		<description>Fred is right.  There is also the possibility of using a nonprofit structure to own the network.  However, munis have taken the lead on this issue in many areas and restricting muni power will certainly throttle competition - which is why Time Warner and others have put so much time into pushing these restrictions.</description>

		<description>Consumers have another route to upgrade their telecom infrastructures:  telecom cooperatives.  Cooperatives appeared in the U.S. a century ago to provide power, water and telephone service where it was unprofitable for investor owned utilities.  They should pursue this route as well and ask their elected representatives to make available grants and low cost loans to cover technical/business planning and construction costs.</description>
