for satellite television when your television has blown into the next town over. At first, DISH Network representatives seemed sympathetic, promising the problem would be taken care of immediately.</p>
<p>That was, until DISH found out Demoss&#8217; satellite receiver was also missing and could not be returned.</p>
<p>&#8220;We kept getting letters in the mail saying &#8216;You are going to have to return the receiver, or we will have to charge you $300 for it,&#8217;&#8221; Demoss <a href="http://www.wcpo.com/dpp/money/consumer/dont_waste_your_money/tornado-takes-home-dish-network-takes-300" target="_blank">told</a> WCPO-TV&#8217;s consumer reporter.</p>
<p><a href="http://stopthecap.com/wp-content/uploads/2012/05/California_KY.gif"><img class="alignleft  wp-image-25498" title="California_KY" src="http://stopthecap.com/wp-content/uploads/2012/05/California_KY.gif" alt="" width="211" height="211" /></a>And DISH did exactly that, removing $300 from the family checking account.</p>
<p>DISH Network has earned a mediocre C+ rating from the Better Business Bureau, and has racked up more than 13,000 complaints in the past three years, some about lost equipment fees.</p>
<p>Companies can charge early contract termination and lost equipment fees for customers who cancel service before their service contract ends or who do not return equipment. When tragedies like storms, fires, and floods strike, many satellite and cable companies try to bill customers accordingly, at least until they end up shamed on the evening news.</p>
<p>DISH quickly offered to refund the Demoss family their $300 once the Cincinnati television station got involved, and the satellite company apologized for the inconvenience.</p>
<p>Virtually all cable, telephone, and satellite companies will eventually relent on cancellation fees and damaged/lost equipment fees if customers tell the intransigent customer service representative or supervisor their next call will be to local media to share the story, so it pays to stand your ground.</p>
<p>However, as <em>Stop the Cap!</em> has repeatedly recommended in the past, your best protection is a renter or homeowner insurance policy, which typically covers these types of losses. Renters often assume their landlord maintains insurance on their behalf, but in fact they do not. Insurance purchased by the building owner only covers structural losses, never your personal property. Renters insurance is inexpensive and highly recommended.</p>

<p>Aereo, which charges $12 a month to an invitation-only customer base, is the target of serious legal action brought by the major broadcast networks and local TV stations that believe Aereo&#8217;s disruptive business model could allow cable operators to avoid paying retransmission consent fees for free, over the air television signals.</p>
<p>Aereo only streams local broadcasters in the New York metropolitan area to residents within viewing range of the signals. The company argues it operates legally because of a time-tested, sound legal principle: the Communications Act of 1934, which offers broadcasters a license to use the public airwaves in return for operating in the public interest. Aereo only rents its tiny antennas to one customer at a time, and provides them with streamed video received by that antenna. The company charges a nominal monthly fee to cover the costs of operating its data center and to cover streaming expenses.</p>
<p>The monthly subscription fee grants viewers access to watch one channel while recording another on a cloud-based DVR &#8220;storage locker.&#8221; Viewers can watch the signals on just about any device, as long as they are located within the New York metropolitan area. Travelers and those who live outside of the area cannot watch programming or subscribe to the service.</p>
<p>The threat to the nation&#8217;s pay television operators and broadcasters is obvious. Over the air television broadcasters increasingly rely on so-called &#8220;retransmission consent payments&#8221; collected from pay television operators in return for permission to place their signals on the cable, telco, or satellite TV dial. Broadcasters bank on that growing revenue. Pay television providers grudgingly agree to the payments and promptly pass them on to already rate-increase-weary subscribers, who want a way out of paying for hundreds of channels they don&#8217;t care to watch.</p>

<p>Aereo breaks the business models of both broadcasters and the cable industry. Cord cutters can get reliable and cheap reception of over-the-air stations without dealing with cumbersome in-home antennas (or paying local cable companies for HD-quality local stations and a DVR box). Goodbye $70 cable-TV bill. Broadcasters also lose every time the local pay television company drops a subscriber. Aereo does not pay retransmission consent fees, nor do their subscribers.</p>
<p>But Aereo is not all bad news for pay television providers. If Aereo can survive the legal onslaught from broadcast interests, nothing stops local cable companies from licensing Aereo technology (or constructing their own system) that would bypass retransmission consent fees as well. That could save cable operators millions.</p>
<p>Ridiculous? Not according to Matt Bond, an executive vice-president at Comcast/NBC who told a New York federal court the risk is real.</p>
<p>&#8220;It makes little economic sense for cable systems and satellite broadcasters to continue to pay for NBCU content on a per-subscriber basis when, with a relatively modest investment, they can simply modify their operations to mirror Aereo&#8217;s &#8216;individual antenna&#8217; scheme and retransmit, for free, over-the-air local broadcast programming,&#8221; Bond said. &#8220;I know for a fact that cable companies have already considered such a model.&#8221;</p>

