I think ISPs hands are increasingly tied. I would appeal directly to your MP and demand legislation to put a stop to this abuse. Bell is in the unique position of being a wholesaler to its potential competitors -and- a retailer itself. We know where that leads.

The CRTC shocks me in its industry-friendly positions. I thought the US was bad with special interests infesting oversight agencies, but the CRTC might as well be run out of a room at Bell or Rogers HQ.

The Canadian wholesale ISPs that were supposedly using Bell's network are those ISPs. Look at Teksavvy for example. They sell I believe a 300GB plan, and an Unlimited plan, include MLPPP to get around Bell's throttling. So now it turns out Teksavvy, who was trying to get off of Bell's network if I'm understanding correctly for a while, especially when it came down to co-locating their own DSLAMs or setting up a fiber project, however from what I can tell, revenue prevented such a thing from taking place. Also, apparently Bell is trying to prevent wholesale DSL companies and such from using their remotes as well.

What an outrage.

There should be a flood of angry visits, letters, emails and phone calls to every member of that regulatory body and the gov't agencies that over see the regulatory body.

Crap! Now I can't threaten to "move to Canada" if our country goes to pot. ;)

Seriously though, this is not good at all. I feel very sorry for Canadians with respect to broadband access/costs.
