The Many Challenges of Charter Cable: Rate Increases for Seniors, Bankruptcy, Employees Attacked, Customers Hassled

charterCharter Cable, which has been in Chapter 11 bankruptcy since March 28, has been among the worst hit cable operators by an American economy in trouble, accusations of poor service, excessive executive compensation, and spiraling debt.  Before entering bankruptcy protection, the company had $21 billion in debt — a significant amount for a cable operator serving just 5.5 million customers in 27 states.

Company founder Paul Allen, a co-founder of Microsoft who controlled 91 percent of Charter Cable before bankruptcy, will control just 35 percent of the company as it emerges from reorganization in the coming weeks.  Allen’s attention will then turn to the bankruptcy of another one of his concerns – Digeo Inc., which is best known for its Moxi HD DVR.

Despite the bankruptcy, Charter Cable aggressively continues to upgrade its broadband service to DOCSIS 3 in many of its service areas, introducing new faster broadband products to customers.  But broadband service from Charter is just one of three services they offer customers, and many are not satisfied with the service they are getting.

Beyond bankruptcy, Charter Cable continues to face bad press for providing poor service, hassling customers with aggressive telemarketing calls, dramatic rate increases, and in one shocking incident this week, a Charter Cable technician in Victorville, California was attacked and killed while on a service call.

Authorities are still searching for a motive for Monday’s unprovoked attack on 25-year-old Trevor Neiman, of Phelan, California.  After surviving three tours of duty in Iraq, Neiman was killed with a small hammer in a Victorville home.  Police say the attack came from a relative of the homeowner who was visiting at the time of the assault.  The suspect, Hesperia resident Johnny Acosta, 45, was arrested on suspicion of murder a short time after fleeing the scene.

“There was no exchange of words. There was nothing that occurred before the unprovoked attack,” said Jody Miller, a spokeswoman for the San Bernardino County Sheriff’s Department told KTLA News.

Beyond that horrific incident, Charter Cable has been irritating subscribers with a series of rate increases and annoying marketing campaigns across the country.

In West Covina, California Charter Cable is ridding itself of senior discounts and also dramatically increasing rates.  Broadcast basic cable customers face a whopping $10 monthly increase in their cable bill, and the more popular expanded basic service will increase by $5.25 a month.  The company claims the rate increases are part of “an investment in improving the overall customer service experience.”

Resident Hermine Deemer, 83, told the San Gabriel Valley Tribune her bill will increase to $67 a month from $53 – a 26 percent hike.

“That’s a big increase,” Deemer said. “Nobody gets that big of an increase. I know things go up but not that much.”

Charter Cable is calling customers trying to market bundled services including broadband and telephone, claiming the savings from bundling services together would be “higher than the senior discount ever gave.”

Deputy City Manager Chris Freeland said the city has received several calls on the increases but there is little they can do about it.

“We would much rather have the senior discount,” Freeland said. “It’s really beyond our control. The economy is tough and every little dollar for seniors is so precious.”

Customers commenting on the rate increase have encouraged seniors to cancel service and switch to DISH Network satellite service, and several seniors lament they are housebound and television is their primary window to the outside world.  With no increase in Social Security in 2010 and increasing medical costs, many seniors will face difficulty coping with the rate increases.

In Pendleton, Oregon, the city attorney blasted Charter Cable for a $5 increase in broadcast basic service (providing local broadcast channels and some public affairs cable networks) and a $3 increase in expanded basic, claiming it unfairly falls on those least able to afford it, all to subsidize discounts on their bundled service packages.  Peter H. Wells wrote an open letter to Charter Cable published in the East Oregonian:

By imposing the same $5.00 increase for all service tiers and, in fact, a lower increase for those with expanded basic service, the basic tier customer is paying for a greater portion of the company’s total costs than before the fee increase.

Through February 2005, less than five years ago, basic tier service cost the customer $12.91 per month. The rate change effective in December to $24.99 per month is such that those customers will have had a 93 percent rate increase in the past five years. It also appears that Pendleton’s basic tier customers are paying the same for less service than basic tier customers in other nearby service areas.

Charter representatives claim that the service charge increases over the past few years were to compensate the company for upgrades to the physical plant in Pendleton. I believe that argument is not appropriate. The physical plant upgrades were to allow Charter to provide additional services of telephone, digital cable and Internet. The cost of those upgrades should be borne by the users of those services, not the basic tier customers on whom the increase is being disproportionately imposed.