<p>Broadcasters revile Aereo&#8217;s disruptive innovation.  Bond called the service &#8220;piracy.&#8221; Other network executives say it steals their content and resells it at a profit. Some are even predicting the destruction of broadcast television as we know it if Aereo is found to be legal. Virtually every network is on board for the lawsuit, which seeks an immediate injunction that would shut the service down.</p>
<p>Barry Diller, a veteran broadcast executive, has invested in Aereo and calls the broadcasters&#8217; fears rubbish.</p>
<p>&#8220;It’s not the beginning of the destruction of anybody,&#8221; Diller <a href="http://nymag.com/arts/tv/upfronts/2012/barry-diller-2012-5/" target="_blank">told</a> <em>New York Magazine</em>. &#8220;TV wasn’t the destruction of the movie business. Television wasn’t the destruction of radio. Cable wasn’t the destruction of broadcast networks. What happens is new alternatives come, and they live alongside whatever existed.&#8221;</p>
<p>&#8220;You have an antenna that has your name on it, figuratively &#8230; and it&#8217;s one-to-one. It is not a network,&#8221; Diller told members of the Senate Commerce Committee during a recent hearing. &#8220;It is a platform for you to simply receive, over the Internet, broadcast signals that are free and to record them and use them on any device that you like.&#8221;</p>
<p>Aereo is not a pioneer in the video streaming of over the air signals. iCraveTV launched in 1999 streaming broadcast stations from Buffalo, N.Y. and Ontario, Canada from its home base in Toronto. Broadcasters filed suit and quickly shut the service down. ivi-TV tried a similar venture in 2011 and was also shut down. Even companies experimenting with IPTV technology have <a href="http://www.multichannel.com/article/484379-Portland_Broadcast_Affiliates_Pull_Signals_From_Skitter_TV.php" target="_blank">run into trouble</a> with some networks that feel threatened by a possible precedent that could be mistakenly established, starting a flood of similar services.</p>

<p>Time Warner Cable is nearing the end of a licensing deal that has allowed the company to use a familiar Warner Bros. animated character to promote their broadband service.</p>
<p>The company has spent at least a year transitioning customers away from the Road Runner brand name, now simply referring to their broadband product as &#8220;Internet&#8221; or, in some markets, &#8220;HSI&#8221; &#8212; High Speed Internet.</p>
<p>The &#8220;brand refresh&#8221; comes as Time Warner tries to associate all of its products and services around its traditional &#8220;eye-ear&#8221; logo, according to company spokeswoman Jeannette Castaneda.</p>
<p>Licensing the Road Runner character as the broadband service&#8217;s mascot has also been expensive, and the continued need to use the character to educate consumers about the speed benefits of cable broadband over DSL has diminished in importance.</p>

<p>The transition away from the Road Runner brand has been ongoing since last summer, but <em>Broadband Reports</em> <a href="http://www.dslreports.com/shownews/Time-Warner-Cable-Kills-the-Roadrunner-119519" target="_blank">notes</a> numerous markets will see the brand and logo eliminated completely effective May 19th.  The company is also using the occasion to adjust pricing and tiers of its broadband service.  Hardest hit will be standalone broadband-only customers, who will now pay $53.95 a month for Time Warner&#8217;s standard 10/1Mbps Internet service. New customers will also pay a modem rental fee of $2.50 a month. Standalone Turbo (20/2Mbps) customers will pay $73.95 for their Internet service.</p>
<p>Time Warner Cable&#8217;s a-la-carte pricing for broadband is designed to make their bundled service offerings more attractive in comparison. The company will sell you Internet-only service for $73.95, or sell you a triple play package of phone, Internet, and television service for just $16.04 per month more on a 12-month promotion.</p>
<p><em>Broadband Reports</em>&#8216; source lists pricing for one unspecified market:</p>

<p>Customers can avoid paying regular pricing by bundling multiple services together, getting a customer retention deal when threatening to cancel service, or bouncing between a <a href="http://www.earthlink.net/access/cable.faces" target="_blank">six-month new customer promotion</a> available from Earthlink over Time Warner Cable and the cable company&#8217;s own broadband promotional offer, good for 12 months. Both cost $29.99 a month in many markets.</p>