Unfortunately, Charter Cable’s rates are not within the control of the city management, so Wells could only ask that concerned residents contact Charter Cable and complain.

At least one customer fed up with Charter’s marketing practices found g0ing to a local TV station’s consumer watchdog reporter was even more effective.

Carole McGuire of Madison, Wisconsin turned down Charter’s relentless marketing of their “digital phone” product, which she doesn’t currently purchase.  Despite her disinterest, the visiting salesman left an application, and called her the next day to see if she changed her mind.  After that, McGuire began receiving a barrage of automated phone calls from Charter claiming she ordered the service, and needed to obtain third party verification to meet Federal Communications Commission obligations and process her order.

Not having placed an order, she ignored the calls, but they kept coming… over and over.

Exasperated, she turned to WISC-TV’s On Your Side reporter Erick Franke to see if he could get Charter to stop calling her.

Unfortunately, not even TV stations are immune from dealing with problems with Charter Cable.  About a month ago, residents in Clarksville, Tennessee discovered WKAG-TV in nearby Hopkinsville, Kentucky missing from their cable dial.

Charter Cable had removed the low-power 18,500 watt station claiming it couldn’t obtain a strong enough signal to carry it.  WKAG-TV happened to be the only station in the entire region that produced news programming for Clarksville residents, and had consistently served the community of 100,000 with local newscasts, sports coverage, weather, and public affairs programming.

WKAG management was surprised by the decision to drop the station, and mounted a public campaign to dispute Charter’s poor signal strength assertions.  Charter Cable ignored the station’s first press release and has now been confronted with embarrassing video evidence that the station can be received with a good over-the-air signal with just a two foot antenna from the top of a building at a location even more distant from Charter’s TV reception tower, and from a lower overall height.

Charter Cable used to import WKAG from a direct fiber feed, but dropped it several years ago in an apparent cost-cutting move.

Despite complaints from Clarksville residents, Charter continues to ignore customer demands for WKAG’s restoration.

From one side of the country to the other, Charter Cable’s finances are not the only challenge the company faces.  Providing affordable, responsive, and quality service to customers apparently also remains a challenge Charter Cable has yet to surmount.

    Seems the TV companies are trying to find every loophole possible to offer nothing for more money to subscribers. I guess they want to be in the health care insurance industry?

    Great compilation of the Charter woes. Charter is our area’s cable company, and like many others, we have experienced Charter at its worse. We now get our TV over the air, and over the Internet.

    AT&T is not much better in our area, though. Last week, two young guys showed up at my door, armed with a list AT&T customers who are not subscribing to UVerse. They implied this was a service call, (not a marketing call, oh no), to let folks know about a “new” service in the area. Considering that UVerse has been around for several months, and considering the misinformation about UVerse they were providing (not to mention that the community I live in is posted against door to door marketing), it would seem there’s not much to choose from when it comes to integrity with both companies.

    I’m an avid reader of this site and in almost all cases cannot fault the articles or the conclusions drawn. I have to say that, though I don’t believe it to be intentional, one statement in this piece could be construed as being in very poor taste:

    This statement seems to link the senseless murder of a cable worker with the poor management and service that customers have had to endure. While a complete non-sequitur, at its best, it seems to suggest the killing is an inconvenience to customers in the same way that rate hikes and telemarketing are; At its worst, it implies the incident was the result of poor corporate policies.

    Neither is the case, and though this is clear from the remainder of the article, I’d strongly suggest you rework this paragraph which reads a little blasé about what is a tragic event.

    As a final aside, while it’s good to acknowledge this event, it’s out-of-place in an article which otherwise serves to expose the shortcomings of Charter Cable. It’s not really relevant and appears as politicising this devastating news. It might be much better to push such an acknowledgement to a separate article without any secondary agenda.

    • The headline of the article was “The Many Challenges…” and detailed such as the company works its way through and out of bankruptcy. Assaults on employees are included in those challenges. I think the words “shocking” and “horrific” make it quite clear it’s certainly not making light of the incident, particularly after viewing the news video that accompanies it, and the distinction between that attack and detailing the customer service woes is kept apart by this:

      After that, the article details the rate increases and other issues.

      What you’d probably find even more appalling are some of the comments that were left on a few news outlet sites reporting the tragedy, where customers had zero sympathy for the employee and, in a few cases, suggested the attack was probably a result of bad picture quality and overpriced service. Yes, some people went there directly and openly.

      I watch all of the video that I embed in stories, and they help tell the story that I don’t need to repeat in the article text, and I try and choose video that expresses the appropriate sentiment. I specifically chose that video out of about 15 options because I felt it represented the real-world feelings that need to be expressed about senseless violent attacks like this. Hearing the family members speak out represents that in ways I couldn’t begin to write, and that’s why I let them do the talking.

      But I appreciate your personal feelings and concerns, and knew going in that I’d probably get a few comments similar to yours, as other websites that have reported on somewhat similar incidents also get concerned or negative comments from at least a few readers. I hope the clarification helps ease any concerns you might have that I don’t personally feel anger towards the alleged perpetrator and sadness and sympathy for the family.

    I’ve been combarded with Dish flyers saying you can get service for $20 per month from them, though it’s another $5 for local channels. So about the same price as Charter’s basic service.

    Of course the question then is whether folks with basic cable abhor the rate increases enough to go OTA-only. If not, then apparently the service is worth it to them, despite the high prices.

    While I agree that rate increases on service tiers that don’t get any feature upgrades is the wrong thing to do, you have to remember that Charter has to figure out some way to move toward being debt-free, otherwise it folds. The question at this point is whether it’s better to have overpriced cable service now and six months down the road, or somewhat reasonably priced service now and possibly no service in six months because Charter can’t keep the doors open.

    Yeah, catch-22s suck.

    Your assessment of a cable company certainly didn’t need the inclusion of the senseless murder of a fine young man.

    Your lack of shame and respect for a former US Marine who proudly served his country and did the duty that was required of him, is disgusting. You and people like you are pigs.

    I’ve had Charter cable for years and I’m not experiencing any of this crap you are spewing.

    That aside, your adding his death into your review was the lowest thing I’ve ever seen in my life and people like you should be prosecuted for hate crimes.

    Bad PR does not help Charters efforts. Because you do not happen
    to like one or more reasons for the bad PR does not make any of those
    reasons go away. They happened and are history now. Are you two
    working at NCIS now and know everything about the case? I doubt it.

    I appreciate the response. I still feel it would be better to talk about this tragedy in its own article, without any other agenda. It still has the air of politicising the event and its removal would have no effect on the fine points made in the article.

    Susan – seems an extreme reaction, though clearly I understand why, given my earlier post. As for your other point, there are many people who have experienced horrendously poor service through Charter, whether you personally have or have not.

    Uncle Ken – I would like to see where I questioned or even claimed to know the facts of the case. Bad press may be bad press, but there’s a world of difference between that which leads to genuine criticism of the company and that which is the result of a unique and shocking event to which the company is at best tangentially involved. Your suggestion is that it’s okay to use such news as part of a one-two punch combination in a piece that’s focused on the company’s failings. It’s not. When pushing your agenda, there are some things that are in poor taste no matter how much emotional weight they may appear your arguments.

    Kodak worker, any worker. The news finds it necessary to include who
    the person worked for and forever people will make that association.
    This time it was a Charter worker, Next time it could be the guy hooking
    up an electric line for our electric company or the guy running a water
    line for a city. Media is just if not more guilty. STC did not use it as a major
    point. just another point that media used in a less tasteful manor.
    Because of media coverage the two can never be split apart ever.

      Right, and I have no problem with the media mentioning the company for whom the employee worked.

      My problem is with such news being used to elicit an emotional response within an article to which it’s not directly relevant. Whether it was used as a “major point” or not, its inclusion is still questionable. There was certainly quite a lot of focus on it, with a video included.

      Just to clarify one more time: I don’t mind Stop The Cap reporting this news. I don’t mind the video being included. I just feel that such reports should be isolated from any article or story that pushes a political agenda. I find it especially distasteful when the topic is introduced in such an article at the end of a statement that outlines the business related challenges that the company is facing.

      Even if you or I are not personally offended by something, there are valid reasons why someone else might be; there’s also quite reasonable cause for someone else to misconstrue the intention with which it was written. To my mind, it’s better to avoid this issue entirely than it is to risk alienation and the fighting of a battle that’s utterly unrelated to the war.

      I’m done, though. The author responded to my point and I appreciate that, even if I still (respectfully) disagree. I’m still reading and I’m still thankful for the hard work it takes to bring many of these stories to our attention.
